Shipping and freight statistics show an increase of shipments from Mexico. Trains and truck shipments from Mexico to the U.S. increased by 8.7% by weight in the first 11 months of 2011 compared to the prior year. By comparison shipping containers entering the ports of Los Angeles and Long Beach went down by 0.2% in 2011. Mexico stands to benefit from the shift in dynamics as manufacturing costs in China increase with labor constraints, higher wages, higher commercial land prices and recent Asian supply chain issues making firms wary of unanticipated problems. This is expected to benefit the U.S. with the return of some manufacturig jobs and a serious rethink of outsourcing. Because of highly automated factories and advanced technologies the manufacturing process requires fewer and more skilled operators, reducing the labor component of costs. Carlisle Companies CEO, David Roberts says he is expanding tire manufacturing plants in Tennessee. He says he can make tires as cheaply or cheaper in the U.S than in China. This has serious implications as the U.S. gets down to rebuilding and renewal of its manufacturing industry....

Arvind Panagriya, Prof. of Economics at Columbia University, points out the key initiatives of the Modi government in its first four years which will show results in future years for development of the country.  He mentions the Swachh Bharat Mission and cites results that show rural households with toilets are now 84% up from 38%.  By 2019 the whole country will be defecation zone free on the 100th anniversary of the birth of Mahatma Gandhi. The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...

Paletta looks at the studies made for President Reagan's immigration action in 1986 for information on how president Obama's executive order on immigration in 2014 will impact jobs and wages of undocumented workers. These studies show increase in wages of 5-16% for some workers, as undocumented workers with new legal papers moved to higher paying jobs by the early 1990's, according to Lindsay Lowell of the Georgetown University's Institute for the Study of International Migration.

China's current account surplus has declined to 2.8% of GDP for 2011 from about 10% in 2007, and will be around 2.3% of GDP in 2012, according to IMF estimates. The U.S. current account deficit is down to 3.1% of GDP from 5.1%. By controlling the exchange rate China was able to keep the competitiveness of its exports, resulting in a five fold increase in exports from 2000 to 2010, according to the IMF. The decline could be temporary say experts, as the the recession in Europe and the U.S. resulted in slowing exports, with its infrastructure buildup sucking in imports of machinery and other goods from the western countries at an accelerated pace with its 2009 stimulus measures. Another reason is that in the last decade China has developed its own high tech and other companies which will now increase exports. IMF forecasts show a pickup in China's trade surplus to 4.25% by 2017. This could be lower if the renminbi is allowed to appreciate. Estimates of appreciation of the renminbi are 8 percent in nominal terms since June 2010 against the dollar. Including inflation, which is higher in China, the renminbi has appreciated by 13% since June 2010. ...

Kristof reminds readers of the NYT that the more that the British acted to suppress the American insurgents, the more that fueled the insurgents fighting the British. After all the land they were on was theirs they felt and not Britain's. The same is true for the $0 million Pastuns on both sides of the border, the Afghan side and the Pakistan side. He says Americans are not sensitive enough to nationalism abroad. The war in Afghanistan is costing $60 billion ayear. Adding another 40,000 troops will cost $10 billion, enough to send 2 million disadvantaged children to a solid preschool, or could be as high as $40 billion extra, which over 10 years would pay for almost half of health care reform. Kristof doesn't see the 40,000 troops doing enough to change the picture much, except increasing support for Taliban as the American footprint grows as foreign occupiers. He mentions that standard counterinsurgency ratios of troops to civilians would require 650,000 troops including Afghans.

This Times report looks at the management style of Jeff Bezos who started Amazon as a online store selling books and the extraordinary growth of the company. Bezos is stepping down from the day to day role of CEO to focus on new growth opportunities. His role as CEO will be taken by the head of the cloud computing business, Andy Jassy. He joined in 1997. Amazon was started in 1994.  Amazon's growth comes from carefully focussing on specific growth fields, first retail, then cloud computing, and changing the way business is run with innovative ways of conducting business. One click and Prime in retail, Kindle e reader in books, and massive investments in logistics, warehousing, cloud computing to run its business efficiently. During the pandemic criticism of low wages for warehouse workers was met with an increase in wages to $15 an hour.  Management style discourages meetings. Most meetings are held in the morning, and after 10 am. The person presenting is asked to hand out a six page memo which is read in silence before the meeting. The idea is that writing it out helps make the ideas clear. Decisions are made in this way. Employees are asked to think in innovative ways to run the business. Thrift is practiced as part of the Bezos way. Bezos is relatively young, only 57 years. Bezos was born in Albuquerque, New Mexico in 1964 when his mother was in high school. His mother married a Cuban immigrant, Miguel Bezos 4 years later and the boy took the name Bezos. He spent much time at his grandparents ranch in South Texas working on the farm, and went to school at Princeton University, graduating in 1987. In 1993 he married Mackenzie Tuttle, a novelist, then started an online bookstore called Amazon from Seattle. Before this he worked at a telecom company and at a hedge fund, which helped him finance his new online bookstore. The WSJ is still calling the president's stop fentanyl flows tariffs on CMC Canada Mexico and China economic tariffs in this editorial board opinion. It is incomprehensible that little or no mention is made in most of the media of the magnitude of injury to the US, the 490,000 deaths in America over 12 years as the result of Canada, Mexico and China not taking the needed action to stop fentanyl flows into the US. There is also the added factor of lack of a level playing field in trade which has resulted in the same communities in many cases having suffered from in the case of China loss of 25 million jobs over the last 10 years and loss of $250 billion in infrastructure and public services for schools, libraries, childcare, and health care clinics that were lost from losses in taxes for local communities in the US. This has decimated life in these communities and in small towns across America.  In the case of Mexico the illegal migrant flows that were not stopped at the border have put an added burden on already underfunded and strained public services in local communities in the US. This is the reason for much of the frustration and anger that has built up over time in these communities with the response from the DJT administration to find solutions. CMC countries could have taken action on their own, yet the US had waited too long for this action. Reciprocal in reciprocal tariffs is about fairness, a level playing field, something that China had agreed to in the spirit of the WTO entry in 1994 and American desire to aid China industrialize build a modern economy. Instead US business was coopted by China during the industrialization process 1995-2010, 2010-2020, including in the first term of the DJT administration even when tariffs were imposed. This happened with transfer of technologies happening late into the first term of the DJT administration 2016-2020, which has led to a much of the pent up frustration and action in the first 100 days of DJT in 2025.  ...

German chancellor Angela Merkel arrived for a meeting of eurozone leaders in Brussels on October 23, 2011. She said: "I believe that now we have reached a more realistic view of the situation in Greece and that we will provide the necessary means to be able to protect the euro." Germany has insisted that bondholders take writeoffs of between 50-60% of Greek debt so that Greece would have sustainable debt. A review of Greece's debt by the European Commission in coordination with the ECB and the IMF shows that Greece's debt situation is totally unsustainable and will require a bondholder writeoff of around 60%. according to that report a 60% writeoff for bondholders would be required to bring Greece's debt below 110 percent of GDP by 2020. This has supported the German "realistic" view and Jean-Claude Juncker of Luxembourg, who heads the euro group of finance ministers stated that "we agreed yesterday (Friday, Oct. 21) that we have to have a significant increase in the banks' contribution." France also backed away from the plan it was supporting for the European Financial Stability Facility (the fund established to lend to troubled countries) to borrow from the European Central Bank, something Germany opposes. French finance minister Francois Baroin, said the issue was "not a definitive point of discussion for us,... what matters is what works." The Dutch support the Germans on these issues and Dutch finance minister, Jan Kees de Jager, said the use of the European central bank was "no longer an option." Options being considered are for the European Financial Stability Facility to offer insurance against a portion of losses on Italian and Spanish bonds....

Germany will reach 85% of gas storage with Russian gas reduced to 10% of consumption by September 1, 2022. The next target is to get it up to 95% for German gas storage facilities by November 1, 2022. "The reservoirs are filling quicker than planned," German Economy Minister Habeck told Der Spiegel. The big part of gas supplies are now from Norway and Netherlands. And LNG supplies will come from France.

The California State University system ranks high in creating social mobility in the US. Of the top 10 universities in the social mobility rankings 7 are in the Cal State System. About one third of the 460,000 students in the Cal State system are first in their family to attend college and half represent underrepresented communities. Half of all students receive Pell Grants. Additional funding of $100 billion is proposed for the World Bank to meet the needs of Africa, and other countries in Latin America and Asia. These needs are for climate change investments, renewable energy, and for health and education that has suffered as debt repayments have increased with higher interest rates, putting 52 countries near default on debt. It includes Belgium, France, Germany, Denmark, Norway.The goal to quadruple wind energy generation capacity by 2030, and tenfold by 2050.
