Ruth Marcus looks at the assumptions behind Romney's tax plan and questions whether simplifying the tax system with lower rates would help create the climate for higher economic growth and lower unemployment. Much of the differences between Republicans and Democrats revolve around this assumption, a core belief on one side and skepticism on the other. An effort to obtain a bipartisan assessment was made with the Simpson-Bowles commission recommendations, which advised closing loopholes and reducing deductions. The work done by Martin Feldstein on the Romney Tax plan builds on this approach of limiting deductions, and reducing taxes across the board. An issue for Democrats is inequality. Lower wages to improve competitiveness in manufacturing industry is a trend in Republican and Democratic administrations, because of the effort to improve U.S. competitiveness against other trading nations and has played a large part in lowering incomes in manufacturing oriented midwest and eastern states. The other cause of increasing inequality is the housing crisis and the effects on the economy through foreclosures and unemployment. The housing crisis developed under a Republican administration, and the lack of effective measures to prevent foreclosures under the last 4 years of a Democratic administration worsened the economic condition of the middle class, and especially so for minorities. During the housing and foreclosure crisis the proposals put forward by Republicans Martin Feldstein, a Harvard economist, and Sheila Bair, head of the FDIC who calls herself a "populist from Kansas," for bold government help to homeowners under water would have helped the middle class financially, and especially minorities, far more than the efforts of the Democratic Obama administration, and under Feldstein's plan even turned aound the housing market and boosted a recovery. Trends in world trade and industry have large effects outside what administrations of either party can control, and a lot depends on the temperament, wisdom and leadership provided....

Only 8 months into office, the leader of the Democratic party in Japan, resigns as Prime Minister. After perceived indecisiveness by the Japanese public on the Okinawa base change issue and on issues related to cutting wasteful spending. The base issue related to a campaign promse to move the American base out of Okinawa and even out of Japan. The North Korean government's aggressive behaviour led to a changing perception of the base issue, with a lengthy disagreement with Washington and eventual reneging on the campaign promise. By this time Hatoyama's popularity dropped to 25% and he resigned. Also resigning is Mr Ozawa, the Democratic Party's secretary-general. The indecisiveness and lack of leadership on issues made it difficult to sustain the electoral support which led to the Democratic party winning an overall majority, mainly to bring change for the post Liberal Democrat era.

Malpass call sfor astrong dollar policy as the way to prosperity for the US, at atime when other countries are looking to promote domestic consumption for growth by having stong yen in the case of new Japanese policy and a stable but stronger yuan in the case of new Chinese policy. With high levels of debt is easier for the US government to let a weaker dollar reduce the size of its debt, but ith has other bad consequences in promoting jobs and growth in the domestic economy.

Pemex's new CEO, Emilio Lozoya, and his plans for improving the oil company's operations. He sees the opportunity to create efficiency and savings for Pemex as large because of the way the company has been run upto now. In this interview by Jose De Cordoba and Laurence Iliff, the new CEO cites as one example that only one airport in Mexico receives jet fuel by pipeline, the airport of Mexico City, the rest receive it by trucks. Lozoya is the son of a former energy minister. He is 38, has a Masters degree in economic development from Harvard and worked as an investment banker in New York. Lozoya says he will draw from the experience of other countries, including Brazil and Colombia which have sharply increased oil production after making their oil companies more competitive and transparent. Inherent conflicts between views of Reidel, Biden and other policy advisors such Richard Holbrooke, all wary of Hamid Karzai's government in Afghanistan and General McChrystal -whose experience in tactical strategy was his strong point, not an overall perspective that took into account factors outside US control such as the people, their history, recent history, the terrain, lack of viable government, neighboring Pakistan- spill out into the open. Holbrooke, the special ambassador to the South Asian region has serious differences over Karzai with ambassador to Kabul, Eikenberrry, and with Jones, National Security Advisor. Eikenberry has his own differences with Karzai. See the group "Eikenberry Cables," which provides his cable reports from Afghanistan which talk about Karzai, the Afghan military, and the prospects there, in bleak terms. The same Eikenberry is shown here telling Jones that Holbrooke's chilled relations with Karzai are not helping, and Jones assuring Eikenberry that Holbrooke is on the way out. Followed by Secretary of State Clinton supporting Hilbrooke by talking to Obama. See also the group "April 2010 Biannual Defense Departmet Report on Afghanistan," which shows that of 92 districts surveyed none supported the Karzai government, somethig that must cause policy team members to pause and think....

According to a senior defense industry official Defense Secretary Robert Gates worries that counterinsurgency may not work in Afghanistan. According to the official even 40,000 troops would not give enough troop on the ground to protect the Afghns if the north and west continue to deteriorate. Gates is concerned about sending large amounts of additional US troops to Afghnistan. This is acountry with people very sensitive to occupying powers. A veteran of the soviet intervention there says they have an allergy to foreigners and attributes the soviet defeat to this. See the links in Intelilinks He is aware of the the dangers of this, if the expanded military footprint is seen as that of an occupying power especially when the government in Kabul is hugely unpopular, then this would galvanize new armed opposition to the US and draw US forces and NATO forces into aguerilla war of the type the soviet union faced there. It may do much worse if it galvanizes opposition in side Pakistan. The question Obama is focussing on is whether there is athreat to the US homeland security if other options than expanding troop strength are explored....

What happens to the 70,000 residents of Anacostia, near the Capitol in Washington DC where a third of the people live in poverty and there is a 40% dropout rate, and only 8% of all students there attend college. Vacant homes, drug use and crime sap the neighborhood here. Obama said he would bring 20 cities an antipoverty program successful in Harlem, New York that would include parenting and infant care classes, as well as early childhopod education and free medical care for children. An investment of $1 billion for 5 years for a transitional jobs program, to place the unemployed in temporary jobs. The Obama transition team did not return requests seeking comment on the 20 city plan or the $1 billion for transitional jobs, says the WSJ on January 20, 2008, the day of the inauguration. Its incredible that right in the nation's capital there exists another Washington DC of such neighborhood decline within sight of the Capitol.

The U.S. government sold its last remaining shares in auto company GM booking a loss of $10.5 billion- a recovery of $39 billion dollars of the $49.5 billon dollars given to GM. The Center for Automotive Research in Ann Arbor, Mich., points out that the cost of bailing out GM and Chrysler was about $13.7 billion. The benefits were 1.2 million jobs protected in 2009 during the depths of the financial crisis. It also preserved $39.4 billion in personal and social insurance tax collections in 2009 and 2010. The Treasury Department estimate of the cost is about $15 billon, including money invested in GM's former finance arm Ally Financial Inc. President Obama says the effort helped create 372,000 new jobs in five years. Treasury Secretary Lew summed it up by saying "it helped stabilize the auto industry and prevent another Great Depression." Other intangible but larger benefits in the long run were building up the companies anew with new pay structures the auto companies could support in a globalized economy, bringing in new management and discarding of old mindsets and culture, new relationships with unions and customers, committment to achieving fuel efficiency targets with new technologies in cooperation with the U.S. government guidelines, and renewed confidence of millions of employees in the U.S. auto sector. It is also the one area in which the Obama administration scores a clear win, and in which president Obama took the greatest interest as senator. That the public did not fully appreciate the significance of the step is more a reflecion of public frustration with how the companies were run by the old management, and a continual reminder of the importance of good management for the U.S. industry and economy....
