And Ike's response was to say that dictatorial systems, and here one can include systems with figures who created their own sense of awe and hero image, make one contribution to their people that leads them to support such systems. And this was "the freedom from the necessity of informing themselves and making up their own minds concerning these tremendous complex and difficult questions."...

Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies. This is the common struggle in the world's two great democracies to bring a better life for all the people.  "People on the frontline have suffered far too long. Rickover hired Jimmy Carter for the US early submarine program in 1949. It was Jimmy Carter's loss to Ronald Reagan that made the Democrat a rare one term president. The Iran hostage crisis happened during the election year 1980 which may have shifted the election in the Republican Reagan's favor. The economy also suffered from high inflation and lower growth during this period leading to the loss of the presidency for Carter. The incidents leading to the fall of the Berlin Wall happened during the Reagan presidency. This led to the period of three decades when the free market, less regulation period led to the 2009 economic crisis and the earlier breakup of the Soviet Union leading to the economic crisis in the early period in Russia. It was during this period that 2 Democrats president Clinton and Obama tacitly accepted the Reagan era policies of free markets and less regulation. This period is now coming to a close with the pandemic and a reassessment of what has happened. During that period Clinton paved the way for China's admission into the World Trade Organization. The lack of regulation has led to Section 230 leading to a proliferation of undesirable content on the internet, with support for regulation in the Us Congress. US policy is also moving to support its own industries something the Reagan policies saw negatively, particularly chip manufacturing where the US has lost its leadership role. The period that ended the Carter presidency is thus an inflection point that is now reversing itself decades later with the sense that government staying away from the economy is not a desirable thing. ...

After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

With some aspects of Marie Le Pen's programme possibly violating the French Constitution and some parts of the programme leading to France being forced to leave the European Union, what was not looked at carefully in the first round vote is now happening for the second round. The Le Pen draft law on "immigration, identity and citizenship," is seen by multiple analyses cited by The Guradian, as violating the principles of equality enshrined in the French Constitution. Constitutional experts say this would also violate European law and lead to a progressive or indirect exit from the European Union. Le Pen's proposal to lower the retirement age to 60 was coming under scathing scrutiny, with Jean Tirole, the 2014 Nobel prize winner in Economics saying it would cost 68 billion euros and "permanently impoverish the country." Countries such as Brazil that lowered the retirement age in this manner have found that it seriously affects public finances, leading to the deep economic crisis in Brazil following the commodity price collapse a few years ago. Macron has moved in the opposite direction to raise the retirement age gradually and now with a proposed national consensus, at the cost of losing some support, simply to shore up public finances. So that needed investments in infrastructure and climate change can be made. For this reason it may become evident to undecided voters that Le Pen's proposals have some serious flaws if implemented, weakening the French economy and yet not tackling the deeper problems of younger people. These problems The Guardian says in a separate report are the precarious and low pay jobs, asset based inequality, and rural urban regional differences developing as a result of the offshoring of manufacturing to China, and are common to Britain, France, Germany, and the US. These problems are beginning to be addressed after the lessons learned from the pandemic by western nations.   ...

Indian prime minister Modi has visited UAE 3 times and has built a close relationship with Mohammed bin Zayed (MBZ). Interviews with MBZ in the NYT and indepth articles show that MBZ is a different leader in this part of the Arab world who has inbuilt in his nature both old Arab values and tradition that he respects with the modern world that he saw in Britain, and is simply striking out for a different path that sees modernity in the British way as a way forward for the entire region. MBZ is also seen as a mentor for Mohamad bin Salman of the Saudi country. MBS is also striking out  for a different path for the region. Saudis are financing development agenda for Egypt by helping rescue the Egyptian economy with investment and assistance at a critical time of the pandemic. This also extends to aid and assistance to Turkey. For MBZ and MBS the British approach to modernity and the American approach to modernity, with science, technology and both respecting and modernizing traditional ways, offer a way forward for the entire Gulf region. When these countries look around them they see India as also striking out in the same or similar direction. Both Arab and Indian traditions are being seen in a respectful way, without ever losing sight of the development goals and fully accepting the modernity that Britain has brought not just to Asia but long before that to Europe and the US. This may be the true foundation of the new relationship of the Gulf region with India - seeking a common path to modernity and development for all the people of their countries after the failures of the last 75 years. ...

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi. The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. Toni Kroos of Real Madrid team who was one of the few seasoned players on a new team for Germany put together by Low, says that they tried both being more aggressive in the second half after sitting deep in the first half, and both approaches failed. The Spanish team was well coordinated, faster and tougher throughout the game.  At key moments the Germany defenders were nowhere near the Spanish players as they moved the ball one way and quickly the opposite way the next moment. Ferran scored a hat trick with 3 goals and some of his goal kicks were very quick and fast. As it says here Ferran reacted faster than anyone to score. In three consecutive moments Germany was slow to react to the speed of the Spanish players. For most of the game the Spanish players controlled the ball with pinpoint passing in the midst of many of the German players. It was not that Neuer the German goal keeper was not quick enough, he was beaten by the speed and angles, and the movement of the ball from different directions with Spain's rapid passing. For Spain Ramos, Morata, Ferran, Koke and Rodrigo, Olmo, played a critical role with a German team not looking like this since the 1930's, even though coach Joachim Low had put together a new German team. At this rate China and India will through the time young people are being encouraged to pursue reading and education- and through strictly regulated social media and videogames in China and TikTok banned in India- move in the direction of developed nations and the US with 150 million users of TikTok be moving in the other direction where Brazil 126 million users and Indonesia 99 million users are. This report in MIT Technology Review says in 2022 the children and teenagers in America spent 103 minutes on TikTok. Tiktok and Facebook split the social media market with about 5 billion minutes each. If users are on both this could give an average of 206 minutes or over 3 hours a day. Consider that there is a Chinese version Douyin. In China its version of TikToK is strictly regulated for a long time now and nowhere poses the kind of threat to education, reading and building a better educated population in China than in the US. Is that a conspiracy. No, says MIT Technology Review, it is because how quickly and forcefully the Chinese governments regulates digital platforms.  It a clear failure of the US Congress and the federal government that has led to this situation where this may be the first generation of young people that are less prepared for civic responsibilities and are from the amount of time dedicated to social media spending less time on reading to to be knowledgeable, and reading in general for education.  In China action is swift. Take for example video games and addiction. In 2021 the rule was put in that children under 18 could only play video games between 8.00 pm and 9.00 pm on weekends and holidays. They are blocked from using outside of these hours. China is looking for new measures that require creators to obtain a license, and for ways for the government to regulate the social media algorithms themselves.  ...

The only foundation that is sound in principle and deserves our support for the new supply chain that is to be forged for EU, US and India and the countries of Latin America, Asia and Africa, is one that will support American and European workers and families as well as workers and families of the partners in the Free World such as India and other countries.  The Davies family were Quakers and Socialists, who owned a textile mill in Darwen, Lancashire. In 1931 when Mohandas Gandhi visited England for a Round Table Conference to discuss self-rule he was invited by the Davies family to Darwen. The enthusiasm of the workers in Lancashire for Gandhi can be seen in this report in the BBC about that visit. Gandhi's sympathy for the workers and the common feeling of support can be seen from this account of the visit by Darwen's local historian Mr. Heys. Gustan Green was 10 years old in 1931 when she met Gandhi. She said "My father said I want you to see Gandhi, then in the future you can say that you witnessed that brave man. I stood by this door into the works that was my first sighting of Gandhi. He looked down at me, stroked my hair, grinned and walked away. He never said a single word." Gandhi's sympathies were with the workers. Gandhi said "They treated me as one of their own. I shall never forget that." ...

This WSJ podcast looks at the Fedspeak, the language, the use of specific words that telegraph the US central bank's carefully thought out message to markets. Th topic is inflation. Is it persistent or transitory? Fed chairman Powell's word for it was "transitory." Then transitory" but longer than we thought, because our Fed models did not include supplychain bottlenecks.  In reality every new variant brings new lockdowns and slows the rise or reverses the increase in gas and fuel prices that are a main driver of inflation. Wage increases are a good thing after decades of lack of leverage of workers and economic distortions from this, this may be termed constructive inflation.  Supplychain bottlenecks are likely to ease and not be permanent so that the Fed could be right on that point. A less noticed aspect of the Fed's decision to raise interests without careful thought is that this will impact the ability of poor and moderate income countries to afford medicine and food as exchange rates make their currencies worth less. At the time of variants this is both a practical and a human consideration. What are called emerging markets in finspeak (financial language) are really countries that Stephanie Nolan is writing about on the frontlines of the pandemic in the NYT- South Africa, Zambia. Then there are other poor or moderate income countries- Brazil, Mexico, Russia, India, Pakistan, Bangladesh, Indonesia, Philippines, Vietnam, Malaysia. Today the Fed needs to think about them also. How much vaccine, medicines, or food imports can they afford with weakening currencies as the Fed raises interest rates? At the same time some accomodations for inflation are necessary, but carefully thought, with a lot of thought given to the current state of the world with new variants and weakened economies and no stimulus payments in large parts of the world to offset weakness. ...

It may come as a surprise that even a conservative Republican Senator Lindsay Graham of South Carolina, talked recently on CSPAN television about the US needing immigration in an organized manner to meet the growing shortage of workers in the coming years in the US. This report by Alicia Caldwell in the WSJ looks at the city of Topeka, Kansas, home to University of Kansas in nearby Lawrence, which is trying to attract immigrants who are allowed to work to meet 6600 worker positions that remain unfilled. Mayor Michael Padilla of Topeka is a cross between a liberal Republican and a conservative Democrat as are many immigrants from countries in South America. The Greater Topeka Partnership is looking to attract Spanish speaking people to fill these jobs, because of stagnant population and a lower unemployment rate than the US average. This effort in Spanish language has resulted in 10,000 resumes submitted. Another effort for Uniting with Ukraine has brought 160 Ukrainians to Topeka. These efforts are happening since 2019 and in some cases the city has offered $15000 a person for relocation costs. Citywide the effort is being welcomed including the business community. Topeka, a town of 126,000 is home to 17% Spanish speaking residents. Molly Howey who heads Go Topeka and the Greater Topeka Partnership is shown here, and says Topeka had already had success with its Spanish speaking population when it started welcoming new immigrants.  The rapid recovery of the US after the pandemic and its resilience for growth over the next decade is creating a recognition among Republicans as well as Democrats, among economic planners and business of the need to fill shortages of workers as the US invests trillions of dollars in its economy in coming years in infrastructure, manufacturing and and new technologies. It is an effort that is unprecedented since the post war effort to build a modern economy in the 1950's. ...

A 50 foot marble statue was placed at the canopy near India Gate of King George V in 1936, by Edwin Lutyens, in an irony of history only 11 years before independent India emerged out of the British Empire in India. It was not removed till 1968 and no decision was made on what should replace it until 2022. Today the statue of Netaji Subhas Chandra Bose now stands at that place, Bose led the Indian Army's fight for independence from territory freed by the Japanese after Gandhi adopted Quit India in 1942 and most of the Indian leaders were arrested and Netaji escaped to East Asia. Part of the reason Netaji and patriots who fought to free India through means other than non violent protest were not seen as having made significant contribution was the sense that the Japanese invasion of China had shown it was another colonial power. However without the Japanese weakening British rule in Asian countries the British may have continued their rule in India. After the Japanese had proved the British, Dutch and French empires could be removed from Asia, the process that began with Naoroji, Tilak and Gokhale, and continued by Gandhi, Bose, Nehru and  Patel working together  seemed inevitably headed for success. Seen in this way a genuine understanding of Hind Swaraj can be gained. Mohandas Gandhi points this out in Hind Swaraj by saying that Gokhale was the true leader of independent India. In the true sense of genuine struggle the leaders and unknown soldiers who were jailed in the Andaman islands made significant contributions including Tilak. The struggle for Hind Swaraj was done by people who took the largest risks, and who weighed the future carefully. And this includes Gandhi and Bose,Tilak and Gokhale, and most of all the unknown people who were at the Salt March and Quit India movements.   ...

Svenja Schulze brings new hope and dynamism to Germany's Development Ministry. As head of the Development Ministry she brings international experience in fighting climate change as SPD minister in the last government heading the climate change related Environment ministry. There she launched the climate protection package measures aimed at making Germany climate neutral by 2045. She now heads a ministry with a budget of $13.5 billion (12 billion euros). She wants to cooperate better with the Global South with an effort to tackle poverty and help developing nations. After the shocks of the pandemic this is an essential and important task. Her predecessor as Development minister Heidemarie Wiezcorek-Zeul, SPD minister 1998-2009 says the ministry needs clout in decisionmaking and for this it is important that the Development ministry is separate and an independent entity not lumped in with the Foreign Office as in Britain. That would be quite disastrous she says.  Climate change issues are also seen as development issues and about poverty reduction. This is a useful point that Mr. Modi was trying to make as he addressed the COP26 Summit- that climate change has to be done in the overall context of mitigation, that climate change control is part of poverty reduction and brings in new opportunities when done this way. Examples are zero budget farming, and solar energy as low cost energy for rural areas in India. Here Schulze talks to employees at the Ministry and tell them "We must all strive to make a good life possible for everyone in the world, That may sound overly emotional, but it is our aspiration."  Martina Schaub, chairwoman for VENRO whivh represents 140 private and church development organizations in Germany sees Schulze as a sign of optimism. The need is great particularly in the weak health systems of many countries. It is a sign of hope, and of the new Germany under Schulz. ...

PM Modi will meditate for 3 days and nights at the Vivekananda rock in the Indian Ocean on May 30 to June 1, 2024. In 1892 Swami Vivekananda meditated on a rock in the ocean at the tip of India in Kanya Kumari, as he set India on a path to modernization for the next 100 years and beyond. Many Indians including prime minister Modi have Vivekananda's mission for India's modernization as their clear objective, and this is behind the everything the PM does including the vision of Vikshit Bharat, a developed country by 2047 on the 100th anniversary of independence. Gandhiji read all of Vivekananda's writings and his freedom struggle against British rule was based on Vivekananda's ideas for India's regeneration and renewal leading to his book Hind Swaraj in 1905. The Bhagavad Gita was translated by Swami Swarupananda, a disciple of Vivekananda, and formed the basis for Gandhiji in the freedom struggle against the British.  Europe faced colonization on the Iberian peninsula and invasions right up to Budapest and Vienna by the 14th century, India faced the same and this was followed for India and China by the expansion of the British into Asia when China and India failed to grasp early the importance of science and technology and the new ideas that happened in Europe by the 18th and 19th century. Vivekananda wanted to see science and technology and the advances of modernization brought to the people of India a process happening as India modernizes all aspects of its economy. Vivekananda was also the inspiration for Indonesia's freedom struggle by Sukarno against Dutch rule. India and Indonesia today make up the largest population in the world larger than China and Japan combined, with a common culture and heritage and are together modernizing every aspect of the life of people.  ...

When you remove the 7 Californians and 4 Independents  only about 9% of 264 Congressional Democrats, or 26 Democrats have reservations about the president running, 91% covering every part of the country, the vast majority of American states and congressional state delegations, have confidence in the president to make the best decision. The chances of California going Republican or Trump Republican are  very, very small. Wash. Post shows 37 members of Congress on July 19, 3 weeks after June 27 debate issues, saying don't run. This is of 264 Congressional Democrats. Aug 1 is only 11 days away for planned Aug1 roll call of delegates committed to Biden. Of this 37 only 1 each from Michigan and Wisconsin, and 2  from Arizona from swing states, none so far from Georgia or Nevada or Pennsylvania. What does this tell us? It says that 264 minus 37 or 227 Congressional Democrats think Biden should run only about 15% of Congressional Democrats vs 85% of Congressional Democrats. And of the swing states only 4 Democrats. Polls- 4 months before elections polls are not really useful and not meaningful, a lot can change. Congressmen in swing districts are likely to have questions, and it is not uncommon for this to happen before the election say people who follow Congressional history. The fact that 7 are from Republican states like Texas or Ohio and could be impacted may give some idea for their reasoning. Of the others 7 are from California and 3 from New York. The Chinese government is concerned that lack of a safety net, fears about a general access to health care, and lack of other assistance for the farmers, elderly, rural poor, lack of unemployment protections and welfare, all are making Chinese to cramp up and spend less. Chinese households save a quarter of their income in normal times, now unless the government steps in a big way, which it has done only in small faltering steps, savings will increase even more in response to fears about the future. Lu Mai, secretary general of the China Development Research Foundation, says China has reached a point where it has to make a big decision, does it spend more on security and the police or on social benefits. He put out a report last week which estimates the government needs to spend 2.6 trillion yuan or 380 billion dollars by 2012 for the first phase of a social safety net. With a further spending of $838 billion dollars by 2020 to complete the improvement of health care, education, pensions for the elderly, low income housing, disability benefits, unemployment protections and welfare for the poorest. And these estimates may be low depending on the assumptions made, as the situation has taken a steep descent from the time these estimates were probably made. In the last few months tens of millions have been added to the jobless, and the severe drought has created a difficult situation on the farms in rural areas, even while millions of migrants return to these rural areas as businesses dependent on exports collapse in cities in coastal areas. What is the government allocation at this time? A target for health care overhaul of $124 billion was set recently. But the actual stimulus package is heavily skewed in favor of infrastructure and investment in construction. About 1% of the big stimulus package that was announced goes to health care and 7% to public housing. Says Zhuang Jian, an economist with the Asian Development Bank, this excessive investment in infrastructure, heavy industry and manufacturing will cause serious problems, if there is not strong consumption to match it. And Eswar Prasad of Cornell University, who was head of the China division at the IMF, says that an ambitious agenda is needed for higher social spending to take away the fears of average Chinese about the future. Greenspan's legacy is called into question with the bursting of the housing bubble which he had not expected and the growth of subprime which he did little to slowdown. His libertarian spirits took a dogmatic view of free markets that said that the best approach was an handsoff one. Greenspan actually felt the borrowing on home equity loans for consumption was a good thing but failed to see the excesses in consumption spending and dangers of a negative savings rate. He felt that it was necessary to keep rates low to keep deflation from happening at that point in time. He was too complacent and in the position for too long to do the job well for so long. He was appointed by Reagan in 1987 and retired in 2005 three years ago in this role for 18 years. Could the Clinton or Bush administrations have chosen a fresh face who could have performed quite well and had to prove himself and not become complacent in a wave of adulation during good times? He argues that is decision making process was sound. This showed in the LTCM crisis and during the 9/11 crisis. But what went wrong were that his assumption about the goodness of human nature inherent in an innocent view of free market innovation where only the best happens ignores the possibilities of bad things happening when this innocent innovation is converted into a negative kind of innovation by human greed as happened in the mortgage securities market. And the lack of transparency that can creep in when a watchful eye is taken off the financial machinery and it is left all to its own devices as when these mortgage securities were made complex and dispersed in protfolios all over the global financial in places like Nordic towns in Arctic Norway as well as in far off places in Asia. So the basics: careful watchdog role, continually reassessing things like the patchwork of regulation that Secretary Paulson criticized recently fit for 10-20 years ago, getting interest rates right etc requires a good mind, some grace and a fresh face and energies that a man close to 80 years in 2005 after 18 years in the position got too complacent, overstayed and in the end made crucial errors of judgement and wisdom that his libertarian logic may have made all too easy. ...
