In his first budget plan deep cuts to social programs and increase of 10% in defense spending of $54 billion is planned. Nature Conservancy reports that trees planted in cities reduce particulate matter by between 7% and 24%.  Particulate matter are microscopic particles we breathe in when there is polluted air from automobiles, factories, or smoking. The cooling effect is about 2 degrees centigrade or 3.6 degrees fahrenheit. Outdoor air pollution causes asthma and other lung diseases, and led to premature deaths of about 3 million people in 2012, according to the World Health Organization (WHO). Hospitalization from high pollution levels is another major problem, especially in poor and middle income nations, such as Brazil, Mexico, India, China and Indonesia. Air Flow should be considered when planting trees in congested urban areas. Cities in the west also benefit from tree planting, and London has benefitted from the park spaces and tree planting.

A long overdue wage agreement gives pay raises to teachers and state employees in public sector. State employees will get 8% pay raise implemented over 33 months. By end of 2021 state employees would make at least additional 240 euros per month. The deal impacts 3.3 million people in Germany- 1 million state workers and 2.3 million civil servants and pensioners. Extra money was allocated for health care workers who receive additional 120 euros per month. Child care workers at daycares and teachers also get upto 105 euros additional per month on top of the raise.

There are severe shortages in schools, daycare centers, hospitals, and this helps to make the public sector more attractive for people to join. Making these professions more attractive was a dire need in Germany not tackled earlier.

With Toyota facing amajor crisis the company speeded up the appointment of the new CEO, the grandson of Kiichiro Toyoda, who founded the automaker as it diversified from its textile automated looms in the prewar years. Note the statement by Koji Endo, analyst of Credit Suisse in Tokyo, that he expects Toyota to lose up to three times the 1.7 billion loss of the current fiscal year ending March 31, in the next fiscal year of 2009. This suggests that a lot will be happening at Toyota as major actions to reduce capacity and to improve management, reduce bureaucracy and speedup decisionmaking are taken by the new President. Especially so as Akio Toyoda, the new CEO, is different from the tradiitonal CEO's who have come up through manufacturing and not educated in the U.S. He will not have the same patience and comfort factor with Toyota's bureaucracy as these other CEO's like Watanabe who preceded him. By pushing the transition up the other elders like Shoichiro Toyoda may want to give Akio time to prepare for the tough decisions he will have to make, and to setup his own management team as early as possible....

Perceptions of Chinese Communist Party leader Xi Jinping in China. The image of Jinping as one who stands up for ordinary Chinese and opposes corrupt officials is promoted in Chinese media. His visit to a small fast food place in Beijing, the Qingfeng Steamed Bun Shop, where he paid for the food, and took it to a folding table, is shown repeatedly on Chinese media. The cult of personality did not appeal to Communist leader Deng Xiaoping following two decades of a personality cult for leader Mao created by incessant propaganda. Under Hu Jintao, Jinping's predecessor the effacement was complete with the leadership taking a very low profile, and emphasizing scientific progress and technological development under a system setup by Deng's successor, Zemin, a former mayor of Shanghai. Some aspects of the old Mao era depiction of a strong leader who cared about China's interests above all else and was with the ordinary people, farmers, workers and students, is being revived today. It fits Xi Jinping's profile of a leader who spent time in the countryside with farmers, which happened when he was assigned at the age of 15 to Shanxi province during the Cultural Revolution period of the late 1960's- what Harvard professor Elizabeth Perry calls his adolescent socialization period- and his views of the positive role played by the Communist party, inspite of the excesses of the Party and the persecution suffered under Mao by Jinping's father when he fell out of favor. The link to Jinping's Hebei province shows the difficulties suffered of growing up during the Cultural Revolution, and his personal struggles including efforts to get into Tsinghua University as his father fell out of favor with Mao. As a result Xi has a inbuilt wariness for political positions. The story shows considerable ironies as Xi's father, a revolutionary war veteran from Hebei province, fell out of favor first with Mao and for a second time for criticism of Deng's crackdown at Tienanmen Square. Just to survive and grow during so many changes from the fifties China to the twenty first century China, shows remarkable resilience and strength, which is why Singapore's leader Lee Juan Yew sees much emotional stability in Xi Jinping. Is the personality building effort a Communist Party propaganda version of the careful nurturing of image done in western media for favored persons, or a revival of an older Mao type personality building effort? Xi's own wariness suggests it may be the former with some aspects from China's own past, as he promotes the Communist Party's claim to lead China for another generation by reducing corruption and furthering technological progress....

It is only appropriate to bring up Aneurin Bevan in 2024 after the pandemic and as ordinary Britons seek to improve health and living standards, and their compatriots in the US also seek a better form of universal health coverage that works to provide better health  for less cost similar to Europe. In 1948 the National Health Services Act was passed into law with Aneurin Bevan having seen it through parliament as a member of the Labour party from Wales. The NHS was operational in July 1948. Clement Attlee summoned Bevan after winning in a landslide in 1948 and asked him to take the Housing and Health Ministry. Bevan was a coal miner's son who then used his skills in parliament to get passage of laws that created one of the most enduring  institutions of modern times. Jimmy Carter comes back to us from a different era. He was born in a tiny town of Plains, Georgia, in 1924 and grew up on a family farm in a home that lacked plumbing, electricity, as a boy.  Jimmy Carter attended college for 2 years in Georgia, then enrolled at the US Naval Academy graduating in 1946. It shows the changes happening in the US with Franklin Roosevelt and Harry Truman in the efforts to industrialize America, bringing electricity and new opportunity for college education to rural areas in 1932-1952 which continued with highway systems under Eisenhower 1952-1960.  Carter also led the unwinding of the Democratic party with roots in the Roosevelts-Wilson era since 1902, going back to Teddy Roosevelt who as a Republican pushed hard for integrity, pro worker and antimonopoly policies in the administration. A process that went on with another Southerner, this time from Arkansas that led China's entry into the WTO and world trade without any safeguards for American workers 1992-2000. Policies that went unchanged under another Democrat Obama in 2008-2016. Instead of staying in the Navy he joined his family's peanut farm business in 1953, followed by running for governor of Georgia and grasping the opportunity to run for president as an evangelical from the South to bring moral integrity to the White House.   ...

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....

The UK NHS is urgently tracking down parents of 35,000 children in London who are not fully vaccinated against polio, says this report in The Times. Health officials have detected the first outbreak since 1984. They are trying to trace it back to a "single household or street." London has lower rates of polio vaccination than the rest of England, dropping to levels that are seen as risky for the health of children. Vaccination rates are low in north and east London says this report in The Times. In London as a whole the vaccination rate for one year olds in 2021 is at 87%,  5 percentage points lower than that of the UK as a whole of 92%.  

Lack of investment in public health and services has weakened the public health system even as hundreds of billions of dollars were misallocated by capital markets gone astray. The pandemic exacerbated a bad situation in public health lowering vaccination rates even further.

Wyson Lungu returned to Zambia after studying in the US and joined a telecommunications company in Lusaka. On one of his trips to a remote part of Zambia his car broke down and needed repairs. It took 24 hours before a man with a bicycle helped get him to a place 8 hours away by bicycle. This was one of the few bicycles in that village. Most women simply walked 4 hours carrying farm produce for sale on roadsides starting at 2 or 3 in the morning. This is when Lungu started a bicycle business for farming villages, and so far has sold 3000 bicycles to women in farming villages, with bicycle repair places set up in the villages for bicycle repair and maintenance. This is changing lives in these remote farming villages of Zambia and helping women who do agricultural work in small farms. Lungu relies on cooperative associations he sets up in the villages to organize the sales including payment in instalments and through barter of commodities such as crops or maize. ...

About one third of cars in China will be electric cars by the end of 2023 from one fourth today. Compare this with 6% of cars being electric in the US. EU, US and Japan are far behind. Toyota has only now ramped up EV's with a new CEO. In the domestic Chinese market 80% of EV's are made by Chinese auto manufacturers, And this could go up to 90%.  This means the share of the Chinese market for German and US manufacturers is actually shrinking. Chinese buyers now prefer Chinese brands over foreign brands. Over 4 decades says Keith Bradsher in NYT the US and European auto manufacturers trained a whole generation of Chinese auto engineers who now work for Chinese electric auto makers. This is one market in which China has built a formidable capacity. This is also a big contribution to cutting emissions from fossil fuel powered cars after China's massive use of fossil fuels over two decades worsening climate change.

The problem with military industrial complex growth is that it leads to uneven growth with negect of some areas. In Russia the reduced access to western advanced technology is compensated by increase in technological capacity of countries such as China. Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.
