The new head of U.S. President Obama's Council of Economic Advisors, is Princeton economics professor, Alan Krueger. Kueger is known as the academic's academic, whose office is located with other labor scholars in the Princeton library. His work has focussed on what he calls "Rockenomics" (research about which bands do well and the reasons for this), on commuting, on studies such as the one with a suggestive title, "Sorting in the Labor Market: Do Gregarious Workers Flock to Interactive Jobs?" His appointment suggests the Obama administration is looking at no new policy initiatives, focussing on an incrementalist approach in policy actions, with the hope that he can get both political parties behind smaller changes. Putting a micro-specialist in charge at a time of huge volatility in financial markets shows an administration that is likely to continue the status quo with small changes till the presidential elections in 2012- the opposite of strong action because the Obama adminstration has no idea how to turn this economy around and only hopes things will change....

Russian president, Vladimir Putin, tells academics and journalists at an event called the Valdai Discussion Club, he had reservations about expanding the state sector by approving the deal for Rosneft to acquire TNK-BP assets. His motivation for doing this was the endless shareholder conflict between the Russian partners and BP. Putin says he warned British prime minister Tony Blair that a 50%-50% ownership venture would not work as nobody was in control, and described this as so bad that "sometimes they were fighting each other with their bare hands." The injection of private ownership into Rosneft with the 20% stake for BP would provide stability for the company and was the bright side to this. Foreign academics and journalists participate in three days of discussions with Russian academics and journalists in this event. Putin has no new vision for this third term beyond consolidating and protecting the achievements of the last decade. He cited as his achievements- growth of the economy, expansion of the foreign exchange reserves, and the increase in the birthrate....

India's demographics show one startling fact. By 2020, the average age of Indians will be 29. This is happening just as the rest of the world is aging very fast. In the next 15 years India will have 130 million more people in the 20 to 49 age group. This compares with a shrinking in population of 100 million in that age group in developed countries and China, according to the U.N. Population Division. The problem facing India is malnutrition that runs as high as 43% for children with half the mothers anemic, weak educational system at the primary and secondary school levels especially in the government run schools, lack of good governance in the most populated states such as Uttar Pradesh in the Ganges plains which has 200 million people, the consequent overburdening of cities which have no plans to manage the migration of the rural poor to the cities. India has to find ways to fill the huge gaps in getting better nutrition, education, dignity and sense of opportunity, and work for the growing numbers....

It goes beyond gun control. Arizona has taken the freedom to carry guns all the way back to the Wild West. High capacity ammunitions are legal. And this is why one person could fire 30 rounds into the crowd in Tucson, and only when he was trying to reload could somone disable him. Also you can carry guns to work and carry guns on college campuses, carry concealed weapons, and little effort is made to restrict someone with history of drug use or other offences by requiring identification checks. The ammunition in this shooting was purchased freely at a Wal-Mart in Tucson. Residents of Arizona seem to think it makes them safer as is evident from comments made by people of different political opinions. Rep. Giffords district also has a 104 mile border with Mexico, which is going through a spree of drug gang related violence. And the shift in the political landscape happened recently with a new Republican governor and the legislature going Republican with hardened attitudes on immigration issues....

Six former clerks, many of them now professors at well known law schools, Georgetown, Cornell, Yale, share their memories of Chief Justice John Paul Stevens, who retired in 2010 as the longest serving Supreme Court justice on the bench. One of the clerks remembers Stevens for his courteousness, which started with "May I ask you a question?," and did not attach importance to formal titles. Stevens showed remarkable empathy in talking to the clerks about legal cases. Another clerk remembers the time when Stevens pulled up the plaque on his wall "Small Town Lawyer of the Year: Associate Justice John Paul Stevens," as he talked about small hometowns with the clerk. It was given by the bar association of Poulsbo, Washington, and Stevens took pride in his modest beginnings. Some are amazed by his energy, he played a good game of tennis at 85, hired only 2 clerks instead of four to do a lot of the work, and would join the clerks for discussion on different aspects of the law.

Europe's 750 billon euros plan to defend the euro currency, including 60 billion of EU backed bonds, a $440 billion euro fund guaranteed by euro-zone countries, and upto 250 billion euros of IMF money. The plan buys time for the troubled economies of Portugal, Spain and other EU countries, but does not address the fiscal and structural flaws that are endangering the European single currency experiment. The "no bail-out" clause and the stability and growth pact proved worthless in implementation. Sanctions for a country with growing problem of deficits did not work and had soon lost credibility, with the financial markets themselves recognizing the serious problems of some deficit countries only when things had spun out of control. Some other forms of sanctions will have to be figured out and mechanisms of dealing with financial panic such as sovereign debt restructuring need to be put in place. The German emphasis on too sharp budget cuts may have the danger of pushing deficit countries into deflation as well as creating strong popular unrest. ...

Keith Bradsher visits Guangzhou, China, just as prime minister Wen Jiabao tells the National People's Congress that China is changing its priorities from high growth to sustainable development. As recently as 2007 GDP growth reached 14%! The minimum wage is expected to rise 13% each year under the five year plan. Even with the increase in wages owning an apartment is unaffordable in Guangzhou- a 1000 square feet apartment costs upward of $300,000, showing the extent to which the bubble in real estate prices affects young people who cannot afford to own an apartment. A new graduate with marketable skills such as computer engineering makes about $6000 a year, putting owning an apartmet beyond reach. Another change he notices today is that during visits to construction sites he does not see flood lit sites at night. This used to be the case because builders were scrambling to build. With government policies discouraging the property bubble there is no longer a need for work at night. The focus now has shifted to build low income housing....

She says that the growing middle class in Russia seeks respect and participation in how Russia is to be governed. She thinks Russia's dependence on oil and commodities for revenues fosters a climate of corruption and it should move faster in the direction of diversifying its economy. Russian entry in the World Trade Organization, fostering a climate for Russian engineers and scientists to work inside Russia and start new companies, and building U.S. and European business and private ties with Russia's public and private sectors, should be promoted to help the Russian economy diversify. Resetting Russian relations or depending on the U.S. government to come up with solutions appears to be the wrong answer, Rice points out, because resetting is still based on internal politics in Russia. ...

Toyota is reducing senior management positions to 60 from 77. The board of directors will also be smaller, with 11 members instead of the current 27 members. It was felt that the large board did not enable discussion of important issues and slowed down decisionmaking. This is part of the new Business Plan and the new global vision for Toyota. The thrust is on sales in emerging markets which Toyota will target for increasing sales to 50% of the total sales by 2015, up from 40% currently. Sales in developed markets are set to decline to 50% of the total sales by 2015, down from 60% currently. The other push is in the hybrid sales area. Toyota will roll out 10 more hybrid vehicles by 2015, in addition to all electric cars, plug-in hybrids. Toyota will continue to have an all-Japanese board, and will use a committee of outside advisors to stay abreast of opinion in other countries. Akio Toyoda announced these plans recently and did this by himself, as he puts his own ideas to work for setting Toyota's direction....

Tata and WIPRO executives say they depend on in-house training programs because many of the engineering graduates in the recruitment pool are not qualified. Recruitment firm NIIT Ltd. says 75% of technical graduates and 85% of general graduates are not fully qualified to work in information technology and other industries, based on assessment tests conducted by the firm. This is happening even as the engineering colleges in India have seats for 1.5 million graduates, according to the National Association for Software and Services. The problem is that the focus is on rote learning, and not on comprehension and critical thinking skills. By keeping the tution at low levels the revenue is not enough to pay teachers salaries at decent levels and attract good teachers. The schools do not generate the strong reading and comprehension skills necessary for jobs in growing fields. Annual surveys by Pratham looked at grade school performance of 13,000 schools across India. This shows about half of the fifth graders cannot read at a second grade level....

Walter Isaacson's "The Innovators," covers the beginnings of the silicon chip with William Shockley in the fifties and the first transistor. Pat Haggerty at Texas Instruments has the marketing ability to get people interested in transistors for radios, just as Steve Jobs did for iPods, iPads and iPhones, products they did not know they wanted until they tried them. Jimmy Wales of Wikipedia, Gates of Microsoft, Jobs at Apple, Brin and Page at Google, and the internet developent, is covered as more recent material. No one person does it as each is standing on the shoulders of people before them. Social media does not get much attention. The messy work of venture capital and the errors and missteps of Apple and Microsoft are given less attention in Isaacson's exuberance and enthusiasm for the inventors. Patents play a part as the inventor Atanasoff did little to patent his creation of the first computer in the 1940's ,and instead was forgotten, as John Mauchly who based his invention on some of the same ideas took his place....

Better engineering that helps people improve lives attracts the involvement of women. She cites enrollment at the Blum Center for Developing Economies programs, PhD. minors in development engineering at UC Berkeley, undergraduate international minors at University of Michigan, the D-Lab at M.I.T., humanitarian engineering programs at Arizona State University, University of Minnesota, Penn State, Santa Clara University, Princeton's Engineers Without Borders chapters and clubs, where women's enrollment exceeds that of men. She contrasts this with the low numbers of women engineers in general- less than 20% of tech engineers at Google and Apple, and less than 14% in the U.S. workforce. Her advice- make work meaningful to society and women will enroll in large numbers, not just in computer engineering, also in mechanical and chemical engineering....

German politicians are critical of Finance minister Schauble's remarks comparing Putin's takeover of Crimea to Hitler's annexation of the Sudetenland. Dick Ebersol who ran NBC Sports as his own sports empire, including the Olympics, with little oversight is out. About $12 billion has gone into sports because of the potential for advertising. Burke, 55, is from a family with a history in the television business- his dad was CEO of Capital Cities/ABC. He was in corporate strategy at Walt Disney Co. before he joined Comcast in 1998 to develop corporate strategy and acquisitions under Mr. Roberts. The opportunity at NBC gives Comcast a shot at building a business that spans its cable business and a content development company. Operating cash flow for NBCU is up 21% for the second quarter of 2013....

Banks in the UK are considering giving investment bankers allowances to make up for lower bonuses mandated by new EU rules. This is one of the mechanisms banks are considering to be able to pay competitively. EU rules do not limit total compensation making it possible to shift pay given earlier as bonuses to the new 'allowance' category. For instance a 1.8 million euro bonus might be dropped to 1 million euros and 800,000 euros given as an allowance. Such an arrangement means banks can adjust the allowance as markets and regulations change. Increasing fixed salary would mean effects such as higher pension costs. Most of the 35,000 higher level banking employees to which the EU rules apply work in London, England. The UK Prudential Regulation Authority has come out against the EU bonus rule and the UK has taken this up in a legal challenge at the European Court of Justice. U.S. and Asian banks are deferring parts of bonuses and paying in a mix of shares and cash.

The Obama administration was itself built upon the public servants who gained experience in the Clinton administration, more so than previous aministrations, because of Obama's relative obscurity as a community activist in Chicago. Names like Panetta, Lew, Napolitano, show how much of the old is in the new, and the humility to work with them as colleagues and fill the lack of experience of the new president, may be the best example of public service the Clintons could offer....

One of the big changes is to give responsibility to younger managers. Chairman Whitacre's marching orders are to cut executive ranks and gve responsibility to a whole new group of younger managers. Performance reviews and goal setting is short-one page. The organizational chart for vehicle reviews that required 70 or so executives to pass on it is gone. Product decisions are made at weekly meetings with the President present. And people are not supposed to fear speaking up if a change is needed to what they are doing for a product. Debate is in and seniority is not supposed to be the factor it once was. 50 page presentations are out. Reuss, who heads global engineering, describes his start in 1983 as a student intern, and the lack of debate that made it impossible for him to say anything about the failed Aztek van, that his bosses might not like to hear.Its as if these types of product decisions were somehow the work of higherups with managers not having an equal or more important say....

The shocks to the UK banking system resumed Monday with the announcement on January 19 that RBS faced losses of a huge magnitude, of 28 billion pounds for 2008 with fresh losses in 2009. RBS shares went down 66%, and at closing on on January 21, 2009, were at 12.5 pence. Lloyds Banking Group shares are at 45.1 pence, at 66 pence. Barclays which has avoided taking government money saw its shares drop 25% on January 16. The government is hoping that its plan to provide insurance that would limit bank's losses on bad loans and investments will work, but uncertainty on how the insurance will be priced is raising doubts about the plan's effectiveness to restore confidence. Especially when RBS is collapsing. The government owns 70% of RBS and 43% of Lloyds. The next step would be nationalization of the banks. According to WSJ nationalization would mean that taxpayers have new liabilities of about $3 trillion or $4 trillion, an amount far exceeding the UK's entire annual economic output.

"There is asense of fury that the government seems impotent, unable to act when the man chiefly responsible for the bank's collapse is able to walk away with apension that others can only dream of- and at the ripe olfd age of 50!" said David Pickering, aspokesman for the Edinburgh Association of Community Councils. "And what is worse that we, the British taxpayers are actually paying for it."...

Settlement that renegotiates the earlier agreement to develop the new Kazakhstan oil field. The Kashagan oil field production has been pushed back to 2010. This is a difficult region to drill in, in icy shallow waters of the Caspian sea, and the difficulty of separating and disposing off the high levels of toxic hydrogen sulfide in the oil. There have been spiralling costs and the cost estimate has gone up from $57 billion to $137 billion. This project one of the biggest oil finds of recent years, is an example of why supply from new exploration is now coming from difficult areas to work with in the globe with higher costs and huge delays, with the added political aspects in negotiations to keep the project running. Similiar has been the experience for western oil companies in Russia. ...

They did this at a time when tribal leaders were under great pressure to work out some kind of settlement with the Americans, and Sunni civilian casualties from bombings had alienated the Sunni general public from their activities. Now that Americans are announcing a phased withdrawal first from the urban areas and then from the rest of the country, the Shiite government is trying to keep a check on the Awakening fearing they might reorganize to fight the Shiite government once the Americans left. Only about 5200 of the Awakening members have been allowed to join the 100,000 security forces according to General Perkins. Now the Shiite led security forces want to arrest the most effective of the Awakening members about 650 are on the arrest list according to insurgent members. Only 5 have been arrested and most have fled the areas which they first terrorized then helped keep safe on the American payroll....

Its of huge importance that the banks who had a capital injection of $125 billion on Monday October 13, go out and lend some of that capital but this looks increasingly unlikely for the next quarter for some of the banks with gaping holes in their balance sheets and even for a couple of quarters according to some analysts. The small size of the German stimulus plan, $12 billion of new spending over 2 years, 0.25% of GDP, even though German budget was close to balance in 2007 and may be in surplus this year. The reservations about spending arise from the feeling in Germany that spending packages in the 1970's produced little stimulus and aded new debt. When people see the new debts and taxes headed up people tend to save more and spend even less says Scheide of the Kiel Institute of the World Economy. And the coalition of CDU and SPD had set 2011 as year to balance the budget, so the prevailing wisdom is that spending packages do not work and the term economic package is unpopular in Germany. So finance minister Peer Steinbruck says the small stimulus package is not of the old style. But as the economy deteriorates and exports slump, aid may be provided to small and midsized companies, and investments in transport and early education, subsidies for energy conservation and help to the car industry.
