Administrative costs are one of the key reasons tution costs have increased to excessive proportions in the U.S., putting a heavy burden on the middle class, reducing social mobility that is an important aspect of postwar progress in Europe and the U.S. by putting college out of reach for millions of young people. This also creates a heavy debt burden for young people- U.S. student loan debt passed $1 trillion in 2012- who are less likely to buy a first home because of years needed to repay student loans. The market pressures to control costs do not exist in the same way as industries such as automobiles, because of the demand for college education in a modern globalized economy. Douglas Belkin and Scott Thurm have provided an indepth look at the University of Minnesota to show the spending surge and internal tendencies for faculty and bureaucracy to increase spending on hiring, building expansion to compete with other schools, and salaries to support their own within the college and university system, with a passive student community, and passive parent community, and lack of other outside pressures. Tution and fees for state residents doubled in the last decade at the University of Minnesota to $13,524. The figures tell the story- total debt with borrowing for building construction at U.S. 4 year public colleges tripled to $88 billion between 2002 and 2011, according to the Department of Education. Debt servicing costs doubled at the University of Minnesota to $106 million in that period. Minnesota's government provided $570 million for university operations in 2011, same as 2003-2004 school year even with inflation and 10% higher student enrollment. Yet analysis by the Department of Education and the Wall Street Journal shows in that period the spending increased disproportionately compared to inflation, student enrollment and teaching activity, with little restraint. WSJ analysis showed the University of Minnesota system added 1000 administrators between 2001-2011, with administration hires increasing 37%, double the increase in the students and double that of teachers. During that period the number of employees to manage people, programs and regulations went up 50% faster than the number of instructors, according to the Department of Education. Bureau of Labor Statistics cites this as the reason tution costs went up faster than health care costs. The 19,000 employee payroll at the University of Minnesota means one employee for three and half students. The new university president in 2011, Eric Kaler, interviewed by WSJ's Belkin and Thurm, says no one knew what it cost to run the school when he started....

Roshe gives an independent view of whats happening in the economy and sees a recession, sticky inflation that will last a long time for the US and the world economy in a semirecession for a long time. Roche of independent Strategy consultancy in London does not see the Fed's actions to increase liquidity having any effect in resolving the issues of solvency which have resulted from the overleveraging of brokerage and mortgage firms on Wall Street, only exacerbating the effects of a weaker dollar and higher inflation over the longer term. He points out that hedge fund and broker balance sheets or nondeposit financial institutions (NDFI's) half the size of banks in the USA and a quarter of the size of banks in Europe have their assets and liabilities financed by repurchase agreements. They lend and borrow against the collateral of assets that are marked to market, which means that they can borrow more and easily in a rising market cycle and can borrow less and with more difficulty in a falling market cycle. With the contracting cycle in place now they are facing insolvency issues. This may have been delayed till now because of investment banking profits and having credit lines for the duration of a contract. Till now investmet banking profits gave them leverage over lenders who made money from fees in investment banking. Now the banks hurt by writedowns of loans in mortgages and other areas are likely to tighten lending and call in their loans. What the Fed's actions will do is delay things a bit but not prevent a credit contraction and fall in asset prices. David Roche was Global Strategist for Morgan Stanley before starting Independent Strategy to provide fresh thinking and new insights on financial markets. His estimate is that reduction in available credit for corporate investment in technology, R&D and factories as a result of contraction in the financial system will require reducing corporate debt ultimately by 11-12 %. This will generate a loss of 5% points of real GDP growth for the US and put into a recession. For Europe he estimates loss of 2% points of real GDP growth. Global credit losses of $1.4 trillion would cause a contraction in world GDP of 2.5 percentage points or half the current rate of growth. For the global economy he sees a gray dull world of semi-recession and stickly inflation that will last a long time even without any major policy blunders. If this is original thinking and he is right then the Fed, the IMF, the Council of Economic Advisors, and general thinking on Wall Street that sees a short recession lasting several quarters may be in for a big shock....

Jeremy Corbyn is elected by a landslide in a vote of party members to the leadership of Britain's Labor Party. Like Bernie Sanders in the U.S. Corbyn started out as a fringe candidate, but his campaign gained momentum as he barnstormed the country this summer and was able to draw large enthusiastic crowds. Corbyn has represented the Islington North constituency of London in Britain's parliament since 1983. Corbyn opposes the austerity policies of the Conservative Cameron government and military adventurism. He proposes what he calls "a people's quantitative easing" which would finance new investments in infrastructure, large scale housing, energy, transport and digital projects. He has apologized to students about the restoration of fees for education and loans replacing grants in universities, and would scrap tution fees, restore student maintenance grants, introduce universal childcare, support adult learning.The Bank of England would print money to support a national investment bank to provide the funding. Other funding would come from reducing corporate tax loopholes, and cutting into 20 billion British pounds of tax avoidance and 80 billion pounds in tax evasion. He favors immigration, and staying in the EU, opposes NATO membership on grounds that it has expanded too far to the borders of Russia....

The White House announced it has the plan for regulatory reform outlined in a 85 page white paper. It provides the bbasic steps planned and the the reasons the administration chose to modernize the existing setup analogous to redesigning and making improvements based on the existing framework rather than building from the ground up. The five key steps are: 1) Increase the power of the Federal Reserve to provide strong and consistent supervision of the larges financial firms. 2) Getting Congress to authorize the government to dismatle large firms to avoid the kind of chaotic collapse that ocurred at Lehman and which worsened this crisis. 3) New rules for derivatives trading and securites built from mortgage loans. 4) Creating anew agency to protect consumers of mortgage, credit card, and other financial products. 5) the administration having a setup to increase coordination with other countries to prevent businesses from migrating to less regulated locations. Obama's comments to CNBC were " Speed is important. We weant to do it right. We want to do it carefully. But we don't want to tilt at windmills. We want to make sure that we're getting the best possible regulatory framework in place so that we're not repeating the mistakes of the past."...

Fiat's 35% stake in Chrysler was obtained not for a cash investment, but mainly in exchange for covering the cost of retooling a Chrysler plant to produce one or more Fiat models to be sold in the US. Fiat would also provide engine and transmission technology to help Chrysler introduce new fuel efficient small cars. This purchase would see the Cerberus 80.1% stake in Chrysler diluted. It would not affect the 19.9% of Chrysler that is owned by Daimler. As part of the Fiat deal Chrysler is supposed to restructure the $9 billion in debt it has on its books. Cerberus may lose billions on the deal, but it faces an even bigger hit if it is forced into Chapter 11 bankruptcy protection or it continues running Chrysler into an even deeper slump in auto sales in 2009. The Fiat deal is the only thing that Chrysler has to show that it should keep the government loan of $4 billion and get additional funds if needed to keep the company runnning. Chrysler did not show any new models at the North American Auto Show in Detroit recently and has practically ceased product development. For Cerberus this is the exit plan and ends any prospect of making the Chrysler deal work. Cerberus acquired Chrysler by mortgaging all of Chryslers plants and assets for a $12 billion loan from a group of banks, JP Morgan, Goldman Sachs, and Citigroup. ...

He moans the fact that 10 years after 9/11 there is the same lack of knowledge and understanding of the Arab world, its language, culture and history. This showed in the surprise with which the movement for democracy and self-expression in Arab countries was received in the U.S. He points to the lack of language and cultural training in the military 10 years after America fought 2 wars in the Arab world and now finds itself thrust into the events of the Arab Spring. Provides another view of what was covered in detail in a WSJ article on the role of the ratings agencies in this subprime mess. Lehman Brothers and Morgan Stanley say that there were signs of the problems even a year earlier, HSBC a British bank set aside $1.76 billion to cover potential losses, and a former Federal Reserve Governor published a book in June on subprime mortages going bust. So for ratings agencies to wait till July 2007, to reduce their ratings makes them look ridiculous. Lehman's Malvey, global fixed income strategist quoted here sees a recession in 2008 into 2009, as the impact spreads to retail stores and to car buyers. One reason for this is that jumbo loans on homes are going to cost much more than before, slowing the housing market even more, and the number of housing loans going bad will rise in coming months.

Peter Baker of the New York Times takes a detailed look at Obama and the Presidency in October 2010. He has a long informal interview with President Obama, and uses his knowledge of prior Presidents, to provide a revealing look at Obama's first term in office upto this point. It provides an exceptionally insightful look at the man and his administration, in all its facets, facets that have create both hope and disillusionment. Obama comes across as the cerebral person even in his musings about popular disappointment with the administration, and does not seem connected with the gut-wrenching issues of jobs, foreclosures, the economy, and the economic future as a President needs to be. After all the inspirational rhetoric, Obama, says Baker, did not stay connected to the people who put him in office in the first place. And revealingly Baker shows that even today Obama talks only to a few insiders, compared to Clinton's wider circle, to understand what is happening in the country.

The new Ford Focus being unveiled at the Detroit Auto Show in 2009, is a new kind of car for Ford. This is a new kind of effort, a new discipline that Ford CEO Mullaly has advocated from the beginning. Making one car for all markets worldwide. Early on Mullaly told Ford's chairman Bill Ford that Boeing did not have a 737 for Europe and a 737 for the US and a 737 for Asia, why was Ford building a Focus for Europe and a Focus for the USA. In fact before Mullaly the Focus for the USA was a stripped down version of the European Focus and did not make much of an impression. The new Focus will have 80% common parts and 75% of parts from the same suppliers worldwide, so that a Focus made in Germany and the USA will share the same parts as a Focus made in Russia and a Focus made in China. And all of these plants will go into production at about the same time with the new Focus. To accomplish this transformation of Ford for "One Ford" worldwide, which is also on every business card carried by Ford managers, Mullaly appointed Derrick Kuzak as head of global manufacturing. And the strategy was announced in mid-2008 with the start of retooling of truck factories in Mexico, Kentucky and Michigan, to make small cars designed in Europe for global markets. The task of coming up with one design for a global car was given to Martin Smith, a British designer based in Cologne, Germany. Smith says tastes are converging worldwide with the internet use, and customers are more unified than one would think, and whats emerging is a new kind of global cool if one looks for it. This is what happened when Focus protypes were shown to consumer panels in Europe, the USA and Asia, with a good impression created in all 3 markets. Aligning the US and European tastes was easier, China was a bit harder and the yellow leather interior popular in Shanghai had to be crossed out. Another challenge that had to be met in adisciplined manner was the varying safety rules and emissions around the world. For example European designers liked to have the windshield further forward, and Ford's global small car chief had to tell his engineers to move it back to meet US crumple zone standards. Similiar challenges had to be met in purchasing by global purchasing chief, Tony Brown, with a massive coordination effort needed to be done globally. And plastic trim from Michigan has to fit perfectly with sheet metal stamped in Michigan, and Ford used a virtual manufacturing system that allows the car to be built in cyberspace, and the bugs taken out at that early virtual build stage. The entire change is part of a metamorphosis at Ford, a change of culture and mastering a new discipline in coordinated effort worldwide for "One Ford." One year ago the Wayne Truck plant here in Detroit made the Navigator and the Expedition large vehicles.. With a $550 million investment this plant will make the Ford Focus a year from now. ...

Ford and GM employ 120,000 workers in Europe and sell roughly 4 million cars there. GM sold nearly a fourth of the 9.37 million cars it made worldwide in Europe in 2007. And 60% of these cars are small cars like theFocus and Fiesta in Europe for Ford and the Corsa and Astra in Europe for GM. The presence of a gas tax may be what makes Europeans choose smaller cars as gasoline is expensive in Europe. The Sri Lankan economy, jobs and growth are affected by economic relations with India, loans and assistance from India, and from investment from India in the 2025 period. USAID plays very little part in jobs and growth. This is true of other countries.  In the past the USAID was seen as part of the activity of the State Department overseas yet kept separate so that aid would not be based on US diplomatic activity. Over time it became a place which supported what critics call bureaucrats pet projects in developing countries. Many developing nations have advanced in their development and no longer need USAID projects, this includes India, Indonesia, China, Vietnam, Brazil, Chile, and parts of Africa. Because development aid was at one time critical as in the period when John Kennedy came to office in the Cold War with the Soviet Union, many nations in Asia and Africa were just becoming independent there was a sense from that time that its acitvity and budget was somehow both independent of the State Department and sacrosanct. As a result it became a target of critics and did not advance the US interests overseas as the US Information Service, the VOA Voice Of America and other agencies have done. A country's development no longer depended on USAID. Why does it need to be separate when it should advance US goals and interests around the world which are benevolent- consider that it is the US that helped build up the Chinese economy and still provides it with a large market. ...

Revised auto fuel efficiency standards win the support of GM, Ford, Chrysler, Honda and Hyundai. These standards would lower the average fuel economy to 54.5 miles per gallon by 2025, a decline from the initial target of 56.2 mpg. The revised proposal calls for a 5% average annual increase in fuel economy for cars and a 3.5% increase for light trucks through 2021. After 2021 both cars and trucks have to meet a 5% annual increase. Useful innovation in the new standards is to provide credits for hybrid pickup trucks, and give credits for technological advances that improve fuel economy but don't show up in EPA tests such as the one that shuts of the engine when a car is idling. Other credits would be offered for solar roof panels on electric vehicles. It includes incentives for "promoting early market penetration of tailpipe CO2/fuel consumption reducing technologies." This comes after a long period in which the U.S. lagged behind other countries in fuel economy. It could be one of the main achievements of the Obama administration, and help build a new auto industry around new technologies....

Fuel efficiency standards were left way below the rest of the world, just look at the graph showing Japan and Europe way above the US in fuel efficiency standards, and the US lagging behind badly. Europe and Japan with standards close to 40mpg vs the US below 30 mpg. Any sharp business person can tell one that if there was too big a gap, it would be a cause for serious concern, because the Japanese for instance would also have developed the technologies and manufacturing facilities to support the fuel efficiency standards. There were some serious dangers in falling behind. That is what has happened as the Japanese carmakers have take market share from the US in the American car market.

James Pressley, in this review of Joseph Stiglitz's new book- "Freefall: America, Free Markets and the Sinking of the World Economy," says Stiglitz's advice should be taken into account by the new administration. Stiglitz, says, the Obama administration has so far offered no alternative vision of capitalism and is only "mudddling through." It is simply following the course the Bush administration had taken. And has retained as key economic advisors, Geithner, Ben Bernanke and Summers, all from previous administration's economic teams, thus largely removing the possibillity of serious change. And by doing so, says Stiglitz, the Obama administration has "squandered the opportunity," to fix things that needed to be fixed in the economy. Stiglitz, says Pressley, urges Americans to think what kind of America they want to see, what kind of society they want to make, and then what kind of economy will get them there. Stiglitz wants to see banks back to where they they only make loans, and act as an efficient payments system, and not engaged in risk taking. At a meeting of the American Economic Association, Stiglitz, presented a paper that suggested that between globalization for integrating world financial markets and keeping them separate, the latter is the better course. Financial markets he believes, need circuit breakers to not bring down the whole system....

Th Basel Committee on Banking Supervision set strict financial guidelines for capital and liquidity that banks have to hold, but failed to implement early compliance. Banks get 8 years to comply for most of the banks, and 13 years for some of the banks. Increasing capital requirements by triple the current levels in the form of current equity, as required by the new Basel rules, gives banks a larger buffer in a situation that some of their assets lose value in a crisis such as the one in 2008. The US argued for stronger requirements and early implementation. Germany held back the implementation timetable mainly because its regional banks are saddled with bad loans; which might require $100 billon capital infusion by the German government, if early compliance was set in the new rules. The result is that the Basel rules have not grasped the opportunity to act quickly to strengthen the banking system, according to Prof. Jeremy Stein of Harvard University, a former advisor to the U.S. Treasury Department. In Stein's view the timetable is so far out, that another crisis will probably take place before the implementation. In the event, regulators from the U.S., Germany, and other countries let fears of tightened lending by banks prevail to an extent where the new rules timetable is stretched way out for 8-13 years....

India agrees to an immediate ceasefire after a call from Pakistan's head of military operations for a ceasefire. The conflict started with attack on tourism that was reviving the Kashmir economy after three decades through a terrorist attack killing 26 tourists in Phalgam, Kashmir on  April 22, 2025 in the mountains near the Pir Panjal range. 24 million tourists visited Kashmir in 2024. Indian response was swift on May 7 early morning hours attacking 18 terrorist camps inside Pakistan occupied Kashmir and inside Pakistan. India called it a act of self-defense to Pakistan sponsored state terrorism going back to 1947. What is different in this brief 4 day war is that India made it economic with efforts at IMF to make terrorism an issue for loans to Pakistan, and ending the Indus Waters Treaty on water sharing. Pakistan economy is struggling with no debt relief from China, making it turn to the IMF, a politically split population with Opposition leader Imran Khan in jail, and continued domination by the military over civilian govenrment. On May 9 drone attacks were launched from Pakistan using Turkish made drones in large numbers on cities and towns in Gujarat, Rajasthan, Punjab. Blackouts were placed in India by May 8 in all cities in the north and in Pakistan. India responded with its own drones and missile attacks on three military airbases as the war broadened to military targets on May 10. US mediated a ceasefire through Saudis and Turkey. Earlier Saudis and Iran were in New Delhi with whom India has good relations to get a ceasefire. Mr. Trump's efforts behind the scenes secured an agreement. VP Vance had cut short an Indian trip in Jaipur on April 22. India and the US are allies in the Indo-Pacific, and India and Russia have decades of friendly relations. China now uses Pakistan as a proxy state, but does not provide the economic aid it needs, for which it has turned to the IMF.    ...

The German parliament votes 439 to 119 on July 16, 2015, approving a 86 billion euro aid and loan package to Greece under an aid for reforms plan. 60 members of chancellor Merkel's CDU group voted against compared to 29 voting against the bailout extension of Feb. 2015. This included approval of 7.16 billion euros in short term funding for July 20, to meet a 4.2 billion euro payment to the ECB. This was conducted as a special session of parliament. Chancellor Merkel said: "we would be acting with crude intelligence and irresponsibility if we didn't at least try this path." Finance Minister Schauble told parliament- "We believe that there is a chance that we can bring these negotiations to a successful conclusion," yet he cautioned that after the negotiations of coming weeks "we will have to discuss whether the negotiations have shown a way that works."

Samuelson of the Washington Post thinks lowering the mortgage payment to 31% through loan restructuring or allowing bankruptcy judges to make decisions about amount owed by borrowers is not the solution. He says give homeowners a10% tax credit upto $15,000 to stimulate home purchases. This is what the National Association of Home Builders is asking for. But in todays tight credit environment and job insecurity would this have any chance of working, fearful consumers and home buyers simply postpone purchases of big price items like cars and homes. This is an entirely rational decision especially when the consumer is overextended and pension funds value in stock holdings has dropped by around a third. These types of arguments have stalled any serious effort to prevent foreclosures by helping borrowers under water, as Martin Feldstein has suggested since early 2008, which only worsens the effects on home prices and on the economy.

The most important way out of this crisis- which is at bottom a crisis in homeowners defaulting and walking away from their homes in large numbers to unsettle everything the Fed has done so far for the credit markets- is to do what Bernanke and Feldstein have urged months ago. And that is make sure large numbers of homeowners have do not walk away from their homes because they are under water. And the way to do this is to reduce the loan burden with the government stepping in. See the link to Feldstein. But Congress is not upto this task and there is no leadership to undertake this, and the Bush Administration is not upto the task either. So if the steps are lukewarm and action is a bit late as politics takes away precious time then the foreclosures and price declines spiral will be a serious danger.

The NYT editorial on December 5 the day after the second effort by the automakers to present a case for a bailout loan, this time for $34 billion. The NYT says this time the automakers CEO's left 2 things behind in Detroit. One is their resignations, and other is plans to truly achieve the fuel efficiency gains possible comparable to what the European Union is aiming for, which is 50 miles per gallon in 2015. Instead the congress enacted under the influence of automaker lobbying groups a watered down fuel efficiency bill according to NYT, of 35 miles per gallon by 2020. It says experts believe that 43mpg could be achieved by then (2020) even without any technological breakthroughs and 50mpg could be achieved by making smaller cars. Only new management says the NYT could bring the deep cultural change needed for the industry in Detroit.
