Two law school professors at Fordham University, Kysar and Sugin, say the Republican tax bill is extreme because it was not based on working with Democrats. As a result not a single Democrat supported this tax legislation. The problem- when the Republicans lose their majority in Congress- a serious possibility after the loss in a Senate race in deep red state Alabama- the whole issue of tax legislation would come up again. This is not without precedent as the Democrats won the presidential election in 2008 and Republicans made a sweeping victory in Congress in 2010.This is why Senators Casey and Wyden (Democrats) and Orrin Hatch (Republican) head of the Finance Committee stated on the floor of the Senate on Dec. 19, 2017, that the next time and in future both parties need to engage in real discussion on taxes. The lack of serious discussion on the health care bill passed by Obama in 2008 has created some of the same problems today that this tax bill passed in a similar way without discussion with the other party is likely to face by 2019. No one needs to look further to realize that the political system is failing in its job of grappling and solving the nation's problems. Kysar and Sugin say this bill is like the 1981 tax cuts skewed towards high income Americans which failed to generate economic growth as intended an led to a swift reversal with tax increases in 1982 and years that followed in 1983, 1984. President Obama failed to address tax reform after appointing the Bowles Commission and not taking up its recommendations to reduce deductions. Another effort at changing the system was made without serious debate, a kind of Republican response to the way Democrats passed the Affordable Care healthcare bill in 2008. Real changes to update the tax laws may be put off till both parties can wrap their hands around the problem together. ...

Both sides harden positions before the June 30th deadline for 1.5 billion euro repayment of debt to the IMF. Greece's prime minister Tsipras accuses the IMF of "criminal responsibility" for the pain of austerity programs in Greece. Eurozone leaders says Greece's default on its debt and exit from the eurozone is a possibility. The Economist points out that a Greek default and Greece's exit from the eurozone would be a mistake. It points out that this means repudiating debts of 317 billion euros, or about 180% of GDP. Yet the repayment is at low interest rates spread out over decades. Until the early 2020's interest rates are about 3% of GDP a year. In theory a devaluation would help exports, but Greece with its small trading position, may not see much benefit. The drop in nominal wages by 16% has not led to a surge in exports. The cost in terms of broken banks, sharp decline in savings, and collapse of confidence could be disastrous. The very people Syriza is trying to protect the poor and elderly, would be hit hardest, as the collapse in the currency would lead to a shift to a barter economy as in Argentina during its default crisis. For the European Union, the problem would not go away, as it would have to deal with a bigger problem of a failed state on the Aegean on the EU's southern flank. Syriza's gamble that this can be used to extract concessions by holding off till the last minute is failing, because it is leading Greece back to contraction after the small growth in 2014 under prime minister Samaras- with capital flight from the banks and investors leaving in a general fall in confidence. The management of the economy and negotiations by Syriza is now seen as incompetent and has jeopardized any difficult progress made....

A lawsuit was filed against the Indian Government in the state of Karnataka on July 5 challenging the removal of tweets on Twitter social media site that could disturb the social fabric in India. Does a foreign company know what is best for a country of 1.4 billion people with 22 languages in the Eighth Schedule of the Constitution of India? Or is it merely a pretension brought out by the chaotic spread of technology in the US and in the world without regulation of any sort leading to many egregious faults and damage to society.  Even the Indian government has to think hard and make much effort to find what is best in the culture and traditions of India's best leaders, and its long history back to the period of Lord Buddha and the Vedanta in 653 BC, what India should take forward. To combine this with the best that India has learned from Britain and Europe in science and technology, and the best environment for science and technology to be nurtured. The following languages are in the Eighth Schedule of the Constitution of India- Assamese, Bengali, Hindi, Gujarati, Kannada, Kashmiri, Konkani, Malayalam, Manipuri, Nepali, Marathi, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telegu, Urdu, Bodo, Santhali, Maithili, Dogri. Most Indians cannot even list these languages and never heard of some of them. Most Indians are still learning about the depth and history of their country and what has held it together culturally and as a people. Forget about Twitter being able to list them much less know about where India should be headed in the 21st century. Or is it a pretension so called tech companies make these days without reflecting on what this means. It took India and Indians hundreds of years just to get to the point where they can reflect on the history of India. The struggles shown on The Residency park at Lucknow (1857), and at Dandi Salt March (1930) led by Mohandas Gandhi, are merely the more recent, with ones before that, and before that into the mists of time.  Even after colonization India is unique, seeking after the leadership of Mohandas Gandhi to find the best that it can learn from other countries in Europe and the US to shape its future, and fulfill the aspirations of its people for a better life. Hundreds of millions without water or cooking gas in their homes, their aspirations, and the aspirations for decent housing, for a Clean India with the infrastructure that Europe and America take for granted. That is the burden shouldered by the leaders and the government responsible to society of 1.4 billion people that speaks in 22 languages. And shared in a larger sense by 1.8 billion people in Asia all the way up to the Indonesian islands that also share these aspirations for a better life.   ...

The WSJ looks at Elizabeth Warren's Medicare for All plan that marks a major shift for the U.S. economy.  Households would see their costs go down by $11 trillion, boosting their ability to spend on other goods and services. Because income and wealth was highly skewed in the past three decades in one direction, the spending capacity of lower and middle income households was pushed down. This and other similar plans would help restore a higher level of spending and with it an essential element of inflation of 2-3% to the U.S. economy which was missing in the last decade. This sets the tone for the kind of broad based recovery that happened after 1950 that strengthened America's middle class and made it the core of the economy, the core of the post World War II recovery in America and Europe. The plan would be paid for by higher taxes on corporations, tax rate of 21% for corporations going back up to 35%, and reverse depreciation schedules in the 2017 Republican tax law. The argument that this would reduce business investment does not hold that much says the WSJ because amid new trade tensions business investment has declined over the last 2 quarters, and has been sluggish overall. The other source for the estimated $13 to $20 trillion cost of Medicare for All plan of Elizabeth Warren is a 6% annual wealth tax on billionaires, in an attempt to have all pay their fair share and reduce wide disparities in wealth. Mark Zandl, chief economist of Moody's Analytics, says his sense is at the end of the day from a macroeconomic view- because $11 trillion in the hands of 80% of households who could boost spending after lagging behind in the last decade- the negative effect on business investment will be cancelled out by the higher consumer spending. The overall effect and today's context is infused in this analysis. Private insurance, premiums for insurance, and out of pocket cost that the public pays would disappear in this new system where all health payments pass through the government. Health insurance premiums paid by employers would convert into a new employer Medicare contribution to the government starting at an amount employers pay now and adjusting gradually toward national averages over time. Smallest businesses are exempted. Mr. Zandl says the most important aspect of this now is that Mrs Warren has shown that her plan's revenue sources match the cost so that the plan would not lead to deficits increasing and pushing interest rates higher, leading to negative effects on the economy. Republicans under Mr. Trump have paid little attention to expanded deficits caused by their tax law, and economists across the landscape have also shown less concern. Still attacks are made if the plans don't add up. For this reason a sound assessment in today's context of depressed consumers and an overall impact becomes essential. The WSJ quotes from a pre- assessment of Warren's plan by Simon Johnson, a Massachusetts Institute of Technology economist who co-wrote it with Mr. Zandl and Betsey Stevenson of the University of Michigan. What they point out is that putting cash in the pockets of the lower and middle class for spending makes a lot of sense today, and taking money out of the pockets at the way upper wealthy end,  does not contract the economy at all. Other effects they say are constructive by letting all workers get health coverage from the government instead of employers, this makes it easier to change jobs increasing labor mobility and productivity. A worker getting a better job and better utilization of skills could then shift without looking at the employer health care plan. Warren says there would be a five year transition so that workers in health care insurance industry can work in other insurance fields and in Medicare, no one would be left behind. The transformation of Fiat Auto. Marchionne relying on "my kids", getting good people throughout the Fiat global operations and outside of a younger generation, who were open to doing things in a new way. He had the courage to unassumingly go about the business of remaking Fiat, by removing middle and upper managers who produced a kind of paralysis or sclerosis in Fiat, making change impossible after years of a failed culture embedding itself. And in their place he brought in an energetic courageous bunch of younger managers and designers. It would be fair to say that he tore up the old plans, tore up the old organization charts, tore up the car plans and designs in the pipeline, tore up the failed models and put in place new ones- the Bravo for the Stilo, and tore up the old management, put in new people and tasks and wedded them in an informal way, with their own culture developing along the way. The were teams and their tasks, all wedded together in an informal arrangement, in close proximity, with informal communication. Marchionne saw his role as helping people reach decisions, setting stretch goals, and encouraging levels below him to take responsibility and make courageous decisions. He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas. Add beans, peas and lentils, commonly known as pulses to your diet. High in protein and fiber these are some of the most affordable but not talked about much. Americans take about half a cup of beans each week which Christopher Gardner calls an insanely small amount. He is director of nutrition of the Stanford Prevention Research Center. “That’s an insanely small amount, given that beans, peas and lentils are such a powerhouse of protein and fiber and other nutrients. Nutrient-wise they have all of the good stuff and none of the bad stuff — and they tend to be a lot less expensive than other foods. There are few foods that cost as little as beans, peas and lentils.” A single cup of cooked lentils has 18 grams of protein- more protein than 3 large eggs, and it is fre of cholesterol and low in saturated fat. And it has 16 grams of fiber - about half of the recommended daily amount a adult should take. Try adding them to your daily meals and gradually increase intake. Try hummus as a dip or snack on chickpeas in salad. Take them in Mexican, Italian or Asian flavors. In today's inflation environment a pound of dried beans at 1.70 compares with $6 for a pound of ground beef, $4.20 a pound for chicken breast, and $4.60 for a dozen large eggs.      ...

This obituary for FW De Klerk looks back at the dismantling of race based rule of Apartheid in South Africa in 1992, the release of Nelson Mandela, and elections in 1994 through universal franchise. This was done by the son of a schoolteacher in the Transvaal region who rose to the top through the provincial leadership. De Klerk took the actions to bring racial harmony after growing up as an Afrikkaner and working in the local politics of the National Party that introduced Apartheid rule. Before 1989 reforms in the Botha government left black people on 13% of the worst land in the country, tribal homelands in which they did not even live in, in a distorted form of representation. Limited representation was given to Indian ethnic minorities and colored people.  All this changed between 1992 and 1994 after De Klerk assumed leadership of the National Party and the government in 1989. This required great courage and statesmanship, and vision from De Klerk to set the foundations for a multiracial society that even Margaret Thatcher and Reagan failed to grasp and promote. De Klerk died in 2020. For Mandela the path was clear, for De Klerk the path had to be forged out of nothing and against the natural instincts of his own party. This saved south Africa to become a true multi racial society with respect for the rule of law and democracy. ...

A sense in China's leadership that India's modernization would follow in the same way that China's and South Korea's have followed Japan's modernization. A sense also that better relations with the US and the European Union would require better relations with India, as an indispensable condition. A sense also that the issue of Taiwan was a bigger issue and a core interest for China than the border disputes in the remote regions of the Himalayas. It just did not make sense to have a conflict with India in the priorities of China to 2030 or 2040. That India needed to be seen not through the lens of the British but as an ancient nation that had similarities with China and Japan from its Buddhist roots. ...

For anyone trying to understand the Middle East read the gripping story told in Mustafa Kemal Ataturk's own words-"The Great Speech- Nutuk," it is on Kindle Amazon. It shows week after week  Mustafa Kemal as he fought the colonial powers  the British and the French, and then turned a Caliphate into a modern country. If the Vietnamese who fought the French were seen by JFK in the way he saw Ataturk (hear JFK's words on Ataturk in Lyrarc.com) then there would be no Vietnam War. Ataturk's Republican People's Party in opposition for 2 decades wins by a landslide in Turkey's main cities- in Istanbul, Ankara, Izmir, Bursa and Antalya. In Istanbul Ekrem Imamoglu wins by a margin of 11.5 percentage points. In Ankara Mansur Yavas wins by a margin of 28 percentage points. Voter turnout was 78% surpassd only by the 87% turnout in the presidential election. Imamoglu is now the contender for the presidency. This is a delayed reaction by voters to the economy with inflation having reached 86% in February and a slowdown in growth, with hardships for ordinary families. Ozgur Ozel, 52 years, replaced an aging civil servant Kilicdaroglu who hung to leadership for 13 years losing repeatedly to Mr. Erdogan and not able to exceed a 25% of the votes. Imamoglu supported Ozel to change leadership of the party founded by Kemal Ataturk in fighting for Turkey's independence from foreign powers in the 1920's. Under Ozel-Imamoglu leadership the Republican party won 38% of the vote to 35% for Erdogan's Justice Party. This is a historic win and sets Turkey on a new path, which could also set a new path for the Arab nations in the Middle East because of the tone of moderation and modernization, good governance, scientific mind, set by Kemal Ataturk. If JFK had said the same for another nation building effort in Vietnam similar to that of Ataturk there would be no Vietnam War but a negotiated peace- that is if Kennedy was alive and his life not cut short in 1963.  Few people in US and Europe even know how Kemal Ataturk founded the Republic in the place of the Caliphate type of structure in Ottoman Empire, and defended his homeland from the French and British colonial powers who sought to dismember Turkey, then the remaining parts of the Ottoman Turk Empire. China's economy is feeling the effects of a sharp slowdown of the economy with covid lockdowns in 2022 and the Ukraine crisis undermining confidence in China. Internal divisions on president Xi's policies of allying with Russia on Ukraine are shown in this report by the WSJ. China faces a collapse of its relationship with the US and Europe says the WSJ. With it China's economic growth faces a sharp slowdown.  From 18% at the beginning of 2021 economic growth has slowed down to 4% in fourth quarter of 2021. The current situation in Ukraine and Mr. Xi's response create risks of collateral damage for Chinese manufacturers with weakening global demand, says the WSJ. Deng Xiaoping's policy of opening China which happened for the last 40 years is being reversed with Mr. Xi's policies and the stance taken by the Biden administration is supported by the US Congress by both Republicans and Democrats.  This WSJ report points out that premier Li Keqiang has pointed to the risks China is facing in somber tones calling the external environment for China in 2022 "more complex and severe." At the same time Hu Wei a senior adviser to the State Council stirred up discussion online with an article about Mr. Xi's pro-Russian policy, saying "China can't be tied to Putin and the ties need to be cut off as soon as possible."  ...

After a decade of austerity and the financial crisis of overextended banks, the deep recession starting in 2009, and worsening inequality with lack of infrastructure development, Britain finally shifts to larger government spending. The spending planned by Labour and Conservative parties in Britain charts a different future for health, education and infrastructure development from that of the last decade. The public supports this. Conservatives plan $128 billion of new spending, Labour party plans to spend even more. This comes after centre right parties such as the Republicans under Mr. Trump in the U.S. shifted to heavy spending on infrastructure. The Democrats under Obama failed to push for higher spending in traditional working class areas leaving open a gap that Mr. Trump has since used to attract working class Democrats to his side. In Britain Labour under Corbyn has pushed for larger spending on infrastructure, health and education. This is setting a new trend. This report in the WSJ shows that in this situation it is new politicians who replaced earlier politicians in their parties- Mr. Trump displacing Bush, Johnson displacing Cameron and May, Corbyn and McDonnell displacing Blair and Brown, that are initiating thsi trend. The experts at the IMF and the central banks are only now beginning to say this is a good idea. For a decade the mantra of economic experts at these central banks was in favor of austerity, even in the face of massive misallocation in capital markets.   ...

DW.com's Science section provides this report that shows detailed graphs, and information on the dangerous use of pesticides that lead to poisoning  for 385 million people in agriculture every year. Farm workers in countries like India are particularly affected. The Heinrich Boll Foundation of The Friends of the Earth, Le Monde, and Pesticide Action Network Germany, supported this 50 page report presented in Berlin recently. The business of pesticides is worth $35 billion for large companies, yet brings with it many dangers for food contamination, water pollution, environmental damage.  Prime minister Modi in India has shown foresight and vision in tackling the problems from plastics pollution in cities and from pesticides pollution in agricultural areas. He has warned farmers about its dangers and the need to use some of the traditional methods for agriculture that avoid extensive chemical fertilizer and pesticide use. The alarming use of pesticides leads to the highest pesticide contamination of water, soil and air in the world happening in Latin America. In Nepal and India alternatives to pesticides are found in a mixture of herbs and cow urine put on the plants. Pesticide prevention in organic agriculture is also done by banning synthetic pesticides, and crops rotated in a way to prevent monocultures while encouraging insects and birds to thrive. French farmers promote organic farming with many methods they have pioneered that also promote biodiversity, which can be copied in India and rest of Asia, Latin America, Africa. ...

The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

Samuelson says the bill in the U.S. Senate is symbolic because it allows companies to cite the undervalued renminbi as an illegal subsidy and have the Commerce Department impose duties on Chinese products. This would have to be done on a case by case basis, making it largely ineffective in dealing with the large trade deficit with China. He also cites the differences among economists that show a range between 1 million and 2.8 million jobs lost. The 2.8 million jobs estimate is from the Economic Policy Institute for the period 2001-2010. The 1 million is an estimate for 1990-2007, which estimates a loss of quarter of all manufacturing jobs. By WTO rules subsidies that are not targeted at specific industries or firms are allowed, according to lawyers. Which means China could appeal to the WTO, and impose retaliatory duties. In the meantime the trade deficit with China, with imports of $364 billion in 2010, and $86 billion in exports, would remain largely unaffected. This is the reason some Senators, including Republican Orrin Hatch (Utah), see this move as political posturing by President Obama and the Democrats, because the administration has no new proposals to address the trade deficit and the gradual erosion of America's manufacturing base. Samuelson cites Arvind Subramanium of the Peterson Institute, and his book "Eclipse: Living in the Shadow of China's Economic Dominance." Subramanium says what is at stake is not a temporary imbalance in world trade a happened with Japan in the 1980's, but a gradual shift to a system of trade in which China has preferential access to raw materials (oil, grain, minerals), subsidizes exports in new industries as it moves upscale from shoes and textiles to automobiles, aircraft and alternative energy, and changes the very nature of the global trading system as it becomes the dominant trading nation in the world. By Subramanium's estimate China's share of global trade increased from 1.6% to 9.8% in the 2 decades from 1990 to 2010. In two more decades he estimates China could increase this to 15% of global trade, significantly larger than the U.S. In a response to Congressmen, businessmen and policymakers wary of starting a trade war, Samuelson says there already is a trade war as a "fixed" system of trade undermines America's manufacturing and industrial base. The only difference being that today only one side is fighting that war, and America is slow to grasp the implications or its policymakers are clueless how to respond....

Airbus is making the Airbus 380 superjumbo model plane about 25% slower than originally planned say Airbus executives. This is partly because manufacturing is sequenced between France and Germany. The way the production system for the A380 is organized today is to split work between the French and German operations. The plane structure is built in Toulouse, France, and the cabin and interiors are fitted together in Hamburg, Germany. Tom Williams, Airbus executive vice president for programs, says this slows the completion and increases the cost. On the A330 models the work on the interior is done along the way as the structural work is being done, and this reduces cost and speeds up completion. Part of the problem is the sensitivity of the issue of moving work for unions and governments, but he now plans to push the A380 cabin outfitting back up to the earlier stage when the airplane is being built. A slower production rate means workers and engineers are learning more slowly how to build these planes efficiently by structuring tasks in a certain way and using different production methods. Boeing has also experienced similiar production delays and is working on moving up the learning curve the way EADS Airbus is doing. The A380 program has suffered delays over the years. In 2009 wiring the cabins was a problem. In 2010 a Rolls Royce engine on a A380 flight by Quantas Airways blew up on a flight after takeoff from Singapore. Because of manufacturing issues there were delays in delivery of Rolls Royce engines in 2011. Bot problems were resolved. In 2012 Airbus has found cracks in metal parts inside A380 wings which has slowed output. Airbus has delivered 77 A380 planes since 2007. The production rate is 3 A380 planes a month, compared to plans to make 4 a month by 2012. About 30 A380's are expected to be delivered in 2012, compared to 26 in 2011, 18 in 2010....

Does the ICC, the International Criminal court have jurisdiction over US policy in the Western Hemisphere? The ICC was founded in 1998 with the Rome Statute which was signed by US president Clinton but never ratified. President Bush unsigned for the US and Congress passed the ASPCA American Servicemen's Protection Act to protect Americans in the armed forces from prosecution by ICC. The US sees the ICC as infringing on its sovereignty. As most UN institutions with members from 125 (ICC) or 193 countries (UN) the tendency or bias is to be critical of the US in a "anti-imperialist" sense and for European states that practiced colonialism to also have the same tendencies. For instance the Monroe Doctrine was to keep European colonial powers out of the western hemisphere, out of Latin America, so that institutions modeled on the US and the UK including democratic representation, courts and rule of law could thrive. In today's context it is for the US to keep drug trafficking gangs and crime out of the western hemisphere. The ICC easily ignores the lack of rule of law, drug trafficking, and millions of of refugees, in favor of single incidents where violation has not caused massive harm to tens of millions of people and enormous deaths such as the Mexican drug trafficking that has cost more lives from fentanyl than the Korean, Vietnam and World War 1 combined.  In fact without the US and the UK on which US institutions are modeled, much of the framework of civil liberties, rule of law, independent court, democratic representation would be lost.  The ICC is part of institutions that are answerable to no one and made up of the many independent states emerging from the colonialism of Europeans in the 20th century that have little experience in such institutions that are with science and industry the achievements of the modern world, and in many cases these new and numerous states are proof of egregious violations. It took many centuries for the UK to develop these institutions from the 16th century and the US from the 18th century, and it is American and UK institutions that are the foundations for protecting the rights of citizens and of the people in the modern world. ...

Foreign investment in the auto industry is having a significant impact in the growth of Mexico's middle class. VW has plants in Puebla, General Motors in Silao, Chrysler in Toluca, Nissan in Aguascalientes. Production increased by 24% in February 2012 over the prior year. The growth is likely to continue. Facilities in Mexico have high productivity and are technologically equiped comparable to plants in the U.S., Europe and Japan. Nissan plans a $2 billion investment in a plant in Aguascalientes. Because of the lower cost of living, with food, transportation and health care costing less, even though household appliances cost more, workers at a Mexican plant earning $4 an hour in pay and benefits or $130 a week can still have a decent standard of living. Foreign investment is likely to grow with Mexico's emphasis on technical education - about 130,000 engineers graduating each year according to Mexico's president Calderon- the work ethic of young Mexicans joining manufacturing plants, the productivity of these lower cost plants, and a growing market in Latin America. Nissan plans to produce 1 million cars in Mexico with an investment of $2 billion in Aguascalientes. Nissan has succeeded in taking over from VW as the preeminent manufacturer in Mexico, and has 32,000 workers in the Aguascalientes area, once a small town but now a thriving city of 700,000. Drug cartels have no interest in places like Aguasalientes, which is why foreign investment continues to come into Mexico. The lack of economical credit- interest rate on car loans is about 10%- and the flow of about 600,000 used cars each year into Mexico from the U.S. has restricted growth in Mexico's automobile market. Jose Munoz, Nissan's senior executive for Latin America sees this changing as more credit including Nissan's new financing center in Aguascalientes make lower cost credit easily available to a growing middle class....

This is a story of missteps in retailing that can lead to loss of as many jobs as when large automobile plants close-about 65000 jobs in retail at big box store Bed Bath & Beyond in 2019 down to 32,000 by 2022, and with all stores closing in 2023 all jobs lost. Some of these jobs were replaced with the growth of Amazon in online retailing and warehousing shipment, others permanently lost. Jordyn Holman and Lauren Hirsch of the NYT explain how a major retailer collapses into bankruptcy in 2023. This retail chain started in 1971 thrived on its two founder's concept of building a customer base around a store that piled high the volume of merchandise selection for bedsheets, towels, pillows, kitchen appliances, and offered 20% coupons on brand items. It survived the 2009 crisis and by 2012 its stores were up to 1100 from 350 ten years earlier in 2000. This was a result of 4 acquisitions including Buy Buy Baby and Harmon Stores Its collapse is a textbook case of what can happen. Its financial foundations were weakened by a bond offering $1.5 billion, going into the debt market for the first time.   From its success attracting activist investors and the company according to analysts trying to fend them off. The bond offering was the first step to impending disaster. In 2019 three activist investors won a fight to appoint 4 new board members and hire a new CEO Mr. Tritton from Target.  The big change happening just before the pandemic was the complete change of management with the new CEO. Stores that had made the decisions on what merchandise to buy based on location were no longer allowed to do so. Some stores were closed and there were layoffs reducing employee morale. The big change came to the 20% coupons which was the unique feature of the store getting people back into the store. Coupons were cut back as profits declined. The pandemic introduced new elements of surprise. The supply chains were disrupted, and just at that time new management decided to shift to private labels to increase margins and sales. Kitchen Aid was replaced with private labels. As a result of supply chain disruptions the stores could not be stocked leading to customers moving away, a crisis was brewing. At that very time something concealed the crisis from view. The Biden administration checks to support people during the pandemic led to a sudden increase in sales, a one time spurt. Then as suddenly as the spurt months later a complete dropoff in sales. Management closed more stores, suppliers who were not paid demanded to be prepaid leading to stores being only partly stocked. Bed Bath & Beyond collapsed as its coupons were dropped, its stores poorly stocked, no brand merchandise such as Kitchen Aid, and decisions made at the wrong time including the debt load all taking a toll at once. By the end of 2022 bankruptcy loomed. In April 2023 the company declared bankruptcy after failed efforts to raise additional financing. The same changes also hit Best Buy, another big box retailer, which managed the changes to internet buying by shifting sales to the healthcare sector, and continuing to build on it strengths as a retailer of motivated employees with knowledge of the electronic merchandise. Zhou Xiaochuan, is head of the People's Bank of China since 2002. For a long time Zhou has tried to convince party leaders in China to make financial sector changes. The new leadership of Jinping-Li Keqiang has now adopted most of the road map and priorities drawn up by Xiaochuan. The first is bank deposit insurance, which would especially protect small depositors and provide a basis for new private banks to compete with large state owned banks, creating competition in the financial sector. By supporting creation of privately owned banks impetus could be given to loans to the private sector to rebalance the economy away from state owned banks and state owned enterprises. This is a key goal in the road map drawn up by the think tank Development Research Center (DRC) which has the backing of premier Li Keqiang. Competition from new private banks would let banks compete to offer higher rates to depositors, another goal. In a September article for the Communist Party Seeking Truth magazine, Zhou pointed out the pressing need for " supporting private capital to set up private banks and guide them to position themselves in serving small and micro companies." These new companies especially in tech and information technology fields can be the new drivers for growth in the future as the burst of infrastructure building generated growth slows down. The one area Zhou faces resistance is his idea of opening up China to foreign capital inflows and outflows. Here critics,including younger economists, say this protected China in the Asian financial markets crisis of 1997, and would protect China in the event it faces outflows of the type that are happening in India in 2013 after the U.S. Fed's plan to withdraw from its quantitative easing. Xiaochuan sees the flow of foreign capital as another way for capital to flow to new private companies and balance away from the state owned enterprises, and for China's savers to be able to obtain more attractive returns. Zhou says his plan would include the option for China to reintroduce capial controls in a crisis. As China's debt to GDP ratio is set on a trajectory to approach the levels reached in Japan before its banking crisis there is greater awareness from party leaders about the need for prudence. Xiaochuan has worked with party leader Jinping's key economic advisor Liu He for years, and has the support of He and Jinping for introducing deposit insurance as a top priority. President Jinping and Premier Li Keqiang see the need for Xiaochuan's experience and foresight "as a talent who can be counted on," as the sense of importance of changing the economic structure has deepened in 2013. Mandatory retirement for Xiaochuan at 65 was set aside to give him a third five year term, and his road map long ignored by former premier Wen Biao, is now at the top of China's agenda. ...

From the beginning, the infrastructure building component of the $787 Stimulus Bill, was never really what it was described in the rhetoric of the Obama administration. Even using the broadest definintion of infrastructure spending, the money allocated was never more than $150 billion, by one estimate. And only 8% of the total or $64 billion, went to roads, public transport, rail, bridges, aviation, and waste-water systems. The money allocated to high speed rail was about $8 billion, too small for high speed rail network for the US, and this has proved to be a debacle. Work moved slowly, so that by October 2009 work under the highway and transit programmes had seen work start on $14.3 billion of projects. The new $50 billion infrastructure plan from the Obama administration, includes ideas for a National Infrastructure Bank. But by now the public mood has turned against spending, and political support for a gas tax to pay for it is lacking. The ultimate irony of this situation is that the public thinks the stimulus bill has taken care of infrastructure. So many false expectations were created, and vigorously built up by the Obama administration, such as describing the stimulus investment as "the largest new investment in infrastructure since Eisenhower built an interstate highway system in the 1950's." The irony is that the public perception is that the stimulus has already taken care of the US's infrastructure needs, says the transport director of the Chamber of Commerce....

Blinder, a Professor of Economics at Princeton, and former Vice Chairman of the Fed, always supported Sheila Bair's efforts at FDIC to help reduce forclosures. He says, Secretary Paulson has released little of the TARP money for reducing foreclosures and helping homeowners and none of it went to buying up troubled mortgage assets. So he argues the nations mortgage crisis, which is at the root of its problems goes on. The government that gave us Katrina and the Iraq war will now give us the TARP program, which apart from supporting the banks has done little to address the other serious problems that it had been approved for. And no conditions were made with the banks that required them to continue lending, all it accomplished is unfreeze the credit markets, a serious objective but clearly not sufficient to address the underlying causes of this crisis. Martin Feldstein, Professor of Economics at Harvard, has also repeatedly this year, from the early months of 2008, called for help to homeowners to reduce foreclosures. Little in the way of his counsel is being heeded, even though he has represented Republican administrations including Reagan and Bush in the past. Clearly too many conflicting interests stalled any progress, and the repeated crises since summer left Secretary Paulson and Fed Chairman more of a role putting out fires or forestalling dangerous developments in financial markets, than setting serious policy measures in place. ...
