Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

No one in Northern Ireland wants to go back to the sectarian clashes of the twentieth century says one resident of the region. Most people recall the divided barricaded border with watchtowers and helicopters with extreme anguish. All that was dismantled long ago. But Northern Ireland still looks to the outside for help. The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. This article in the New Yorker questions the judgement of CEO Reginald Jones in picking Jack Welch as CEO of General Electric in 1981. Over two decades Welch fired many of the company's employees, and built up the finance business with GE Capital, resulting in the near collapse of the company in the financial crisis of 2009. Welch's legacy happened during the period Reagan took office in 1980 when Welch was made new CEO and covers that period for three decades of the Reagan and post Reagan years that led to a period of deindustrialization of America as financial and speculative business took the place of manufacturing. Factories were shipped out to China and other countries and America lost its industrial base. It is only now that the damage done is being addressed as under president Biden GE Vernova is building turbines for energy and is called a purpose company based in Cambridge, Massachusetts, to accelerate the transition to clean energy. The other part new CEO Larry Culp heads as head of GE Aerospace, two separate companies. In 2018 it was taken off the Dow Jones Averages. It will increase its investment in the US from $40 billion to $65 billion, essential to make the US a manufacturing hub for semiconductors. This has revealed the danger of a theoretical economic textbook approach that doesn't work and endangers American manufacturing and technological leadership. A culture wrapped around the textbook approach has led to the US and the EU, India, losing their competitive advantages and losing manufacturing in industry after industry, with loss of millions of jobs and deindustrializing. Common sense and wisdom would have done better than economists and business  in the US and local governments in China that dictated a self-interested pattern of hyper growth that led to ravaging communities in the US and the EU by shipping all manufacturing to China, then starting to reverse this process as the same ravaged communities in the US and EU responded in elections in the US and EU. None of the participants in this now take responsibility for their role in the changing climate and natural disasters one sees in 2022. Yet the economy worsened with further deterioration and stronger sanctions under the Trump administration by 2017.  The situation is such that even the US and both parties had never anticipated this, and not the middle and educated, or the working classes in Venezuela. Such a massive failure has never happened in Latin America in its whole history in the twentieth century. It is not a Mystery as rural America has indeed been neglected under previous administrations. Krugman tries but misses catching the point. How the rural economy has changed in the last two decades and how it has been neglected is evident from many sources and reports which offers a window into the efforts to better understand and tackle the problems of rural America. A major problem is technological change which has reduced economic opportunities in rural areas. Another problem is that the earlier governments have not planned to invest in rural areas in a way that would restore dignity and work to communities, and better prepare for changes by taking actions that make the rural areas more resilient and create new opportunities to replace the old. Too much attention has gone to technological changes and companies in urban areas and too little to the real needs of rural America and revitalizing the regions as part of overall development. Compare this with Kennedy's exhortation in the South, in places like Arkansas in 1961-1963 with investment in that largely rural state saying that an investment there was as important for New York or California as it was part of investing in America- this is where he said "a rising tide lifts all boats" for the first time. ...

Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. The scale of what can be done with the right amount of capital going into the right places and not the wrong places and with determination to rebuild can only be imagined- Mr. Biden says here that additional $2.5 trillion can be reduced in the deficit by "cutting the wasteful spending on special interests and ensuring the wealthiest Americans and corporations pay their fair share of taxes." It also means vital investments can then be made in education, in infrastructure, science and technologies, and other areas where it is missing today through planned misallocation. ...

This article in Zeit Online emphasizes that the deep sense of unease and anxiety about the future among working class white people is behind the shift in American politics. This shift has a lot to do with the basic identity of the U.S., the borders, and  the ability to generate decent jobs at decent wages. The populous states of the midwest in Pennsylvania, Michigan and Wisconsin helped tilt the outcome to Trump. It is pointed out that this shift is not simply a result of tax breaks for wealthy people and corporations. It goes a lot deeper than that- a growing anxiety about identity, borders and decent wages with decent jobs is what worries non college educated people who make up a larger proportion of voters in some midwestern and eastern states. Democrats also put themselves in an unsustainable position by pushing trade agreements such as TPP as an Obama legacy- even in the face of strong evidence that core working class Democratic voters, unions, and other working class groups had fervently opposed it. It is not that there are fewer liberals today- about 21% in 2012 and the same in 2016. Simply that the anxiety was too high about issues such as borders, identity, and manufacturing jobs that Democrats lost sight of. ...

WIth China reluctant to make concessions on agricultural imports at a recent Shanghai meeting of Mr. Lighthizer with Chinese trade representatives, the trade dispute with China has escalated. Mr. Lighthizer had little to show Mr. Trump at a meeting in the WHite House. After a 2 hour meeting Mr. Trump told his advisers that his patience was wearing thin. His response on what the U.S. should do- "tariffs." A tweet was prepared saying U.S. would place import duties of 10% on imports of additional $300 billion in Chinese goods. China responded by lowering its currency value to 7 to the dollar to offset the import duties. China also said it was suspending all agricultural imports of U.S. farm products. The U.S. designating China as a currency manipulator.  The situation today is that there is a level of mistrust between president Xi and his advisers and Mr. Trump and his team. The situation has taken a new turn with China saying the U.S. is supporting protests in Hong Kong. President Trump has stated China is waiting it out to deal with a new administration in Washington. Both sides do not see any solutions till after the U.S. elections in 2020. For China there is also the upcoming 70th anniversary of the People's Republic. ...

During the period of lockdown there were some positive changes and people are now looking at how some of these positive changes can be preserved. Drastically cut air pollution and the impact on health is one of these positive changes. People with difficulty breathing in the pollutants in the air had symptoms relieved and now dread going back to the pollution levels they had to get used to. For some lockdown has even given them a break from illness. Many people who experienced the clean air and calm of this period of the virus  are now asking how this can be preserved. In cities like Birmingham polluted air is known to reduce lifespans by 7 months for children. In the UK this is particularly true of the Midlands region with its road and air traffic industries, where there is a nostalgia for the calm people had from the experience of living and working from home. The stresses of capitalism and the rush and pace of life being muted for a while, and a bigger focus on the collective wellbeing and the community. Covid changed some patters of housing behaviour. More people work from home with remote work.
