Bill Ford answers some very pertinent and good questions with confidence and clarity in a meeting with Maria Bartiromo of CNBC and Business Week. His answers are direct and show his thinking today and throughout his difficult experience of the last few years struggling to establish his presence at Ford Motor and then struggling to get the right person to run the company. "It hurts us to see the employees of the company suffer," and this has made this experience at Ford have a personal impact as Ford traumatized over the layoffs of employees with many years of service. And he himself was not easily accepted in the prevailing culture of the time at Ford, and asked to drop his contacts with environmentalists when he joined the Board, which he says he told them he had no intention of doing. He knows his managers had foresight in borrowing a "ton of money" just before the credit crisis struck, and which will be a key to going through any further deterioration of the market in the next 2-3 years. Much clearer than any of the other manufacturers is Ford's new vision under, Bill Ford, Mullaly and Farley, with the finance guys in the background, of Ford as a car company and focused on smaller fuel efficient automobiles. And Bill Ford's vision and aspiration has a lot do with it, who he helped bring in and what he supported and pushed for in the old Ford culture helped Ford to grasp a vision of its future with clarity and purpose like a new beginning. Ford will continue to make trucks but it believes as Bill Ford does that the market will never go back to its old ways, that the absolute price of oil will have less to do with it than the psychology which will push for smaller more fuel efficient cars. And as he points out its European cars are" extremely well appointed and very, very succesful and extremely profitable"....

Basel 2 got its start in 1999 in the midst of the Asian banking crisis. By 2004 financial regulators had come up with a set of rules for Basel 2. The idea was to make banking safer and reduce unsafe lending. It makes lending safer by requiring banks to match the size of their capital cushion to the riskiness of their loans and securities. Because banks are in such a precarious state with amny risky loans and securities the implementation of Basel 2 in the USA in 2009 would mean that the banks have to set aside an even bigger capital cushion and this would mean an even lower lending for capital needs of business than otherwise in a lending environment that is already constrained, thus making the economic conditions worsen. Critics point to this to show their concern that this would be a good thing but at the wrong time leading to a bad result. But Basel 2 is so far along that its likely to be implemented especially since the current crisis is partly a result of extensive leveraging and not enough capital has been set aside to account for higher risk for loans and securities. Basel 2's plus point is that it requires more shareholder capital for riskier loans a bank makes, and its shareholders who are first on the hook in a default protecting depositors and tapayers and creating an incentive to lend with due diligence and carefully. In the current situation though once a credit crisis has started its extremely difficult to get more money from shareholders. European countries have implemented Basel 2 starting in January 2008 and no adverse effects on credit have been seen. But the US credit crisis much worse and is expected to worsen in 2009 so the timing for Basel 2 is sure to cause concern. Regulators can ease up on implementation of Basel 2 if this is the case. Note that these regulatory rulebooks are always a work in progress as for instance Basel 1. Under Basel 1 financial firms were not required to have capital backing up lines of credit if they were for less than 1 year, so banks decided to game the system by issuing short term lines of credit and rolling them over. And banks learned to get the loans off their books so they were not required to have capital to back these loans by securitizing the loans. Basel 2 also uses mark to market acccounting which would put more pressure on securties prices in times of distress. But Stefan Walter of the Federal reserve Bank of New York who is secretary general of the Basel Committee on Banking Supervision says theree are built in stabilizers such as letting banks estimate their risks on average using historical data and lets national regulators use their own judgement as to what is acceptable. Note that a research paper by greenlaw of Morgan stanley Hatzius of Goldman Sachs , Kashyap of the University of Chicago, and Song Shin of Princeton Unicersity, 4 leading economists, released feb 29, states that highly leveraged financial institutions reduce their lending by $10 for every $1 of capital they lose. by this estimate bank lending could be down by as much as $900 billlion from the $90 billion in mortgage loans losses that have been seen. ...

President Obama's address at the White House on financial regulatory reform. They cover all aspects of the financial system, and focus on the structural deficiencies that were evident in this crisis from the late night meetings needed to resolve the situations at Lehman, AIG and other financial firms, because no structure existed for an orderly resolution. The decision was made to give the Fed powers - for both the responsibility and the accountability to be clear- to resolve these situations and to set new rules that ensure that risks do not build up in the system. Besides the Fed's new powers, a new oversight council consisting of regulators from all areas is expected to monitor risks and assess areas of weakness. The other critical aspect is the consumer protection agency. Its job will be to ensure openness, fair-dealing and transparency take place for financial products like mortgages, credit cards and other loans. Other areas of weakness in the financial system in which players are able to game the system or thwart the proper functioning of free markets, are addressed one by one. By not scrapping the old system and building from there- instead preferring to correct areas of weakness akin to major remodeling of an old structure like you find in major European cities- Obama says he understands that "markets are not an unalloyed force for good or evil" as zealous free marketers or those who see the ills of capitalism in its raw form would have one believe. So he goes on to say " in many ways our financial system reflects us." The most government can do, or the best it can do -and it becomes a necessary obligation of government for markets to function correctly- is to set the rules of the road correctly, rules of openness, fair-dealing and transparency; the rest is upto us....

Vehicle sales in the U.S. market went up by 18% in April 2011. There was a significant shift fuel efficient vehicles and small cars with gasoline running at over $4 per gallon. Sales are running at an annual rate of over 13 million vehicles for the February-April 2011 period. Helping sustain sales momentum is the aging of the U.S. vehicle fleet- average for vehicles in the U.S. is above 10 years according to G.M. vice president, Don Johnson. GM sales were up 27% in April 2011 over the prior year- with only a 2% increase for pickup trucks and a 50% increase in sales for passenger cars. There was strong demand for the Chevy Cruze compact and smaller fuel efficient sport utility vehicles. Ford had a 16% increase in sales, with strong demand for the new Fiesta, Focus small cars and the new lighter version of the Explorer SUV. Ford's Ken Czubay, head of sales and marketing, says dealers are selling the Focus right off the convoy truck, which gives some indication of the shift in consumer preferences. Chrysler vehicle sales increased 23%, with car sales up 41% in April over the prior year. Some indication of the shift can be seen in the incentives dollars- the largest rebates of $3200 were given for large trucks, according to Edmunds.com. At the same time overall dollars per vehicle for incentives dropped from $2600 in April 2010 to $2100 in April 2011. Toyota sales increased by only 1% because of shortages as a result of the earthquake, especially for the smaller cars like the Corollas and the Prius....

Sergio Marchionne, CEO of Fiat-Chrysler told a conference in Michigan -"these are people who did not grow up and become conditioned to doing business in Detroit. " He cited this as one reason the new generation of leaders at the U.S. auto companies had embraced the new fuel efficiency standards. Another point he made that was well received was that "anybody who surrenders 14 years before the date ought not to be in business." He was referring to the 2025 deadline for the new standards. This view was well accepted by the other auto companies and by the UAW workers union, showing the big change that has come about in the U.S. auto industry.

Russia's central bank revises the initial figure of $500 million for rescue of Trust Bank to $2 billion, and an additional six year loan of about $550 million to go to an "investor" bank to take control of Trust Bank. State controlled VTB Bank will receive $2 billion and Gazprombank $1.4 billion in government help, according to Mr. Siluanov, Russia's Finance Minister. So far the Russian government has approved $20 billion for rescue in the banking system. Foreign currency reserves have declined by $16 billion to $398.9 billion, according to figures released by the central bank on Dec. 26, 2014. The Russian government plans to use the foreign currency holdings of Rosneft, Gazprom and other large state controlled exporting companies in 2015 to support the ruble. Mr. Siluanov says the government will need to look at its budget again to reduce spending, including military spending. His predecessor Alexei Kudrin called for reducing military spending to ensure stable finances long before this crisis....

The relationship between the southerner finance minister Schauble, and chancellor Merkel from the former East Germany is close, with each depending on the other. The Greece crisis following the referendum, with Schauble's patience with Greece exhausted by July 9, 2015, is reflected in the words he used in February 2015 about the Greece bailout program "ich over", his southwest German accent version of "it's over." In the German parliament Schauble has described the Tsipras government's behaviour as "lacking any rhyme or reason," and Schauble's popularity rating in the ruling CDU party is higher than Merkel in 2015, at over 70%. Schauble is a key CDU member in bringing the CDU's conservative members behind Merkel. This also limits the room Merkel now has in negotiating some last minute deal on Greece before the expiry of the deadline of July 12, 2015. Merkel has also set a higher bar for the negotiation, and a multiyear deal making reforms a high priority. When Schauble says there is no "rhyme or reason" for Syriza party Tsipras's behaviour he may be referring to the EU giving in to Greece's key demand for a change in the surplus targets for 2014-2016. As economists including Krugman point out the surplus is what Greece transfers to its creditors, and additionally with the EU making transfers of about 5% of GNP to Greece according to Harvard economist Kenneth Rogoff, aside from cuts to pensions as part of pension reforms to return a unsustainable pension system to sustainability, the Greeks had most of what they could expect at this time. The debt is basically being rolled over with EU loans helping pay what is now very low interest, making it an issue that could be tackled at a later stage, say economists, even though Syriza made it an overriding issue in the referendum. Both Schauble, Merkel, and the rest of the CDU, and many Social Democrats including their leader Sigmar Gabriel, find Syriza Tsipras's moves incomprehensible and damaging relations. German experts now see the Eurozone and the Euro currency better off for the future with a Grexit, which also limits what Merkel and Germany can now do....

Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. Since 2002 when the AKP came to power consumer loans have surged from 2 billion Turkish lira to 129 billion lira or $81.55 billion. While this has created a larger middle class, the huge expansion of credit puts the economy at risk say analysts. Turkey is taking in imports at a rapid rate and the current account deficit is now 8.1% of GDP. The ratio of the current aaccount deficit to foreign exchange transactions is at 37%, according to Ankara based economic research foundation Tepav. This is significantly above the level reached before Turkey's last four economic crashes. The EU is Turkey's biggest market for exports, and the fastest growing market is the Middle East. With the economic growth sluggish in both regions the prospects for Turkish exports increasing is weak. Signs of excess are visible in Istanbul. A shopping mall for cars is being built the size of three sports stadiums with a test track on the roof called Autopia. Prime minister Erdogan talks about building a huge new shipping canal that would bypass the crowded shipping in the Bosporus. And the elections are being fought for the AKP to get more than 330 seats out of 550 in parliament, which would enable the AKP to change the constitution. This will be an unneeded distraction for the country at a time when economic policy needs a sharp focus to reduce the current account deficit before it is too late....

A review of the aid program for Greece done for European leaders meeting in Brussels on October 23, 2011, shows that most of the money sent to Greece has gone to pay off bondholders (mostly European banks that lent to Greece). For the initial bailout program of the European Union and the IMF in May 2010, international loans amount to $91 billion. Of this $52 billion has gone to repay bonds that came due between May 2010 and September 2011, according to this review. The report was prepared by the European Commission in coordination with the IMF and the ECB. Greece owes over $300 billion dollars and Greece's borrowing extends far beyond the country's size and ability to repay, creating extraordinary risks to the financial system in Europe. The initial bailout program based its lending on little or no haircuts for the bondholders, who are mainly the European banks (mostly French and German banks) that loaned the money, which creates another set of risks, and a logjam, because taxpayers in the stronger financial countries such as Germany are equally adamant on not paying for the excess lending of the French and German banks. The financial leaders in Germany, Finance Minister Schauble, Axel Weber, the former head of the Bundesbank, and other prominent financial experts have also adamantly insisted on following prudent financial practices, and are opposed to using the European Central Bank to buy the sovereign bonds of France, Italy and Spain....

The steps taken at a meeting of Europe's leaders in March 2011. The European Financial Stability Facility will be allowed to disburse its entire 440 billion euros if needed, and it will be allowed to buy bonds in government auctions but not on the secondary market. Interest rates were reduced on loans to Greece and repayment terms were extended. But this fund can only buy bonds of countries receiving bailout money, which means Portugal will not see a decline in its interest rates for benchmark government bonds. Interest rates on Portuguese 10 year bonds remained high at 7.4%. Greek bonds saw a lowering of interest rates, but Ireland saw no change. What is needed now is a plan that will bring interest rates down for these countries, say analysts. And they say the plan agreed on by EU leaders fall short. If interest rates do not go down for these countries the debt keeps piling up, especially when austerity measures lower the economic growth rates of Greece and Portugal. Both Greece and Portugal do not have a competitive export industry, which places the burden entirely on austerity measures and revenue raising steps. The perverse scenario analysts fear is that debt continues to grow because of high interest rates at low or declining growth rates. While some relief was offered to Greece the situation is still precarious, and analysts estimate Greece's debt increasing to 160% of GDP from 127 % of GDP by 2013....

Pearlstein points to the need for the structural changes in the U.S., Europe and China to address the serious imbalances that are at the root of the problem. This process will be painful and mean a short term drag on the economy even if the right actions are taken. The process of unwinding the imbalances will take time. Lower growth in China will be good for the bubble in real estate markets and the reduction in the trade surplus, even though this will reduce imports of European and U.S. machinery. Higher savings in the U.S. and reduction of consumer debt will slow retail sales but this is healthy for longer term growth. The same is true for savings in deficit reduction that will result in more layoffs at the local level. The government needs to have similiar action take place at the banks to end their "extend and pretend" practices and finally write off bad loans in residential and commercial real estate. There is no easy way out, no solutions that can be made without a sharing of the pain. Policy makers around the world have tried to look for painless solutions for years and this may be the end of the road. There is some action that the governments and central banks can take. Pearlstein suggests that the European Central Bank buy up some of the sovereign bonds being dumped on the market even if it means printing money. The Fed, the Bank of Japan and the central bank of China can also swap some of the Treasuries they own for European sovereign bonds. This would give time for the EU leaders to give the European Financial Stability Facility the resources and powers to replace the sovereign bonds with more reliable European bonds. The Fed can take this opportunity to sell some of its huge pile of Treasury bills into the market so that it has more room for action in future years. The U.S. government can move up the spending for infrastructure in years 8, 9, and 10 to the next 2-3 years to give some support to the economy as these changes take place. The spending decisions should be left to an independent Infrastructure Bank. Chrysler looks the weakest of the big three US automakers. Now that Daimler is out of the picture Chrysler depends on Cerberus for support and financing. And not much of this is there because Cerberus is having problems of its own. The GMAC investment of $12 billion for Cerberus has soured because of subprime loan losses in GMAC. All this is going on while Chrysler looks more like a company in disarray and Daimler does'nt appear to have left it in any good condition, considering that Cerberus finished its acquiistion of Chrysler only 4 months ago, and only now are executives like Mr Nardelli and Jim Press getting familiar with the company, its people and its products. Chrysler will have to come up with new fuel saving technologies but how is it going to fund this is losses in 2008 don't look much better than 2007 as is now expected. With a 15.5 million car year as estimated by industry experts Chrysler looks to lose more sales. Nardelli was shocked to learn that Chrysler was running its plants based on a forecast of 17 million sales in 2008 which goes to show that things are in disarray at Chrsler. The models which lost money on each car sold Pacifica, Magnum and Crossfire should have been discontinued by Daimler a long time ago, but this decision was reached only recently. And a program that was supposed to save $250 million was actually saving only $1 million in parts executives at Chrysler found. Its a difficult environment for engineers to work in especially when on one hand the direction is to improve quality and on the other hand to reduce cost, all in an environment in which no major new investment funding is seen fromCerberus or other sources and the sales outlook doesn't look good at all with competition well financed or better financed and with greater resources....

Note this comment by the head of the U.S. National Highway and Traffic Safety Administration in the Bush Administration. NHTSA Administrator Jackie Glassman says the average mileage for the fleet today is 30 miles per gallon and raising the current standard of 27.5 mpg for an automakers passenger fleet by 2.5 mpg won't put much pressure on automakers. The Bush administration- and the prior Clinton administration- has not committed to making major improvements to the national mileage standards, with the current standards of 27.5 mpg not having changed since 1990! Glassman says the NHTSA starts with the manufacturers product plans and then sees whether it can get additional fuel savings with these plans. This suggests an NHTSA that is more follower to the auto industry rather than a leader in setting the standards that the auto industry then tries to achieve to reduce the U.S. dependence on foreign oil. Also note that it takes 2 years for things to change, as it will take months for rule changes, and 18 months have to be given to automakers to implement the new rules. By 2008 the fuel efficiency based on market competition and Toyota focussing on hybrids and higher fuel efficiency across the whole car lines, might well exceed any new standards that are watered down, especially if crude prices hold up. Lawsuits by attorney generals of different states and the Lugar-Obama bipartisan bill pushing the adminsitration to mandate higher standards are intended to put pressure on the Bush administration to come up with new higher standards. The failure of Democrats and Republicans in the Clinton and Bush years to raise standards and require the auto companies to use new technology to meet these standards with government assistance is one of the significant failures. This will affect the prospects for the U.S. economy in the years ahead....

Public opinion in Germany now senses that politicians including Angela Merkel are reluctant to tell Germans that debt reduction has to be part of the solution for Greece, that some of the billions are lost and never coming back. They sense that Merkel and the Christian Democrats are waiting till after the elections in 2013 to bring this up directly. Even people on the street in Berlin know that Greece can never get back on its feet on the basis of spending cuts without debt reduction. The loan instalment approved in Nov. 2012 reflects the new approach of debt reduction but the German government is reluctant to talk about it. Opposition parliamentary leader Frank-Walter Steinmeier of the Social Democrats told ZDF German television: "The debt cut has not been avoided, it has been postponed to a time after the parliamentary elections. We are realistic and try to tell the people honestly and sincerely whats going on. Schauble and the present government try once more to finagle their way around the truth." Greece's debt has already reached 170% of GDP and can only go up as the economy shrinks further in year after year of recession. Norbert Barthle, a senior Christian Democrat, says if the debt reduction takes place today it sends the wrong signal to all the program countries, reducing the pressure for reforms and changes....

Indian Finance Minister Nirmala Sitharaman is interviewed by Ashok Malik for the Economic Times in this videocast. On what India did right and lessons learned from addressing the pandemic and the supply chain crisis, inflation, Sitharaman says-Getting input and listening to people about what was needed and the pain, was critical in developing the financial plans. On the realization of India's potential in manufacturing, exports, and industrializing its economy, Sitharaman says-India's strength is its rule of law, so that the country is tolerant of criticism including of the prime minister, and there are democratic institutions that protect ordinary citizens, the business and other sectors. Also important is friend shoring as expressed by US Treasury Secretary Yellen alongside Sitharaman, that sees India as a favored destination for the US and the EU. The efforts to develop first rate infrastructure and logistics removes impediments to foreign investment. Training and education of workers is part of this effort to create a supply of trained labor for foreign investment factories in India. The competition between states is also part of this effort to build attractive locations for foreign investments in manufacturing in India. On 20th century financial institutions transforming into 21st century institutions for the IMF, the World Bank and other international financial institutions Sitharaman says- India has full support from all G-20 countries on debt crisis of countries in Asia and Africa, Latin America to change the way in which help is provided. And the skills are put in place to access financial markets on terms that help meet the aspirations of the people in poor countries or middle income countries, including some G20 countries such as Argentina. Sri Lanka she says, is an example where India is the governor and representing the country at the IMF and World Bank for its financial needs. India took up the interests of Sri Lanka with the G20 and the US, so that the loans are not delayed or given in ways that lead to the country exiting the program, unable to meet the aspirations for development of its people. Sitharaman says the G20 found complete agreement on 15 issues facing the world out of 17 issues, these two related to the war in Ukraine and that too from only 2 countries. This suggests that the media focus creating a general perception of lack of unanimity does not reflect what happened at the G20 meetings in India, and is distorted. What really happened is that all countries agreed on the substantial economic issues facing the world- of food insecurity, of development needs, and of climate change impact.  Sitharaman's responses showed optimism based on the hard work put in at the Finance Ministry and connected to all ministries and agencies of the government. And of a resilient attitude, of concentrated effort on the issues facing India and its partners in growth in the US and EU.  ...

U.S., UK and Swiss regulators charged UBS AG with conspiracy to rig the London Interbank Offered Rate or LIBOR. LIBOR is the interest rate at which large banks lend to each other and is determined from daily reports made by 16 banks to the British Banking Association, giving the rate at which the bank borrows from its peer banks. This rate helps determine the rate for trillions of dollars in securities, home and auto loans, swaps and derivatives. A tiny movement in LIBOR can affect trading profits, and it influences perceptions of a bank's health particularly in a crisis such as the 2008 financial crisis. Every day a 16 bank panel reports this rate to British financial authorites. UBS took full responsibilty and pleaded guilty to criminal fraud. UBS settled the charges for $1.5 billion. Barclays PLC, a UK bank, settled charges for LIBOR manipulation in mid 2012 for $450 million, ending in the departure of the bank chairman and CEO. Britain's regulator the Financial Services Authority, FSA, says in its report that rigging the rate was "routine and widespread" at UBS in order to increase trading profits, done with the knowledge of senior managers, and included cash awards or trading opportunities to employees at other banks to participate in manipulating the LIBOR rate. During one period of 18 months UBS paid 15000 British pounds to a firm of outside brokers every 3 months. FSA says LIBOR and versions of it are "at risk of being improperly influenced " between Jan. 2005-2010. What this means is other large settlements with other banks can be expected. Fannie Mae and Freddie Mac may have lost $3 billon from this manipulation of LIBOR, according to an internal report from the inspector general of the Federal housing Finance Agency, which also says Fannie and Freddie should sue the banks responsible. The whole issue of LIBOR came to light after an article was published in the WSJ, April 16, 2012, and a WSJ study on LIBOR using credit default insurance to track LIBOR rates, on May 29, 2012....

China's efforts to promote trade with India. Visit by Premier Wen to New Delhi. Deals made include a loan from China Development Bank to help Reliance ADA group purchase power-producing equipment from Shanghai Electric Group Company. The two companies signed a $10 billion agreement in October 2010 for Reliance to buy power equipment. India sells mostly commodities such as iron ore and imports Chinese power and telecom equipment and manufactured goods at this stage. Trade estimated at $60 billion is tilted in China's favor because of cheaper manufactured goods imported from China. Premier Wen calls for expanding trade emphasizing the advantages of combining China's strengths in engineering and infrastructure with India's strengths in information technology and pharmaceuticals. His point: the 21st century is the Asian century, and both India and China can make great achievements. India sees the advantages of using China's strengths and cost competitiveness in telecom, power and other areas as it seeks to boost its development of infrastructure. Wen's visit follows visits by the UK's Cameron, US's Obama, France's Sarkozy, all pursuing trade and investment with India....

With huge losses at RBS, Prime Minister Brown says he is angry at RBS for the excessive risks taken by the bank. A big chunk of losses of 28 billion pounds for 2008 relate to the deal to acquire ABN-Amro. ABN Amro had on its portfolio a loan to chemical maker LyondellBasell, owned by Len Blavatnik a Russian-American industrialist, which filed for bankruptcy protection in January 2009. Says RBS CEO Stephhen Hester, "we doubled up at the wrong time". Now RBS shares have fallen to 11.6 pence or less than the price of a candy bar. And Brown's administration faces growing criticism that the earlier bank rcapitalization and lending plan has not worked, even as new elections are due by May 2010. With the new deal with RBS government ownership goes up from 58% to 70%, and the next step may be nationalization of RBS. In an effort to limit banks losses and help capital needs of banks, the UK government will insure a majority of losses after the banks assume a first portion of the losses.
