Biden issued executive order on June 3, 2024 to close the Border with Mexico and deny asylum. Once border crossings reach 2500 a day the border is closed. Then it is opened only when crossings drop to 1500 a day and after 14 days. Officially permitted including humanitarian parole pathways are limited to 1500 a day. This is being done because the legislation that passed in the US Senate on bipartisan basis negotiated for closing the Border with Senate Minority Leader Mitch McConnell of Republicans and Senator Lankford (R) was blocked in the Senate by Mike Johnson on instructions of Mr. Trump who sought to use it as an election issue. "Today I’m moving past Republican obstruction and using the executive authorities available to me as president to do what I can on my own to address the border,” said president Biden. The signs “SECURING OUR BORDER” were prominent in the White House East Room. “Frankly, I would have preferred to address this issue through bipartisan legislation,” he added, “but Republicans left me with no choice.” On this page the WSJ looks at the Border on August 5, 2024 and finds the border crossings have dropped to levels in 2020 and to levels seen during the last year of president Trump. The US and Mexico have cut border crossings with Mexico moving migrants back to southern Mexico in a Chutes and Ladders program where migrants head north, and the Mexican gocernment buses them back south, at which point some return to their home countries. The Biden administration makes its decision- it will continue the tariffs president Trump placed on about half of Chinese imports into the US. It also seeks new talks with China on trade. US is also pursuing other policies on trade that were not pursued by the Trump administration. Longer term it is about alliance building in trade with the European Union, Britain, Japan, South Korea, Taiwan and India. These alliances would jointly approach China on trade, economic and security matters.  Another approach is for the US to build at home. Congress is asked to approve $52 billion in subsidies that the Biden administration wants to give to companies so that they build the semiconductor plants of the future right here in the USA. The Biden administration is also aware that China is doubling down on technology purchases within China from Chinese firms to support its own high tech industries. In response it is laying down a policy of its own for the future step by step. The Chinese market now takes less priority than maintaining technological leadership of the US in all advanced technologies. The Biden administration is steering American industry and technology advancement in this direction. ...

President Trump's failure to followup on his decision to shut down all flights to China on January 29 with speedy action on preparing for the coronavirus as suggested by some of his advisors is the subject of this article in the NYT.  There were two distractions one was the trade deal with China that was being negotiated, and then the impeachment trial in the U.S. Congress that was set in motion by Democrats. Another problem was the lack of good information about the extent of the virus spread in China and infected case numbers. As it turns out no one really knows the real scale of infections in China. If is was known that there were as many cases in China as there are in the U.S. today this would have resulted in shaking up any complacency in the Trump administration and in the states. Considering the experience of Europe and the U.S. it could be that China had the same number of infected cases as the U.S. does today for a population three times the size. China had a strict quarantine but it also did not realize what it was up against in the first weeks of the crisis in January. It appears now that China, Europe and the U.S. all lost some time from 2-4 weeks before realizing the severe consequences facing each region. This report says one of the vital pieces of information that was learned about infected people in China, was learned as late as the end of February by leaders of a government team looking at the coronavirus threat. It was that seemingly normal healthy people without symptoms but infected by the virus could spread the virus. This meant that this was very, very contagious. The lack of good information played a significant part, adding to the level of complacency in states such as New York and in the Trump administration. Politics such as the impeachment trial and political infighting added an unnecessary distraction. ...

The difference between the banks and the oil companies. The banks are doing better because of support from the central bank, the U.S. Federal Reserve. The oil companies are affected by low oil prices of less than $20. Shale oil companies in America are the worst hit unable to operate at prices this low. The oil deal negotiated by president Trump to get initially 9.7 million barrels a day off the market and with other cuts in supply from Venezuela and Iran about 20 million barrels a day, has not taken the pressure off oil prices, as demand has fallen off even more by over 30 million barrels a day.

Much of the media commentary talks about the loss of American prestige as a result. The new EPA rules for auto emission standards were setup under the Obama administration in 2012. The rules are a major part of the effort to meet the challenge of pollution and clean air. The Trump administration and EPA chief Scott Pruitt plan to reverse the higher standards. The new standards which had the support of automakers when enacted require that average fuel economy be doubled to about 54.5 miles per gallon by 2025. This would cut oil use by 12 billion barrels over the lifetime of the cars and reduce carbon dioxide pollution by about 6 billion tons.  The EPA under president Trump does not say how much the standards will be rolled back. This also leads to one more tension between California and the Trump administration. California plans to vigorously oppose the rollback. Under the Clean Air Act of 1970 California has historically made its own rules and was followed by 12 other states making up one third of the car market in the U.S. If the Trump administration is able to to this it would create two markets for automobiles in the U.S. which is not in the interest of automakers who are having second thoughts about the change. Amazingly a suburban Virginia Chevy dealership has vigorously opposed being used as the location for the EPA under the Trump administration making an announcement on this issue. Chevy dealerships are saying the Trump administration does not have the facts, that the auto industry has done very well in the last 4-5 years. Chevrolet and GM do not want to be associated with the politics on this issue. California has historically acted as a pioneer in automobile standards with the rest of the nation following. The Trump administration move would be an effort to break this precedent.  ...

This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. The U.S. has suspended military exercises with South Korea.  ...

President Biden has the support of 14 million in the primaries. George Chidi from Atlanta reports that undecided voters number about 1 million in the swing states and most are much older than the average. Most may feel insulted by talk about age when they are in the same category.  A 102 years old Lockheed engineer in Atlanta suburbs says he is a Republican but will not vote for Trump. There is also the women's vote in Georgia and Atlanta suburbs with abortion ban as the issue as it was in Kentucky and Kansas. How many vote will also be a factor, making energizing the base a key factor. The idea that one party is doing better than the other is refuted clearly by some of the people in Georgia shown here, and the age factor does not get the prominence the Media have given it, as long as the government is functioning well. Media has failed to look at the policy details of each candidate in a colossal failure that calls for alternatives. Older voters who are the major part of the 1 million or so voters in swing states that are undecided also say that the fact is that with both the candidates- as it is with administrations that are led by young presidents seen as too young to lead (JFK) the opposite of today- many of the decisions are made with an experienced group of advisers around the president. Many if not all also realize that the vast experience of an older president is also an asset. Much of Biden's legislation for chips science, infrastructure, the Inflation Reduction Act have not happened in Germany, France or the UK, and would not have happened in the US without the ability of president Biden to get the bipartisan support from being the one with the most experience in Congress in a long time. The result is the hundreds of thousands of jobs created each month and a growing economy, inflation down from 9 to 3% as the first step to further cost of living action to support ordinary workers and families. Only LBJ comes close and he signed landmark legislation for Medicare and Medicaid, and for civil rights into law 60 years back. By removing America from the wars that Reagan and Bush started and Obama and Trump failed to end president Biden has given the US an opportunity to inspire and lead the free world in a way that has not happened in many decades and build a growing economy, a bright future for the Nation. ...

This is an indepth article on Donald Trump's financial holdings, looking at the debt that Trump has built up in his real estate dealings, by Susanne Craig of the NYT. To get a detailed look of this the NYT inquiry into the holdings engaged RedVision Systems, a national property information firm to search publicly available data. Much of Trump's business is shrouded in mystery. But it is well known that Trump has used debt to build his business in a way that is not considered good practice in business, having led to three bankruptcies. Trump says he "is the king of debt." And "he loves debt." The recovery of real estate values during a rescue effort for the country's financial system also helped Trump tackle debt in a way that was not available to other entrepreneurs who suffered from the oil price collapse- one of them McClendon also used debt aggressively and his business collapsed leading to suicidal car crash. You can love excessive debt only if the government supports you with some sort of financial guarnatee misplaced, or you are lucky to get away with it- just ask McClendon. The irony is that the rescue of the financial system led to the low interest rates that hurt savings of the middle and working class, and the lack of help to Main Street in the home foreclosure crisis also hurt the same people disproportionately. The Obama administration policies in this regard rescued the very same business interests such as the New York real commercial estate symbolized by Trump, that are now appealing to those hurt as president Obama worked to let the financial system recover. The intention was never to support excessively overleveraged banks or overleveraged real estate built on debt, but in reality this is what happened. A nation cannot run its financial affairs in this manner of overleveraging to extract high profits that an investment bank such as Lehman or Goldman Sachs does, or a real estate company such as Trump's does- if regulators let them do this. Normally after the financial crisis of such dimensions that it shook the world economy in 2008-2009 leading to fears of a collapse as happened in the 1930's, the same faces would not still be there. But this is a strange period or a transition period where things are being sorted out, and the same faces Blankfein at Goldman Sachs and Trump in New York commercial real estate are with us.  And though the bashing of Goldman Sachs connection to Clinton is evident in the campaigns of Trump and Sanders, the bashing of Trump real estate and finance companies with its overleveraging and bankruptcies is evident in the campaign of Clinton against one posing as a representative of the working class. John Paulson who benefitted by shorting mortgage securities that caused the financial crisis of 2008 is on Trump's top economic advisory team, including the hedge funds and financial interests on Wall Street that Trump is saying support Clinton. No one, not the NYT or WSJ, can answer this, its just the paradox of today's situation. Hillary Clinton can say she has learned her lesson, with her Methodist upbringing and her own supporters such as Robert Reich and others, and break with the past especially as it in no way contributes to her success as president, not one bit. In fact rebuilding the middle class and infrastructure require entirely different connections and views on life, a different imagination.  Trump has billions of dollars and a real estate business that is so complex that even the NYT and property information firms can only say that in the end it is shrouded in mystery. Companies owned by Trump says the NYT from this inquiry have debt of $650 million. Other Trump business activities through 3 passive partnerships owe an additional $2 billion. It is a lot easier for Hillary Clinton to put the speech fees behind her as they have little to do with what she is as a Methodist and a proponent of improving women's lives, than it is for Donald Trump- for whom his business is everything that he is including his art of the deal- to reject who he is. ...

U.S. North Korea talks between president Trump and Kim Jong-Un collapse as North Korea insists on the complete lifting of sanctions offering only to close down one nuclear facility in exchange. The talks were held in Hanoi, Vietnam. Kim agreed to close down the Yongbyon nuclear complex, but the country has also 2 other facilities where uranium is enriched. Kim wanted to keep these other facilities and not offer the entire nuclear facilities.

The CEO of Salesforce Mr. Benioff was able to win support from president Trump for an initiative to plant a trillion trees as a way to improve the environment. Mr. Trump is skeptical about climate change and has withdrawn the U.S. from the Paris Climate Change Agreement. But he is enthusiastic about planting trees.

As trees grow they absorb the gas emissions that cause climate change. Estimates from experts show 1.2 trillion trees could absorb as much as 25% of carbon in the atmosphere.

Mr. Benioff says planting trees is the ultimate bi-partisan issue, and who isn't pro-tree. Young Republicans are shifting away from the party on the issue of climate change and Republican leaders are making modest proposals as a way to show they are also concerned about protecting the environment. Some say Mr. Trump's views on this issue are shifting even though he has his own views on how quickly to move away from fossil fuels.

Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. In 2024 the abortion issue is a significant factor for women. ...

Every day lost in the struggle with coronavirus is a big thing, which is why Itay's most affluent northern region has gone from being well equipped with resources of healthcare to seeing the health system overburdened to the point of disaster. Here WSJ shows lessons learned by Dr. Cereda at the Hospital of the University of Pennsylvania who trained in Milan and was in constant contact with colleagues in Milan and elsewhere. Many of the lessons relate to not overburdening hospitals and health systems and protecting health systems. This means mild to moderate cases are managed from home and not in the hospital, through massive deployment of outreach services and telemedicine. It means therapies can be delivered at home or through mobile clinics. The second major lesson from Italy is to protect healthcare workers and doctors. The entire White House team with Dr Faucci of CDC and Dr Brx, head of Infectious Diseases in the U.S. news conference of president Trump March 16, focused on the goal of protecting healthcare workers, doctors and hospitals, so they remained strong to take on the crisis. The second goal of the White House team is to protect the elderly with medical conditions. To do this only the most serious patients are treated in hospitals the rest for mild to moderate at home.  Studying the conditions in Bergamo and other parts of Lombardy and northern Italy, is helping U.S. medical leaders to prepare for the current nationwide effort, the 15 days plan announced by the White House. The lessons from the Papa Giovanni Hospital in Bergamo are important say U.S. medical leaders, including Dr. Brendan Carr, head of emergency medicine at Mount Sinai Health System in New York.  He says build capacity in hospital beds before we need it. This report by Nate Cohn of the NYT shows how the U.S. election map is changing in 2016 with Hillary Clinton strong among college educated voters and weaker with working class voters than president Obama in 2008. She more than makes up for this loss of working class voters in many red Republican states in the southern U.S.- as Cohn shows there are about 1.5-2.5 college educated voters in the southern and mountain states compared to working class voters. The pattern is reversed in midwestern states where there are only about 0.5 college educated voters for every working class voters. This is why Trump is doing better in Ohio, Iowa and Clinton doing better in Georgia, North Carolina, South Carolina, Georgia, Utah, Colorado, traditionally Republican states. Overall there is less focus on cultural wars and abortion issues in this election, with focus shifting to beneficiaries of globalization, and people hurt by trade and globalization in older factory towns. Even in the suburbs of Philadelphia, Cloumbus, Milwaukee, and in western Michigan Clinton does very well because of college educated voters, including white college educated voters. ...

John Lyons of the WSJ writes in this report from Seoul, South Korea, that president Moon may have inadvertently contributed to the sense of the futility of talking to South Korea about missile defense when he opposed the installation of the Thaad, Terminal high altitude missile system, in his election campaign. This led to the U.S. and the South Korean government of president Ms. Park moving ahead with the system before Moon was elected. Moon is a human rights lawyer who favored improved relations with North Korea. Domestic South Korean politics were decided by younger voters alienated by the existing business structure, leading to the conviction of president Park and later the head of Samsung on corruption charges, and the election of Mr. Moon. In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters.
