Coach Tuchel gave the English team a pep talk they took to heart to be the best they could be, "to be brave, courageous and tenacious on the front foot, and just go for it." This is what Tuchel told them in the words of Harry Kane- “He told us to take the shackles off, calm down and let’s go. He said what’s the worst that can happen? Show the world who we can be.” “We came out in the second half full gas and they couldn’t live with it, and that’s the level we have to set in every game. The way we controlled the game once we went ahead, we never really looked like we were in danger and then scored on the counterattack. We had a spell where we could have scored three or four. Credit to everyone: the first game of the tournament and a great result against a tough side.” This is how coach Tuchel described his pep talk to the team at half time- “I told them to calm down. The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

Mervyn King, Governor of the Bank of England, wants to see stricter requirements than Basel III on capital reserves for U.K. banks. The Bank of England has expressed its strong disapproval of UK banks lobbying activities in Brussels to push for a dilution in Basel III standards. The British government and the Bank of England want to have the flexibility to set their own stricter standards and not to be bound by a relaxed standard set by the EU. The risk to British taxpayers is a principal concern. In the U.S. Fed governor Daniel Tarullo is pushing for capital reserve requirements stricter than Basel III's 7% requirement- calling for a requirement of 10-14%.

Britain turns to Labour as the lead for Labour party increases to 27 points after Sunak announces the general election will be held on July 4, 2024. What would a Starmer administration look like and how will it meet the expectations of Britain for generational change after the failure of Brexit, and 14 years of austerity policies that failed to invest in Britain and failed to deliver on infrastructure and housing? Boris Johnson leads by a wide margin for election of a leader of the Conservative Party to succeed Theresa May as prime minister. Ms. May announced that she will set a date to resign from the leadership of the party after another Brexit vote in parliament. Mr. Johnson who has 39% support with Mr. Raab at 13%. Russian people will vote on new constitutional changes proposed by president Putin. This allows Putin to serve without term limits. New changes also consolidate federal authority in the president including appointment of the prime minister and cabinet, and members of the upper house of parliament.

One of the changes is for a monthly wage of roughly $152 which is set above the poverty line guaranteed to all Russians. Russian is stated as the national language and children given priority, with maternity payments of $6800 from the first child.

Doctors face a 21% cut in the amount of Medicare payments for treating seniors having Medicare, though this cut will be delayed till 2011 under legislation in Congress. This issue goes back to 1997, when a budget law set spending targets, and stated that if they were exceeded formulas to reduce doctors payments would go into effect. The formulas seriously cut into doctor payments by Medicare in 2002, so the formula was put off. The result of this is that the cuts based on the formula now amount to 21%. The cuts are not expected to go through, but at the same time Congress has an headache on its hands with the growing deficit. In the Senate there is opposition to a $120 billion bill to extend long term unemployment benefits which lapsed in June 2010, for tax breaks, and other expenses. Senators want to pare down the bill's price tag, as $80 billon of this is unfunded and will be added to the budget deficit. For a primary care doctor in Washington state, Medicare pays about $95 compared to private insurers payment of $129, and a plan for state workers that pays $140....

President Obama presents a $3.73 trillion budget proposal for fiscal year 2012, for the year beginning October 1, 2011. The budget calls for $1 trillion in deficit reductions over 10 years. Three fourths of this comes from spending cuts and the rest from tax increases or elimination of tax breaks. In fiscal 2012 the budget shows savings by reducing or closing 200 federal programs for deficit reduction of $33 billion. This includes a cut to the Low Income Home Energy Assistance Program of $2.5 billion. Most of the reductions are in the discretionary on-security spending portion of the budget, which is only 12% of all federal spending. No changes are made to Medicare or Social Security. Defense spending is cut by $78 billion over 5 years in this budget to bring the defnse budget to zero real growth. The Dept of Education funding would be increased from $64 billion in 2010 to $77 billion, with additional funding to increase the number of science, engineering and math teachers in schools by 100,000. The President's Deficit Commission recently proposed deficit reductions of $4 trillion over 10 years, including larger reductions in defense and reductions in spending on Medicare and Social Security....

The U.S. and China sign Phase 1 of the trade agreement in a sign of reduction of trade tensions between the two countries. Difficult issues of state subsidies under China's state enterprise model of development, and technological competition were put off for the future. China made the deal possible by agreeing to double its purchases of agricultural products, and offering to purchase about $200 billion in American goods and services over the next two years. This gives relief to farmers, a key part of Mr.Trump's support base. This also helps achieve a key Trump and U.S. goal of cutting the U.S. trade deficit with China quickly, just as happened decades ago with Japan.  See the related article and link on how for the first time in decades China's trade surplus with the U.S. is now set on a path for permanent decline. It dropped significantly in 2019 by 12.5% even though China's imports from the U.S. dropped by 21%, based on Chinese customs data released for 2019. With China increasing these imports significantly and the U.S. holding on to tariffs of 25% on $250 billon of China's exports to the U.S. which are outside the Phase 1 agreement, the downward course is set for the next few years for correction of a dangerous trade imbalance. That imbalance was allowed to develop over successive Republican and Democratic administrations. China already has the European Union as its first leading trading partner and south east Asia as its second. China plans to not be so closely intertwined with the U.S. in trade, and yet preserve its state sponsored development model and drive to compete in technology. China's increased purchases from the U.S. of $200 billon are broken down in terms of farm products- $32 billion, manufactured goods- $80 billion, energy products- $50 billion, services $35 billion. In effect the U.S. gets its goal of cutting the unsustainable China trade surplus quickly and with certainty in 3-5 years. China uses the period to transition for less trade linkage with the U.S. yet preserving its state sponsored model of development and drive for technological advancement.   ...

Global infrastructure needs are expected to go up by 20% to 2.1 trillion dollars annually for the next 10 years compared to the previous ten years, according to the Samsung Economic Research Institute. India's investment in infrastructure will double to 1 trillion dollars in 2012-2017. compared to the prior five year period. Toshiba hopes to increase sales by 20% to $38 billion for nuclear power generation and distribution equipment and railway equipment, by the year ending March 2013. This is 38% of total revenue for Toshiba. Hitachi has set a goal of a 46% increase in sales to $29 billion, or 20% of total revenue for Jan 2011- March 2016. The Japanese Government and a consortium of Japanese companies are working together on deals such as the deal signed with Vietnam in October 2010 for nuclear power. The International Nuclear Energy Development of Japan entity, includes 12 companies and the Japanese government. The consortium was critical to negotiating the Vietnam deal.

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

Wounded or maimed veterans get psychological closure by visiting the scenes where theywere injured. Here wounded veterans visit locations in Dyala province under Operation Proper Exit, eight wounded men- five amputees and one blinded soldier- places tey left while unconscious or in agony. This is the second such trip and the results in development, stopping night tremors for the wounded men, and psychological closure have been phenomenal. Rick Kell, head of of Troops First, who got General Ray Odierno to agree to the idea says wounded soldiers said they wanted to go back, and he kept hearing it repeatedly. Sgt. Luke Wilson, 29, from Hermiston, Oregon. He lost his left leg above the knee in agrenade attack in Baghdad in 2004. Kell arranged that they fly in Business Class for the 13 hour flight so they could lie down or take their legs off. When they walked off the helicopters they walked under their own power to be greeted by American officers and soldiers, clapped on their backs and welcomed as old friends. All in uniform and none of their injuries or prostheses visible except up close. Sgt. John Hyland, 38, from San Antonio, who lost his left leg and sufffered back injuries when an improvised explosive device hit his Humvee in 2007, and Specialist Craig Chavez, 29, from Temecula, California blinded by a2006 I.E.D. blast that destroyed his face- which was reconstructed- injuries which meant losing his left eye and most of the vision in his right. Specialist Chavez says it was apoint of special pride for him to walk around the base without any help. And Sgt. Hyland was amazed by the silence, the silence from no sounds of mortar shells going off and exploding L.E.D. devices. In the memorial hall Sgt. Hyland pauses at a picture of Specialist Jonathan Rivadeneira, 22, from Queens, who saved his life in an Humvee attack on Sept. 11, 2007, only three days later Rivadeneira was killed. Sgt. Hyland began crying quietly and lowered himself in pain onto his right knee and began to pray. Outside he was still shaken by the experience and the other wounded soldiers gathered around him till he recovered ....

New EU guidelines require cutting gas consumption by 15% over the next 8 months, and set priorities for which industrial sectors are required to cut back. The EU plan also includes switching from natural gas to nuclear or coal.  EU's Russian gas supplies in June are already less than 30% of what was received on average for the last 5 years. The new guidelines should ensure that Europe gets through the winter with adequate gas supplies in a complete cutoff of gas from Russia. The guidelines for 15% reduction in usage become mandatory in an emergency, and if the new guidelines are slow in being adopted they will also become binding. The safety, security and stability of society will be considered in allocating gas to sectors in the economy and to households. Industrial sectors such as glass and aluminiums would suffer damage to equipment with shutdowns, and chemical industries affecting the operations downstream through shutdowns, new factors that will have to be considered. ...

Nestle's strategy to meet increases in commodity costs going into its products is to steadily but gradually increase prices. Nestle has detected the rise in commodity costs early from its close contact with 600,000 farmers around the world. This goes back to 2007, when it steadily increased the prices of milk powder and did not lower prices as commodity costs temporarily decreased. Nestle relied on the expectation of rising prices as demand in developing countries surged. Even when prices of milk powder declined from $5500 a ton in 2007, Nestle did not lower prices. The commodity price increases will add $3 billion to Nestle's costs. The other part of the strategy is to lower packaging and other costs- savings in this area reached $1.5 billion in 2010- so that price increases on food products can be kept at 8-10% a year. Without these savings Nestle says the increases would have to be be higher, approaching 12%. Nestle is also developing new products that command higher prices. An example is the single serve capsules for its Nespresso coffee machines....

Gallup found last summer that only 16% of Americans polled had "quite a lot" of confidence in newspapers, in its decades long polling of "Confidence in Institutions." For TV news only 11% trust it. Bret Stephens of NYT says the right approach to give marginalized communities a voice is to create more diverse newsrooms not let objectivity be eroded. He reminds people that in a democracy its not just about reporting, it's also about listening, listening to all the people. He quotes Arthur Miller- "A good newspaper, I suppose, is a nation talking to itself." President Biden showed this in his State of the Union address, by working hard to listen to what the nation is saying about itself, about communities all across America that were for too long being ignored while jobs were sent overseas and communities suffered. For far too long, a period that stretched into four decades, turning them into the "invisible" people. Ninety years after Carl Sandburg's "The People, Yes" the task is one of restoring that voice of the people of America. About Lincoln, Sandburg wrote that he said Yes to the paradoxes of democracy, Yes to the hopes of government, No to debauchery of the public mind, Yes to people struggling in the middle of illusions, which of the faiths and illusions would he or she choose for his portion of the light, to take one out of the wilderness. The fiscal 2016 U.S. budget of president Obama proposes government spending at 7% or $74 billion above the caps set in a bipartisan deficit reduction deal reached in 2011. It proposes $561 billion in defense spending with an increase of $38 billion, and $530 billion in non defense spending with an increase of $37 billion. Across the board cuts known as the sequester were set in 2013 following a 2011 bipartisan budget deal plan to take $2 trillion out of the federal budget deficit over 10 years. Spending caps were set at the time and a supercommitte was setup to look for ways to trim $1.2 trillion from the federal budget. With the failure of the supercommittee the sequester went into effect until Sen. Murray (Democrat) and Sen Paul Ryan (Republican ) agreed to ease cuts through fiscal year 2015 ending in September. The Democratic president's effort is to remove the caps in 2016 to invest more in infrastructure, medical research, other strategic priorities and defense.

Add to this the angst of free trade and globalization creating marginalized communities that depended on manufacturing in the heydays of the period after World War II for three decades till the eighties. Politicians and people in the US worry about other things. Jake Sullivan, NSA adviser at the White House says- "The project of the 202's and 2030's is different from the project of the 1990's. The US has a different set of fundamental priorities than simply bringing down tariffs."

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

The Vice Chief of the Indian Army explains in detail how the scheme that is rolled out for Agnipath is a pilot project and how the lessons learned will be incorporated over the next 5 years. He says the recruits leave with something like 24 lakhs rupees for a second innings at age 22, with the opportunity to get 13 lakhs in preferential basis loans in government assistance to start an enterprise. Others could choose to enhance their education and go on to get degrees under preferential educational setup. The idea is not to set them up for life but get them off to a good start as they are only about 22 years and with special technical skills acquired during their 4 years in the armed services. Technical skills acquired in the airforce could be even more advanced. Private industry in an India almost twice the size of the economy that exists today and the fastest growing economy in the world would easily absorb 30,000 of such highly trained disciplined people in the scheme who leave. The US GI Bill and other similar programs for the military have shown that this works and private industry is eager to take in these people on a preferential basis. These in fact have proven to be even more attractive opportunities using the example of the US experience than a government job. Lt. Gen. Raju says about the All India regiments replacing the homogenous units of the past. The Rastriya Rifles  and similar units in the Army have shown that the bonding happens for people from different parts of the country. He could have said that it is seen in the cricket teams where the bonding is between people from different regions and places. These units have performed very well says Raju in the LAC, in Kashmir, in border areas and in other situations. ...

One way to tackle procrastination that works is to clear all distractions, focus on the positive effects of getting tasks perceived as difficult done first, and enabling this by breaking up a difficult perceived task into a couple of smaller tasks. 

Other things to do to get work done is to set specific times such as 9 to 11 am for perceived difficult work, simple rewards are set such as having a cup of coffee afterwards or taking a walk after two hours of work, time cleared by distractions pushed out of the way. People usually find out that it wasn't that bad anyway to tackle that perceived difficult work, and it helps to have tackled it and the couple of other tasks that are sitting on your desk remaining to be done. Pretty soon your list clears up, increasing satisfaction, rewarding yourself along the way,  and you have a new burst of motivation to tackle more.
