The House voted 321 to 105 to expand the AmericCorps service program and create volunteer programs with focus on education, health care, clean energy, and veterans. Americorps would grow from 75,000 to 250,000. The bill would raise the education stipend for volunteers to $5350- same as aPell Grant. President Obama's budget provides $1.2 billion for the expansion of programs in next fiscal year. AmeriCorps will get financing of $6 billion over the next 5 years. The current economic situation creates a lot of opportunities for volunteer service and may do a lot of good for the nation and the spirit of community service.

India plans to incease its nuclear capacity to produce electricity by 5 fold in the next 10 years and build 30 nuclear reactors at the cost of $100 billion. The French company Areva is likely to get some contracts and two Russian companies are building a nuclear reactor and should also get some contracts. The state owned French and Russian companies are protected from civil liability while GE Energy and Westinghouse would have to take care of the liability issues as India has not joined the treaty which created a global fund to to compensate victims of nuclear disasters.

SEC 38 page draft report on its investigation of the ratings agencies shows internal e mails confirming a lot of what was suspected- huge increases in workload but no adequate increases in staff, changing criteria for ratings to win business, and the willingness to issue ratings even when it was "ridiculous" or when "we should not be rating it". One S&P e mail between managers in the collateralized debt obligations group openly says it is creating an "even bigger monster- the CDO market. Ford's plans to cut product capacity in Europe by closing the car plant in Genk, Belgium, and indications for shutting down a plant in the UK. After the plant closures Ford will operate at 85% of capacity by 2015 instead of 71%, according to a Barclays analyst. The second lockdown in France that begins October 29 for 4 weeks is very different from the first. It incorporates many of the lessons learned during the first lockdown.  The construction industry will remain open after this made a large dent in the French economy during the first lockdown. Schools K-12 will now remain open, with children required to wear masks at age six, and stricter rules for masks and visiting parents. The universities will remain open with classes online, but physically closed. Buses metro and other transport will remain open. Churches will remain open but be limited to very small gatherings. Parks forests, gardens and beaches will remain open this time but one has to live within 1 kilometre to access them and limited to 1 hour. People are prohibited from travelling outside the region in which they are registered. People can exercize for 1 hour within 1 kilometre of their home. All are required to carry a signed form for any type of activity, including shopping, work, accessing essential services, or for their one hour exercize. Not having the signed form would lead to a fine of 135 euros. Because bars, restaurants will be closed people in these hard hit industries will get 100% of their pay from the government. In other industries companies will contribute 15% and the government 85% so that these people are covered. ...

Tory MP's rebels in the southern part of England are opposed to prime minister Boris Johnson's second lockdown for the whole of England. This report in The Times of London looks at how Johnson's conservative government might have to get Labor party support to pass the lockdown measures in parliament. Or Labor may decide to abstain from the vote. Mr. Gove says the NHS risks being overwhelmed if the lockdown does not take place. Responding to the statements that southern England does not have high or has falling rates of coronavirus Mr. Johnson says it has been shown that a low rate catches up in one area when it is next to a high rate area for coronavirus so that the result is the spread of the virus to the point where the NHS cannot cope.  The NHS like the French health system and other health systems in the European Union, U.S.  India, and other countries are strained to the limit. Most healt care workers in hospitals have felt severe strain on themselves and their families during the first wave. Most are exhausted and are in a situation of fatigue with the added factor of some healthcare workers on leave from the virus illness. This puts additional burdens on the system. Without the action taken the health system may be overwhelmed in many countries leading to disaster.   ...

There is now increased risk of this activity along India and Sri Lanka's coastlines and borders, says the Economic Times. Much of the colonial period was marked by British traders use of opium from Bengal and other parts of India in illegal activities in China through Chinese ports for sale of opium -leading to the Opium wars in 1850 with China's feudal monarchy and eventually to China turning to the CCP. This was conducted under the British East India Company and condoned under the British Empire- making it one of the worst activities of colonial powers in history. Some of the same activities are being conducted and condoned by countries in the region. A multinational allied task force Combined Force 150 keeps track of the oceans in the North Arabian Sea and in the Horn of Africa. More naval forces are needed from India, the US, UK, Australia, Japan and other countries to keep the oceans safe and clear, and protect people in the region. ...

It is also good reading in India as it looks at the British period in India, to realize that India now sits astride the Indian Ocean. What Britain accomplished in the eighteenth and nineteenth century with its  Royal Navy is now the task of the Indian Navy in alliance with the American Navy, and the Australian Navy on the world's seas. Indians like Irishmen can sit with the Americans or British on equal terms. ...

The unease in rural areas was accompanied by unease among younger people 18-34 years over cost of living, and the unease among Latinos in general and Black people without a college degree. 

Taking an approach to the wars that would remove them as distractions by looking for a settlement in Ukraine through negotiations, and prioritizing strong action on the border, price surges would have helped Biden tackle pressing issues that caused so much unease. These opportunities were missed.

Objectively assessing this unease, and not listening enough without preconceived ideas, are needed for issues from the Ukraine conflict, illegal immigration and cost of living surges. So that changes in policy could be made based on the facts and evolving situations on the spot to not let the unease accumulate.
