A House budget bill passed in Texas would cut an already lean budget- because of years of prudent fiscal policies- by $23 billion from the current level of state and federal spending over the next 2 year budget cycle. This is a reduction of 12.3%. The budget makes large cuts in public education, healthcare for the poor, highways, prisons and state parks. Math and reading comprehension skills for students 8-15 years at different grade levels from 4th grade are dismal. US ranks low across developed countries in math and reading comprehension skills. 5. It is about sending education back to the states and parents where it belongs. Once states compete there will be an effort to  copy the initiatives of states delivering better results in math and reading comprehension. 6. Mead points out that the world with an effective U.S. leadership based on democracy and the values we cherish is needed now more than ever, after the failures of the Bush and Obama administrations to provide the kind of balanced leadership all Americans can stand behind. A world without an effective and enlightened leadership from the U.S, is one in which the world could fall apart in regional rivalry, one in which the hundreds of millions of people in the poorer parts of India, China, Russia, Brazil, and other developing countries of the world, will have less opportunity to meet their aspirations for a better life. This is because a focus on development requires less regional rivalry and because serious missteps can reverse in a few years decades of economic progress as shown in the 2008 global financial crisis. More so because we live in an increasingly interdependent global economy. It is also the kind of world where suppression of freedoms and suppression of the opposition as in China and Russia, provides a wrong kind of message, a world in which we or our children would not want to live in. Russia, India and China, are too driven by rivalry and lack the deep experience to go it alone, multipolar is more likely to end up being multipolar rivalry leading to a race to the bottom, which would be bad for all, especially for the poor in Asia and the developing world. The 2008 crisis showed what some serious economic mistakes could do to employment and incomes in the world with output dropping by a third in most places. Political missteps could lead to a slippery slope of this magnitude but more difficult to correct. Greater participation in the political process and more enlightened leadership is needed in all countries to allow many voices and greater interaction across boundaries, focussing on the dangers of such multipolar rivalries. The world of the G-7 is already moving to the G-20 where many voices are heard and serious discussion of differences takes place, but participatory is different from multipolar....

Steve Bannon is described in this indepth report by Scott Shane as a workaholic, born to working class family with his father a telephone line operator, who went to Virginia Tech and joined the Navy in the hope of advancing a career in politics. At Virginia Tech he won a leadership position of the student organization. He was described by another student who knew him well as passionate but not likely to get much done. The period at Virginia Tech and in the Navy were the Carter years followed by election of Ronald Reagan. The election of Reagan had a huge influence on Bannon- the same overtones of that campaign of Reagan are seen today in the forgotten men and women, white working class families that Conservatives then and Tea Party Conservatives in the Obama years felt ignored. The downward drift of the lower middle class families that saw incomes drop as manufacturing hollowed out in the U.S. with foreign competition, the failure of establishment politicians of both parties to protect American manufacturing and working class families, added to the sense of angst for Bannon. Bannon just like politicians in the Obama camp such as Emmanuel, found the way to politics through finance and gains made as the banking sector and financial institutions made huge financial gains by 2008. This was a stepping stone for their political ambitions. Emmanuel who is also a workaholic and passionate about his views worked to elect a black president, Bannon choosing to do the opposite and push for bringing back the Reagan era. Most on the liberal side see him as part of a racist movement. Reagan was none of those things. How does one reconcile the two? It is possible that seeing the fight against the established politics as an impossible task, Bannon in his passionate temperament did not object to the support of right wing extremists, in the same way that Trump did. As both Trump and Bannon have people of Jewish origin and black people in their circle of friends or family. What incensed Bannon as described here by Scott Shane of the NYT, was that after the financial crisis of 2008, hardly any bank executives who had committed wrongdoing went to jail, his father's line operator retirement savings were devastated by the financial crisis, and working class families struggled harder than ever, that his daughter at West Point was with mostly children of working class families who were the ones fighting America's wars. Many ironies abound in the story. Bannon got his business start in the same financial institutions that were involved in the financial crisis of 2008, Bannon & Co was acquired by Societe Generale. He is from an Irish Catholic working class family in Richmond and attended Benedictine High School, with a mother Doris that worked on the campaign to elect Douglas Wilder, a Democrat, as the first African American governor of Virgina.  The other ironies are in that Bannon sees Trump as "an imperfect vessel" but still good enough, and Trump sees himself as "making all the decisions" when asked about Bannon, as a range of interests struggle to form a coherent movement on the right in American politics- an unlikely combination of a telephone operator's son and real estate magnate's son who built his own real estate business in luxury real estate towers far removed from ordinary men and women they represent. ...

He told the Citizen's Budget commisson in New York, that in the long run the most important issue in fiscal matters will be whether the composition of the federal budget serves the public interest. The U.S. Supreme Court addresses questions raised by Arizona's immigration laws. Justices expressed skepticism where the Arizona law imposes penalties and enforcement beyond what is required by Congress. At the same Justices said it was acceptable for states to do what the federal law already envisions, such as immigration officials sharing information with state police, as long as penalties and enforcement did not go beyond what Congress requires. While Justices were receptive to aspects of the law that required state police to check immigration status, they were skeptical about aspects of the law that challenge the right of illegal immigrants to seek work.

Pamela Druckerman is the author of "Bringing Up Bebe: One American Mother Discovers the Wisdom of French Parenting," which describes her experiences in France and with French ways of child raising. Unlike Ms. Druckerman's book title, the title of this article is about why French parenting is superior, which is not really the point. The point being how Americans can learn from other ways of doing parenting that would make it easier, more effective and less stressful. Brigid Schulte in an article in the Washington Post reviewing Druckerman's observations, says an important reason why French parenting is more relaxed is the comprehensive system of child care in France. This is financed by the government and has wholehearted French support. By contrast the American system is chaotic in comparison with constant worry about finding good child care, leaving mothers with the difficult choice between careers and being stay at home mothers.

India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. The U.S. Border Patrol apprehended 327,577 illegal immigrants crossing the U.S.-Mexico border in fiscal year 2011, ending Sept 30. This is a steep decline from the 1.6 million apprehended crossing the border in 2000. The numbers have been dropping since the 2009 financial crisis and high unemployment in construction and other trades employing migrants. The figures for 2011 suggest a drop of about 25% from 2010. Researchers at the Pew Hispanic Center, say the balance now is about zero for people entering the U.S. across the border from Mexico and people returning to Mexico. In fact there are stories of money being sent to migrant workers without jobs in the U.S. by families in Mexico, which has affected the flow of migrant workers.

Of 161 million people employed in 2024 about 40-50 million in vulnerable groups living from paycheck to paycheck and without savings to support them in a medical emergency is a real problem in the US economy. It is why even as unemployment looks good at 4% and inflation down to 3% there is a lot of angst for Americans for cost of living. Fifteen million baby boomers who will turn 65 years for retirement between now 2024 and 2030 face a situation where they have less than 250,000 in savings. Many who were born between 1945 and 1962 called baby boomers are in this group with diminished savings. In the prime of their careers they were hit by the 2009 financial crisis caused by bank speculation risk taking. They also were hit by the pandemic in the peak years of income growth. Other such vulnerable groups are young people with high student who are being helped by president Biden. There are also the low income groups that have been hit by medical costs and a family emergency that were pushed into poverty. Other groups in the millions are the people at the low income levels who are working paycheck to paycheck because of housing costs. About one fourth or 25% of apartment renters are people whose households budget shows 50% or more going to housing costs which have increased 20% in the last 2-3 years, which includes the pandemic years 2022 and 2023. President Biden seeks to limit apartment rent price increases to 5% and Kamala Harris has proposed help for families for the portion above 30% of household income going to rent. The jump in cost of living from automobiles, automobile repair and housing, cost of groceries have affected other groups with large credit card debt. This is a result of the supply chain concentration in China which comes from American business overconcentrating production in China and previous administrations doing little about this. Biden's answer is to bring jobs and manufacturing knowhow and investment back to America. During the pandemic some people resisted getting vaccinated and lost their jobs, a million people lost their lives, others took early retirement seeing the stress ful lives during the pandemic, others including women quit to take care of children. This has reduced the labor supply to business leading to tight supply higher prices.The result is that there are about 5 such vulnerable groups each with about 5-10 million people for a total of about 40-50 million people at risk. For these people the cost of living presents huge challenges, including childcare. It includes young people and retirees, single women and families on low income hourly wages that have not kept up with inflation.  ...

Bill Gates on how to improve education in American schools by focussing on excellence in teaching. Excellence in teaching is the single most important variable in education, says Gates. The task, he says, is to identify the excellent teachers and transfer those skills to other teachers. He makes no mention of enriching the teacher pool, by attracting brighter education oriented people from society into teaching. He make some generalizations about class size and teachers studying for advanced degrees, saying they have no impact on educational achievement. This may be relative to the situation, depending on the actual class size and the numbers involved. And higher educational attainment by teachers is hardly a drawback in what the teacher can impart to students. It shows teachers actively engaged in the educational process themselves. Gates talks about improving education without additional spending, but does not address the issue of cuts in education spending in states that are reducing deficits. ...
