Republicans are losing sight of the importance of making the shift on renewable energy quickly with some short term pain, as they push for oil and gas solutions and a less effective program for renewable energy. Mr. Biden is taking on bigger risks in the short term in the midterms and beyond but following a sound policy of aggressively pushing renewable energy. Internet penetration in India is increasing rapidly. India had 71 million internet users in 2009 by one estimate. Current estimates are of 80-100 million internet users. India's internet penetration as percentage of population of 5% is low compared to China which is at 28.9%, Brazil at 39.2%, and Mexico at 28.3%, according to figures from the International Telecommunication Union. Analysts expect the launch of third generation broadband networks will help increase internet use in India. One study done by investment bank Caris & Co. shows internet use growing to 180-200 million users by 2015. Most of the major internet sites are in news, job-search or match-making. Internet retail is just beginning to grow with online purchases of $1.4 billion in 2010 going up to $5 billion in 2012.

The head of the UK's secret service said in a speech that "we need to have a conversation" about Huawei's involvement in UK's telecom network. Following this BT, Brtiish  Telcom, stated it is removing Huawei's networking kit from its EE mobile network. Huawei has struggled against the suspicion that it is under the influence of the government to tap into telecom systems in other countries. Now the Trump administration is making its case that Huawei also is breaking U.S. sanctions against Iran with the arrest in Canada of founder Ren's daughter Meng, who is the CFO. Haruhiko Kuroda, 68 years old, a senior finance ministry expert who ran the ministry's currency policy as vice finance minister for 4 years in the early 2000's, is prime minister Abe's nominee for central bank chief. He lectured at Hitoshibashi University for two years before becoming the head of the Asian Development Bank. His book "Success and Failure in Fiscal and Monetary Policy," is critical of the Bank of Japan for mistakes in being first too accomodative in monetary policy to set up the 1987 crash, and then tightening too quickly leading to the deflation and recessions of the last two decades. By choosing an expert with a long experience in the field of monetary policy and a vigorous advocate of getting things right to shake off the deflationary trends, Abe is sending a strong signal to financial markets. Kuroda says he is looking at a shorter time frame to achieve a 2% target for inflation- about two years. In essence Kuroda is taking a page from the policy book of a small group of MIT trained economists, Bernanke at the U.S. Federal Reserve, Draghi at the European Central Bank, and Mervyn King at the Bank of England to boost domestic economies in the context of increasing global growth. The yen weakened to 94.77 to the dollar on Feb 25, 2013, after the announcement. Abe's nominee for one of two deputy governor appointments is Kikuo Iwata, a 70 year old economist who was also critical of Bank of Japan monetary policy since the 1990's. The Abe administration has also carefully communicated this message. Speaking at the Centre for Strategic and International Studies in Washington D.C. Abe said Japan's goal was to increase exports, but at the same time it will increase imports which should benefit the U.S., China, India and other countries. He described a recovery in Middle America from the Dakotas to the Carolinas and sees something like this happening also in Japan. Even the appeals to nationalist sentiment are also coupled with the message to China and S. Korea of not climbing up the escalation ladder and seeking good relations to promote mutually beneficial development. Abe's focus is on building the U.S.- Japan relationship....

President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. GM shares dropped by 31% October 8, 2008 to a postwar low. And Jeff Schuster head of auto forecasting at JD Power says the global market in 2009 may experience an outright collapse. The slowdown will extend to Europe, China, india and Brazil. Previously JD Power estimated sales at 14 million for 2009 now it thinks it will be more like 13.2 million in 2009 and this may come up for revision as the economic downturn deepens with higher unemployment, loss in savings, and collapsing consumption. With access to financing drying up, and sales collapsing GM is rnning low on funds to run day to day operations and is expected to be acutely short by the end of 2009. Ford faces a similar situation. One forecast by Citigroup global markets in the link in Detroit News October 9 points to only abot $1 billion remaining by the end of 2009 and even with asset sales generating some $5 billion being thin ice for GM.

This WSJ report traces the development of rail, trucking, container shipping and forklift use in Germany, Russia and the US. The World Bank Logistics Index shows Germany ranking first, the US 14th, China 26th, Russia 75th out of 160 countries.  Russia's military relies on a supply system that uses crates instead of container shipping, not much use of forklifts, and relies on rail and conscript labor. During the invasion of Ukraine in April Russian supply lines that did not control rail failed to supply forces leading to slow progress. Because of dense rail lines in the eastern Donbas region Russian supply lines have worked to sustain advances. About 750 miles of rail lines have also been repaired by a special force set up for this purpose.  In a larger sense the problem of logistics and supplying front lines remains. This report shows the contrast between the development of Russian logistics and American logistics described by military experts in the US. The Russian system evolved in the early years of the 20th century based on conscript or free and abundant labor compared to the US where labor was scarce and costly. Automation progressed rapidly with American business taking up use of forklifts and containers during the 1940's extending to its use in the military. During the Vietnam war Cam Ranh Bay US bases were converted to modern container and forklift use. Russia continued through the sixties till today with a different and less automated system of logistics and movement of goods.    The use of modern logistics in Russia is limited to the amount of freight that gets moved in Colombia and much less than France says this report in WSJ. Much of the industrial base in Russia is built around oil and gas exports and manufacturing with movement of supply chain parts has never taken the importance that it has in Germany or the US. This limits the capacity of the Russian military outside the rail lines located towns and cities in Donbas where it has recently made gains. ...
