After delaying taking a loan from the IMF, a multilateral lender known for setting austerity conditions for its loans, Pakistan finally accepts a IMF loan of $6 billion over 3 years. In August 2018 Pakistan turned to Saudi Arabia for $3 billion loan and deferring oil payments of a similar amount, UAE for $3 billion, and China adding another $2.2 billion. A sharp drop in the country's currency reserves left Pakistan little choice. Other problems were a overvalued exchange rate that hurt exporters under the previous government and fiscal spending on needed infrastructure that could not be matched with changes in tax collection. Pakistan has some of the poorest tax collection in Asia, depriving the government of the funds needed to finance infrastructure.  The IMF loan is a smaller loan so that Pakistan would feel less compelled to comply with the difficult conditions often imposed by the IMF that has made it unpopular in developing countries, particularly in Latin America. This is the 21st IMF loan to Pakistan. Only Argentina has had to turn to the IMF for 21 loans. For example the IMF conditions to Pakistan require increasing the electricity and gas prices. Under the IMF plan Pakistan must cut its budget deficit before debt service to 0.6% of GDP next fiscal year starting in July 2019 from the deficit of 1.7% expected this year.  To do this tax breaks of 350 billion rupees or $2.5 billion next year have to be removed. The central bank autonomy was also promised and with this 2 former Pakistani IMF officials now head the central bank. Because widening the tax collection base and better tax collection are promises made in the past to IMF which have not happened, this report in the Economist magazine says implementation in this IMF plan will also be lax, more so as the IMF loan is small and supplemented with funds from other countries. A cartoon in one magazine critical of the IMF shows the IMF officials from Pakistan negotiating for the Pakistan central bank with the IMF head Christine Lagarde. Increasing the Pakistan tax base is essential for Pakistan's development to invest in infrastructure similar to what is happening in India. Releasing funds for infrastructure, roads and railways, hospitals and education, requires a larger tax base in all South Asian countries. Without this internal capital and showing results of spending -with successful infrastructure implementation with least or no corruption or overspending- countries risk falling behind.  ...

Russia faces inflation of 7%, and the central bank policy is to fight inflation by increasing interest rates to 7% in March 2014. The crisis in Ukraine and Russian intervention in the Crimea has worsened the prospects for the economy at a delicate time after Russia's growth rate was slowing rapidly in 2013. Capital flight in 2013 accelerated in the 1st quarter with the Ukraine crisis- with about $60 billion in capital outflows in the 1st quarter 2014. Speaking at an investor conference in Moscow, the former finance minister Alexei Kudrin, who strengthened Russia's finances in Putin's previous term continued to warn about taking risks with the economy and Russia's finances. He had earlier warned about higher defense spending. He now says the sharp economic slowdown expected with a possible contraction of 1.8% in 2014, is the price Russia is paying for an independent foreign policy. The policy is popular in Russia now with Putin's rating at about 80% in April 2014, but Kudrin says this does not reflect the situation if the contraction leads to falling real incomes. As investment spending stalled in the 1st quarter, only consumer spending supports growth for the remainder of the year. Russia's Economics Ministry favors stimulus to support growth, but the central bank is concerned about keeping inflation of 7% in check, and the Finance Ministry favors current policy of building up the rainy day fund from higher oil prices. As a result no stimulus is planned even as the economy slips into a risky contraction phase. For emerging markets in 2014 political problems have exacerbated slowing growth first in Turkey in 2013, and now in Russia in 2014, with the reverse taking place in India and Indonesia where elections and a change in government lead to more optimism....

This report in NYT looks at the Barbados debt crisis. Barbados spends 55% of its budget to pay interest on debt (servicing the debt). That leaves about 5% for health and climate change. Years of borrowing that ignored basic rules of financing have created serious problems that were compounded by the pandemic and hurricanes. This report shows that the total deb of Barbados was not known to the central bank. Borrowing was approved at exorbitant interest rates. One loan with Credit Suisse for $150 million is shown here with interest rates that lead it to become a catastrophic amount owed. Many such loans without any checks and supervision of total loans taken, lack of financial prudence rules followed, lack of transparency and alerts on borrowing and spending tend to create this kind of situation in many poor countries. About two thirds of developing countries are in this situation owing one third of their budget for debt service or paying interest on the loan. The situation is unstable to begin with. Then on comes along a hurricane or natural disaster such as the pandemic and the unstable situation becomes a catastrophe. Sri Lanka, Pakistan, the Caribbean nations, nations in Africa, face debt crises that are getting worse. It is not inevitable or destiny for nations today, consider the examples of large nations such as Japan, China, South Korea and India, Malaysia, Indonesia, and one can see that development finance can be prudent and responsible, so that situations such as the pandemic can be handled without going into disarray. ...

In a country with 70% inflation and debt of $83 billion, the NPP party leader Anura Dissanayake  who had only 3% of votes in the 2019 election wins by a landslide. Sri Lanka's economy is stabilizing with IMF assistance and negotiation, yet the economy has left the people in great difficulty to meet basic needs. Dissanayake led the JVP party in 1989-1997 period with considerable disturbances for which he has apologized. The Rajapaksa government also won with a landslide but failed during covid and the debt buildup crippled the economy and left the central bank without funds for essential imports. Ranil Wickremasinghe of a centre right party the UNP led a government after the economic collapse and negotiated a deal with the IMF, which included raising taxes to stabilize finances. Corruption and depletion of funds that are allocated for infrastructure and essential economic improvement, is a perennial problem in Sri Lanka since independence, making it impossible to build a modern economy from what the British left- rubber and tea plantations, an educated citizenry, good administration without the investment it deserved.  This problem also exists in India, Malaysia and many parts of Asia. The Modi government in Gujarat and the federal level was the first to break away from this by making every infrastructure dollar count and well spent with delivery in 3-4 years of highways, hospitals, airports, bridges, and logistics infrastructure for exports. ...

In a time of relative prosperity in the first months after the boom years uptil 2007, in April 2008 to be specific, it is strange but true that food crisis is overshadowing the credit and housing crisis in the USA. At the G7 meeting, World Bank president, Zoellick, made a passionate statement about the crisis that is developing across Asia and developing countries elsewhere as food prices go through the roof. The World Bank and the IMF are stepping in, but the focus at the G7 meeting was on the US dollar and the world financial system. There have been serious problems about food shortages in Philippines, Indonesia, Haiti and Egypt, and even in other countries like China and India the increase in the price of rice by 146% makes for a serious food crisis. The US Federal Reserve, the European Central Bank and the central banks of China, India have warned of risks and dangers associated with Crypto currency which has no backing of the government. Lutnick says- "How much do you think we can rip out of this wasted, $6.5 trillion Harris-Biden budget?”   “I think we could do at least $2 trillion,” Musk said.  Fitzgerald says "Yeah" A budget that the large part of includes spending for Social Security, Medicare, Defense, Education, and other departments of government. Howard Lunick is Donald Trump's head of Human Resources in 2024, for hiring people to run the government under his administration. In 1993 he was running the company Cantor Fitzgerald and taking his son to kindergarden when the bombings of the World Trade Center by terrorists killed 980 of the company's employees. Fitzgerald has contributed to Kamala Harris's campaign for US Senate in 2016, and calls himself a fiscal conservative and social liberal. In 2023 he was invited by Trump to help his campaign. Fitzgerald says the Democratic party left him with its immigration and other policies. This report by Rachel Louis Ensign in WSJ says Cantor Fitzgerald's company has embraced crypto, which larger companies have stayed away from. It says the WSJ has reported that a Hong Kong based owner of the stable coin tether used Cantor Fitzgerald to help oversee its $39 billion bond portfolio. Crypto finance is reported as playing a large part in 2024. Rachel Louis Ensign of the WSJ describes one moment in the Madison Square Garden Trump rally. A video view of the damaged oil facilities of Aramco in Saudi Arabia. A proxy war waged between Saudis and Iran with Houthi rebels in Yemen have worsened the situation in the Straits of Hormuz. Tensions were high, an attack on oil facilities was not expected. About half of Saudi oil production was put out of use in the attack by low flying missiles that evaded radar defenses. Saudis plan to meet oil export commitments by importing oil. President Trump imposed sanctions on the Iranian central bank, and at the same time said he would meet with Iran's president Rouhani for talks if arranged.  The European Union called for talks to renegotiate the Iran nuclear deal considering all issues nuclear, oil, and political issues in the region. The effect of Trump administration sanctions on Iran's economy have led to worsening relations. Japan, South Korea, India and China are affected by the U.S. effort to limit imports of Iranian oil. As tensions rose Japan with limited reserves made efforts to reduce tensions and bring the parties together. Mr. Trump fired his National Security Adviser in an effort to open up ideas for a renegotiation of the Iran nuclear deal on a comprehensive basis including oil and political issues in the region. ...

Toyota seeing the American market in sharp decline has finally realized the need to build up manufacturing capacity in India. Today it ranks seventh in sales in India behind Suzuki and Honda. Its market share actuallly slipped in 2003 to 3.5% from 4.7% partly because it neglected having a lowpriced small car in its lineup. Toyota sees the Indian market growing in the long term even though it is slowing down this year with effects of the global credit and economic crisis. In 2007 Toyota sold 54,000 vehicles in India. It now plans to increase sales to 400,000 vehicles by 2015 or about 10% of the projected passenger car market of 4 million vehicles by 2015. To do this it plans to add new models, including a lower cost car and open a plant with capacity of 100,000 vehicles a year. It is also opening a Technical Training Institute. In September Honda plans to open a technical college. And other carmakers have formed partnerships with India's technical institutes for training. What it hopes to do is instill lessons of discipline, for instance exercizes are part of the routine and inspections are made at morning exercizes to ensure that hair, uniform and other details conform to Toyota standards. It teaches subjects like math, English and Japanese as well as teaching skills in welding auto assembly and maintenance. And it teaches lessons in company principles of eliminating waste, continuous improvement and consensus building. And it teaches hard work and resilience with one sign on the campus reading "small drops of water make a mighty ocean", reminding one of the power of small individual efforts combined and organized over long periods of time to build great things, like Toyota's own efforts from its humble beginnings from scratch in the thirties. To get the right kind of person for training Toyota looks for about 180 junior high school graduates from poor farming families from a large pool of applicants, who would be open to new ideas and training, and have the right kind of temperament and discipline and intelligence to make good factory employees in a Toyota type production system of continuous improvement and cooperative effort....

How will deflation in the USA affect jobs in China? Not just Roubini talks about a deep recession. Kenneth Rogoff, an economist who has argued with Stiglitz's view of things during other banking and financial crises in Asia in the nineties and has been an optimist about things compared to Roubini's serious concerns, is now talking about a lost decade. Early on a lot was said of and made of the housing crisis in Sweden, where with strong government intervention and decisive action to capitalize and take stakes in banks, things were back to normal in a few years. One thing that Sweden did not face was a global slowdown and global systemic effects of credit crises worldwide so it now looks like a different situation. Here you have a series of things happening at the same time, housing price collapse, foreclosures, higher unemployment, no savings and high debt for consumers and banks foreshadowing possible collapse in consumer spending, and declines in capital spending, tight or no credit for small and larger business, global slowdown including China and India slowing exports significantly for the developed countries of USA, Europe and Japan. Interest rates near zero in the USA and Japan and trillion dollars already committed in the USA for bailouts and assistance, even before the ful force of the economic downturn has hit and this is the beginning of the downturn. ...

India is becoming a major destination for foreign investment in manufacturing in many industries. The youth population 15-24 now exceeds that of China. Over the period 2015-2019 the number of youth 15-24 will increase to be close to 250 million in India in 2019, compared to a rapidly declining youth population in China of little over 150 million in 2019, according to the International Labor Organization. China's one child policy, investigation of multinationals business practices, and increasing wages in manufacturing, are reducing its attractiveness for foreign investors. Other destinations such as Russia are less attractive because of the economic crisis after falling oil prices. India also benefits from the large drop in oil prices to help reduce its chronic deficit and lower inflation- significant dividends at a critical time. Raghuram Rajan, head of the central bank, estimates the gain from the drop in oil prices at about $50 billion. Indonesia also benefits from the same trends. Prime minister Modi is reducing the bureaucratic structures and red tape that are a legacy of the Congress governments since independence in 1947, creating a new climate for business investment. ...

The Washington Post does not deny this as false, and this is the crux of the point DJT has made what everyone with eyes to see has seen for 40 years. DJT sometimes exaggerates to make his point. False should mean the meaning is false not that a particular number 70% vs 50% for India's tariff on Harley Davidson motorcycles. It should also consider PM Modi's stand for India- to support the US position when it comes to American factories closing by the thousands and destroying not just it's manufacturing but also it's middle class, just as Gandhi would have done. That close is India's sentiment for the American people and the Republic, and the defense of its recovery as a manufacturing nation for its workers and families. DJT did not say that it is a poor country as the Washington Post says is "Trump's telling." As Greg Ip of the WSJ pointed out in 2024, it is that the US simply cannot sustain the blows to its workers and its manufacturing base from a $1 trillion deficit year after year with China. Before bringing economist's into the picture one has facts of what the devastation to American workers has done to communities across America. DJT said and most workers will stand by his words- "For decades, our country has been looted, pillaged, raped, and plundered by nations near and far, both friend and foe alike. American steelworkers, auto workers, farmers, and skilled craftsmen. They really suffered gravely. They watched in anguish as foreign leaders have stolen our jobs, foreign cheaters have ransacked our factories, and foreign scavengers have torn apart our once beautiful American dream." Not a single report in the US and foreign media reports of Liberation Day Rose Garden speech by DJT on April 2, 2025, says that DJT said he would trust what he sees with his own eyes and experience for 40 years, and not economists who have turned their backs on American workers, turned to a UAW worker from Detroit and asked him to tell what he saw for 40 years.  "Brian, I’d like to have you come up here for a second. Okay? I just see him sitting. He’s been a fan of ours, and he understands this business a lot better than the economists, a lot better than anybody. Brian, say a few words, please. Would you?" And this what Brian a retired autoworker from Macomb Conty, Michigan saw for 40 years that economists refused to see in their economic theories- "I have watched my entire life, I have watched plant after plant after plant in Detroit and in the Metro Detroit area close. There are now plants sitting idle. There are now plants that are underutilized, and Donald Trump’s policies are going to bring product back into those underutilized plants. There’s going to be new investment. There’s going to be new plants built."     ...

This editorial in the Hindu- after encouraging news from Moody's and the World Bank on India's economic future- says that the Modi government should not be distracted by the upcoming elections as it focusses on the task ahead. After a gap of 14 years Moody's raises India's credit rating one notch. Moody's cites steps taken by the Modi government as creating a better environment for future growth- the implementation of GST goods and service tax, efforts to clear some of the bad loans in the banking system so that capital can be freed up for infrastructure investment, and reducing bureaucratic hurdles for clearance of projects. Moody's cites the high public debt burden as a constraint for growth. General government debt is at 68% of GDP in 2016, higher than the 44% median for economies in this range. On the plus side the better targeting of welfare measures to help the poor including steps in the banking field, bringing more businesses into the formal sector to improve tax revenues, and the large pool of private savings, are cited by Moody's. Critical is timely implementation in the future. As the discussion in the media on bullet trains and other new infrastructure shows, there is not enough momentum for stretch goals as China has done over the last 2 decades.   ...

This editorial in the Economist points to the slow progress made in the first year of the Modi administration in India. Because the last years of the previous Manmohan Singh administration were a period of slowing economic growth and the built up expectations are high, there is a general sense that the Modi administration could have moved faster to make changes. As the Economist points out India is a large region with accumulated problems, and the Modi administration needs to have a good grip on the problems and how it plans to tackle them. Key bottlenecks such as energy will free up huge resources in the economy. How to tackle these individual problems with the most leverage for growth is critical to the approach to be taken, as all of the problems cannot be tackled at once. Coal India is an example of the government trying to find an approach that will work, following previous wholly unsuccessful efforts to overhaul the monopoly coal supplier. Modi also has to work within the framework of democracy, so the Indian experiment in change is likely to involve freeing up other energies for rapid development, unlike the Chinese experiment which was able to use the Communist party's total control of the country and top down direction. Under such a framework Modi will have to improvise and come up with a different framework for making rapid changes, that includes keeping the support of the farmers and working classes for a sustained 10 year effort. Moves such as the 150 million new bank accounts and the structure of providing relief to the poor in rural areas come from a good sensible approach, but also help the Modi administration completely change the way things are done, a cultural change which removes the old culture of support developed by Congress administrations since 1947. A similiar cultural approach is seen in the Clean India campaign, which is huge in cultural terms because in a democracy people have to change the way they think to keep their neighborhoods clean. In this sense the Modi administration as it studies and grapples with the problems to plan effective solutions to seemingly intractable problems in a vast region, is simply laying a strong groundwork for 2016-2018. Steps taken for the groundwork covered separately in the Economist report on India in the issue of May 23, 2016, are the efforts to get a goods and services tax implemented to improve the federal government's revenues, the shift of revenues so that about 62% of revenue goes to the states to promote development- which economic advisor, Arvind Subramanium, calls a big constructive change as states are better at competing for talent capital and investment, and the setting up of the think tank to replace the Soviet style Planning Commission of the Congress administrations since 1947....

India faces a credit crunch. At one point overnight lending rates jumped to 20% and now its down to 7%. In the last 2 weeks the central bank has put $21 billion into the banking system and offered $4.1 to the mutual fund industry. It has also used $8 billion to support the ruppee which is down to 50 rupees to the dollar losing about 20% of its value. Since January foreign investors have removed $11 billion from the stock market and the stock market has lost 50% of its value putting pressure on the rupee.

We can make only more turbines as fast as we can access the last of some 8000 components says a Vestas executive. Windmill generated electricity was only 0.4% of the electricity generated in the US compared to 0.1% for solar and 0.4% for geothermal but of the new energy added in the US in 2007 it was 30% of the new energy generating capacity added. So it has a disproportionate share of the increase in generating capacity starting from an insignificant base. Its a new industry but with many companies the largest being Vestas of Denmark, GE Energy, Nordex of Germany and Accoiona of Spain. Germany, the US, Spain India, and China are countries at the forefron of the wind energy business. Because the business is relatively new manufacturers were not providing the installation and maintenance required in emerging market countries in 1995 when Suzlon which had powered its yarn business in Surat, Gujarat with 2 wind energy turbines from Vestas entered the business seeing an opportunity. Mr Tanti of Rajkot, Gujarat, Suzlon's founder saw the opportunity and used European firms to design his turbines and blades and provided energy to Bajaj Auto and large Indian companies that have an erratic supply of electricity because of chronic electricity shortages. Starting with a tax break which allowed Suzlon to deduct windmill costs against its sales tax bill enacted in 1999 and retracted in 2002 Suzlon took advantage of lower manufacturing costs in India. Its main plant is in Pondicherry, India. By 2002 sales had increased to $131 million in India from $32 million in 2000. The company entered the US market in 2003 and in 2004 with the boomin stock market in India Citigroup took a 9% stake in Suzlon for $22 million. By 2005 Suzlon because of lower manufacturing costs had margns of20% compared to 8% for European companies and Suzlon raised $340 million in an IPO. With loans from Barclays and Deutsche Bank Suzlon bought European parts makers Hansen Transmission in 2006 and set up a factory in Tianjin, India. Early on in the 1990's it had set up an R&D center using engineers in Germany of a supplier company in wind energy Sudwind that had exited the business, this R&D center now designed its largest turbine for US and European markets of 2.1 megawatts and blades 50 yards in length. Today Tanti and Suzlon are faced with problems accessing the world class technology of the western companies as its technology has not kept up with the technological advances especially in addressing the needs of western markets. It has about 8% of the US market and about $1.8 billion in global sales. Its pricing to Edison Energy in 2006 for 1.2 megawatt turbines was 20% below European and American manufacturers. Its latest designs have flaws because Edison Energy of Irvine , California, has seen cracks in the blades at 3 windmill sites in the midwest USA and Suzlon has withdrawn 1251 blades, the majority of the ones sold in the US. Deere and Company another customer has experienced the same problem. And even though it has moved to acquire technology by taking over 33.6% of REpower which has advanced technology and makes 5 megawatt turbines. its mired in its efforts to get the blueprints of advanced designs from REpower because German law considers minority shareholders like Suzlon as competitors, other shareholders Areva of France and Martifer of Portugal have to be bought out and minority shareholders also bought out before Suzlon can access the designs. Speed, funding, tax breaks, and timing to attract capital, and most of all insight and courage to see a growing opportunity from its own experience of using two 2.1 megawatt turbines from Denmark's Vestas, and looking deeper into problems with maintenance and support in Asia and lack of technology for homegrown development that hamstrung development of energy alternatives in dire and chronic electricity short Indian companies, this has helped bring windpower to India and a new company in a new industry from scratch. ...

Business tycoons and corrupt officials he believes have hijacked CHina's economy and manipulated it for their own ends, which he calls crony capitalism. Its asystem in which the bureaucrats and their allies benefit from bribes and payoffs, and by steering business to their allies in industry. With increasing corruption as theses bureaucrats want to get richer Wu is not optimistic about the future. He sees three dangers, awidening income gap, inefficient monopolies, and crony capitalism. WHile there is corruption and amarket economy in India, the big difference is the free press and strong media in India which keeps corruption out in the open whereas in China there is more scope for this and crony capitalism because of the tight control on the media. The Commission on Race and Ethnic Disparities in the UK in its report published on March 29, 2021, says Britain has become a more open society and that racial inequalities in education and employment have narrowed. Bangladeshi, Indian and African backgrounds children are performing better across eight GCSE's using scores on average, than white British children, an amazing story. It says "this should be regarded as a model for white majority countries."  Much of this could be the result of strong families, ethic of hard work, help from the idea that hardship brings virtue, and single minded determination of families and children to excel in studies, showing that obstacles such as language and other economic barriers can not only be overcome but actually be a motivational influence. This should translate into more success in the workplace. The report says this is happening in the workplace with diversity in the professions of medicine, law and teaching, and shrinking pay gap with white population. Criticism persists and is true for the top of the public and private sectors, the report says. Yet it should be uppermost in mind that in terms of number of people benefitted it is important- that the process be strong at the ground level so that the talented individual can then move to the higher ranks. To do this the report says British employers should go for more "evidence-based alternatives" than let "unconscious bias training" prevail without quite realizing that this is happening in the absence of initiative. Much of what happens in Britain is also true for the US and other places with British based educational systems such as Australia, Canada, New Zealand, and India, Bangladesh, Pakistan, Sri Lanka. In South Asia there are disadvantaged minorities because of old caste based inequalities and bias. There the problem also has its perverse forms in which politically motivated moves to assign quotas are made before the emphasis on education and investment in education for disadvantaged minorities. This is leading to a general decline in education in government or public schools and reliance on private sector schools to provide quality education. A process seen in Latin American countries such as Mexico and Brazil that also involves public sector unions and their control of who gets hired and how. The result is that huge problems not entirely visible like an iceberg that cripples ships or economies is happening in these countries, and the focus is almost entirely on the disparities in British schools where progress is actually being made with results, intentions backed by will to accomplish. ...
