U.S. president Trump names Robert Lighthizer, the U.S. Trade Representative, as head of trade negotiations with China, following a weekend summit of G-20 in Buenos Aires where he setup a truce with Chinese president Xi Jinping. The truce means the next round of tariffs on $200 billion of Chinese goods will be suspended. China had hoped Treasury Secretary Mnuchin would head the negotiations. Mnuchin had negotiated with China earlier. Lighthizer has taken a long view on the negotiations wanting to strengthen the U.S. position particularly in relation to protecting U.S. technological edge and preventing transfer of U.S. technology to China. Trade expert Pillsbury of the Hudson Institute says this steers the negotiations from informal under Mnuchin to the legal negotiations under a trade negotiating team of Lighthizer that have set forth the charges against Beijing under U.S. trade law. The outcome sought is a legally binding document that commits China to getting certain results to reduce its trade surplus with U.S. of about $1 billion each day. Mr. Trump called for "level the field" in a message after the G-20 summit. Specific details of about 142 issues in trade were brought up in the talks of Trump with Chinese president Xi in Buenos Aires. ...

President Trump has taken a careful response to events in Hong Kong so that the situation does not affect U.S. China trade talks and tariffs negotiations. For the first time he tweeted that China's restraint would be reciprocated by the U.S.

Mr. Trump has described the Hong situation as "a tricky situation," and has called for the protests to be handled "humanely." He tweeted- "I know President Xi of China very well. He is a great leader who very much has the respect of his people. He is also a good man in a 'tough business.' This month president Biden signed into law 100% tariff on China made EV's and 50% tariff on solar panels. The Guardian describes the hollowing out of factory towns in England such as Sheffield and the same in the US and Europe, which was a disaster for these communities dependent on manufacturing. There is now a sense that heavily subsidized products made in Asia should not be allowed to deindustrialize the US and take jobs away from these communities across the US. Trade has to be fair before it can be called free trade. Wars in Asia,  trade that ripped up American manufacturing, monopolies and burdensome pricing of pharmaceuticals and healthcare, lack of investment in infrastructure and public services, shows the deeply flawed policy pursued by presidents from Reagan and Bush to Clinton and Obama that have reduced the standard of living of the American worker and the American people.

The U.S. imposes tariffs of 10% on aluminium and 25% on steel imported from Turkey, in an effort to offset the effects of a weakening Turkish currency. The lira has dropped by 36% in 2018 so far. 

The U.S. has placed sanctions on Turkey and demanded the release of a U.S. pastor detained in Turkey.

The sanctions have increased the drop in the Turkish Lira, with the Lira dropping 14% on August 8, 2018.

This led to a diplomatic standoff with DJT imposing 25% tariffs on increasing in a week to 50% on imports from Colombia entering the US. Colombia agreed to take back the immigrants after the US tariffs.  In 2024 Colombia accepted 124 deportation flights into the country from the US. Yet president Petro objected to these flights on military aircraft and responded on X. DJT responded on Truth Social: "I was just informed that two repatriation flights from the United States, with a large number of Illegal Criminals, were not allowed to land in Colombia. This order was given by Colombia's Socialist President Gustavo Petro, who is already very unpopular amongst his people." DJT then instructed for 25% tariff on Colombian imports into the US which would be raised to 50% if Colombia did not accept the flights in 1 week. DJT said this is just the beginning and also imposed a travel ban to the US. DJT stated this was a threat to the national security of the US. Colombia then accepted the military flights.  Trade two way is $54 billion and Colombia exports coffee, sugar and oil. Colombia imports about $25 billion and exports about $29 billion to the US. Oil exports from Colombia to US are $6 billion, flowers $1.2 billion and coffee $1.6 billion.  ...

The trade deficit is now 16% larger than when Mr. Trump took office. President Trump's tax policies with large fiscal deficits acted as a large stimulus to imports. Companies imported more. 

The dollar strengthened as the U.S. fiscal stimulus came at a time when the rest of the world economy was slowing. As a result the U.S. imported more. 

The tariffs on $300 billion of Chinese goods had one benefit - it brought the Chinese to the negotiating table to cut imports. Yet the trade deficit has not narrowed as the president planned.

At some level, the administration surely knows this." The Washington Post has identified a basic flaw in the US policy towards India. Both parties in America have fallen into a trap of believing that first Japan, then China with accelerated economic expansion in the 1920's and 30's and in the 2000's and 2010's  are not going to run into issues with such expansion, this being the military and the separation from US economic cooperation that enabled the economic expansion of both Asian countries. Another aspect is that in 1950 China was similar in size of economy to India at 1.18, in 1903 and in 1962 at 1.18, and the gap between China and India is only a story of the last 2 decades. By 2047 India surely has the potential to close this gap with economic and technological integration with the US and European economies that were the pillars of China's economic expansion in an earlier period.  There are other aspects of culture and size- The Bhagavad Gita and the Bible provided Gandhi with an integrated view of western civilization. With its interactions and adoption of western institutions and government, of law, the new Indian state and its neighbor Indonesia represent 1.7 billion people in Asia, with Japan and the Philippines 2 billion people twice the size of China.   ...

11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. By 2018 the Democratic party support base fractured on this as one of the major issues.   ...

China's top trade negotiator is Liu he, Chinese Vice Premier. He is negotiating with Robert Lighthizer, the U.S. Trade Representative who heads the U.S. side in talks. Liu He says China is planning to reduce auto tariffs on U.S. imports to 15%. U.S. exported 266,000 cars to China in 2017. A number of other issues are coming up between the two countries including cyber hacking as federal prosecutors are expected to unseal charges against hackers linked to the Chinese government, according to this report in WSJ. The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

US president Biden puts forward a sweeping clean energy plan that could zero out US emissions by 2050. It calls for paying utilities to make a rapid transition to clean energy, and financial penalties for utilities that are slow. Tariffs would be put in place on imports from oil and gas producers for leaking greenhouse gases into the environment from wells, pipes and tanks. Wind and solar units would get new tax incentives. Biden through this plan would achieve the pledge of clean energy so that the US would help eliminate emissions from US power generation by 2035. The Biden program would invest $300 billion, on a scale that is needed to tackle the challenge.
