In a massive intervention last week and again this week the Bank of England cut interest rates from 0.25% to 0.1% and launched a 200 billion pound program to buy UK government bonds and corporate bonds to support the economy and business. Investors sold UK government debt for short term cash holdings and invested in U.S. currency holdings as the safest asset they could find, as the economic effects of the coronavirus epidemic hit capital markets. Andrew Bailey, the Governor of the Bank of England stated that it was the government's job of preventing temporary "dislocation" becoming permanent economic "destruction." Business failures are expected as a result of the coronavirus impact and also layoffs resulting in a temporary jump in unemployment. The government needs to take steps to mitigate these effects in the UK as is being done in the U.S. by the Trump administration with $1 trillion in direct assistance to business and people affected by the crisis. ...

Or in Times of London sensational "World Watches as Trade War looms between China and the US," when US demand for effective action on borders and fentanyl flows from Canada, Mexico and China has little to do with trade. In fact it is incomprehensible that these three nations as neighbors and trade partners of the US have waited this long to act on fentanyl flows and controlling their border with the US.   ...

A US Supreme Court 6-3 ruling that president Biden calls one that "contradicts common sense and the Constitution, which should trouble us all." The 6 conservative Justices and 3 liberal Justices vote along party lines to strike down a century old New York law with restrictions on the use of concealed weapons or weapons carried openly. Appointments to the Supreme Court have only meant taking the party disagreements into the Court- Mr. Trump appointed 3 Justices Gorsuch, Kavanaugh and Brett who joined Thomas, Alito and Roberts, appointed by the 2 Bush presidents, for this decision. The three on the Democratic side Breyer appointed by Clinton, Sotomayor, Kagan appointed by Obama. Today the presidents who made these appointments Clinton, Obama, Bush and Trump are all seen in a different light with their thinking and ideas not drawing support from all corners of America for a common sense approach to the Constitution. Following the pandemic and the war in Europe there is a shift in thinking all over America and the world, and the old politics simply don't fit in with this. Biden calls this a decision that "contradicts both common sense and the Constitution."  A group of Senators from both major parties are coming up with a common sense approach in a gun control bill in the US Senate. ...

U.S. president Trump announces withdrawal from the Paris climate change accords, saying the U.S. will consider re-entering the agreement  or coming up with a new deal. He said "I was elected to represent Pittsburgh, not Paris." Trump said he was concerned about the environment, and avoided saying climate change scientific evidence was not correct. He based his concerns on the idea that China and India were getting an unfair financial advantage over the U.S. The U.S. had pledged under the Paris accords to reduce greenhouse gas emissions by 28% from 2005 levels by 2025. The WSJ's Stokols and Ballhaus point out that president Trump had the option because of the nonbinding agreements committing nations to a broader goal of reducing emissions to combat temperature change of of 3.6 degrees F, to have modified emissions targets and still remained in the Paris accords. Biden/Harris plan to use tariffs selectively to promote reindustrialization while also giving other countries and competitors opportunities to compete- a win-win for the World Economy. The former president's blanket tariffs on all products without direct financial support to American manufacturing and consumers is thus not based on a combination of scientific observation and common sense as reindustrialization requires a calibrated common sense approach to the situation the US faces. ...

In a 50-50 Senate to pass president Biden's $3.6 trillion Families and Workers plan requires the vote of Kyrsten Simema, Democrat of Arizona. Simema is the lone holdout in the plan to raise $540 billion by increasing corporate tax rates to pay for part of the plan. Tax rate increases on capital gains would raise nearly $300 billion. A law passed by president Trump lowered corporate tax rates to 21% which would go up to 26.5% under the Biden plan. The top individual rate lowered to 37% would go up to 39.6% and capital gains rate from 23.8% to 28.8% under the Biden plan. Democrats say these new rates are fair considering how much wealth distribution is skewed and how much workers and families have failed to benefit in the policies pursued by different administrations since Reagan, through Bush, Clinton, Obama and Trump.

She cites Bloomberg, a successful businessman in media and former Mayor of New York, who said about Trump: "I'm a New Yorker, and I know a con when I see one."  Bloomberg traced the history of the Trump business through repeated bankruptcies, lawsuits and missteps, and added "Trump says he wants to run the nation like he's run his business. God help us." And Noonan cites Hillary's speech as getting better as it progressed, not her best, but doing the work, especially with the line- "Don't believe anyone who says "I alone can fix it."  Biden and Kaine hit on this point repeatedly, and that "he doesn't have a clue," with the crowd chanting "Not a Clue."  ...

For eight long years for event after event, rally after rally, and debate after debate the US journalism community failed over and over again to correct misstatements and wild exaggeration made by the first candidate and then former president Trump. David Muir and Linsey Davis maybe remembered in history for setting the record straight for the first time in 9 long years as they corrected every false statement or exaggeration in the Pittsburgh Harris Trump television debate. NYT reports Trump stated that a governor had supported killing of babies. Linsey Davis- “There is no state in this country where it is legal to kill a baby after it’s born.”  Trump painted a portrait of an America besieged by migrant crime. David Muir- “As you know, the F.B.I. says overall violent crime is coming down in this country.” Time and again during the debate Linsey Davis and David Muir corrected misstatement of facts. Something amazingly- and a huge comment on the way reporting has been practiced in America on its very real problems and opportunity, on its frustrations and its possibilities- that amazingly had never happened till September 10 in Pittsburgh. Global literacy, cultural literacy in America, can only grow and thrive when statements are made by correct observation as in a society based on science and technology. ...

Many of the debates of 2016 are a thing of the past, as the nation has learned from that period and is moving ahead in a new direction under the Biden economic plan- for an economy that works for working people and families. This is critical for the task of building an America that reduces the huge disparities in America that have built up after decades of outshoring factories and jobs. The task that Mr. Biden has taken up with federal investment with business in key industries, cost of living actions, building a modern infrastructure for the US, and efforts to raise income and wages of workers and their families.

Even though U.S. president Trump has singled out countries such as Mexico, South Korea and China for trade practices, the U.S. today faces stronger competition in trade from Germany. The trade surplus with Germany for 2016 was $297 billion for Germany compared to $245 billion for China, according to Ifo economic institute. China's trade surplus according to the World Bank was down from 10% of gross domestic product or GDP in 2007 to 3% in 2016, while Germany's has gone up to 8.5%. The Chinese currency is seen as not being undervalued by some experts, while the euro has lost a quarter of its value in the last 3 years, giving Geman exporters an edge. The U.S. also competes with Germany in nine of the 10 export categories such as machinery and electronic equipment, according to the Peterson Institute. Then why is the focus under U.S. president Trump not including Germany? One reason is that China's products have put a downward pressure on U.S. manufacturing wages, and the the speed with the Chinese manufacturing has grown in certain industries. Germany has very few of the manufacturing subsidies that China provides to its industries. And the depreciation in the euro is not favored by the German government as it opposes the policies of the European Central Bank. Germany also has a higher propensity to save about 10% of GDP compared to about 3% for the U.S., according to OECD. As a result Germany is accumulating foreign assets at a faster rate than any other nation, while the U.S. is borrowing capital from overseas. Ways to change this are minimum wage regulations introduced by the government, but larger measures such as increasing government investment in the economy are not supported as the country prepares for the future with an aging population.   ...

As part of the trade deal with the Trump administration China agreed to buy $54 billion of oil and liquified natural gas from the U.S. by the end of 2021. This is showing up in U.S. oil making up 7% of China's imports by mid September 2020 from 0.4% in January. By the endo of October forecasts show U.S. exporting 700,000 barrels a day to China. The U.S. is displacing Saudi and Middle East oil as Saudi exports now make up 15% of China's oil imports from 19%. This also shows that president Trump's trade deals are working to help balance trade with China and remove the disadvantageous position the U.S. was placed in by three previous administrations.

US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

Bessent was investment officer for George Soros when he made the bet against the British sterling currrency. His hedge fund manages $500 million in assets. He supported Mr. Trump in his first bid in 2016 and joined his campaign effort at a time when Nikki Haley was in the primaries. While campaigning he offered economic advice to DJT and said  Trump should strive for 3+3+3 for the economy cutting the deficit to 3% of GDP, 3% GDP growth to reduce the deficit with more tax revenues, and 3 million barrels a day of oil production in the US.

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. These challenges may prove to be as large as the external challenges were once thought to be. ...

Ken Adelman, who headed arms control negotiations under Reagan with Russia under Gorbachev, says the Reykjavik summit in October 1986 between Reagan and Gorbachev was a failure because Reagan refused to give up the U.S. Strategic Defense Initiative. Months later Russia restarted arms control talks that led to 80% reduction in nuclear missiles and weapons. He says like Reykjavik the failed Trump Kim Jong-Un summit could lead to new talks with important results in denuclearization and normalization in the Korean peninsula. Both leaders Trump and Kim adore being in the spotlight and could return to continue talks he says. Failed talks are not always dead ends is the view expressed by Adelman.

Gerard Baker in the WSJ says there is a dizzying collapse in the quality of leadership in  Britain and also in the US and other countries of Europe.  we are led by too many inferior people, he says. Liz Truss, Johnson and Sunak in Britain are examples of this, he says. They lack the experience and the capabilities needed. This is also true of Meloni in Italy, Macron in France and Merkel in Germany, ineffectiveness of Obama and Trump in some ways in the US.

Yet he says there is another problem for Brexiters in Britain and for Trump Republicans in the US. This is one of the abject chaos that emerges from trying to reconcile the desire for strong government and government support of working class supporters and the tradition of lower taxes and no deficit spending in the Conservative and Republican parties. This is he says a warning for the Republicans from what he sees happening in Britain with Truss, Johnson and Sunak after Brexit.

Mr. Peter Navarro, 70, a key advisor to president Trump on trade and economic policy, is now the DPA policy coordinator.  Mr. Navarro takes on the presidential task force role of coordinating government-business cooperation with wartime powers under the Defense Production Act. Mr. Navarro says in an interview with the WSJ that he will take tough measures if necessary. Saying this is no time for delay, to hoard or price gouge, companies must move quickly or the government will clear the obstacles. "This is war. When there are bumps in the road, President Trump is going to knock them down immediately and unmercifully."  A California Economics professor Mr. Navarro warned about the virus and epidemics of this kind in a 2006 book. He now assumes this role after president Trump said about GM "always a mess," after long negotiations with GM leading to a shrinking supply of ventilators and government frustration. President Trump then used DPA powers to order GM to make ventilators and lined up 5 other manufacturers in 2 days. Navarro says he is following Trump time which he has in his office. This meaning he and the president will use the full arsenal of federal powers to get things done in record time.  ...

Before this he was an Assistant US Attorney in the Southern District of New York and appointed as chief deputy Attorney General for New York State. His early education was at Trinity School and at Harvard where he finished degrees in government and law. He is only the 4th person in 80 years serving in this position succeeding Cyrus Vance. Bragg inherited this case of claims of hush money payments by Mr. Trump to a porn actress. Bragg as Chief deputy Attorney General has experience in prosecutions against people connected with the Trump organization and administration. Bragg decided not to pursue the case a year ago because he was not convinced there was enough supporting information and the direction was not clear. He decided to bring in more resources additional prosecutors, and studied the case in different areas before deciding on the one area to focus on, a process that took one year according to a recent NYT report. EU president Von der Leyen says- “A new era is upon us. Europe faces a clear and present danger on a scale that none of us has seen in our adult lifetime … We are living in the most momentous and dangerous of times.” And it is has the room in its budgets and the willpower to back it up without US help. $30-$40 billion in EU aid to Ukraine when US aid to Ukraine ended this week by the DJT Trump administration. Part of the $650 billion in new defense spending found in the space left from lower spending for decades of less than 2%, from an increase of 1.5% in spending on defense. And the $150 in loans from joint EU borrowing on capital markets.
