The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. Astra Zeneca vaccine effectiveness gets a new boost from the late stage trial results for US, Chile and Peru that has 32,000 volunteers. The study shows Astra Zeneca vaccine 100% effective to prevent hospitalization and deaths, and 79% effective to prevent symptomatic illness. The vaccine is also known as the Oxford vaccine because it was developed at labs in Oxford University, England.

The vaccine is now preparing for US FDA regulatory approval. Its worldwide use will give new hope to the world's population because it is being given at cost and can be stored in ordinary refrigerators for long periods. Conditions that give it wide access in poor countries. It is also manufactured in India by The Serum Institute, one of the largest vaccine manufacturing labs in the world, which would make it possible to make the billions of doses needed.

Claire Miller of NYT looks at the research done by Goldin that shows how women starting out from way behind in education, work and professions have caught up in education and are working in different careers and not letting marraige affect their work. Women Goldin says are now not having the same pay and opportunity only because they cannot work long and inflexible hours men do.Goldin points out that the 1940's period of women growing up missed out on opportunities but generations after that and after 1960 have pursued opportunities that were opening up with time saving appliances at home, Roe vs Wade, and Equal Pay legislation.

The libraries of these institutions perform an invaluable role. Long forgotten is the role these institutions including the US Information Service played in Asia, Africa and Latin America in the period after World War II, long before Misha Glenny's time. There is eagerness, even a hunger to learn about other countries in the young minds of Asia, Africa and Latin America, and this makes for a two way exchange that helps Europe and America learn about these countries- the way the Goethe Insitut is now setting as a new model for the future.      ...

Germany's new president Steinmeier vigorously defends democracy and the European Union, in his first major speech after accepting the post of president. He calls for "push back together" against the foes of democracy. Passion and commitment marked the style of president Gauck, says Furstenau of DW.com, and this is true also for Steinmeier. Both also share personal conviction matched with personal experience, Gauck as a pastor in the former GDR looking for alternatives as the GDR crumbled, and Steinmeier is respected for his exceptional work in diplomacy for Germany. Both bring a striaghtforward manner but tremendous sincerity, so that the message is heard with respect from all parts of Germany. Furstenau calls him a German and European patriot. In Gauck's last speech he called for affirming Germany in the EU- "although voices may praise the fool's gold of long outdated nationalism, we will remain Germans- as Europeans, although the uncertainty of our times may be alarming, we will not flee from our responsibility." Steinmeier echoes the same message, backed up with personal conviction and long experience in serving Germany. Gauck called for a "vigilant democracy" that maintains the basic conditions for peace and dialogue, and also shows the willingness to defend the republic and the Basic Law, because " we do not want our country or other European member states to become the playthings of actors who are pursuing entirely different interests." In his acceptance speech Steinmeier called for courage, after Gauck had laid down the theme of Germans "not overlooking the potential within us.... trusting in our own strength and staying calm and composed."   ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. It is finally emerging from that period with a healthier economy and business structures. China faces a situation today of a struggling economy after years of excessively rapid growth that hurt the environment and climate and health. And the uncertainty that faced Japan after 1989 also faces China in 2024- growth is never linear over very long periods and has pull backs that could stretch for decades much too familiar for Japan. For India there are lessons to be learned from Japan's and China's experience. In environment not to risk polluting the environment as China experienced with breakneck unchecked growth, to be mindful of bringing up all sectors and parts of the population, and to manage growth so that the basic instability that resulted from excessive shift to China of manufacturing and deindustrialization in US that led to worsening trade and people to people relations between US and China is not repeated. ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. The issue of high youth unemployment. The bulge in demographics and the emphasis on increasing the number of college graduates without increasing the jobs available, or providing apprenticeship type training and degrees in areas where jobs can be created, has created a major problem in the Middle East. High youth unemployment in the US, Spain and the UK also poses serious problems. Former primer Minister Giuliano Amato of Italy recently told Corriere della Serra: "The older generations have eaten the future of the younger ones." Older workers tend to hold onto their jobs as long as possible as retirement ages are being raised, and they have negotiated higher retirement pensions. In Spain the younger part time workers and immigrant workers are the first to be laid off and unemployment is highest in this group, which is also why the high unemployment has not attracted as much attention there. Younger workers will eventually have to support a higher proportion of these workers in retirement because of the demographics. The shift to higher parttime employment and employment at low wages has also created a class of workers who have no future, as their incomes are low, and are easily laid off. This shift has been taking place in the US, Europe and Japan over the last decade. Germany has fared better because of its long tradition of apprenticeship training, and employers working directly with young students at universities to provide on the job training. The financial crisis of 2008 in the US slowed down many industries and created a shift in industries creating jobs, the result was a larger mismatch of skills of job seekers and new jobs created. One way to address this is more on the job training and working directly with employers, and assistance to community colleges to fill education gaps. ...

Associate Prof Di Long at Tsinghua University says terrestrial water storage across this region is critical for water availability and highly sensitive to climate change. A team of scientists from Penn State in US, Tsinghua University in Beijing, and University of Texas has found loss of water in Tibetan plateau of 15.8 gigatons per year (15.8 billion tons) in some areas of Tibetan plateau.

Its not just how the government responded with premier Wen Biao taking a prominent role and receiving good marks for this, the government had it responded in the way it did in previous earthquake in 1976 with hundreds of thousands killed, would have found itself isolated by public criticism and mistrust. Consider- much of the force for open discussion and sharing of information comes from young people who are most of the 228 million internet users in China, who also use cellphones and blogs. Its not just criticism its been used for civic action. Chinese users of Twitter, a group instant messaging system, was quick to disseminate information about the earthquake as soon as it happened. Groups of university students in Chengdu set up a website to collect tips from front line reporters in the field. One report drew attention to 9000 people trapped in one village. What experts are saying- Demand for information has grown exponentially in China in the last ten years. Its not just about human rights or democracy. American companies, Google, Alcoa, Amazon and others are supporting the European Union's push towards reductions of carbon emissions for combating climate change. They are doing this by buying renewable energy through long term contracts that help reduce costs by about 10%. Google is doing this to support its data centers. Amazon is doing this with investments in wind farms in Ireland, and renewable projects in Spain, Sweden, and the UK.

The European Union plans to increase the proportion of renewable energy to 32% by 2030 at a cost of 260 billion euros.

As with so much in life too much of anything is bad. Obsession for dealing with inequality without grasping the potential of new technology and people with skills, has hurt both China and India, with both moving to correct this in the last 20 years. Allowing too much inequality disturbs the balance in society damaging democratic processes and creating new dangers for democratic processes.  Today Piketty, and other Western and Asian leaders are presenting the argument for fairer societies principally because this is the only way to generate the kind of cycle for growth seen after the second  world war in the 1940's, 1950's and 1960's  following FDR and Truman, De Gaulle and Adenauer. At some point the curve for growth simply drops with extreme disparities in society- something that happened with disastrous consequences in the history of China and India in the 1500's and the long descent into colonial or semi-colonial rule. That pattern is documented in Adam Smith's Wealth of Nations. And it is a drop no nation or society would want to repeat because of the immense suffering, and the decline of Asian societies in a social and cultural sense, leading to a closed outlook to science in general and knowledge accumulation behaviours based on scientific observation of Nature over the course of the 17th to 19th century.  Some traces of this in the early stages are evident in the US and Europe which is why all well meaning people and people of goodwill for their countries seek a way out of this endless fracturing, the rural-urban divide, the society blind and morally neutral views of tech, and the starving of resources which benefit the broad segments of society for infrastructure, health and education through the misallocation of resources to other places. In the long run what is important is not the long theories which can fail, but to "Just Do," follow good common sense, do the right thing as Modi has done for women in essentials such as water, toilets, cooking gas, digital bank accounts, dignity, safety, access to education. And what Xi is attempting to do for Common Prosperity in China. And what Biden and Scholz are setting out to do in the US and Germany. ...

Problems facing Saudi Arabia in 2015 as King Salman, 79, takes over are an aging leadership, and lack of new solutions to problems facing the economy overly dependent on oil revenues and social spending. Like other Persian Gulf economies the oil sector makes up a large part of GDP- 44% for Saudi Arabia, and 59% for Kuwait. Under King Salman policies will remain the same as under King Abdullah. Social spending was boosted after the protests and political change in the Middle East in 2012-2013. Even with a drop in oil prices to below $50 a barrel high social spending and reliance on public sector jobs to meet the employment needs of young Saudis will continue. Young people under 25 years make up 47% of the Saudi population of 29 million. No new income streams are being pursued and taxation is not even considered as an option. The private sector is led by non-Saudis and is under financed with most employment generated in the public sector. Growing oil consumption inside the kingdom with its growing population is also likely to reduce the quantity of oil available for export in the long term. Reserves of $750 billion provide a buffer for now, but long term Saudi Arabia faces a structural deficit, says Steffen Hertog, an expert on Persian Gulf political economics, at the London School of Economics. ...
