The Oxford vaccine developed in partnership with Astra Zeneca aims to be the vaccine for the world. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. For this the U.S. has Operation Warp Speed a $10 billion vaccine initiative and its organization, including the military. ...

Idea that control over Straits of Hormuz is US goal is repudiated by DJT in his Address to the Nation, yet it finds its way into the media. There is no war for US to win, it is only about removing a nuclear and ballistic missile threat, nothing to do with oil. MAGA base, US public has rejected these wars in remote countries of the Middle East, when reindustrialization is the goal, not repeating the mistakes of Bush and Obama who by fighting these wars for 8 years in Iraq wasted resources and pursued policies that deindustrialized the Nation and weakened the heartland of America. US and DJT repeatedly pointed out that being self sufficient it does not need Iranian or Iraqi or Saudi oil. The president even said in his Address that the US wanted to supply other countries with oil as it produced more than Saudi and Russia combined, and not counting Venezuelan oil production ramp up expected by 3-4 million barrels a day. Behind this is the known fact that China and Japan get 90% of their imports from Hormuz Straits, so it is up to these nations and India and Britain to find solutions to Hormuz not the US. ...

Comments in the WSJ on the Trump - Putin meeting in Helsinki, and what the U.S. president should watch for in conversations and negotiations.  It says Mr. Putin's top priority is to shore up his prestige at home, to enhance his political standing. It says Mr. Trump is intent on showing the two countries can get along well but is skeptical of Mr. Putin's intentions on arms control and other issues. The efforts to increase the discord between the European Union and the U.S. are seen by the WSJ as Mr.Putin's effort to erode the will of the West to add to its capabilities. That any American president has to be wary of this effort especially in light of recent events.   From Mr. Putin's point of view the Russian economy is now in much better shape than when the "liberals" were running the country with a collapse of the Russian currency. The need to restore Russian prestige. That the expansion of the EUropean Union and NATO to the borders of Russia, and the situation in first Georgia and then Ukraine, required Russia to respond to protect its defense from foreign threats.This led to wars and intervention in Georgia and then Ukraine as part of Russian policy in response to advances of the West to its borders, and support of proxy governments in the Middle East. The response to economic sanctions was to turn to influence elections in the U.S. and Europe and the U.S. to soften sanctions. On the issue of sanctions this has not happened and the goal of Russia is to mitigate the effect of sanctions. ...

Germany's views on DJT Putin meeting in Alaska- proceeding to next step of peace talks with European efforts to ensure a peace that holds. A failure by Ukrainian leaders to build a consensus for the foreign affairs of their country bordered by language and cultural ties to the east but wanting to be open to the west, its unique position after 1990 similar to how Austria navigated German language ties to Germany after 1945 but was outside NATO and carried on with an independent foreign affairs friendly with all sides. The Bush, Obama and Merkel administrations did not pay attention to this and made serious errors, leading to further wrong turns by Ukrainian leaders and Russian leaders for prolonged wars. This led to destabilization in the Middle East, in Latin America, and in Europe and the US around migrant flows, refugees, and local wars, with Russia, US and Europe local regimes acting as adversaries that had not happened in this way in the 1960's -1990 period. This is the mess that DJT and Merz are now having to untangle with the help of countries that suffered huge losses in the war Russia and Ukraine who now may have realized what went wrong and offer their cooperation to end the war. ...

The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

The New World- Russia's new relations with US as US accepts Russia as a Northern European Power and Russia respects Monroe Doctrine of 1823 of American power in the western hemisphere in return. What the Europeans do not understand is that the new US policy will bring more oil to the market and cut oil prices to lows that will reduce the cost of living in US and Europe, and will also give Russia fewer dollars to fight the war in Ukraine. Denmark only foolishly calls it the end of NATO if Greenland becomes American as this will only make it difficult for the European nations against Russia. As DJT pointed out NATO is not much without the US and the US intends to stay with NATO. Germany had a long conflict with Denmark over Schleswig Holstein. Norway has disputed Denmark's claims to Greenland  till 1921.US Navy explorer Rear Admiral Peary discovered northern Greenland and claimed it for the US  in 1880's, and every US administration since 1867 with Seward till Harry Truman a Democrat in 1946 has wanted Greenland for the security of the US eastern seaboard, and called it in the words of the US Commanders in Chief in 1946 "completely useless for Denmark," vital for US security across the Atlantic from Greenland. ...

Condoleeza Rice, former U.S. Secretary of State, who insisted on meeting opposition leaders in Cairo during the Mubarak regime (in Condoleeza Rice, Washington Post, 2/16/2010, The Future of a Democratic Egypt), reflects on the situation after parliamentary and presidential elections in Russia in March 2012. She says that the growing middle class in Russia seeks respect and participation in how Russia is to be governed. She thinks Russia's dependence on oil and commodities for revenues fosters a climate of corruption and it should move faster in the direction of diversifying its economy. Russian entry in the World Trade Organization, fostering a climate for Russian engineers and scientists to work inside Russia and start new companies, and building U.S. and European business and private ties with Russia's public and private sectors, should be promoted to help the Russian economy diversify. Resetting Russian relations or depending on the U.S. government to come up with solutions appears to be the wrong answer, Rice points out, because resetting is still based on internal politics in Russia. ...

As the media in the US and world cover this issue the focus is on the war and Hormuz. In the background a different situation is playing out. US Iran peace talks with Pakistan/ Qatar mediation June 13 2026- different factions in Iran RGC and Foreign Ministry+mediators with different positions  put out conflicting reports throughout May and June. The mediators Pakistan, Turkey and also Qatar/Saudis which also have a keen interest in limiting the damage to their economies, are taking one position working with the Foreign Ministry and elected Iranian president Pezeshkian who won 16 million votes 55% in the 2024 election. Inside Iran the RGC under new leaders is pursuing its own interests that does not put the economy first in conflict with Pezeshkian and public opinion in Iran for putting the economy first.  Pakistan faces grave risks with its large population, the risks to the economy from oil prices at $125 a barrel to its balance of payments crisis. Turkey also faces risks to its economy with high inflation. Saudis and Qatar see their economic prospects as limited and need to cut economic projects as oil revenues decline. In this situation the US goal of getting nuclear material out of the country is now put into a phased process based on conditions for every step of the way by the US negotiators, yet with memorandum of understanding to accomodate a changing situation. This policy may also be now agreed on between China and the US, and to some extent Russia. This can be seen as playing out and media does not talk about it. China openly greets DJT in Beijing and US and China agree to work things out in May 2026. China cuts its oil use by 3 million barrels a day as shown in a WSJ report this week. This is a major step. UAE leaves OPEC and calls for cuts in oil prices. Next Delsy Rodriguez of Venezuela visits New Delhi, India, and meets to set up economic relationships that include large purchases of Iranian oil to replace supplies lost in Hormuz and what India can offer in exchange for these purchases to Venezuela, including infrastructure building support. This points to a Win-Win for the US, China, India, as oil needs are met from places other than Hormuz for major users of energy. China may have realized that its prolific use of oil for 25 years of rapid development may have led to wasteful use of oil- some of that wasteful use can now be cut- 3 million barrels of oil use cut accepting some slower growth for quality growth. Germany and Japan are using less energy per unit of GDP and China will be looking at their model of energy use as an example to follow. This has huge potential for limiting climate change, as without China and India becoming more efficient in energy use, nothing the US could do was going to make a big difference for climate change. This may be one of the unintended benefits of the Hormuz situation in 2026 - ways to cut energy use for climate change action. And ways to move away from Hormuz and Persian Gulf for supplies so that poorer countries and advanced economies have to pay less for oil helping the poorer countries (Pakistan, Turkey) survive and grow, helping middle economic status rapidly modernizing economies  continue rapid growth (China and India), and helping advanced economies with cost of living hurting the majority of their people (US and EU).  With less money Russia, Iran and other countries will face serious constraints for more military expenditures as for the first time alternative supplies (other than Hormuz) and lower oil prices are being brought about in a newly unfolding plan of the US, China, India and other nations, that is not discussed in today's world media headlines. This means when seen objectively there is room for optimism based on the one thing going for the US, China, India, EU, a host of poorer nations in Asia /Africa/ LatinAmerica, the  5 largest development blocs and population blocs today, which is that the US and China can agree on being custodians for peaceful development accepting their responsibilities for guaranteeing this world order- as DJT and Xi Jinping stated in Beijing in May 2026- with the US aim of nuclear free Iran also accepted by China, Russia, India, and large sections of the Iranian population that put the economy first. ...

The $17 discount for Russian oil to Brent crude is a result of the president's efforts with sanctions plus tariffs on China and India to cut oil purchases from Russia. This puts a strain on Russia in financing the war with Ukraine. Bothe China and India have cut purchases of Russian oil in recent weeks and the Indian refinery at Jamnagar no longer gets Russian oil, according to recent reports. DJT was criticized for his stance on Indian tariffs as inconsistent with the agreement with China on rare earths. It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

Russia has 600 billion dollars in reserves and with oil prices above $100, with the Ukraine conflict lifting oil prices for Russian oil exports, there is little that the US and Europe have done to prepare for this situation. The Merkel years were essentially wasted in building a trade based relationship on cheap Russian gas supplies, and the wasted resources under Bush and Obama in two wars in Iraq and Afghanistan only distracted the US from the major issues relating to China and Europe that it now faces. 

The need is for a new overall structure to be built- for social structure supporting all aspects of infrastructure, and stronger supply chains with local manufacturing. And international structures that include India and other nations of Asia and Latin America, Africa, that would be a framework for the future- a broader framework for peaceful relations.

The US supports F-16 training for Ukrainian pilots. Initial training showed Ukrainian pilots able to learn flying the planes in just 4 months. President Biden made this decision and informed G7 leaders in Hiroshima. Biden also agreed to NATO allies transferring F16s to Ukraine. The changes are coming as Ukraine launches a counter offensive against Russian occupation of parts of the country in the east and south. This report says the idea behind it is that it would bring Russia to the negotiating table to arrange an armistice even though it does not settle the key issues behind the war. It would bring an end to the war through a cessation of hostilities. Tighter controls are also put on economic sanctions to limit Russian ability to finance the war without also seeing its effects.

Steven Press of the Stanford History Department says "buying Greenland is not a new idea."  Actually Denmark sold hubs in India to the British Empire, offered Greenland for sale to US in 1900's,  and US president Harry Truman offered $100 million in 1946 for Greenland because of it's strategic value in the Cold War. Then why are the EU countries sounding indignation. Denmark was a colonial power in India in the 19th century. Denmark was explored in its widest extent by Robert Peary in the 1880's who proved it was an island by reaching it's northernmost side. Peary advocated for Greenland to be part of the US and the Commanders in Chief all agreed in 1946 the island "was completely worthless to Denmark," yet was vital to the United States, to protect its eastern seaboard. DJT is hardly the first to say this even though the Europeans want to excoriate hime for doing so. In fact it was Secretary of State William Seward in 1867 who looked at acquiring Greenland, when he negotiated the purchase of Alaska from the Russian Empire. Alaska is a lot ,a lot better for natives compared to it being under Russia, and this would be true for Greenland than being under Denmark. Denmark's claim was not even accepted till 1921 with Norway disputing it.  Denmark had not explored the northern part of the country when Robert Peary reached it for the US Navy and claimed it for the US inthe 1880's. It can be said that for these reasons Denmark has little reason to be in Greenland except as a colonial power. Its claims are from 1814 Treaty of Kiel with Prussia. Denmark can hardly protect Greenland's vast shoreline with 6 dogsleds, and security less than the New York Police Department, from Russian and Chinese submarines and ships in the Arctic. The native Inuit population of Greenland has little in common with Denmark as a colonial power. About 60,000 Inuit origin native residents, in the whole island, most of them would fit into one or several American bases, Okinawa alone has 80,000 people. Who would have per capita incomes many times what they are today with better living conditions and standards of health and education, security and air transport under the US.    ...

India under the leadership of prime minister Modi hosting the G20 meeting of world leaders may have for the world passed the test of the ages on November 16, 2023. On that day the G20 with China, India, (and Russia's Lavrov), and the US issued the statement saying-  "The use of threat of using nuclear weapons is inadmissible. The peaceful resolution of conflicts, efforts to address crises, as well as diplomacy and dialogue, are vital. Today's era must not be of war." The words "Today's era must not be of war," were words Modi had stated repeatedly to the Russian president.  In dire situations that it can be conceived that small nuclear weapons with half the destructive capacity as Hiroshima bomb that could be put on a small missile could be used is a new threat. Hennigan in the NYT reports that as Ukrainian forces moved towards Kharkiv and other Russian held territory and were seen as a threat to Russian held Crimea, on October 23, 2023 the Russian minister of defense Sergei Shoigu, contacted the Defense ministers of US, Britain, France and Turkey about Ukrainian fighters it believed planning to launch a dirty bomb -a conventional explosive wrapped in radioactive material- on their own territory to frame Moscow. Hennigan in this NYT report says US Defense Minister Lloyd Austin and Jt. Chief of Staff General Mark Milley, held 3 phone calls in 4 days during this time around October 23, 2023, with their Russian counterparts. By November 16 Indian prime minister Modi and Chinese president Xi had their discussions with the Russian president to prevent accidental nuclear escalation. ...

Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. "I'm a pragmatist, a British pragmatist, applying common sense," the prime minister tells BBC on the plane and says he wants to "make Britain face outwards again."  ...

Finnish president Niinisto provides a new understanding of Mr. Putin and the thinking that led to the invasion of Ukraine. Mr. Niinisto has an advantage having spoken with Mr. Putin countless times says this report in WSJ, and spoke again to Mr. Putin on May 14 to tell him that Finland was planning to join NATO. Putin simply responded that Russia does not pose a threat and "you made a mistake." He says it was not the Finnish way to not call Putin and tell him directly, and that not doing so would be like sneaking away around the corner. Mr. Niinisto says WSJ, has a rare insight into the thinking that led to the behavior of Mr. Putin in launching the war. Here are some insights from this report by Adam O'Neal of WSJ. On the situation in Ukraine Niinisto says " I would be a lot more worried about Ukrainians than about how Russians feel." Mr. Putin's willingness to see Ukraine's industrial centers, its infrastructure and cities destroyed, turning them into moon craters in the east compares with the relative ease of life in Moscow, St Petersburg and other cities, cushioned by Russian oil and gas exports and financial reserves. As a student of Finland's long and violent history with Russia Mr. Niinisto has some unique insights into Russian thinking. He tells WSJ's Adam O'Neal  that if a Russian is angry, yes, be careful, but if he's calm, be even more careful. The Russian invasion of Finland led to loss of 200,000 lives in 1939-40, and another 250,000 Russian lives in fighting between 1941-1944. Finland has 300,000 men or women in military reserves and men between 18 years and 60 years are called up for military service with the Finnish Constitution requiring every citizen to contribute to national defense. Recently Finland ordered 64 F-35 fighter jets from the US. What led to the invasion of Ukraine by Mr. Putin? Niinisto says that "somehow Mr. Putin has a feeling that Russia was betrayed in the 90's by the West. Over time this thinking continued feeding the negativity says Niinisto and led to the thinking that Russia could be betrayed once more.  Another aspect of Mr. Putin which was covered during the last decade of relations with Ukraine in Lyrarc, was his perception that Ukraine under various leaders before Zelensky was basically led by corrupt leaders including one president he supported but lost power in the last decade. Mr. Putin saw protests in Kviv and Lviv that ousted a president he supported recently as orchestrated from outside. This led to thinking that Ukrainian nationalism did not exist and he believed that Kviv would not be defended and would fall easily within a week or weeks. As his nationalist perceptions and that of a small group that included his partner in office Mr. Medvedev became stronger in the last ten years Mr. Putin made the decision to take the option for invasion in the thinking that the response of the US and Germany would not be to support Ukraine with arms and other aid. The CDU and SPD was perceived as weak in Germany and Scholz not seen as able to cut down oil and gas imports to the EU. Biden was seen as not willing to stop Russia by taking on a difficult conflict because of China allying itself with Russia, considering China's interconnections with the American economy. The timing was seen as good considering that this level of dependence on oil and gas imports of Europe on Russia would never be the case after planned shifts to renewable energy. The Russian economy was cushioned by its $620 billion in reserves and by the world's need for energy even as the shift to renewable was taking place. This window my have induced Mr. Putin to take what appeared to be a rational decision that ignored the common feelings of humanity of risking the destruction of a brotherly people that spoke Russian, prayed in Orthodox churches, and where Russia as a state started in the year 1000. Cambridge historian Brendan Simms in his new book "Europe : The Struggle for Supremacy 1453 to the present," has shown all European powers susceptible of reasoning and calculation of this type in their wars since 1453 in the struggle for supremacy in Europe up to the present- the Portuguese, the Spanish, the Dutch, the British, the French, the Germans, the Russians, the Danes, the Swedes. This also led to British and French empires in Asia and Africa with subjugation of Asian and African people. The Second World War had created the perception that somehow this had changed after the loss of millions of lives- that was the perception of Merkel a pastor's daughter who had grown up in the former communist state of GDR in East Germany, and of SPD leader Steinmeier who felt strongly about the loss of lives from the Nazi invasion. Merkel and Steinmeier built the relationship of Germany with Russia that has collapsed under Germany's new leader Scholz and Habeck-Baerbock of the Greens party. Merkel and Steinmeier also built the trade relationship with China that also faces collapse with China's support of Russia under Mr. Jinping, and the unexpected shifts in Chinese leadership and policies from that pursued by premier Deng and his successors in 1990-2010 of interconnected economic links with US and EU. This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...

"In the three and a half years that this war has been going on, we have always shown that we are not ducking away, but stand by the side of the Ukrainians. And that will also apply to security guarantees."  The big change is that the SPD under Klingbeil in Germany is now working with CDU's Merz to build up Germany's defense forces to act as a deterrent for Europe. There is a change in the mood in Germany and in Europe, from Sweden and UK , France, Italy, for concerted action in Europe that was not seen before. By taking on responsibilities for Europe with 2-5% defense expenditures this has removed the differences between the US and Europe. It means a prolongation of the war but also means this may lead to a stronger Europe, better Russia- US relations, and a Russian and Ukraine more willing to come to a peace agreement based on terms where no side appears to be the loser. Klingbeil added- It is important to have a "really strong Ukrainian army that is also capable of defense. And the second thing is that armaments production is also being ramped up here in Ukraine as well, thereby putting Ukraine in a position to defend itself and deter attacks." If European history since 1400 is any guide when the powers on either side were eventually counterbalanced the power that took a an aggressive position early had to settle for a peace settlement with both sides not appearing the loser. ...
