It says Iran is run by the Revolutionary Guards and the Ayatollah, who see the deal offered by Obama in their interests, and that the deal took place because of this, not because of the willingness of the Rouhani government to negotiate. It says even the relatively small sanctions against specific individuals and companies have been held back by the Obama administration because of an election in Iran.
