As the pandemic continues to spread and numbers grow with reopening of the economy the question remains -what can we learn from other countries positive experience in controlling spread? Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. What does transformational liberalism mean? What does fairness mean? What does it mean to have unemployment insurance, to have health care, to have jobs, to open the door to the middle class for a college education. Is this transformational liberalism? Or is this "transformational liberalism" a part of a vocabulary of cliches that have lost meaning as the nation confronts job losses of the magnitude of 500,000 a month, and this is only the beginning. Much of the increased debt the nation is occurring is going to provide government help to financial institutions like the $177 billion that has gone to AIG so far, just one company, and there are the Citigroups and other companies like AIG. What does it mean to have "burden sharing," when the rest of the country is frightened, scared, losing jobs, losing savings, and at this juncture cliches may have lost meaning, as its those who profited most and got us into this crisis like the investment bankers and senior management of companies in industries like the mortgage industry, auto industry who will be paying their larger share not because of redistribution, but because they may be the ones who can most bear this burden wihtout great sacrifices like cutting down on necessities and basics. See the link to Countrywide's Kurland who plans to profit both by overselling mortgages and creating the tinder that started this fire, and now to profit by buying distressed properties at pennies on the dollar, with $200 million from Black Rock as an investor, and $200 million on stock he sold before the crisis. Is a Kurland who has not been subject to any regulatory action, or management of AIG, or Citigroup or GM or the other companies receiving federal money by the hundreds of billions of dollars about to ask the half amillion of unemployed and the others threatened with job loss each month, for "burden sharing"? Nobody wants to see any of this happen, what has happened, including the debt, but it has happened, and it was not engineered in the new budget or in the few weeks since early January 2009....

Obama is not going to shy away from developing a solution for the 12 million estimated illegal immigrants in the country, for some form of path to legal staus. The issue will be taken up this year. It does not have the same priorities as health care and energy and education, but as a human issue it will be addressed this year. The lives of people who are doing a lot of the work Americans normally do not want to do is entertwined with the economic crisis, as the lives of these immigrants are likely to be made even more difficult by this crisis. The idea is to give those who are here, and as it appears are likely to remain here, and their families, the opportunity to lead normal lives. Not see families broken or torn apart as a husband or wife has status and the other does not, or lives worsen for those who have done the menial and labor intensive jobs in factories, agriculture and in construction, that Americans born to parents from an earlier generation of immigrants do not wish to do because they have better opportunities. As it is an issue that has drawn opposition and aroused emotions, it will be tackled by framing it as "policy reform that controls immigration and makes it an orderly system." Rep. Gutierrez, who is from Chicago, is building support for the cause by speaking at churches around the country, and having church leaders speak at these meetings, in a movement that is reminiscent of the civil rights struggles for black people. Mr. Obama will speak publicly on the issue in May, in the summer he will convene working groups, including lawmakers from both sides and a range of immigration groups, to begin discussing possible legislation by early fall. The plan would not add new workers but normalize the living conditions of people already here, and who information shows are not returning home. Its also supported by a key and growing constituency in American politics, the Hispanic voters. It was a campaign promise that Obama intends to keep, and if successful only draws the Hispanic vote closer to Obama....

Audi faced similiar problems of unintended acceleration incidents that Toyota faces today. A "60 Minutes" segment by Ed Bradley in November 1986 showed Audi owners of the Audi 5000 sedan who said the cars suddenly accelerated. That show even showed an Audi 5000 moving on its own which later was shown to be due to an altered transmission for that shot. Even when it was shown in a 1989 government study that blamed driver errors especially because of the close placement of gas and brake pedals. This led to the report's recommendations to move the pedals apart, and install ashift lock mechanism which required a foot on the brake to shift the car into drive. Audi ran newspaper ads showing these findings but consumer fear had set in. It took Audi many years to recover, From 1985 to 1991 Audi U.S. sales dropped 84%, hitting a low of 12,000 annually and not reaching levels from before the crisis till 2000. Audi, a division of Volkswagen, is now expanding in the U.S. but the story has lessons for Toyota. This may explain why Toyota was quick to refute a story in ABC News on the acceleration issue. ...

The sequester is the name used for the irrational automatic U.S. government spending cuts of $85 billion that begin March 1, 2013. A lot has been said about whether the sequester originated with the Republicans or President Obama and his advisors. Here veteran reporter Bob Woodward, associate editor of the Washington Post, says the idea of the sequester originated with Jack Lew, White House chief of staff and budget director during the negotiations, and Rob Nabors, chief of congressional relations at the White House. It was first proposed by Lew to Senate Majority Leader Reid at 2.30 pm on July 27, 2011, after being approved by President Obama, according to two senior White House aides who were directly involved. Why is this important? Because President Obama said in the third presidential debate, Oct. 22, 2012, that the sequester was not something he proposed, but something proposed by Congress. Jack Lew stated during the campaign in Florida, that this was rooted in Republican Congressional insistence. Woodward says Republicans also had situations of improper behaviour. The significance of this is that it eroded the little trust that remained between the Republicans and Democrats as they negotiated budget issues....

Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

Sara Ehrman describes the time when Hillary Clinton worked in Washington D.C. as a 26 year old lawyer working on the Watergate committee, and Bill Clinton was teaching law in Arkansas. In August 1974 Hillary was living for about 1 year with Mrs. Ehrman, a friend who was a congressional aide at the time. She is 97 today, and recalls that time when she tried to discourage Hillary from going to Arkansas to join her boyfriend. Ehrman felt not much would come out of Bill Clinton, though she thought him to be handsome, and later worked in his presidential campaign and Hillary's presidential campaign. Ehrman was 55 then, and describes Hillary Clinton as a bit sloppy in her habits, such as not making her bed and having a lot of stuff strewn about her room, but really intelligent and very hardworking. At the time both lived together. Ehrman describes a daily routine of seeing Hillary go to work with coffee in the morning and come back exhausted late at night, having yogurt and going to bed, day after day.  The two met for the first time in 1972 when Ehrman was co-director of issues and research in the McGovern campaign in Texas, and Hillary was helping with voter registration. This report describes in detail the road trip to Arkansas that the two made together, when Mrs. Ehrman drove Hillary to Arkansas in her old Buick. They stopped at small towns  in the 1200 mile journey, and this journey ends with Mrs Ehrman crying that she could not get Hillary to change her mind about Bill Clinton and Arkansas. He is one of the first to go in the new DJT administration. At the SEC a former SEC commissioner now legal officer at Robin Hood, or law partner at Sullivan and Cromwell. At CFPB a law professor at George Mason University or a previous Comptroller of the Currency. To understand where DJT is headed there are opposing ideas cap credit card interest rates at 10% that no Democratic administration ever brought up, and discarding a rule challenged in courts that caps credit card late fees. The VP Vance's instincts also come into play as he has also fought to lighten the burden on consumers. Nitish Kumar, a former leader of the BJP party in the populous Indian state of Bihar, and the state's chief minister, wins the Nov. 2015 Bihar state assembly elections running against the BJP led now by Narendra Modi from Gujarat state. Mr. Kumar allied his new party with the party of an old style politician Lalu Yadav, (who is part of Bihar politics for many years), and ran on his pro-growth record of improving development in Bihar. The election provided a landslide for Nitish Kumar's coalition. Mr. Modi now has to find a way of working with states such as Bihar run by politicians formerly part of the BJP, who have also developed a pro-growth record.

Sergio Marchionne, CEO of Fiat-Chrysler told a conference in Michigan -"these are people who did not grow up and become conditioned to doing business in Detroit. " He cited this as one reason the new generation of leaders at the U.S. auto companies had embraced the new fuel efficiency standards. Another point he made that was well received was that "anybody who surrenders 14 years before the date ought not to be in business." He was referring to the 2025 deadline for the new standards. Ms. Ursula von Der Leyden, who was a strong advocate for women on social issues, is the new defense minister in the Merkel cabinet for 2014. Frank-Walter Steinmeier of the Social Democrats is the new foreign minister, a position he held in the coalition of 2005-2009. SDP leader Sigmar Gabriel- who worked hard to get the approval for a coalition in a vote of the rank and file of the SDP- is the new Economics and Energy minister, with responsibility for shifting Germany away from nuclear power. Wolfgang Schauble continues as Finance minister. The new term for Merkel is likely to focus on domestic issues such as building infrastructure, education, the shift from nuclear energy, and immigration.

Feulner says he believes having the numbers right is important to maintain credibility, and it is important to respect the origin of the opposite side's ideas. Lisa Jackson, who worked for EPA for 15 years and headed New Jersey's Department of Environmental Protection, told the senate committe at a confirmation hearing, that contrary to what happened at EPA under the Bush administration she will listen to scientists. And political appointees and will not compromise the integrity of EPA's technical experts to advance certain outcomes. She said that she will adminster with science as her guide. This was a point of particular frustration for Senator Barbara Boxer, who now heads the Environment and Public Works Committee, during the Bush years. The Spanish Supreme Court verdict giving jail sentences to 11 Catalan leaders for the part they played in pushing for independence of the Catalan region in 2017, has resulted in clashes of protesters with police. The socialist government of Pedro Sanchez faces elections on November 10, 2019.  The government faces the option of activating Article 155 of the Constitution suspending the state government for central rule from Madrid.  One of the problems Spain now faces is that there is no clear majority for independence with the region divided between people who prefer to remain in a united Spain and people who prefer Catalan independence. In a recent BBC Hardtalk this was brought up in questions put to the Catalan independent movement spokesperson. The support for independence has actually declined in recent years. The Guardian cites a Catalan government poll in July showing 48% of Catalans oppose independence and 44% support it. Independence is not supported by the EU and it is not clear whether Catalan economy would do better outside Spain, as some of the causes of the economic problems stem from the banking and housing crisis in Spain and overborrowing. Mr Sanchez on the Madrid side and the Republican Left on the Catalan side favor negotiations on economic issues raised by Catalan people. As a result there may be less support than previously for outright independence, particularly when it is realized that the economic issues come from mismanagement and corruption and that the new Spanish constitution was designed to give regions special rights after the Franco years.  ...
