COP30 becomes a disappointment in Brazil with no mention of fossil fuels. With even Brazil divided with Lula and Brazil's Congress supporting agribusiness and the oil industry. There is a clear perception that cost of living and development concerns have to be given recognition and balanced with climate change goals. This is true also for the US, EU, India and China. These countries are still moving ahead with climate change goals but realize that they have to strike a balance. On the other side are Saudi Arabia and Russia, other oil producing countries that want to delay climate change for as long as possible. These fossil fuel producers opposed mention of fossil fuels and making a transition out of fossil fuels a major priority at COP30.

Xi Jinping is seen in this WSJ report as putting China on a course as a competitor of the US compared to other leaders such as Hu Jintao and Jiang Zemin, yet these prior leaders faced a enoromous gap in technology and capital to make it ludicrous. The shrinking of this gap is a result of free markets theory that took no account of the national interests of the US or of the European Union in shifting manufacturing lock stock and barrel to China.  A deeper look at China requires looking at it from putting oneself in China's situation since the period of the 1912 revolution and the 1919 May 4th movement for Science, Modernization and Democracy, to better understand its motives and realities. Jiang Zemin could not pose the question of competing with the US at the time because China's per capita GDP was less than $100 in 1990 and by 2000 during Hu Jintao's term still about a tenth of American per capita GDP.  Even today with population in North America of about 500 million in the economies of US, Canada and Mexico, China lags far behind in technology and capital resources. The Biden administration does not believe in this idea of free markets theory, wrong from the beginning that prevailed incredibly and puzzingly for too long, that it does not matter where you make as long as it is made at the least cost anywhere. It ignored what China and the US under Biden both believe for the US or China that the US is its people and the people is the country. For the US the Civil war itself as Lincoln said in rallying people to the Union, was fought because labor was more important than capital. When looked at the situation in China as stated by Xi at the party congress recently is for having made progress for the overriding goal of Modernization to build a moderately prosperous socialist economy. Huge problems in China remain hidden- ensuring self governance that is honest and accountable to the people, creating jobs and opportunities for hundreds of millions of young people even as supply chains shift after the pandemic in Europe and the US, India and other countries to their home countries for Made In USA, Made in Europe, and Made in India. China is not such a believer in the flawed free markets theory of the non existence of national interest to not grasp the natural aspects of the US and EU, India wanting to build their own manufacturing up again to the fullest. In this situation it also probably realizes the need for a pause to the rampant free markets type of growth that has damaged China's water, air and environment as much as it has damaged the world through climate change. Quality of growth is the new ethos and this gives the US and China, India, the EU and other countries a common frontier to shoot for. The nuclear aspect is also there and managing this well is a common interest for all countries exercizing responsible leadership. ...

At the Defense Ministry  a major effort is underway to promote the defense sector to reduce the defense imports of $100 billion over the last decade, and to make this a major jobs generating sector. The Foreign Ministry is pursuing the China-India dialogue, and efforts to tackle the trade deficit with China of $51 billion. The Ministry of Education is working on giving universities autonomy from the Universities Grant Commission so that first tier universities can plan their own development, hire faculty and plan for the future without UGC approval. Jawaharlal Nehru University and the University of Hyderabad, first tier institutions have autonomy from UGC under this effort.

There is a 82% jump of oil at sea in 2025 as China and India stay away from sanctioned oil from Russia Iran. About 1.4 billion barrels or 15% of supply out at sea on tankers by December 2025. When Modi met Putin he offered to continue supply of oil. India says Jamieson Greer in a recent interview with Sarah Burns, is not buying Russian oil and negotiations are ongoing so that a deal with US on dropping tariffs is reached in the very near future. This oil at sea is keeping prices of Brent crude at about $66 in December 2025. DJT is referring to prices down for oil, to gas pump prices in US states having dropped to $1.99 a gallon to show progress in tackling the affordability crisis in the US at a rally in Pennsylvania.

The central bank acting as debt manager for the government of India is pushing government securities to trade in lots of 5 crores or more, seven crores being about 1 million dollars. This is now being traded among commercial entities. These are essentially 3 month, 6 month, and 12 month treasury bills, and long term debt instruments for the government that run to maturities of 5 to 40 years. Retail investors are being provided opportunities to participate in a different pathway. Currently institutional investors such as banks, mutual funds, insurance companies are major participants.The government needs 1.2 million crores or $175 billion from the financial markets to fund its ambitious capital expenditures for 2021 financial year. To do this it turns to financing such as government securities. Higher demand for capital leads to higher interest rates. The RBI and the government want to keep interest rates down and one way its to broaden the base of investors for government securities which it is now doing. ...

Millets are small seeded grass grown since ancient times in India and Africa that have the advantage during climate change of being resilient to drought, adverse weather patterns, require less water, and provide high nutritional value. Cornavirus has hurt workers in the wage categories of less than $16 an hour to a much greater degree than workers who earn more than $16 or $28 as shown in this chart from the WSJ. Workers earning more than $28 are more likely to be working from home particularly workers offering professional services such as in software, legal, accounting. These are people who are well educated and well off, compared to people earning less than $16 an hour who are less educated and less well off. The worst hit are workers in restaurants, in the tourism industry, airline workers, who face uncertain prospects 6 months into the pandemic for the next 6 months. Government help to these workers is also uncertain and diminished because of budget constraints after the trillion dollars already injected into the economy in the U.S, and separately in Europe, and the significant help provided in other countries including India. This applies to the informal economy workers in India and Latin America who are the hardest hit outside U.S. and Europe, including street vendors. The informal economy is a large part of the economies of the countries in Asia and Latin America. China has reintroduced the informal economy in some cities as a way to take the pressure off the formal economy after the drop in demand for manufactured products from the U.S. and Europe. ...

The variant first identified in India called the Delta variant is 60% more infectious than the Kent variant found in the UK. The Delta variant is now the dominant variant in the UK. There is concern that this could lead to another wave just as the UK is reopening in the summer. There are over 6000 daily cases in the UK this week. The estimated R number is now 1.00 to 1.2 following the number being 1.00 to 1.1 in the earlier week. A R number over 1.0 suggests greater spread of the coronavirus. An R number of 1.1 suggests the number of cumulative cases is taking off meaning that the UK is at risk of a sudden surge in the coronavirus in June or July 2021. India faced a wave from the new variant's higher rate of infectious spread. leading to a sudden surge in May 2021 to 400,000 daily cases before it was brought down by June 1 to about 100,000 The number of hospitalizations in such a wave is estimated to be higher in UK than the previous waves, requiring the government to be more vigilant today. Restrictions on travel from Portugal are being put in place in UK as a precaution. After repeated waves as a consequence of complacency with the coronavirus the lesson now is to take steps early and take aggressive action in advance. ...

This Editorial in Le Monde says the French president faced a contradictory challenge he did not quite resolve and which gets worse in his second term. He has called for dissolution of the National Assembly as a result. That challenge was to reduce he far right vote but he had done little to implement a policy that would remove the causes of people supporting the far right. It is not only immigration. Immigration has also been tackled across Europe by agreement across all parties to keep out migrants. The lingering issues of worker discontent stem from struggles to make a living during cost of living crisis, and this is true across Europe and also in the US, even in India in the last elections. The other issue is loss of manufacturing that has led to deindustrialization and affected standards of living across Europe and the US. Small and midsized towns in France and in Europe have suffered from the stress of loss of manufacturing and public services without the local revenues to build better living spaces and communities. The policy to reverse this has started in the US, and requires more investment across Europe in infrastructure and public services, timely delivery, so that people across France and Europe can see the results in their daily lives. This then is the challenge for France, and for Germany, and for Europe. It is also the challenge in the US and in India. ...

Kamala Harris is profoundly influenced by the Gandhian ideal of public service coming from the influence of her mother Shyamala and her mother's father P. V. Intel has fallen behind in 10 nanometer chips and will need a few years says Kessler.  Kessler says Chinese threat to invade Taiwan which has made the US and the EU take a firmer stand on Ukraine poses a danger to TSMC which has 5 fabs or factories in just 1 science Park- Hsinchu Science Park. This poses a question is it safe to concentrate about 92% of the world's semiconductor production in one place Taiwan so close to the mainland of China? And knowing sit tight taking no action? Google's last chairman Eric Schmidt asks this question in the WSJ and calls for a new investments in the US to manufacture advanced semiconductors and other semiconductors for everyday use so that the US national security is protected. Even the $50 billion that is in Congressional legislation has yet to be approved by the US Congress, says Schmidt, showing that US Congress is not moving quickly to address this problem. South Korea and Taiwan including TSMC need to be told to make a large part of the semiconductors in the US and other locations such as India to diversify production. 92% of world semiconductors made in Taiwan that could be taken out with a few missiles, is no way to diversify manufacturing, when manufacturing can be done in India or other parts of the world with lower costs and with needed engineering manpower. ...

Experts in the U.S. say the U.S. made a mistake in not supporting the idea of a new financial institution to meet the urgent needs of development and infrastructure financing of Asia's developing countries. India, Australia, S. Korea, Britain, Germany, France and Italy are joining as founding members in 2015. China has offered leadership in providing resources for the new bank. Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. It is a project pushed forward by China's president Jinping, and was discussed at the 2013 G-20 meeeting in Moscow as a critical part of the agenda. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. This look at China and leaders Mao, Chou-en-lai, Deng, Xi Jinping through the lens of the Hoover Institution series on authoritarianism "The Party's Interest Come First," by Hoover research fellow Turgian makes the same errors as is evident from expert at Oxford University/ Kennedy School Rana Shantasil Mitter of Indian descent. Which is to see China as an academic, not by immersing oneself in China of 1890- 1950 into the lives of China's millions of ordinary people. And how is one to immerse oneself into these lives. One can do this through the eyes of General Stilwell who loved and immersed himself in China like it could be said no other American of that period in Barbara Tuchman's well researched account of this China of 1890-1950.  One clue to this is also that Tuchman unlike Torgian or Mitter by a long shot is the only writer who met Mao in Beijing in the 1970's. In 1971 she met Mao and made observations on the lives of the people in "Notes from China- If Mao had met Roosevelt in 1945." As a result of Tuchman's account of Stilwell's personal experience of China since 1900's being lost to most Americans, there is no concept of what China had experienced with the gradual collapse of China's economy and politcal structures, its defense as China, like India, and Asia as a whole failed to experience the opening up to science and technology and modern ways of thought since 1600. The results were catastrophic for the Chinese people and for the people of India leading to economic destruction on a scale unknown in history and lives shortened and reduced by poverty.  ...

As its economy slows and facing high debt levels, China benefits by an estimated $18 billion a month from lower oil prices in 2015. The estimate is from Starfort Holdings, investment and private equity group. The estimates as China benefits from lower prices of all commodities, including oil, are of about $250 billion annually as China replenishes its stocks of commodities. With $12 million barrels imported daily China is a major emerging market beneficiary, along with India, of the drop in oil prices. Continuing pressure on prices from the expected resilience in shale oil production in the U.S. with learning and the development of new production methods means the benefits are likely to continue. China has also not renegotiated price points in deals made earlier at higher prices with China and Venezuela, as it pursues its foreign interests. Stockpiling of grains and edible oils are being increased by 33% in 2015 by $24.7 billion.

The lower oil prices in 2015 helps lower the current account deficit, which reached 7.9% in 2013, to 5% projected for 2015. Inflation is projected at 6.8%. GDP growth of 3.5% is expected for 2015. Turkey imports oil amounting to about 6% of GDP making for a large impact. Weakness is in the area of manufacturing, as Turkey's high tech exports are only 2% of manufactured exports, according to the Economist. About 1% of Turkish students have advanced computer skills. With problems in Brazil and Russia, money flowing into emerging markets is giving Turkey a second look after the emerging markets crisis in early 2014, when the lira slumped and interest rates had to be increased. The economy is recovering in 2015 from that situation. Two major beneficiaries of lower oil prices in emerging markets are India and Turkey in 2015, as both economies struggled with a large oil import bill.

The main lines of the Message to Congress by the US president in 2025 related to flood of illegal immigration, and illegal fentanyl flows with deaths of Americans in the most vulnerable neighborhoods across 51 states over 12 years, 490,000 deaths, more than Vietnam. "The media and our friends in the Democrat Party kept saying we needed new legislation to secure the border—but it turned out that all we really needed was a new president.” As it turns out the legislation Biden with Republicans led by Senator Lankford negotiated in Feb 2024 did not have the strong action taken in the first 100 days to deter illegal immigration and remove illegal immigrants endangering safety in American neighborhoods. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...
