During this coronavirus months of preparation are going into reaching the whole population including remote parts in the mountainous areas. Vardhan says the plan is to vaccinate about 30 crores or 300 million people by June-July 2021 out of a total population of 135 crores or 1.35 billion. The vaccination will start with health care workers, moving on to essential service personnel in the military, police and other occupations, and to vulnerable parts of the population based on age and health conditions. Vardhan who is also the chair of the executive board of the WHO as India's representative, says the prime minister is personally holding two 3 hour long meetings to monitor the preparations for the vaccine and its distribution. Vardhan lists the achievements of the Modi administration and the quality of leadership provided by the prime minister- 2100 testing labs, 97% of the country having a testing facility within 3 kms, testing 1-1.5 million people each day, 1 million testing kits produced daily, 2 million beds in India with oxygen support or in ICU, 13,000 quarantine centers. By personally visiting the vaccine development facilities in Ahmedabad, Pune and Hyderabad, the prime minister also directly supported and encouraged scientists and their efforts. ...

President Mauricio Macri of Argentina loses badly in a nationwide primary in Argentina. Peso and stocks dropped after the defeat and a sense that Macri's policies have not worked. The economy declined 5.8% in the first quarter of 2019 from a year earlier, with some recovery in recent months.  Following the defeat by Peronist party candidate Alberto Hernandez, Macri announced measures to help Argentine workers and middle class. He raised the minimum wage, increased public sector salaries, and put a freeze on fuel prices.  The Peronist party's Alberto Hernandez now looks likely to succeed Macri. Inflation is at 56% in June. Hernandez is a former cabinet chief under Christina Kirchner and Nestor Kirchner, former presidents. Christina Kirchner is running as Hernadez's running mate for vice president.  Under Christina Kirchner the government ran large deficits and defaulted on the national debt. Drop in commodities prices hurt Argentina and it also hurt Brazil during that period, worsening state finances. Macri provided an alternative but his market friendly policies have failed to help ordinary Argentines through errors in policy making and much of the early enthusiasm is lost. High inflation hurt ordinary Argentines the most. In the past week the Argentina stock market has lost about a third of its value and the peso has dropped by about 22% to 59 pesos to the dollar. Argentina is unique in the way it has swung back and forth for four decades.between market friendly administrations that did well initially and then failed dismally, and socialist Peronist party administrations with the same pattern. High inflation and dropping currency reserves were typical in downturns.  Brazil has suffered from crumbling state finances and collapse in essential services such as sanitation and health. California says Arizona should cut back on its use of water. Arizona says it needs water for Pheonix and Tucson. About 80% of the water goes into agricultural use where there are ways to make it more efficient. The Interior Department suggests each state cut back use by the same percentage. Aridification in the region has caused concern about the levels of water in Lake Mead which is fed through the Hoover Dam by the Colorado river.

France is tightening up on vaccine passes making them mandatory and imposing bigger penalties for fake passes. Fine of 5 years in jail or 75,000 euros for use of fake vaccine passes and stricter penalties for stores not checking the pass. Vaccine passes are mandatory in stores, public transport and venues in France. The goal is to get the remaining unvaccinated to get vaccines as omicron variant of the virus reaches 200,000 new cases a day in France.

In the days when cross border technology flows were limited and the investment in India was small, India's technological capabilities at an early stage H1-B visa program acted as an exchange program where Indian engineers could gain experience and skills, learn new technologies in the US, that would benefit both India and the US taking a long term view. In 2025 when cross border technology flows to India from the US are large and significant, when Indian investment is large India's economy fastest growing and from a much larger base, with ability to absorb talented engineers in expanding Indian business, the H1-B program is one that drains both the US and India. India as a huge brain drain of 60,000 of its best engineers every year to 2030 or 300,000 of its best engineers and the 3 million engineers they would have trained locally through their creative talents. For the US it means the loss of 300,000 engineering jobs to 2030 for locals in 51 states in the Nation. Both make no sense. Business practices once set do not change. This is why an executive order by DJT was signed by the president to impose a $100,000 fee that Tata, Meta, Google, Microsoft, Apple can choose to pay every year for 6 years if they want to hire someone on H1-B Visas. To call this group of Indian H1-B of 60,000 engineers "dreamers" also makes no sense because 3.3 million engineers knowledge base and skills to India's growth capabilities and modernization could increase economic growth, modernization of Indian infrastructure, to make India a Dream State to live in. And the same number of American born engineers would make each of the America's 51 states Dream States through repowering America's new modernization of infrastructure and power economic growth. ...

The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

 Franco German differences are growing as Macron of France and Merkel have serious differences on NATO, Russia, EU expansion with Balkan countries, and a eurozone budget. Macron has called NATO brain dead. Merkel disagrees. The personal relations between the two leaders never close have worsened. 

On climate change Macron's push to cut in half greenhouse gas emissions in Europe was supported by Merkel but only after much wrangling within Merkel's own coalition government. German conservatives in the CDU fear it disproportionately hurts a heavily industrialized country like Germany. And most Germans are wary of the Macron idea of more EU integration after the experience with Greece and Italy, suspecting that Germans will have to pay the bill. EU officials say personal relations between Macron and Merkel now border on animosity.

The opening of bars and restaurants risks restarting the coronavirus epidemic in South Korea again after a 29 year old man visited 5 clubs and later tested positive. Contact tracing identified the man but similar cases in the Itaewon neighborhood have led to the conclusion that about one third of 5000 people believed to be involved in bars have not been traced. Over 50 cases have been traced to this one person alone. 

It is now believed that the entire South Korean efort could unravel with the mistakes of a few people. Now president Moon says "its not over till its over," and that it will be a long time before the coronavirus is ended completely. He warned a new wave of infections could happen anytime anywhere.

Walmart is going to require employees to use certain hospitals for costly spine surgeries, an effort to weed out unnecessary procedures and lower healthcare costs. The retailer earlier used a voluntary scheme to get employees to use the hospitals offering lower cost quality care, but found that half of the people needing spine surgery who volunteered to travel decided not to undergo expensive spine surgery. A spinal fusion surgery costs $77,000 at Mayo Clinic which tries to first see if other options of physical therapy can do the job. Walmart has insurance coverage for 1 million people.

Costs are going up and up. The average cost of family health plans from employers is up 5% this year to $20,000, with workers paying one third of cost, a survey by Kaiser Family Foundation shows.

Nature Conservancy reports that trees planted in cities reduce particulate matter by between 7% and 24%.  Particulate matter are microscopic particles we breathe in when there is polluted air from automobiles, factories, or smoking. The cooling effect is about 2 degrees centigrade or 3.6 degrees fahrenheit. Outdoor air pollution causes asthma and other lung diseases, and led to premature deaths of about 3 million people in 2012, according to the World Health Organization (WHO). Hospitalization from high pollution levels is another major problem, especially in poor and middle income nations, such as Brazil, Mexico, India, China and Indonesia. Air Flow should be considered when planting trees in congested urban areas. Cities in the west also benefit from tree planting, and London has benefitted from the park spaces and tree planting.

France's Paris St Gemain team wins by scoring 2 goals in the last 10 minutes of the game over a team from Bergamo, Italy that scored early, to reach the semi finals of the Champions League. The unlikely scorer is a player Choupo-Moting from France/Cameroon who played well for Mainz in the Bundesliga years ago under the new PSG coach Thomas Tuchel but has not played well for a long time. Tuchel also has that history of disciplined and patient work that brought results in coaching Mainz, then Dortmund and now PSG. He was only 25 years when an injury led to him having to retire as a player. Five years later at 30 he emerged doing youth coaching for soccer teams leading to the coaching work at Mainz.
