The WSJ points out that 5 of the FSOC's members are also top officials at government agencies writing the Volcker Rule. Jacob Lew, Treasury Secretary, leads the council. Lew says about the individual accountability of the top executive- "it puts in place strong compliance requirements that require those in charge of financial institutions to make sure that the 'tone at the top' sends the right signals to the whole firm."...

The unemployment rate drops to 6.3% in April 2014, as a significant number of Americans stop looking for jobs they cannot find. 288,000 new jobs were created in April 2014, according to the Labor Department. Yet the participation rate has declined to 62.8%, the lowest in three decades, and wages are up only about 1.9% from the prior year month. The rulings in Britain for "duty of care" protect a customer or worker from harm. The rule "to love your neighbor becomes in law "you must not injure your neighbor." This is the new idea that the British government is moving forward so that the internet as public space is protected for all who use it. It does not state how many fire extinguishers are to be installed in a public building. Britain's Health and Safety Act simply requires the owners to do all that is needed to protect the users and occupants from harm. Since 1945 this is the foundation for heath and safety laws in the U.S. and in the UK.  This is the principle that 2 researchers Mr. Perrin and Ms. Woods have come up to tackle the protection of the internet as public a space. Perrin is a civil servant and founder of Ofcom, the UK's version of the U.S. Federal Communications Commission regulator. Woods is a professor of internet law at Essex University. It is now part of the legislation proposed by Boris Johnson's government in The Queen's Speech outlining government priorities. A new regulator would have the power to require companies to protect users of public spaces (the internet) from online harms such as pornography, extreme content, cyber bullying. The 2017 suicide death of Molly Russell a British teenager made this a priority for the government. The French government is also proposing rules based on this principle. ...

The decline in fertility rates in Brazil from 6.1 children per woman in 1960, to less than 1.9 children per woman in 2010, has astounded experts. Especially because this is observed in all parts of Brazil, in poor and affluent areas. The tend is observed throughout Latin America, from Chile and Mexico to Ecuador. The fertility rate in Latin America has declined sharply from about 6 children per woman in 1960, to 2.3 in 2010. The rate in the U.S. is 2.0, which is enough to keep the population at a level where it remains stable.

Sears Holdings spent $1.46 per square foot in 2012 on its stores compared to an average of $9.45 per square foot for Target, Penneys, Walmart, Lowe's and Home Depot, according to this report. Dell is mired in two touch manufacturing for PC's which is costly especially for the more labor intensive manufacture of notebook computers. It is now planning the sale of all production asssembly factories to contract manufacturers. For Dell a contract manufacturer in Asia puts together the parts for a PC and the its assembled at a Dell plant hence the term two-touch. HP has more than half of its manufacturing done by contract manufacturers and its more cost effective so Dell is caught in a more costly production process which it could do with deskops for bsiness but not viable for notebooks.
