The Portuguese government asked the European Union for bailout loans. The aid the EU is providing to Portugal comes with conditions- asking Portugal to make additional austerity cuts even as new elections loom. The aid is essentially more loans at high interest rates, even if the rates are lower than the steep rates in financial markets for a country with a collapsing credit rating. There is serious concern about whether this formula applied by the EU is going to work because at this rate it may take a decade or more for Portugal to pay off all the loans. The major problem is that with severe spending cuts- a country that lacks competitiveness and cannot devalue its currency because of being the euro zone- it is that much harder to generate growth. Simon Tilford, chief economist for the Center for European Reform in London, says the EU leaders have failed to come to grips with the core of the problem for Ireland, Greece and now Portugal- which is how to restore the finances to some sustainability, and how this could ever be achieved by a policy of deeper and deeper spending cuts. Tilford points out that the other more fundamental problem EU leaders are not tackling, is that the problem is deep down the large amount of Portuguese, Irish and Greek debt held by German, French, British, Spanish and Dutch banks. If these countries default the governments of these countries would have to recapitalize their banks at the expense of the taxpayers of Germany, France, Britain, Netherlands. Political leaders of these countries want to avoid confronting angry taxpayers and lose political support. Germany has called for a bondholder haircut, something that banking interests do not support. Tilford says Portugal is not getting a bailout, because for a bailout there would need to be a default by Portugal. What it is getting along with Ireland and Greece, are loans at high interest rates, and an EU plan that simply stifles the ability to pay back accumulated debt, leaving the situation in limbo for some future resolution....

The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

This condensed adaptation of the book by McNish and Silcoff on the collapse of Blackberry with the launch of the iPhone, tells a story of complacency at Research in Motion. Supreme Court Justice Brandeis once said that complacency was like all the seven sins rolled into one. In the smartphone industry the results were lethal. RIM founders Lazaridis and Balsillie responded to the iPhone launch believing this would not affect Blackberry. The founders rationalized that what would determine success in the business was security, battery life, ability to type, and using less capacity so as not to strain networks, areas in which RIM was strong and on which it had built its market presence. Design, using mobile to offer broad access to internet content, and the touch screen, were not seen as changing the very nature of the phone market. During the summer of 2007 many users shifted to the iPhone, and it cultivated a cult following using strategies Apple had honed on earlier product launches, reaching 1 million in sales. RIM was completely unprepared and could offer Verizon Communications a prototype called the Storm, which was launched hastily with product glitches still remaining. This happened in November 2008 and turned out to be complete disaster- initial sales were great selling 1 million units in 2 months of 2008, but reversed when almost all of the units were returned because the browser was slow and the clickable screen did not respond well. Nokia, another competitor, is also caught unawares sticking to its formula of success, when all the rules were being rewritten by Apple by showing what the new possiblilities were with the right technology in what one could do with a smartphone. Blackberry introduced a smartphone in 2012 by putting together a patchwork of licensed technologies. By this time Apple, Samsung and other competitors had captured significant market share, and the smartphone flopped. The successor Z10 also flopped in 2013. Nokia faced another problem- the inability to convert R&D, at times larger than Google and Apple, into new products, and the failure of management to grasp the potential of new technologies. According to a former employee, Nokia management turned down a internet ready phone with touch screen developed by its engineers in 2004....

The U.S. National Security Agency is going through four separate reviews- one by a White House internal review team, by the Review Group for Intelligence and Communications Technology setup by president Obama in August 2013, by the Privacy and Civil Liberties Oversight Board setup in 2004, and by the Senate Intelligence Committee. Sources say the head of the agency Gen. Alexander offered to resign but this was not accepted because it would be seen as a win for Snowden. Proposals being considered are having a civilian head the agency, setting up a process where a determination is made balancing the potential value of the information with any political implications. Decisionmakers at the NSA are trained to be apolitical in collecting intelligence making it difficult for them to make such determinations. The recording of conversations on Merkel's mobile phone was made at the request of the State Department. Mr Ledgett, a senior NSA official says there are 36,000 pages of "requirements" or intelligence requests from all parts of the U.S. government, including State, Defense, and Commerce. What to do with such requests and how to assess them will now be important questions for NSA. One of the risks of the NSA revelations is that individual countries will impose restrictions on the internet to protect information leading to a fragmentation of the Worldwide Web. U.S. relations with Iran have remained stuck in the original atmosphere of the period under U.S. president Carter in the late seventies with the Islamic revolution with the most recent president Ahmadinejad being one of the activists from that period, the isolation and sanctions have also created a siege mentality in the Islamic republic. The U.S. and the world has changed since that period after over three decades. The Obama administration sees an opportunity to gradually resolve the Iranian nuclear crisis by relaxing tensions and giving small wins to moderates in Iran like Mr Rouhani. Rouhani may see a way out for Iran's isolation and falling behind other countries in the region in developing its oil resources and economy. The moves also helps to reduce new sectarian tensions in the Middle East as the different countries take sides in the Syria....

An account of the meetings between Speaker Boehner and president Obama in the fiscal cliff negotiations. The WSJ pieced together the flow of the negotiations based on interviews with aides and lawmakers. There is little to show the two sides closer than before the election. If anything the WSJ report concludes the discussions this time left both sides further apart, and the lack of trust in the relations between Republicans and president Obama has worsened. Speaker Boehner asks Obama at one meeting what he gets in return for offering $800 billion in revenues and Obama tells him he gets nothing. At another meeting Obama tells Boehner he is asking Obama to accept Mitt Romney's tax plan and sees no reason to do that. Obama's first offer is for $1.6 trillon in new revenue over 10 years, a permanent increase in the debt ceiling and $400 billion in spending cuts. The Republicans find 25 cents of spending cuts for every dollar in tax increases as simply unacceptable and hold out for $1 in cuts for $1 in new tax revenues. Obama drops down to $1.2 trillion in new revenues and Boehner asks for $100 billion in additional spending cuts. Boehner drops a demand for raising the Medicare eligibility age. Obama raises the tax figure for the Bush tax increases to incomes over $400,000, Boehner proposes $1 million. But no level of trust has been gained in the negotiations. And no rapport established, as at one point Boehner tells Obama the two can just stare at each other or he Boehner could come back. Boehner then proposes to pass Plan B in the House for Bush tax cuts on incomes over $1 million. At that point the president feels the Republicans are not negotiating in good faith and some Republican Congressman in the House say they would not support Plan B. The distrust on all sides is worse than before. In the weeks leading to this in Dec. 2012 a review of oped pages show Democrats and Republicans saying a bad agreement- meaning too much in spending cuts for Democrats and too much in tax increases for Republicans- was worse than the fiscal cliff of automatic cuts, which could be addressed in other ways....

Vauban is a "car- free" upscale communitynear Freiburg, Germany, close to the German-Swiss border. Except for the main street where atram to Freiburg runs, and two parking lots outside the community, there is no place to park cars. About 70% of the people there do not have cars and 57% sold their cars to come here. There are no car garages or parking places with each home. Bicycles are hte main means of transport. Vauban hasd 5500 residents in one square mile. The basic concept of having stores placed only awalk away is being followed more and more as America and Europe shifts away from intensive auto based use of space for living. The whole post war location of housing and stores and community activities was based on large use of the automobile. This is now going through big changes. David Goldberg, of Transportation of America says " how much you drive is as important as whether you have ahybrid." A fast growing coalition of hundreds of groups is advancing the cause of building communities with stores only a walk away and less need for the automobile to get around. Outside Hayward, California, Quarry Village is anew development that is trying to reduce autos to one per home. So car based is American culture that most zoning laws require 2 parking spaces per residential unit, and in the federal transportation bill 80% of appropriations in prior years used to go by law to highways and only 20% to other transport. This even though passenger cars are responsible for 12 percent of greenhouse emissions in Europe , and upto 50% in some car-intensive areas of the USA. One solution to the problem is to use smart planning to avoid the suburban sprawl, and shift to smaller more fuel efficient automobiles, and build better mass transit and rapid transit and fast rail linking most towns and cities, that will moderate all the excess that took place after the war. This may be the direction smart planning is taking us, and places like Vauban remaining niche communities for green advocates and a sort of reminder that its possible to go in this direction....

Peter Galbraith explaining the true reason for his firing by Eide and the UN Secretary General Moon. The statement announcing his dismissal to be accurate would have said that this was over differences whether the UN was going to remain silent over evidence of electoral fraud in the Afghan elections, and the issue of ghost polling stations. There is another angle of this which risks endangering the US trrops in the north of the country. Karzai's opponent in the elction is half Tajik and half Pashtun, fraud in the elections may turn the Tajik north against US and coaltion troops, further complicating life for the US, and this is on top of the loss of credibility with the Afghan people of the Karzai government. See the separate article on General Jones telling McChrystal who commands US forces in Afghnistan to cooperate with the strategic review now underway, by not making statements to the press. The other questions arise about the manner in which this dismissal ocurred. A few days before this Hillary Clinton, Eide, and other representatives from the coalition told the press that they think Karzai would win. Had Obama authorized this and what would be the point of such a statement, and at the same time trying to conduct an unbiased assessment of the war in Afghanistan. Here Galbraith comes across as one who had the courage to decide according to what he believed would be right for America and the values it represents. His point is that he could not tolerate the last act of dishonesty in the dispute that went on for months, because of the loss of credibility for the UN itself among the many Afghans who do not support Karzai. This would destroy also the credibility of the US in the country. Can any number of troops make up for this? Wars in Asia have proven that popular support decides the eventual fate of the mission. Only by standing up for its values can the US not undermine the very principles that the troops are fighting for and the people support. ...

Jan Corzine, Governor of New Jersey has talked to governors from the states of Ohio, Michigan, Wisconsin, New York, and Massachusetts about how best to execute an effective economic recovery stimulus program with the federal government. Here are the ideas they have come up with. The stimulus should cover five areas, infrastructure, countercyclical programs, housing, education, and middle class tax cuts. The principle to keep in mind is to take advantage of the strengths of the federal government and of the state and local governments. Infrastructure investment should be intelligent ones to modernize the capabilities of the country for the next phase of development and competition in the global economy and in making far reaching changes in transportation and energy for sustainable development in a global economy. A key point of Corzine's here is that safety net social programs will need to be shored up or the stimulus effects will be lost. Over the 2 years 2009 and 2010 he suugests the federal government boost its countercyclical spending by at least $250 billion. And it should do this by increasing the federal medical assistance percentages, federal share of Medicaid costs and other health care related programs such as reimbursement to hospitals for treating the uninsured, Temporary Asistance for Needy families, and child care grants. He proposes doubling the federal funding of unemployment trust funds under the Unemployment Insurance Modernization Act, with incentives to cover vulnerable low-wage and part-time workers who are often denied unemployment benefits. Corzine emphasizes this. That even if the Obama administration puts large sums into infrastructure spending, cutbacks in state and local safety net programs would cancel out much of the effect of the stimulus. The reason is simple while the federal government is adding to jobs on one hand, the states without the money would be cutting back jobs and services. This point will be critical in making the stimulus work. The other point Corzine appears to emphasize by quoting Roosevelt at Oglethorpe University in 1932, is that bold experimientation not clinging to rooftops in the flood, will be needed....

The first budget of the Obama government makes a sharp swing away from decades of earlier policy, and puts America on a new direction focussed on priorities in education, health care for all, and energy. The 134 page doocument on the budget defines the governing principles and priorities of the new government. "This is the legacy that we inherit- a legacy of mismanagement and misplaced priorities, of missed opportunities and of deep, strutural problems ignored for too long," the document says. It declares that "government must lead" in contrast to Reagan's "government is not the solution, government is the problem." In contrast to "trickle down" policies of Reagan it proposes "trickle up" policies- shifting income from rich to the poor. It creates a $630 billion fund towards a national health insurance program built with the help of savings and cuts elsewhere. Government takes over most student lending, and dramatically expands Pell grants for poor college bound strudents, transforming it into something like Medicare that is automatic rather than approved each year by Congress. Businesses that emit carbon and heat trapping gases will have to purchase permits to do so starting in 2012. Hundreds of billions of dollars from these permits will pay for clean-energy technology and for tax credits for working couples. Income tax rates will rise for couples earning more than $250,000 beginning in 2011 and will have lower personal exemptions, lower itemized deductions, and higher capital gains tax rates. The estate tax will be preserved. Hedge fund and private equity managers wil have to pay income tax rates for that compensation as high as 39.6% after 2010, not the low 15% capital gains rate they pay now. The Defense Department would see a $20.4 billion boost or a 4% increase in 2010 over 2009, it will request an additional $75.5 billion in 2009 for the wars in Iraq and Afghanistan, and an additional $130 billion for 2010. The budget is for $3.6 trillion for 2009, and projects a deficit of $1.75 trillion for 2009, or 12.3% of GDP- a level see in 1942 when the US entered World War II. Under optimistic White House assumptions for a strong economic rebound, the deficit would drop to $533 billion by 2013....

An Italy based auto analyst for Global Insight consultancy, Pierluigi Bellini, says Marchionne understands how the system works in the US compared to Daimler executives, who had a difficult time understanding and integrating themselves with the Americans at Chrysler. Marchionne has worked in North America, and brings a youthful culture with plenty of creative energy, which could work well with Chrysler. Chrysler is also at the similiar stage that Fiat was in 2004, when Marchionne came in from outside- it is broken and everyone including the Obama administration is looking for a fresh start. In such a situation its easier to tear up the old organization charts and bring in fresh blood, young people with new ideas, and make a fresh start. Wth the government providing the financing, the financial risk is minimized. What remains is the risk in a drastically smaller and rapidly declining market. Here the lack of mass market small cars in the US, may work to the advantage of a European maker with fresh ideas and speed, and popular European small car models, which is what Fiat has at this time. It is quite possible that the idea that Americans do not like small cars may turn out to be not true. The market is changing and the demographics and economic situation is changing dramatically, cost conscious Americans may like to have a popular small car. Americans with larger cars may like to have a less conspicuous, and easy to drive and park car for short city driving, as their second or third car. If a economic recovery does not occur for several years and Americans downscale in everything from homes, appliances, electronics, and cars to what their European and Asian brethren are used to, both from an environmental point of view, and from a practical commonsense point of view of gettting rid of excess and extravagance, size may be sacrificed for convenience and practicality. Smaller cars are well equipped in Europe with all the comforts and electronics so small does not have to be cheap. In short in a growing small car segment, innovative design and speed of development, with quality engineering may be the ticket for Fiat and Chrysler to the American market....

Axel Friedrich, a top German Environmental Agency regulator who advocates using modifications of existing vehicles as a more effective solution to the auto emissions problem. He recently reconfigured the VW Golf to show that by making changes- such as lighter seating and weight saving hood other steps to reduce the car's weight, low resistance tires, and engines that turn off when stopped and start when accelerator is pressed, more efficient gear ratios, removing the mirrors and substituting tiny cameras, and improving the aerodynamics- emissions can be cut 25% even with horsepower intact. Working with the Institute of Automotive Engineering at RWTH University in Aachen, Germany, Axel redesigned the Golf in this way to achieve a CO2 emissions reduction from 172 grams per kilometer to 131 grams and is working to bring it to 120 grams. 120 grams per kilometer is the EU's tentative target for emissions for cars sold in the region by 2012. Automakers have for years complained that this would be difficult to do in this manner because customers were concerned about safety and comfort. Its not clear that this would affect safety. However with global warming a big issue in Europe, most automakers are making changes now to prepare for a shift to 120 grams per kilometer in emissions. VW has announced a diesel version of the gasoline version that incorporates some of the redesign changes that Axel Friedrich made on his Golf, such as low resistance tires, and more efficient gear ratios, lower chassis for improved aerodynamics etc. This diesel version costs a base price of euros 20,615, and is only euros 315 mor than a standard diesel Golf. BMW has a new diesel version of its 1-Series with low resistance tiresand a gearshift indicator, which emits 16% less CO2 and costs nearly same as its predecessor. At Frankfurt Auto Show Mercedes Mercedes is expected to announce more cars with stop start systems. All this will help automakers in Germany achieve the EU 2008 target of 140 grams of CO2 emissions by 2008 on the way to the 2012 EU target of 120 grams. ...

The yuan has gained 16% since the peg to the dollar ended in 2005. For years China has resisted letting its currency appreciate significantly, why the change of heart now? Its seen as a positive thing by China's leaders to let the yuan appreciate and its now part of Chinese policymaking. First it helps keep inflation down, keeps the rising prices of imports energy, commodities, and food under control as they are denominated in USA dollars. Second it sends a signal to manufacturers to move up to more sophisticated value added products that are not sensitive to pricing and can accomodate a stronger yuan, because its precisely the manufacturers who operate on thin margins and make lower end products who will go close down. They also cost the economy in terms of higher pollution and damage to the environment in a way that higher tech products do not. And China wants to undo or limit the damage to its environment. Third by lowering rebates or eliminating rebates and letting the curtrency appreciate its changing the emphasis from exports to domestic markets and domestic consumption. This combined with new laws on wages and benefits is designed to promote domestic consumption which can better carry the burden of economic growth than exports because of the slowing down of the developed western economies especially the USA which is going through what may be a severe and protracted downturn. It also helps that China need no longer be portrayed as taking advantage of free trade through huge surpluses. Its constructive as it will help rebalance the world trading system as the USA can improve its trade deficit and China can accelerate its growth by importing more western machinery and technology and not have to depend on precarious export markets for economic growth that it badly depends on to improve the living conditions of hundreds of millions of its people. By building a large middle class of consumers china can continue growth using its domestic markets at a pace that is still very healthy and not likely to build inflationary pressures which may be a welcome thing....

The revised AIG rescue plan helps banks recover some of their losses on collateralized debt obligations and helps AIG by cancelling the credit default swaps it wrote on these CDO's, and thus helps shore up the financial system. This is what happened. During the boom period banks bought protection from the insurer AIG on securities backed by now-troubled mortgage assets. These securities are called CDO's or collateralized debt obligations backed by subprime mortgage bonds, commercial mortgage loans and other assets. Banks in the US, and Europe bought credit default swaps on these securities from AIG, and AIG promises to compensate them if the securites default. Now with the housing and the credit crisis the values of these CDO's plummet, banks go to AIG and AIG has to provide them collateral to help cover these losses of the banks. AIG ends up giving $35 billion in collateral to the banks including Goldman, Merrill, UBS, Deutsche Bank and others. The continuing fall in value of the CDO's meant AIG had to give more and more collateral to the banks leaving AIG severly exposed, which is along with other problems on its accounting books when the government stepped in in early October to bailout AIG with loans, with interest rates that became punitive for AIG leaving it in a struggling condition. What does the new revised plan do. It eases conditions on the interest rates and the New York Fed puts $30 billion of its money to buy the multisector CDO's at market prices averaging 50 cents to the dollar and AIG provides an additional $5 billion. With than one action banks get to recover their $35 billion and AIG gets to cancell its credit default swaps on these CDO's, in effect freeing AIG from thses swaps that were creating a hemorrhaging effect as it had to keep posting more and more collateral to banks, and banks got to recover the money on CDO's. In effect helping shore up the financial system. There are other problems at AIG but this was the biggest and most draining, and it helps AIG protect its other businesses, and banks get to put this dismal chapter behind them. ...

Japan is playing an increasingly positive and significant role in stabilizing the international financial system, and in providing new ideas for solution and proactive measures, some of it based on its own experience with a long sustained economic downturn from which it only recently emerged. It has dedicated $100 billion to the IMF for loans to emerging economies, which will be a significant help in preventing a severe downturn in developing countries. Here Prime Minister Aso outlines ideas that Japan will bring to the global talks this weekend November 15-16, 2008. The significant immediate steps are early and thorough disclosure of nonperforming loans based on valuation and reliable standards, and the removal of these loans from their balance sheets as a top priority. Japan was slow to do this prolonging its downturn into a decade or more of no growth. Other two priorities are injecting capital into banks with government money, and supplying ample liquidity from central banks and US dollar liquidity. After the immediate challenge there lie 7 areas to be addressed in the medium term. Improving savings and reducing consumption in countries dependent on external debt and moving to domestic demand led growth in export dependent economies. Bolstering the resources of the International Monetary Fund and the Asian Development Bank. Changing the governance structures of the IMF and the World Bank and other bodies to give proper representation to emerging economies that play an important role in the world economy. Giving the Financial Stability Forum a status above standard setting institutions like the Basel Committee, the Forum reinforced and reorganized to give membership to emerging economies. International Accounting Standards Board, governments, companies and investors in ajoint effort work to come up with a set of standards that have global application. And tightening standards for credit rating agencies through the International Organization of Securities Commissions. Aso proposes giving various countries legal authority over these agencies and the nurturing of credit rating agencies in each region in addition to global agencies, for the development of regional bond markets. Aso is also pushing for regional cooperation like the initiatives in East Asia such as the foreign exchange swap mechanism. ...

The behaviour of the people at private equity in destroying jobs in the midst of the worst job market in decades. In this case the private equity names are Cerberus, Sun Capital, and Lubert-Adler and the jobs are the 30,000 jobs at Mervyns in 2004 when it was acquired by private equity firms for $1.2 billion from Target. All of these jobs are gone. Target bought Mervyns in 1978 for $300 million, but neglected Mervyns even as it focussed on the Target franchise using Mervyn's earnings to do that, it then sold Mervyn's in 2004 to private equity firms. The private equity firms took out $400 million in cash from the firm even as they burdened Mervyns with $800 million in debt. After the acquisition they formed two companies, one with the retail business and the other with the real estate assets of Mervyns, which they went out and sold to get cash out of the company. The real estate was then rented back to Mervyns by the new owners at twice the rent, as Mervyns had a lower rent negotiated many years ago. All that debt and the higher rent and the underinvestment in the brand put Mervyns into a death spiral, with the economic downturn killing the company and pushing it into liquidation, with workers losing even their vacation pay. What does this mean for the rest of the economy? According to Standard and Poors /LCD Group, from 2005 through the third quarter of 2008 private equity firms loaded a huge $741 billion of debt onto their companies'balance sheets. Its not that private equity firms operate without taking on debt, but in the low interest and high liquidity environment of recent years the debt levels soared. Now in the credit collapse lenders are pulling back and debt heavy companies cannot refinance, and fear has set in. According to Capital IQ, of 105 big USA companies that have filed for bankruptcy in 2008, 66 are owned by private equity buyout firms or spun off by them. Investors are nervous about these companies and loans made for these deals are trading at 33 cents on the dollar. ...

The Indian newspaper "The Hindu," said in its editorial that India's Supreme Court's decision in February 2012- declaring the giving of telecom licenses by the government without holding a public auction "arbitrary and unconstitutional" -was a lesson for other industries where unscruplous behaviour also prevails. The behaviour of the government in not investigating the issue of telecom licenses was described as severely hurting its credibility. The Asian Age in an editorial welcomed the decision as bringing in more money for the government in a public auction for the telecom licenses to help reduce the government's budget deficit. The Indian Express criticized the 4 month deadline for implementing the ruling. The Economic Times looked at it differently, saying the ruling will increase the telecom industry's capital costs and lead to delays in upgradation and raising of telecom prices.

Raghuram Rajan interviewed by BW's Peter Coy. Rajan was prescient in questioning the Greenspan Fed's policies and the risks posed by the excessive leveraging in the financial system at the 2005 Jackson Hole conference. After the excessive monetary easing by the Bernanke Federal Reserve, Rajan questions the wisdom of keeping interest rates too low for too long. He joins John Taylor, George W. Bush presidential advisor, and Allan Meltzer of Carnegie-Mellon in making this point. Rajan was the chief economist at the IMF from 2003 to 2006. He is the author of a 2010 book, Fault Lines: How Hidden Fractures still Threaten the World Economy. The fault lines he describes are rising inequality in the US and the dependence of the US on loans from China.
