U.S. consumer brands from iPhones to Nike sneakers are popular in China. They are also products Made in China by Chinese workers. This makes a subtle threat in Chinese media of boycotting American products less likely and not in China's interest. In earlier disputes with South Korea and Japan China resorted to tactics that included boycotting products from these countries. American products are considered as prestigious and of higher quality in China in the popular perceptions. About one third of the 800 companies that are members of the U.S. Chamber of Commerce in China have more than 1000 employees.  The U.S. has also provided much of the foreign investment that led to China's rapid growth. With it came critical technology. According to the Rhodium Group the investment by the U.S. in China between 1990 and 2017 is about $250 billion. Some projects between IBM, Walmart and Tsinghua University are high priority projects in food safety. Subtle threats in Chinese media could turn into boycott of some American products from Procter and Gamble or Nike. But as this report shows the relative affluence of employees in the Shanghai region who work at American companies depends on avoiding such a situation. ...

A new arrangement is being tried by pharmaceutical companies like Merck and Pfizer to develop new drugs. This is to have scientists inside major research universities and company scientists work together in searching for new drugs and working through the drug development process in a longer term collaboration arrangement, with scientists in universities learning how to work in a company environment and scientists in companies learning how to work in a university environment. On April 25, 2008 Pfizer invested $14 million in an alliance with 4 universities to study obesity and diabetes. Merck and Harvard are working on drug discovery for cancer, and just signed an agrement to develop treatments for bone disease osteoporosis. Efforts at collaboration would need to address issues like patent disputes, academic publication rights, cultural adjustment for university scientists who now have to work at getting FDA approval through a rigorous process. Policies are being developed to overcome the patent and publication issues and Harvard has hired 40 scientists from large pharmaceutical companies to coach university scientists on drug development....

Without the patience and skills of S. Jaishankar peace at the Indian border with China could not have been restored in 2022. Here he describes the challenge of border incursions when he still called on his counterpart Wang Yi and maintained friendly communications, asking Yi not to let China complicate matters so that solutions could be found and things did not deteriorate further. At the time of tense Ukraine dispute in Europe, Jaishankar who was earlier the Indian ambassador to China, navigated this period of tension with China using his knowledge of China and how best to continue the diplomatic communications.  Less well known is the work put in by Jaishakar to bring citizen to citizen contact between Indians and Chinese by setting up such intercultural and educational programs in several Chinese cities as Ambassador to India. Jaishankar had the foresight to know that this would be important for the future. Yet these contacts are only a small fraction of the potential contacts between India and China on a citizen to citizen direct basis that are needed. Never is that more true than today with the wars in Europe, and the need for peaceful development in Asia. China is still a middle income country and India modernizing to become a middle income country. Both Europe and the US are far ahead in development than China and India. Jaishankar was appointed the Foreign Secretary of India in 2015 and in 2019 Foreign Minister of India in the Modi administration. He was the longest serving Ambassador to China for about 5 years in 2009-2013. He is unique because of his having been a senior diplomat to China, Japan, Singapore and the US, and speaks Japanese and Chinese. ...

This editorial in the WSJ says the reinterpretation of Article 9 of the Japanese Constitution to allow collective self-defense in no way brings Japan back to its militarist past. It reminds readers that Prime minister Abe faces the Japanese public's skepticism as a majority of Japanese in polls show they do not favor the collective self defense interpretation. The New Komeito party in the coalition government also restricted the interpretation. South Korea's reservations have also to be considered by Japan. The revised interpretation lets Japan fill some needed changes in its role in the new situation where China has taken a more assertive stance on territorial issues in Asian waters near Vietnam, the Philippines, Japan and South Korea. In this manner the restricted interpretations lets Japan fulfill a role necessary for the U.S. to continue its presence and strength in the Pacific and Asian waters needed to maintain peace in the region.

The New York Times reports from the comments of current and former members of the Chase Chief Investment Office (CIO), that risk officers at Chase were ignored when they raised issues about the complex trades made by trader Iksil. Iksil's trades had the support of his manager Mr. Macris, and Ms. Drew who was in charge of CIO. The comments also indicate that at one point Mr. Macris brought in a Risk Officer with whom he had worked closely for many years. Risk Officers are supposed to be independent and their concerns seriously heard, with the authority to halt trades that pose excessive risks. Which made this kind of cozy behaviour in the CIO trading offices in London cause for alarm. These reports also say Mr. Braunstein, the new CFO at JP Morgan Chase, did not strengthen controls after he assumed office in 2010. Bank officials disputed this. The New York offices did not fully grasp the complex trades being made in the CIO London offices, and upper management let the CIO operate pretty much on its own, especially with CEO Jamie Dimon's confidence in Ms. Drew's management of the CIO. This led to another gap in the process of risk management. Dimon had other priorities and distractions, from problem mortgages coming with the acquisition of Washington Mutual, pushing back aginst financial regulation after the 2008 crisis, stress tests and others. At the same time the U.S. Federal Reserve, regulators, and Treasury's coordinated effort to merge failing banks with other larger banks- because of the lack of the process of unwinding failed banks provided later under Dodd-Frank legislation- created mega financial banks. Unlike what the U.S. under Treasury Secretary Rubin pushed for in the case of S. Korea during a banking crisis in 1997, Treasury under Geithner and Fed officials did not push for unwinding of failed financial institutions such as Countrywide and Washington Mutual in 2008-2009 Chase's own portfolio of assets under the CIO, increased by an astounding amount from $76 billion in 2007 to $356 billion in 2011. Even if Ms Drew had managed CIO well before, managing a portfolio of this size is most likely to have presented a whole set of new challenges and problems for which the CIO office was not prepared. Similiar concerns were raised by other Fed officials such as Fed governors, Hoenig and Fisher, who raised the issue that such mega-banks posed unacceptable risks and were too big to manage. Pressures to increase investing profits, growing complacency, relaxing risk management controls, led to the situation where a single trader Mr. Iksil, who had only joined the bank in 2007 according to other reports, could create large losses. This follows a situation at UBSin 2011, where a novice trader made bets that resulted in large losses....

Japan's Foreign Minister tells Martin Fackler of the NYT in an interview that the Abe government will follow previous governments in the postwar period that apologized for colonial policies that caused suffering in other parts of Asia. He repeatedly calls for Japanese to be humble about the past. Previous statements by persons seen to be close to the government, including the head of NHK broadcaster, were interpreted negatively in S. A Joint Editorial by U.S. president Barack Obama and India's prime minister Narendra Modi in the Washington Post on September 30, 2014. Strobe Talbot, a former deputy Secretary of State says he does not remember a situation in which this type of joint editorial was put out by two heads of government. Speaking on Indian television "Times Now" with Arnab Goswami, Talbot says this is a result of intense advance preparation on both sides that he is personally aware of from his contacts in the two governments. The editorial says the two countries are "natural allies" using the words of former BJP Indian prime minister Vajpayee. It emphasizes the fact recognized by both sides that the true potential of the relationship has not been realized. It sees the election of a new government in India (with a decisive mandate) as a natural opportunity to move the relationship in line with India's rapid development agenda, and the U.S. own need to generate economic growth. Specifically Modi and Obama plan to discuss building up Indian manufacturing, and expanding affordable renewable energy including nuclear. The "Clean India" program is received with particular enthusiasm and an area of collaboration for improving sanitation and hygiene throughout the country. The relationship is viewed as bigger than projects and investment, in that it can add to helping build a more peaceful future for the global community- with the two countries tradition of interest in peaceful development that benefits all nations....
