Eduardo Porter compares Italy's propensity to collect and invest tax dollars in healthcare and public services to a much greater degree than the U.S. In 2007 he points out Italy spent 25% of its output on social programs such as health, food and housing, compared to 16% in the U.S. He reflects on the possible reasons for this based on research. Italians see the tax dollars at work in a health care system that works for them and their children, as in this example of Eduardo and his child at a health clinic in Liguria, Italy. In the U.S. there is less evidence of this and the sense that government is likely to waste tax dollars, that the individual is better able to make choices. The less homogenous society in the U.S. also means there is less support for public services that might benefit other lingusitic and cultural groups.There is also the feeling that in American society there is greater oportunity for the less well off to join the upper class given the open capitalist framework, as compared to Italy where connections and traditional advantages matter. Some experts attribute this to smaller taxes leading to economic growth, but Porter says the examples of Sweden, Norway, and Japan showed growth was higher or similiar to that in the U.S. ...

Jimmy Carter comes back to us from a different era. He was born in a tiny town of Plains, Georgia, in 1924 and grew up on a family farm in a home that lacked plumbing, electricity, as a boy.  Jimmy Carter attended college for 2 years in Georgia, then enrolled at the US Naval Academy graduating in 1946. It shows the changes happening in the US with Franklin Roosevelt and Harry Truman in the efforts to industrialize America, bringing electricity and new opportunity for college education to rural areas in 1932-1952 which continued with highway systems under Eisenhower 1952-1960.  Carter also led the unwinding of the Democratic party with roots in the Roosevelts-Wilson era since 1902, going back to Teddy Roosevelt who as a Republican pushed hard for integrity, pro worker and antimonopoly policies in the administration. A process that went on with another Southerner, this time from Arkansas that led China's entry into the WTO and world trade without any safeguards for American workers 1992-2000. Policies that went unchanged under another Democrat Obama in 2008-2016. Instead of staying in the Navy he joined his family's peanut farm business in 1953, followed by running for governor of Georgia and grasping the opportunity to run for president as an evangelical from the South to bring moral integrity to the White House.   ...

Shigeu Ishiba is elected the new LDP leader and prime minister of Japan. He is 67 years and was defense minister. This means the replacement for Fumio Kishida is not a younger leader with new ideas as was said to be the intent behind Kishida stepping aside. Ishiba is a son of a former cabinet minister, something too common in Japan. He was a critic of Abe and Kishida, and is depended upon to clean up corruption in the LDP. Other than that this is still an LDP that has no new solutions, the same old ideas for improving the economic future of the Japanese people, not the kind of fresh thinking that Harris is bringing to the US and which some expected would come from Kishida stepping aside for a younger person with new ideas.

In the US 30 states have designated English as their official language. The new Executive Order rescinds a Clinton era order that required federal agencies to use other languages.  “Establishing English as the official language will not only streamline communication but also reinforce shared national values, and create a more cohesive and efficient society,” the order says. This is essential as literacy levels have dropped and there is a proliferation of many languages in the simplest of communication from agencies. As the importance of learning even mastering the use of the English language diminishes it has pernicioius effects where the lack of English skills means people fall further behind in getting jobs that require both a minimum and a desirable higher level of language and math skills. It creates an underclass in society as one effect, and also prevents people from different immigrant backgrounds from being able to move ahead in careers and in work. ...

Mario Draghi, President of the ECB, turned down proposals to let European central banks send money to troubled European governments through the IMF. Draghi said- "we should't try to circumvent the spirit of the treaty, no matter what the legal trick is." The ECB also opposes large government bond buying to bring down yields on Italian and Spanish government bonds. The ECB by majority vote reduced interest rates in the eurozone by 0.25%, bringing interest rates down to 1%, and reversing rate increases under the previous president Trichet. It also made medium term funding available to European banks on better terms. According to a person in the room, German Chancellor Merkel opened the summit saying Germany opposes a plan to let the European Stability Mechanism (ESM) borrow from the ECB. The ESM is the bailout mechanism for future bailouts.

The first signs of a change in Germany's position to promoting growth in Greece came when German chancellor Angela Merkel told CNBC on May 15, 2012: "I have the will, the determination to keep Greece in the euro zone." She added that if Greece's leaders are looking for "stimulus to be pursued for growth in the euro zone, which we could pursue in the interest of Greece, we're open for this. Germany is open for this." The Social Democrats, SPD opposition leaders have long said that Merkel is able to change positions as the situation changes. Looking back she even disassociated herself from her mentor German chancellor Kohl when he was not willing to disclose the names of donors for illegal donations. This has given her the flexibility that another Christian Democratic party leader Schauble lacked in leading Germany. She has also seen poll numbers favoring the CDU dissipate quickly before the 2005 elections and is aware how quickly situations can change, as is happening now with the public in France, Netherlands, Spain, Portugal, Ireland, Greece, and eastern european EU countries growing weary of strict austerity policies pushed by the CDU. A faction of the CDU pushed for strict austerity policies at the recent CDU convention in Leipzig, Germany. Merkel told the CDU about charges that she had shifted on a number of core issues such as nuclear energy, social issues, minimum wage, and euro zone bailouts- "Our political compass has not changed. The context is changing. This is a time of epic change."...

En Marche was a movement hastily put together by Macron as a minister in the government of French Socialist party's Hollande, months before the last presidential election. Iran Ceasefire breaks down as US escorts ships through Hormuz clearing Iranian fastboats. Iran sends missiles at oil hubs of UAE. Two US destroyers were closely followed by 2 merchant ships as they successfully transited through the straits on Monday morning. Iran sent 6 fastboats at the ships which were destroyed, cruise missiles and drones which had no effect. US Central Command says 100 Navy and Air Force planes drones, satellite imagery and more than 15,0000 military personnel are part of this Project Freedom. Trump says a South Korean ship was involved and maybe South Korea should be part of the effort to clear the waters. DJT says the Project Freedom is for the purpose of - “Meant to free up people, companies, and Countries that have done absolutely nothing wrong — They are victims of circumstance." WHich is to say that poor countries and middle income countries around the world are affected by the IRGC Iran actions that affect oil, fertilizer and other energy supplies. ...

This essay in WSJ is from Marco Rubio, Senator from Florida, and now Secretary of State in the second term DJT administration. Here Rubio points to his first visit as a return to focus on the American continent, on Central America and South America, which was neglected since the Kennedy administration in 1961 when JFK launched the Alliance for Progress (Allianza para Progreso). Like JFK Rubio visited Central American countries the source in the last decade in addition to Venezuela of much of the illegal migration north to the US. After support for failed dictatorships under the Eisenhower administration, JFK made Latin America a priority. This can be seen in the JFK Nixon debates. 64 Years after the conference in Uruguay's Punta del Este in 1961, America is back to square one with the failed Central American countries from gangs plus crime and from Venezuela's economy collapsing from inflation plus mismanagement with a socialist experiment. Kennedy said-"To our sister republics south of our border, we offer a special pledge – to convert our good words into good deeds – in a new alliance for progress – to assist free men and free governments in casting off the chains of poverty." -- John F. Kennedy, Inaugural Address, January 20, 1961 Kennedy said of the Alliance for Progress "a vast cooperative effort, unparalleled in magnitude and nobility of purpose to satisfy the basic needs of the [Latin] American people for homes, work and land, health and schools – techo, trabajo y tierra, salud y escuela." With better currency reserves and lower debt the Asian countries are in a better position than in the 1997 crisis. But a big problem will be lack of export markets. In 1997 Asian countries could export their way out of difficulties and the devaluations actually helped exports. And domestic markets are weak with weaker currencies making imports more expensive. In the past 10 years consumption as a percent of GDP has fallen in China and elsewhere in Asia outside Japan, even as exports as a percentage of GDP have grown by about 30%. And this has implications for Russia, Brazil, Australia and other countries which send soyabeans, mining products, commodities and oil to meet Asian demand. Riskier still is the prospect as Stephen Roach of Morgan Stanley Asia reminds people. is that when the tide goes out you can see the rocks for the first time which were covered by the hyper growth of China. Case-Shiller home price index shows 18.5 % drop year over year for December 2009, for single family homes in 20 major metropolitan areas. The Conference Board Index for consumer confidence dropped from 37.4 in January 2009 to 25 in February 2009. Of the 5000 households surveyed more 90% said they expected conditions would be the same or worse in the next 6 months. The Obama $275 billion plan for homeowners does not address the weakest cities in the market which are in places like Phoenix, Las Vegas, and much of Florida and Southern California, where prices have fallen 40% or more from their peak. This is because mortgages that are under water are not included, these are mortgages where more is owed on the house than the house is worth, and is ocurring faster in places where price declines are the steepest. One expert Martin Feldstein who is also on the Obama advisory panel has insisted since early 2008 that these homeowners under water have no rational incentive to continue making payments. What this does is to make consumers to postpone purchases like autos and hold back or cut back on all kinds of spending. In this global economy this means places like China's coastal regions which export to the US get hit hard and in turn exporters to china like Germany also get hit hard as what starts in the USA gets passed on theough the global economy from one region to another. Which also means US exports to Asian and other emerging market countries of tech goods and aircraft are in turn hit hard. As Republicans and Democrats follow their ideological leanings they cancel each other out in the debate, as Prof. Potter at Harvard an expert on economic strategy points out in a link, resulting in necessary actions not being taken and no clear direction. ...

In 2008 the hardest hit counties were in the city of Detroit, in Wayne County. Now the wave of foreclosures is hitting the suburbs as the foreclosures in the city declines, and the foreclosures increase in the suburbs. Oakland County and Macomb county are seeing a surge in foreclosure properties. And this is affecting the nature of sales as in some counties 80% of new sales are of foreclosed properties. This is similiar to the situation in California.

Edward DeMarco is head of the Federal Housing Finance Agency (FHFA), which is the independent regulatory agency overseeing U.S. housing lenders Fannie Mae and Freddie Mac. The FHFA was formed in 2008 after merging two existing agencies. Later that year Fannie and Freddie were taken over by the government. FHFA head, DeMarco, is reluctant to help homeowners with underwater mortgages on their homes with reduced payments because this would mean losses to the taxpayer. He sees his mandate as protecting the taxpayer. Sheila Bair, former head of the FDIC, says she understands DeMarco's mandate is not to provide fiscal stimulus, and the Obama administration has been all over the place when it comes to providing homeowner assistance. The result is that there is little help by the U.S. government to homeowners with underwater mortgages since 2008, and this creates larger headwinds for the Federal Reserve Bank to provide momentum to the U.S. economy. Many experts see this as a serious problem and a well respected economist, Martin Feldstein, has made repeated proposals for structuring the help to homeowners since 2008. ...

Adam Bryant talks to 4 women executives about the problems women face in taking up higher management positions. One of the problems addressed directly and at length by the head of Pfizer Nutrition, Amy Schulman, is what she calls "the dutiful daughter," doing what is expected of you. This is also described as a serious problem for women executives in Asia by Riva Gold, where women not having 100% of the skills for a higher management job will step back, whereas men with only 50% of the skills step forward. Schulman says women have to be well prepared and have a good grasp of the subject matter, have acquired experience, and having done that they need to make their voice heard. Any anxieties about not getting it just right, or asking the question about whether "she belongs" need to be left behind. The leaders of companies need to create the environment in which biases and assumptions about women in the workplace do not hinder getting a mix of different voices in the corporation, which can only benefit from that diversity of people and styles. Another point she makes is that women have to spend their political capital, to stand up for colleagues and the team where appropriate, for principles that are significant, to be build credibility and win credit. ...
