When Paulson met with his staff a few days ago he stamped his hand on a marble table asking his staff to stop their arguments with politicians who supported Fannie and Freddie because it would result in a war which he did not want as reported in the New York Times recently. Representative Barney Frank is mentioned as one of the politicians supporting the management of Fannie and Freddie. So it happened that to the very bitter end these managers used their lobbying and political donations to distort the policymaking progress right under the eyes of the Republican administration that knew what was going on and media like the Wall Street Journal that has warned about the dangers at Fannie and Freddie for years. One question remains why under the original mandate for Fannie and Freddie were the companies not banned from political donations and lobbying as they were backed by a government guarantee and at the same time could distort the process of supervision by lobbying and political donations to Congress if this was allowed. So in the end its the biggest failure of the political process and of setting up of such companies that once set up they were beyond anybody's control. Josh Rosner, an analyst at Graham Fisher an independent research firm in New York, makes an apt comment: "since 2003 when these companies' accounting came under question, policymakers have done nothing." One can repeat nothing, and the politicains in Congress who received the donations will go on with their political ways while the government and the public shoulder the burden of billions of taxpayer dollars in the biggest bailout ever, considering the size of these two companies and what at stake for the country's housing markets, and considering that foreign governments like China have invested billions of dollars in these companies and needed assurance to continue to buy and hold Treasury bonds....

Pipelines to Corpus Christi have reached capacity as US energy production reaches record levels says this report in WSJ. In the first half of 2023 2 million barrels a day passed through this pipeline. About half of the 4.1 million barrels a day the US shipped abroad were loaded onto tankers on this part of the Texas coastline. This oil helped Europe during the shortages after the closing of access to Russian oil supplies. Because Corpus Christi has terminals that make it cheaper to ship oil out it has become a dominant hub in the US for shipments overseas. It is the closest deepwater port to the Permian basin in West Texas and New Mexico. Corpus Christ is also transitioning to a future where hydrogen is produced for energy by applying for $8 billion from president Biden's renewable energy infrastructure package.

WSJ's Greg Ip points out the realities on the ground for housing inflation- Austin 11% higher prices for housing 2020-2024, for NYC 20%, supply up 17% in Austin NYC only 3%. Austin avoided rent control route in elections even when prices were up 23% in 1 year, rent control freeze is not allowed in Texas. Prices eventually dropped as supply increased. This is a warning sign for NYC primary winner Mamdani's rent freeze and rent control in NYC. This is not to say that landlords have to get their act together and fix homes, and moderate pricing. It is to say that the supply of housing matters and adding supply to housing as the British Labor government is doing in Britain under a socialist/private enterprise oriented government matters. For this to happen a comprehensive policy is needed cutting time to build reducing permit times, and incentivising builders, as well as cutting costs, and building affordable housing. It is a reflection of the degree of desperation that New Yorkers- created by the same educated and the professional workers among them, the rich and the elites- that the vast number of young college educated people are now pushing free buses, rent freeze, and city run grocery stores. And so little discussion is taking place on the comprehensive plan to increase supply of housing and building the new infrastructure in a city where roads and pavements, whole neighborhood infrastructures are crumbling as in Brooklyn. So little discussion on creating a rising tide that lifts all boats. ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

The U.S. trade deficit with China was declining till the coronavirus hit in February. Now it is back on the way up, a warning signal for the Trump administration as it seeks to stop sending American wealth out of the country in an utterly disproportionate way of $346 billion in just 2019 after taking action on tariffs and renegotiating trade agreements.  Imports grew 11% in July to $231 billion. While exports increased but not as much by 8.1% to $168 billion in July, still well below February/s $209 billion. That leaves a trade gap of $63 billion. This is the largest trade deficit since July 2008. The U.S. trade deficit is a major issue and is watched carefully as the Trump administration sets a goal of rebalancing world trade so that the U.S. no longer runs such large trade deficits with China, and Germany, and does not shift wealth overseas. The U.S. trade deficit with China in 2019 was $346 billion, with Japan and Germany it is much smaller close to $70 billion for each country. The Trump administration goal is to all out reduce this deficit through trade agreements and other actions that stop the current outflow of U.S. wealth overseas by $1 billion a day to just one country. For this it seek a level playing field which means other countries have to face tariffs if they unfairly subsidize their industries or violate labor rights for unfair competition, or in other ways seek to unfairly gain an advantage over the U.S. including through transfer of technologies from the U.S. ...

About a third of coronavirus cases in France of three or more cases are in schools and universities as France tackles a second wave in October 2020. France has decided to keep schools open as a priority over closing schools as soon as there a couple of cases and there are no uniform rules across schools for masks to be worn. In France mask requirement begins in junior high with exceptions for lunch and gym class. In Italy the mask requirement is present for all grades until they take seats in class. Some schools ask children to keep masks on in the classroom. UK has no mask requirement in schools. Spain requires masks for all school children over age 6 years. Parents in lower income households lack the flexibility to keep children home while they go out to work. Many parents look forward to keeping their children in school after the long lockdown.

Latest data from the U.S. Treasury shows it has collected $63 billion in tariffs over the preceding 12 months. Even though there is no agreement on trade with China, president Trump says the U.S. is benefitting from higher tariffs by tens of billions of dollars. In May he estimated tariff revenues could reach $100 billion. This report in the WSJ says this could happen if the the new tariffs of 10% on additional $300 Chinese goods imported to U.S. goes into effect on September 1. This is likely considering that China sees this in different terms than the U.S. such as its sovereignty, whereas the U.S. sees it simply in terms of fair trade. With new elections China may be simply putting things off till the election is decided as Mr. Trump has pointed out. The tally of what the U.S. Treasury gets annually if $100 billion is generated in tariffs goes something like this. Of this $30 billion was generated previously for the U.S. government, so the incremental amount is $70 billion. Of this about $16 billion goes to offset the effect of loss of farm exports to farmers, mainly soyabeans exports to China, through a rescue fund. This leaves additional $54 billion for the U.S. Treasury. Money that could conceivably be put back into infrastructure that the U.S. badly needs in mobile and fixed to improve internet speeds and move up from its low rankings compared to China and other countries. A WSJ report this week shows Germany in worse shape than the U.S., both countries having dismal status in mobile infrastructure- the U.S. at No. 37, and Australia No. 4, Canada No. 3, and even Croatia No. 9. This throws some light on why this trade dispute has become intractable, for China the right of a sovereign nation to move past middle income status even as its telecom technology with Huawei 5G is top class, and for the U.S. the right not to fall behind in advanced technologies such as Telecom. It is also why one hears so much about Huawei and why it has become a flashpoint of the conflict in trade and trade practices. It is thought Mr. Trump is conducting this trade dispute. Yet less known is the fact that prominent Republicans in Congress such as Senator Warner have stated on television talk shows that they are concerned Mr. Trump may give up too much in negotiations that lead to the U.S. not being able to compete in telecom advanced technologies that matter for competitiveness and for national security. What was treated by Bush and Obama administrations routinely without much attention to the consequences is now a top concern for Republicans and others in Congress and business. ...

Why are home covid test kits harder to find in the US compared to Europe and other places? Part of the reason is that the FDA was more stringent in approving home tests than in Europe. During the focus on vaccination in mid 2021 there was less demand for home tests so that Abbott and other makers of home tests actually cut back on production. European governments continued buying them in bulk to distribute them free as the tests were required to enter restaurants and public transport in Europe. With Omicron in December 2021 pharmacies in the US quickly ran out of tests and prices were high at $25 for test kits.

There is a marraige strike in South Korea. Daycare centers and kidergardens are being converted into nursing homes. Hawon Jung, former Agence France-Presse reporter in Seoul, is the author of Flowers of Fire. Here she says feminism is not the problem when it comes to declining birthrates in South Korea with the lowest fertility rate in the world at 0.79. She says feminism that gets women a better deal in raising children and better quality of married life is the solution. Violence against women in South Korea's existing culture, women doing three times the chores for raising children than men, and sexism at work that discriminates against young women who are married, are problems that need to be tackled for women to accept marraige as an attractive option, says Ms. Jung.  There is little realization in South Korea that the UN warning of South Korea's population dropping to half of the 51 million today requires solutions of behavioural change more than money ($210 billion have gone to encouraging marraige and births). She says today's response of the Yoon government leveraging the sentiment against women's activism is not going to reverse the marraige strike in South Korea.  Looking at it from the outside world from Europe and the US, from India, Indonesia and Japan, there is no room for  violent gender based violence in modern society. ...

The new budget in France is designed around two goals. The first is to take aggressive action to bring the deficit down to 3% by 2013, not a gradual program but one intended to send a strong message to capital markets that France under a Socialist government is dead serious when it comes to the deficit and debt reduction. Every 0.1% increase in France's borrowing rate would mean $260 million going into interest payments on the debt, according to Pierre Muscovici, the finance minister. France's borrowing rate is close to Germany's 1%, and the French are determined to keep it this way. The other goal was stated by Mr. Muscovici: "I don't want a policy of austerity, hitting salaries, weakening the state and turning it into a pauper." The idea being that hitting the common man would mean decline in consumer spending and lower growth and tax revenues that would create the kind of negative spiral facing Spain of declining growth and rising unemployment, worsening deficits, and higher debt payments. The way Muscovici raised the $39 billion- beyond the $9 billion in higher taxes and savings already implemented for 2012- is through $13 billion in new taxes on corporations, and additional $10 billion from new income taxes, including a higher tax rate of 45% on incomes over $193,000. Additional $13 billion will come from a freeze in public spending, so that some ministries take cuts adjusted for inflation keeping the overall budget the same. Spending cuts could come later to balance the budget as growth picks up to 2% in 2014, is the government reasoning, softening the impact. The new budget is well received by German public opinion as showing the resolve of Germany's key partner in the EU. Part of the reason the French are able to get business and people with higher incomes to contribute is that France is unique in that there is a greater consensus than in other countries on the steps needed and a sense that austerity measures targeting the middle class would be counterproductive. The aggressive action with considerations for equity and fairness also gives France the chance for a faster turnaround and avoid the problems plaguing Spain and Italy, which French public opinion and business appears to have grasped and the government's experienced ministers for the economy have successfully presented. ...

Trump asked him to put him above the Constitution of the United States of America. He refused, making clear his overriding commitment to the Constitution of the United States, says former vice president Mike Pence. More clearly one sees a different understanding and grasp of the meaning of the Constitution of the US by the two individuals. This is what is at stake in what Peter Baker in the NYT calls an issue that will decide the future of America as a strong democracy. Deeper still are the questions of education and culture that this has raised that will not go away even then. How do you build a democracy when as a people, as a political class, or as groups of people one is not jolted by the fact that two thirds of American fourth graders fail the reading comprehension test, an indication of the deep lack of knowledge of the basic history, geography and political structure of the Untied States of America across broad sections of the people.

Surely Delhiites will not have not noticed the idea of Vikshit Bharat 2047? The 10-15-20 year target of modernization of the Indian economy in the nation's capital. The question in the Lok Sabha elections of 2024 was whether after struggling to keep up with Europe's changes in the modern scientific observation mind during the Renaissance period in the 15th century amid invasions from western Asia, and losing its independence by the 17th and 18th centuries, India would see its modernization blocked by a lack of clear focused development without a majority party in charge. China sees a principal peacemaker role for Ukraine peace settlement with its economic benefits in US/EU trade as foreign policy. NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. This as shown in the adjoining article in NYT on student exchange for US and China and China's view that racism exists towards Chinese students in the US is affecting the effort for closer understanding between the people's of the two nations sought by the two nations since 1972, and in the interwar period with Gen. Joe Stilwell fighting the Imperial Japanese Army alongside the Chinese people. ...

It should be remembered as NHK points out that Mr. Obama never visited the Main Building of the Hiroshima Museum and only spent a little time in the East Building. It is the Main Building that Prime Minister Kishida- who represents Hiroshima City in parliament - wants Biden, Scholz and other G7 leaders to see. It is only in the Main Building that leaders can see the graphic images of the devastation of the atomic bomb dropped by the plane Enola Gay on Hiroshima.  A suggestion is for NHK to give a private broadcast to G7 leaders of the documentary already shown in Asia on NHK television last week.  Having seen it one can say that it in no way affects the use of nuclear deterrance. A suggestion for the Hiroshima Museum authority is for it to also show the devastation of Japanese bombing in Asia from World War II that  may have created the insular feeling in American public about the dropping of the bomb and only thinking it could have come sooner to save lives for the Allies, itself creating conflicting feelings and affecting mental health. A recent exhibition in Barcelona showed the Nazi bombing of Republican parts of Spain leading to millions of refugees crossing over to Europe. Similar situation happened in China and the images may have created America's insular feeling about the bomb dropped on Hiroshima. It is in everyone's interest to know, to comprehend the devastation in all places, the conflicting narratives that were told, and for people as spiritual values teach us to develop the virtuous conduct, the concentration and the wisdom that both the Bible and the Buddhist suttas teach Americans, Europeans and Asians. Even the collapse of the Scholz German coalition government with the FDP party and Lindner defecting is taken in stride by saying that a new coalition will take its place. The loss of the FDP is not seen as critical as it is down to less than 4% in popular support in Germany. Orban and Hungary are also brought into the discussion to present a united Europe.

About 14 million people are in poverty or slipping below the poverty line according to Paritatische Wohlfahrtsverband, umbrella organization for welfare organizations. German per capita wealth is about 52,000 euros but there is growing inequality in wealth and incomes.  A household with 2 parents and 2 children is at the poverty line at 2410 euros a month or about 29000 euros a year. Social safety net under Hartz IV does little to help because it is set at 449 euros a month with 285 to 376 euros for each child. This is expected to go up to 503 euros a month per person in 2023. Even though experts say at least 650 euros are needed per month to live  with dignity. Under this system only 5 euros per day is set by Hartz IV for food, says DW.com, which is shocking. It means food of lesser quality or less food goes to the less well off. About 2 million people use food banks. Prices are up 12% in 2022 for basics such as bread, vegetables, milk and cheese. One study shows old age poverty is likely to affect 20% of Germans by 2036. The situation is bad for elderly, students and women. Women have worked part time reducing their income.  A student with federal funding gets 934 euros a month which is well below the poverty line. A new program for 200 billion euros is planned by German government to protect against inflation for households. Minimum wage is 12 euros per hour so that someone who works 40 hours a week makes 1480 per month in net income. After inflation this is close to the poverty line. Such is the situation for Germans today even after decades of growth and being seen as an export powerhouse. Compare this to the situation in India where the food program of the Modi administration continues to support food supplies that are adequate for feeding a family right through the pandemic for 800 million people and one sees that the idea of what is a rich or poor country is turned on its head. It is simply the will of the culture of a people and a country and its leadership that makes its limited or larger national wealth available to all its citizens, for the basics to fulfill the idea that "all men are created equal and they are endowed by their Creator with some inalienable rights to life, liberty and the pursuit of happiness," enshrined in the minds of Asia borrowed from America. ...
