Milan will host the World Cities Culture Summit in 2020, and the Winter Olympics in 2026 shared with the Alpine town of Cortina. The international book fair of Turin is moving to Milan. The left of centre Mayor Giuseppe Sala has promoted the city to increase tourism by 50%. And foreign investment is increasing for new construction projects with $21 billion to be taken up in the next 15 years. Experts are asking if this is coming at a price as the rest of Italy has stagnated for 20 years, and the rural large city gap is increasing throughout Europe. The flow of professionals to cities such as Milan, Paris, Munich, Berlin, from other towns and cities is creating a huge shift that experts at the Centre of European Reform see as a problem because of the political turmoil, and rising inequality with ever widening gaps between smaller cities and towns and rural areas with the big cities. This is compounded by ageing and demographics such as seen in the eastern part of Germany, and parts of France. Experts call it The Big European Sort, where a sifting or sorting process is increasingly transforming the demographics of European countries and driving polarisation. This process is also happening in the U.S. Experts say the big cities benefitted from the change with the European single market and the European Union. Places where working class people live are not seeing and increase in wealth which is disproportionately going to professionals clustered in big cities. Deindustrialisation has turned places like Mezio only 20 miles from Milan into industrial ruins. Towns that once voted socialist are now voting far right in these hollowed out industrial places. In the U.S. and in Europe the process was exacerbated by the flow of cheap imports from Asia hollowing out factories in regions around big cities, and by the growth of services industry in big cities with globalization in finance, legal, and other professional services. Fro 1980 to 1995 Paris region lost about $5.5 billion in industrial output and gained $20 billion in services output that also aligns with globalization in areas such as finance, according to CER, Eurostat. The process had accelerated in 1995-2020. By telling this story about Milan and the Lombard region around it like Mezio, The Guardian is saying it is time to look at how everything works together rather than breaking apart- citing the Finnish architect Saarinen about how a chair fits into a room, a room into a house, and a house into its environment, an environment in a city. So the question is how can we build the future by seeing that the city fits into a region, and a region fits into a country. As a young professional described this on BBC television interview recently this is a difficult period with the ability to design the future seemingly snatched away by the times, but also an opportunity to rethink and take the actions today for a better tomorrow for all. The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

As the trade problems with the U.S. escalate in tit for tat tariffs, China looks back at its history for parallels. The period of the "unequal treaties" imposed by the Western powers on China in the period 1850-1900, the Korean War of the 1950's, and other analogies that come up to people. Yet China's planners and leaders are looking at another situation the Plaza Accord of 1985 in which the western nations pressured Japan into accepting a significantly higher exchange rate to reduce its trade surplus and the Japanese yen appreciated by 50%. Japan cut interest rates from 5% to 2.5%, and introduced huge fiscal stimulus, banks opened up to lend vigorously. The result was a boom by 1990's followed by a bust that led to another decade of lending to loss making firms called "zombie" businesses, that led to a stagnant economy. This has persisted for three decades. This China sees as an unacceptable situation when China has still not achieved developed economy status in terms of per capita incomes. It fears getting into a middle income trap as the economic growth slows and the aging population makes a recovery more difficult.  The difference with Japan in the 1985-1990 period is that Mr. Trump lacks the kind of five nation economic coordination that put pressure on Japan. Today there are differing views on China in Europe and the U.S. and different policies. Mr. Trump is known for his style of deal making and could settle early, as feared by some Republican leaders in Congress who see in China a challenge to America's technological dominance. There are no calls to appreciate China's currency. Only calls for China to change its state subsidies model and put in writing and through laws that change the way of doing business that does not require American companies to hand over advanced technology. This is also a concern for Japan and the European Union countries such as Germany, and is something all nations try to protect in global competition. Japan is still facing the consequences in creating a new competitor in high speed train technology after building the first high speed trains in China and transfer of the high speed train technology by Kawasaki. The Household Survey by the Federal Reserve showing the financial fragility of 40% of American families shown on this page today shows how this situation is likely to evolve as working class families in the U.S. support a trade stance that protects American jobs and technology. Job losses over three decades and a $891 billion trade deficit in 2018 are seen as unacceptable to the U.S. in 2019. A stronger U.S. dollar helped increase the U.S. trade deficit by 10% in 2018, nullifying some benefits of Mr. Trump's trade actions. Mr. Robert Lighthizer was a negotiator in the trade dispute with Japan in 1985, and runs the negotiations with China with support from president Trump. This alone has kept the Japanese situation in 1985 uppermost in the minds of China's leaders as they try to come up with a way to settle the trade dispute with Mr. Trump.     ...

  A new German party called BSW,  Bundnis (Association) Sarah Wagenknecht, means Germany nationally could see a smaller Social Democrats party in parliament making way for the socialists who want to keep out migrants. Across East Germany a new party is challenging the AfD from the socialist side getting the protest vote against pro-migrant policies.The socialist BSW party is taking votes from the SPD and DIe Linke Left, from Free Democrats and Greens in the state parliamentary elections in East German states of Thuringia, Saxony, Brandenburg. Nationally SPD may be 15-20%, BSW 10%, and CDU 30%, AfD 10-15%, FDP 10%, Greens 10% in a new shape for German parliamentary representation. The AfD and far right in Germany is challenged by the BSW with both parties opposing policies that led to large scale migrant flows into Germany of Angela Merkel.  BSW is the socialist party of Sarah Wagenknecht which is opposed to migrants entering the country as it distracts from tackling the problems of the working class in Germany and burdens public services when needs are greater among the local communities.  It sees the ruling Christian Democrats, Social Democrat and Free Demcorats, Greens, as out of touch with the problems of working class Germans struggling to make a living. BSW also opposes the wars in Ukraine and Gaza for the same reasons as it takes away resources that are better used to tackle problems at home. The AfD party also opposes migrants but is seen as feeding on the grievances of people of old east German communist state who feel left behind by the reunification of Germany. As a socialist party BSW is for addressing problems of inequality and poverty, childcare, cost of living action, housing, and many of the problems of the working class. Mette Frederiksen Danish prime minister has combined socialist ideas with anti-migrant position in Denmark. A similar position is being taken in the US by the Biden Harris administration in the US by closing the Border with Mexico.  Who is Sahra Wagenknecht and the BSW? Bundnis Sarah Wagenknecht or Association of Sarah Wagenknecht is a socialist party that grew out of Sarah Wagenknecht's own experience growing up in the socialist state of the German Democratic Republic during her formative years in East Berlin.  Born to a Iranian father who disappeared in Iran, and a German mother she was raised by her grandparents. She was active in the socialist parties Die Linke group in parliament since 2000. She received her bachelors degree in philosophy and New German Literature at East Berlin Humboldt University. Followed by MA at Groningen University in philosophy of Marx-Hegel and a doctoral degree from TU Chemnitz in Economics. She was member of parliament in the Bundestag and leader of the Die Linke group. How a small Kansas town of Grinnell in America finds a way to deal with the rural-urban divide and covid anxiety generated in the tumultuous years of 2020-2021, is the subject with pictures of this report in the WSJ. Grinnell is heartland America and its residents find a way to set Kansas and America in the right direction. One one side some resident worried they would end up like Minneapolis or Portland with protesters. An incident of drivers along Highway 70 emptying shelves of toilet paper in neighborhood stores is seen negatively by some  Grinnell residents and leads to forming an Emergency Preparedness Group to prevent outside agitators from creating problems. Others like the Enlightened Ladies Group try to calm things down. Gene Tilton, 84, and his son 63 years, whose family arrived in Kansas in 1880's did'nt see the need for forming some sort of vigilante group. He raises cattle and crops on a 10,000 acre farm. Michael Machen who practiced medicine in Gove County for 35 years also felt the same way and believed law enforcement could tackle the problem if there was one. Sheriff Mesch attended the Gove County emergency Preparedness Group public meeting by invitation in January 2021. This about the time when the Capitol in Washington DC was stormed by protesters and the country was divided after the election. At that time after 19 months of coronavirus deaths, racial unrest and political violence America was on edge, communities all over America were struggling with the idea that the immediate threat they faced was from other Americans not foreign adversaries. The sheriff told everyone at the Emergency Preparedness Group's public meeting where he stood- law enforcement could handle any threat and he didn't anticpate anything his deputies could not handle. He told the Emergency Preparedness Group that he appreciated their sentiment though, if he needed help he would ask, yet concluded that is the only way. From that rebuff by the sheriff the Group paused its activity and shifted its message to offering to help anyone deal with the deep cold spell in February, to cope with snow, tornadoes, fires, rattlesnake bites and similar hazards. They sponsored first aid classes, and a "Homesteader Gardening Class." Soon their idea was "we're here to help people, the last thing we want is for people to be uncomfortable." "Gove County" says Don Tilton, "has moved on." So must America today. ...

On the first day of the new vaccine policy on June 21, 2021, India has vaccinated 6.9 million people. India has now vaccinated 287 million people out of a population of 1.2 billion. This is a race against time as new variants caused the second wave of coronavirus in April and May of 2021 with cases peaking at over 300,000 a day.  The shortcoming of the old vaccine policy are being corrected. The entire vaccine supply process and the vaccination drive is now being handled by the federal government. Earlier during the second wave vaccine supply and the vaccination drives were under an arrangement with no clear overall responsibility. States shared responsibility with the federal government and target vaccination goals were missed, vaccine supplies were inadequate.  A similar arrangement in Germany failed and Germany's vaccination supplies were inadequate and vaccination drive stalled. This caused immense frustration in Germany in April-May 2021. Germany's troubled history before World War II led to a reliance on decentralized actions, and state governments imposed different rules in a relatively small country compared to India. This was corrected with the federal government taking on the entire responsibility for the vaccine supply and vaccination drive leading to good results today in vaccines. With India's huge population and political process of different state governments, some lacking experience in administration for a complex process, and others failing to coordinate well with the federal government, the lack of overall responsibility at the federal government posed serious risks of missing targets for vaccines and letting the coronavirus wreck the economy and public confidence. Complex negotiations with other governments in Europe and the US for vaccine manufacture in India could only be handled at the federal level. The resources and planning at the federal level were already in place in India for infrastructure and other projects, experience and setting targets in that area at the federal level could now be transferred to this task in vaccines. Somewhere in the range of 8 million vaccines a day need to be reached and sustained from August to December 2021 for India to reach the goal of vaccinated all 1.2 billion people ahead of any further attack from a third or fourth wave, say experts. This is not a choice for the federal government, it is simply something India has got to accomplish to be a healthy nation that can grow with neighbors in Europe, the US, Australia and Japan and build confidence in its Asia-Pacific region. The entire Asia-Pacific region has a lot resting on how well India achieve this goal and moves on to the next phase of assisting its neighbors in the region.  ...

In his farewell speech Boris Johnson, with true British resilient spirit,  says "I will be giving fervent support to Liz Truss and her government every step of the way." Johnson likened his transfer of power to Ms Truss to a relay race. "The baton will be handed over," saying it "unexpectedly turned into a relay race, they changed the rules halfway through." But he expressed no feelings of regret, having come to terms with the arrangement in his own way. More likely Johnson is without saying it still determining the policies and direction of the government, perhaps more so now with Liz Truss and his loyalists the only persons in the cabinet and running the British government. Johnson addressed people's fears about the energy price increases- "the UK would continue to have the strength to give people cash they need to get through this energy crisis that is caused by Putin's vicious war."  He listed his government's achievements- the response to Covid. Some of this is forgotten as the UK not the EU leadership was first to move forward with vaccination plans. Johnson put his government's faith in the vaccine invented at Oxford University and committed early while the EU languished under Merkel and her protege Ursula Von der Leyen. The EU fell behind in providing vaccine leadership as Britain forged ahead early, giving hope to the rest of the world's population including India that adopted the Oxford vaccine. Johnson likened his role to the missions to the planets- "Let me say I am now like one of those booster rockets that has fulfilled its function and I will be re-entering the atmosphere and splashing down invisibly into some remote and obscure corner of the Pacific." Johnson has taken the situation in a truly British way without any rancor and gracefully. With Liz Truss in charge he even gets a break after the difficult period handling the once in a century pandemic, handing over to a younger member of his group, and yet deciding on many of the policies and guiding the government for the term it was elected for to 2024. History will look at him favorably for his handling of the pandemic and vaccination, and for his instincts about the Ukraine war and Britain's unwavering support, and now in guiding Truss to provide Britain with strong support for the cost of living crisis caused by the war. His failings stem partly from his exuberance and optimistic spirit, but nowhere near detract from these achievements. ...

Differentiating among people of diverse origin disappears under Sab Ka Vikas, Sab Ka Saath, that is Development for All, With All Involved. We have in this given 250 million a way out of poverty. 1.3 billion people have a digital identity. With the use of technology we have a system of Direct Benefit Transfer and in 10 years have transferred $400 billion to people's individual bank accounts, and prevented $33 billion into falling into the wrong hands. This has eliminated leakages of funds. Our culture is that our efforts should match the opportunities before us. Mission Life is a new road we take for the climate. When we look at the future every government faces many questions by international interdependence and national sovereignty, the international rule of law, and how to contribute to the global good, and bring the wisdom of our culture to this good. As we transform our countries should we not transform global financial and governance institutions? For this we require future planning, that brings cohesive, collaborative effort. This means Global South voices must be heard. And its priorities moved up front. And that we share our technologies and resources with them who lack the basics of life. In doing this we will give Vishwa Banduthwa, World Unity and Harmony, in line with India as Vishwa Bandhu, a Friend to the World.   ...

For the First Quarter of 2024 crime down by 15% and recorded murder rate down 26%. "We've had the worst inflation we've ever had under this person [Biden]. I will end the devastating inflation crisis immediately, bring down interest rates and lower the cost of energy . We will drill, baby, drill."  Fact: Inflation went up to 9.1% from 1.4% at the end of the Trump term in the first 2 years of of the Biden Administration by June 2022. Biden and Federal Reserves Powell brought this down to 3%. Explained: This inflation jump to 9% would have happened from supply chain in China for Trump administration as well. Trump's last year was 2019 the Covid pandemic started in January the lockdown by midyear meant sharp drop in demand and little room for inflation. The concentration of supply chain in China was the cause of the surge in inflation as China shut down and restarted late into 2022 causing shortages in factory parts and supplies. Biden focused on vaccination in 2020-2021. This inflation would have happened under Trump- this concentration of supply chain started with Reagan economic philosophy to ship production (and jobs) overseas, Clinton Bush Obama and Trump did little about it. Biden invested heavily in Make in America manufacturing and jobs at home. Biden and Powell did a good job of bringing this inflation down by 2023 to 3% before the European Union and UK. Younger voters don't know this they get their news from the internet and show little interest, see only that the low inflation under Trump and the higher inflation during the pandemic recovery under Biden and blame Biden. will Trump do better on inflation in 2024-2028. The WSJ does not think so its analysis shows inflation higher under Trump than Biden because of a planned 60% tax on imports from China. Trump follows Reagan/Friedman theory of the old Republican party of higher tax cuts for the wealthy, so no money is left for investing in American manufacturing and jobs as Biden free of this theory is able to do, leading to slowing growth with inflation under Trump.        ...

US industry has operated with no assistance from the US government and faces a financial markets structure in the US that is not helpful to American industry making long term investments that overseas makers with support from their governments are able to make. US workers suffered badly over three decades and the ineptitude of previous US presidents in protecting American workers from this situation. The Europeans and the Japanese, South Koreans know this and understand that the US plays the critical role in the free world and without it, without the workers and rural communities of the US, their way of life and freedom will suffer irreparable harm. Japanese PM Ishiba and its business organization Keidanren are focused on implementing the US Japan Trade Agreement mitigating any effects inside Japan. Japan was able to protect it's auto export model to the US from high tariffs settling for a moderate tariff of 15%. A similar agreement was accepted by Germany when Leyen accepted the 15% tariff on German car export model. For decades Germany and Japan have used their auto export model to take a large share of the US market, joined by Korean makers, putting American car makers and their workers at a disadvantage since the 1980's. This creates a level playing field in world trade and is in the interest of workers in the US. ...

Focus on billionaires and remote parts of the world distract from the vital issues of infrastructure renewal, cost of living and incomes growth that affect everyday lives of Americans. In an economy the size of the US the $5 trillion of billionaires out of a $31 trillion US GDP, is about 15% of the nation's wealth. Many of the billionaires such as at Amazon lead product and service companies that generated new products and services. Five of the top 25 in the US are from Walmart a large retailer in the US, 2 from Amazon, three from Microsoft in personal computers, 3 from chemical industries.This accounts for 13 of 25 or half. Removing these billionaires would take out $2.5 trillion leaving the billionaires controlling 7-8% of the country's wealth. The focus by Bernie Sanders in the US and Jeremy Corbyn in the UK on remote spots in the world and on billionaires distracts from the real issues of cost of living, of incomes of ordinary families, of everyday issues of health and quality of life faced by all. It also does not help in the discussion because of the need to move away from the poor leadership of the Blair-Brown, Cameron- Johnson years and the Bush-Obama years in the UK and the US. Here no ideologies are needed just common sense solutions to common problems that affect lives of all the people, with the cooperation of all the people. ...

The new Mayoral candidate for New York City asks one resident would you support a candidate who orders a rent freeze (when landlords charge exorbitant rents and some do not fix housing), free child care and free transportation, and the answer he gets is -absolutely yes. Zohran Mamdani is a immigrant from Kampala, Uganda, from a Asian community in a African country like many taxi drivers and many residents of poorer neighborhoods, and many small shop owners in New York City. He also has lived in the city and is intimately familiar with the problems of the city's poorer neighborhoods. In any other election with a candidate other than Zohran, and in a city not so pushed to the brink with an affordability crisis and poor infrastructure, a former governor such as Andrew Cuomo with years of experience as former New York Governor, and a comprehensive set of solutions to affordability would have won. In the situation today where the affluent class in New York City can easily afford a 2% wealth tax on everyone making more than $1 million- simply $20,000, and a NEw Jersey level tax of 11.5% that would generate $5 billion. Additonal $1 billion from cutting waste and fraud in spending in city budgets and in tax collection. This money can be put into childcare, free buses, and city run grocery stores. But would rent freeze on "stabilized housing" bring in investment to build 200,000 houses by 2035? ...

The Kviv Institute of Sociology survey shown here is that 71% of Ukrainians are against giving up the 25% of Donbass. Survey in the Donbass region show 47% opposed, 29% undecided and 24% support giving up tereritory for a peace deal. About 200,000 people mostly pensioners and people who do not want to see their home being looted still live in the Kviv controlled Donbass areas near the frontlines. What about elections? If elections are held and an Ukrainian party including that of Zelensky were to agree to surrendering the Donbass how would the Ukrainian 71% opposed or undecided react. Other attitudes to giving up the rest of Donbass is that there is afeeling even among people who might favor this for a peace deal that Russian forces might continue the war at a later time. The balloons detected over US airspace at 40,000 feet that stirred up tension are now seen as intended for surveillance over Guam and Hawaii and blown off course by winds into Alaska and then Montana. This report in the NYT says US State department officials told Chinese diplomats on Feb. 1 about the balloon - 24 hours later China's Foreign ministry officials told US diplomats at the US embassy privately that the balloon a harmless civilian machine had gone off course. On Friday Feb. 3 China issued a public statement expressing regret. What happened after wards showed a series of poor decisions by Chinese officials and the balloon's civilian run balloon company under contract with the PLA says the NYT.  At that point the balloon's operators tried to accelerate it out of American airspace before it was shot down over South Carolina. On Saturday NYT says China told the US this acceleration was intended to get it out of American airspace.This story may not be widely read or covered so that most of the people in the US may already believe that China had intentionally flown surveillance equipment over Montana and the continental US. The US flies hundreds of reconnaissance flights near the coast of China says one defense expert.  This NYT correction of the original story on the spy balloons did not get any front page coverage in the WSJ, BBC, The Guardian, DW.com, FR24, and the NYT story itself got only 5 comments, showing how important it is for governments and information communicators to get each story right. A similar situation of a lack of communication with poor decisions may have delayed a unified response to the covid pandemic in its earliest stages. It shows how gaps in perception and information can gradually affect a relationship which the US had once nurtured into a critical part of its supply chain manufacturing following wartime cooperation against the Japanese invasion, the civil war in China, and later the Korean,  Vietnam Wars during the Cold War.    ...

He opened SVB's office in Boulder in 1996 and became president in 2008. Two things made SVB different. It seemed like the 2008 crisis had never happened. The management at the company Becker, Beck, and another executive Descheneaux hired from Bancwest, acted more like tech entrepreneurs and much less like bankers. They seemed to have mastered the way of optimistic talk to tech entrepreneurs, the language the culture, and did not share the same grasp of the economic environment of others who had weathered the 2008 crisis. For most of 2021 the company did not have a risk officer, according to the WSJ. And did not see the aspects of duration risk in having assets invested in long term Treasury's when interest rates were increased by the Fed rapidly to fight inflation decreasing the value of bonds. Startups and SVB management in their optimism both ignored the risk of not having the backing of FDIC insurance as insurance is limited to $250,000 in deposits, and most of the SVB's deposits were much larger. The US government wary of criticism of a bailout insists the FDIC backing provided to prevent systemic risk will not cost the taxpayers as it will come from a special assessment on banks. Nothing better explains the collapse than a look at the graphs of SVB's deposits in this WSJ report, in 2019 deposits and financial assets increase at about 50%, at about 100% doubling in 2020. Stock performance mirrored this.  By 2020 the supply chain disruptions were real and inflation was taking off, the Fed under Jay Powell was taking up the fight against inflation with sharp rise in interest rates. SVB did not grasp the seriousness of the situation. Venture capital gleaned the risks as they mounted and a bank run with withdrawals of as much of $42 billion led to the collapse.   ...

Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

The effects of drought on the Colorado river and the dams in the arid west of the US which support 40 million people. This is also part of the fastest growing region in the US. The seven states along the river must negotiate major cuts in water use by mid-August or the federal government has to step in an make the cuts, says this NYT report. Years of overuse of water and climate change have led to this situation.  Lake Mead the US's largest water reservoir is two thirds empty. It is fed by the Colorado river. The upstream states or Upper basin states are Colorado, Wyoming, New Mexico, Utah. The downstream states or Lower Basin states are Nevada, California, and Arizona. Downstream and upstream states have to figure out how the water cuts will be made. Agriculture use makes up 70-80% of the water use. Then there are the sprawling cities such as Los Angeles and Denver and Salt Lake City. Affected are the Imperial Irrigation District in Southern California, a major agricultural area. Las Vegas has come up with solutions for its 1.6 miillion metro area population by conserving water and staying under its 1.8% of the river allocation even as the population grows. Converting lawns and turf to desert and growing only arid zone vegetation to conserve water is being applied. This is a reality check for climate change and a reversal from the earlier effort in the 1930's to impose brute will on the landscape to build huge sprawling cities and agriculture zones. Now all that has to go into adapting to the landscape and fitting into it, limiting the use of water, recycling it, and conserving water in every way possible. It means adapting in every way, not acting in crisis solution mode but shifting to a whole new way of adapting to the environment that should have been there in the first place with some respect for Nature. ...

FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

Germany faces serious problems in its vaccination drive and efforts to control the pandemic in November 2021. The rate at which people are getting vaccinated has slowed to 150,000 a day and the percentage of the population that is vaccinated is stuck at 67%. This percentage of 67% fully vaccinated in Germany as of November 3 is much lower than that in Spain, France and Italy.  Spain is at 78%, France at 69% and Italy at 72%. (Data from NYT) This report in the Guardian points out that most of the remaining one third of the population is not eager to get vaccinated as surveys show that the those who have refused to get a jab are unlikely to change their minds.There is also the problem of booster shots. Germany's 16 regions conduct the vaccination drives and with many of the vaccination centers not active since September staff has to be retrained or rehired. This makes it harder to give booster shots to everyone that was vaccinated early by the start of winter. Why is it that Germany lags behind Spain in vaccination? There is a great deal of trust in Spain and Portugal in the health service and people are 100% behind their health system. The other countries that have a low rate of fully vaccinated are the US at 58%, Brazil 57%, Russia at 33%. Even the UK with its well respected National Health Service remains at 68% fully vaccinated. Today the US, Russia, Brazil, European Union countries and India have many of the 5 million deaths from coronavirus. India's vaccination drive is approaching 1100 million vaccinated, yet there is along way to go in getting most of the population fully vaccinated because of the large population of 1.3 billion. This is why the Indian prime minister on the first day of returning from the COP26 climate summit devoted his time to meeting with leaders of different states and heads of districts with low vaccination rates to press home the idea that the effort had to be taken up vigorously in the coming months. ...
