With government bond yields at 12% in Jan 2012 Portugal is unlikely to be able to return to bond markets in 2013, even if fiscal targets are met, according to analysts. The S&P downdgrade of Portugal's debt to junk rating has worsened prospects. Portugal's economy is expected to contract 5.8% in 2012 and 3.7% in 2013, according to Citibank. Portugal has to repay 9 billion euros in debt due in Sept. 2013.

German chancellor, Angela Merkel's advisor, Uwe Corsepius, briefed European Union ambassadors on the draft document for EU economic integration, prepared by the German ministry. This document identifies six priorities: abolition of wage indexation systems, agreement on mutual recognition of education qualifications, creation of a common base for assessing corporate tax, adjustment of the pension systems, establishment of a national crisis management regime for banks and new legal measures to force countries to commit to tough fiscal policies through a "debt alert mechanism." Under the plan countries will be assessed agaist economic indicators and tracked by the European Commission. Other steps Merkel is proposing are coordinating retirement ages across countries. See the interview with Portugal's prime minister Socrates, where he supports the coordination of the retirement age. Socrates does not commit to taking out the adjustment of wages for inflation in that interview. Boone and Johnson point to the problems facing Portugal as being worse than that faced by Argentina when it defaulted on its debt in 2001. Portugal they say spent too much in recent years with the help of Euro-money letting debt rise to 78% of GDP compared to Greece's 114% of GDP and Argentina's 62% of GDP at default. The lack of the option for a necessary devaluation under the euro currency makes the situation worse. At this point the situation is simply being postponed as the European Central Bank will continue to let the governments issue bonds, which European commercial banks buy and deposit at the ECB as collateral for fresh printed money.

Boris Johnson, Mayor of London, is critical of the British government's cuts in annual rent subsidies by 8%, or $3.2 billon, by 2014-15. London Councils, the umbrella group for London's 33 local authorites, says that 82,000 households in London will become homeless as a result of these cuts. Johnson told the BBC that the cuts will push renters to the suburbs- as has happened in Paris- and he will not tolerate a Kosovo-style cleansing of London. A labor party lawmaker in Leeds says that 15,000 families in Leeds will be affected by rising rents.

The Liberal Democrats lost badly in the May 2011 local elections in Britain. Voters also overwhelmingly rejected the alternative voting system that the Liberal Democrats supported. The vote on an alternative voting system was one of the key conditions put up by the Liberals when they joined the Conservatives in a coalition government. About 69% voted to keep the current voting system supported by the Conservative party. In local races Labor and the Scottish National Party made gains at the expense of the Liberals. The Liberals lost 695 of their 1,751 seats in local councils, 12 of 17 seats in the Scottish parliament, and one of six seats in the Welsh assembly. Tory support remained steady, but voters turned away from the Liberals to show they do not support the austerity cuts of the Cameron led government. This will pose problems for Liberal leader Nick Clegg's continued participation in the coalition.

Wal-Mart has removed same store sales as a metric on which managers and executives are measured for performance based compensation. As a result CEO Duke sees his compensation increase in the last fiscal year from what it would be under the previous arrangement. Same store sales have declined for seven consecutive quarters at Wal-Mart. The new metric used instead of same store sales is total sales, which increased 3.4% in the last fiscal year. Duke's compensation was $18.7 million, of which $16 million was performance based, for the last fiscal year. Morgenson asks if Wal-Mart executives are being opportunistic when it comes to setting the metrics for performance based compensation.

The European Union Commission president Manuel Barroso announced a multiyear $15 billion package of loans and grants for the new Ukrainian government on March 4, 2014. No immediate conditions were specified. Barroso said, this is "designed to assist a committed, inclusive and reforms oriented government in rebuilding a stable and prosperous future for Ukraine." This is meant to replace the help offered to the previous pro-Russian government by Russia and now cancelled with the ouster in street protests of that government. The U.S. has offered $1 billion in loan guarantees. For Ukraine this offers the prospect of making a new start under EU and possibly IMF guidance. The needs are estimated at $35 billion in international assistance loans over 2 years by the Ukrainian government, because of the dire state of the Ukrainian economy.

Gazprom's Chairman, Alexei Miller, says Ukraine owes $1.89 billion for gas deliveries after missing a March 7 payment deadline for Feb. deliveries. Transit shipments through Ukraine to Europe will continue. Russia provides 30% of Europe's gas needs and 15% of all Europe's gas demand goes through Ukraine, particularly Germany, Italy and Britain's utility companies. Europe's dependence on Russian supplies of natural gas gives a new twist to the crisis in Ukraine. Russia also needs the revenue from the natural gas exports to finance its own development as growth has slowed down sharply in 2013-2014, making this a situation where both sides in Europe need to resolve the standoff in Ukraine wihout escalation.
