This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. The U.S. has suspended military exercises with South Korea.  ...

This is certainly true because much of what happened in the first 100 days contradicts some of the tone that Trump setup during the campaign. When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. This is especially true in an environment where as Seib points out the Democratic Party stands opposed to the Trump administration following a bitter election campaign.   ...

Karl Rove, advisor to President George W. Bush, and organizer behind American Crossroads political action committee, says the election will be decided by the higher support for Romney among independents and the high turnout of Republican voters. The prediction for the voter turnout among Republicans is 36% Republican vs. 35% Democratic, according to Gallup. This compares with the 39% Republican and 37% Democratic in 2004, and 39% Democratic 29% Republican in 2008. The early and absente ballot voting advantage has significantly gone down almost by half for Democrats as more Republicans cast early votes in swing states like Ohio. Closing statements and crowds also appear to confirm this trend. Rove sees this as 51% to 48% favoring the Republicans. The addition of swing states - Michigan, Minnesota and Pennsylvania also appears to suggest that a broader movement is underway that is happening right now in the final week before the election on Nov. 6, 2012. Rove focusses on the numbers. A behavioural assessment shows the importance in this campaign of the centrist position adopted by Romney in the closing months of the campaign; the selection of Ryan which gave Romney support from the Republican conservative base so that he could talk freely about his record in the liberal state of Massachusetts to independent voters and women, and most important the clear message to voters focussed on a five point plan to get the economy recovery were critical in shaping these numbers....

GM's relationship with Shanghai Automotive Industry Corporation is the singlemost important relationship for the company. Its 50-50 joint venture with SAIC has sales volume of 2.6 million vehicles, 30.5 billion dollars in revenue, and earned GM a profit of $1.5 billion in 2011 for operations in the Chinese market. In 2009 just before seeking bankruptcy protection GM gave SAIC 51% ownership in exchange for a $400 million credit line GM used for its Korean operations and $84.5 million. Now that GM has recovered it has sought to restore its 50-50 role in the partnership. In a new agreement reached with SAIC, Shanghai GM will be split in two parts- a sales arm which will book revenues in which SAIC will retain a 51% ownership, and a operating arm in which the old 50-50 partnership is restored. The operating arm is where the budget will be set, product decisions made, hiring done including the next CEO. Under the arrangement made before bankruptcy GM retained a call option to buy back the 1% stake, as long as SAIC was able to book revenue. VW also has a 50-50 partnership with SAIC. Shanghai GM has a 14% share in the Chinese market, with a 41% increase in sales since 2009, making it spectacularly successful for GM. This is the largest market share of any company in the Chinese market, with VW coming in second. GM and SAIC also operate a venture in India. ...

Gretchen Morgenson cites two views on the newly approved Volcker Rule in December 2013. Prof. Richard Sylla of New York University sees the rule as going part way in the direction of the Glass-Steagall Act, which gave the financial markets five or six decades of financial stability. Just the fact that the rule is on the books should give the bank officers pause before engaging in questionable financial activities, is his view. Prof. David Skeel of the University of Pennsylvania Law School, believes only aggressive enforcement can make the law work because of the way it is written. He says regulators have fallen short in enforcement in the past and have not been held accountable. Only by making regulators accountable, including penalties for regulators failing to do their job, would this work says Skeel. By not imposing penalties for regulatory failures in the last crisis there is more likelihood for this sort of behaviour to continue. Instead the same regulators are now given greater powers after an earlier failure. Considering the Skeel view, the importance of the attestation- that is now required from bank senior executives that the Volcker Rule's provisions are being followed- take on an important role in ensuring enforcement. This also coincides with Mr. Volcker's view that the bank officers should have to take on the responsibility for making sure that they are doing it the right way....

Sheikh Hassan a Syrian Free Army brigade leader describes the case of Mustafa who switches sides for a higher salary wih ISIS. ISIS gave Mustafa triple his salary at the Free Syrian Army - increasing it to $400. In a region with many unemployed youth the ISIS pays salaries for joining, and taps Sunni frustrations in Iraq, with money raising and financing capabilities a critical part of the organization's capabilities. A piece by Nordland shows how the ISIS's crude but effective money raising uses taxes and other illicit ways to increase revenues. This provides a unique insight into what is happening in Iraq and Syria after the failure of the U.S. to effecively support the Free Syrian Army and moderate groups in Syria, the premature withdrawal from Iraq, and the frustrations of Sunnis built up under the government of prime minister Maliki openly favoring Shiites. This has provided an opening for extremist groups in the region, and created more tangles for the Obama administration as its policies to distance itself from the region have not let it extricate itself from the U.S.'s important role in the region. The vacuum created by these policies has been filled by extremist organizations and created about 2 million refugees- a large humanitarian crisis and undone years of effort by U.S. soldiers in Iraq. ...

Blinder, a Professor of Economics at Princeton, and former Vice Chairman of the Fed, always supported Sheila Bair's efforts at FDIC to help reduce forclosures. He says, Secretary Paulson has released little of the TARP money for reducing foreclosures and helping homeowners and none of it went to buying up troubled mortgage assets. So he argues the nations mortgage crisis, which is at the root of its problems goes on. The government that gave us Katrina and the Iraq war will now give us the TARP program, which apart from supporting the banks has done little to address the other serious problems that it had been approved for. And no conditions were made with the banks that required them to continue lending, all it accomplished is unfreeze the credit markets, a serious objective but clearly not sufficient to address the underlying causes of this crisis. Martin Feldstein, Professor of Economics at Harvard, has also repeatedly this year, from the early months of 2008, called for help to homeowners to reduce foreclosures. Little in the way of his counsel is being heeded, even though he has represented Republican administrations including Reagan and Bush in the past. Clearly too many conflicting interests stalled any progress, and the repeated crises since summer left Secretary Paulson and Fed Chairman more of a role putting out fires or forestalling dangerous developments in financial markets, than setting serious policy measures in place. ...

Pope Francis spoke against the effort by the European Union bureaucracy to limit the use of "Happy Christmas" and called it a form of "ideological colonization." He told reporters "many, many dictatorships" had tried this and all had failed on a trip back from Greece and Cyprus. The European Union bureaucracy then withdrew the 32 page guide on use of sensitive language.  Francis said European Union was "necessary" but warned against the EU bureaucracy trying to iron out the differences of culture and religion around the EU bloc countries. "This could end up dividing the countries and causing it to fail. The EU must respect each country as it is structured and not make them uniform." One of the main influences for the European identity, of western civilization, is Christianity. Less known is that King Alfred in his reign 871-899 AD, in one of the most stirring periods of British history, relied on Christianity as a civilizing influence on tribes of the Nordic countries that were invading Britain. The same process of bringing a civilizing influence on heathen tribes happened in mainland Europe. And a similar process took place in India with Vedanta and Buddhism as it spread to China, Japan, Sri Lanka and the rest of Asia. Civilization meant education, learning, wisdom, and came at this time through the ideas of the Bible or the Upanishads, or the Buddhist ideas.  Alfred struggles with how that wisdom once lost, may be retrieved by being written in the English language from Latin. He writes during this period of tumult and invasions- Learning had declined so thoroughly in England, that there were very few people on this side of the Humber who could understand their divine services in English. There were so few of them that I cannot recall a single one south of the Thames when I succeeded to the kingdom. Thanks be to God Almighty that we have any supply of teachers at all! Therefore I beseech you to do as I believe you are willing to do, as often as you can, free yourself from worldly affairs so that you can apply that wisdom that God gave you where ever you can. Remember what punishments befell us in this world when we ourselves did not cherish learning nor transmit it to other men. We were Christians in name only and very few of us possessed Christian virtues." What a contrast from the time of Alfred when Christian thought was identified with learning and wisdom, and the loss of learning and wisdom felt so deeply in this way. In the 12th century Dogen brought Buddhist thought and learning from China to Japan, before that Bodhidharma from India to China in the sixth century AD, and Buddhist thought evolved out of the Upanishads in the 6th century BC, in the same spirit of reflection.   ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Rumsfeld talks in this interview about the conflict between the US State and Defense Departments about a post war Iraq that delayed decisions and gave time for the Iraqi insurgency to develop. Colin Powell at the State Department, and Condoleeza Rice as National Security Advisor, let Ian Bremmer continue for too long as the sole authority in Iraq operating from one of Hussein's palaces, giving the feeling of a foreign occupation force and fueling insurgency. Rumsfeld favored letting one of the Iraqi exiles provide interim leadership, wheras Powell felt the exiles did not have the legitimacy in Iraq that was needed. The result was indecision that left Bremmer in charge for too long. Asked why Rumsfeld did not fire Bremmer, he says Bremmer acted as the Presidential envoy. His criticism of Rice and Powell centers on their not letting the President decide by providing the options and the pros and the cons. He says the surge was more psychological in its impact and less significant than its made out to be, because the Anbar Awakening had already led Sunnis to move away from Al Quaeda. The insurgency came in stages, first with the Baathists and thugs from the old regime, then the foreign elements and Al Quaeda through Damascus, and then the Mohtada Sadr Shiites, it was not a single enemy or a single event. The memoir is not a defense of the Bush Presidency or decisions, but takes the kind of look at events that is reminiscent of Dean Acheson for the events of the Cold War under president Harry Truman....

This account describes the events that preceded the raid on the compound in Abbottabad that housed Osam bin Laden. The first information came years earlier during interrogation of Al Quaeda suspects in Iraq, who referred to a courier carrying messages from senior leaders. One suspect Hasan Gul referred to an important courier in 1994, and tried to disclose as little as possible. Over several years the information was pieced together leading to the courier's location at the Abbotabad compound. There was another individual living there who rarely ventured out and a seven foot wall protected the terrace in that part of the compound, making it impossible for outsiders to see who he was. Garbage was burned at the compound, and the nature of the compound with high walls and security led the CIA to believe there was a high probability that senior Al Quaeda leaders were inside. In December the CIA asked Congressional lawmakers at a secret meeting for additional funds to finance the operation. Adm. McRaven was placed in charge of the operation. A mock compound was built in Afghanistan and the attack on the compound was practiced by Special Forces. In April, Leon Panetta, who had tracked the information about the compound as head of the CIA, held daily meetings. He told his team "we've got to find out what the hell is in that compound." On April 19, Panetta informed Mr Obama that the CIA believed Osama Bin Laden was there. The same day Obama gave the go ahead for a helicopter assault....

Harris muddled economic message is attributed to influence of Tony West, her brother in law, legal counsel for Uber, and by her efforts to avoid the label placed on her by Wall Street interests that she was "communist" by moving closer to corporate interests. President Biden ran his campaign and presidency entirely with a single theme- against trickle down economics, saying it did not put much on his father's table, and "the middle class built America, not Wall Street, winning 82 million votes more than the 74.3 million for DJT in 2024, 12 million more than Harris, 8 million more than DJT.  This simple Harry Truman like message carried the day in 1948 against Republican Dewey's increasing popularity after weariness over FDR long run in office, and got Biden 12 million more votes than Harris in 2024 or 8 million more than Trump in 2024- 82.3 million votes for Biden 2020. DJT was elected in 2024 with a fewer number of votes than he got in 2020- 74.3 million votes in 2024 and 75 million in 2020. Bernie Sanders, Congressman from Vermont says- "People want to understand what’s going on in their lives. Trump gave them an explanation,” “He attributed all of our problems to undocumented immigrants. What is the Democratic explanation for why the gap between the rich and the poor is getting wider and working-class people are struggling? You tell me.”   ...

It is important to remember that Republicans Wendell Wilkie who ran in 1940 and Dewey in 1944 and 1948, Eisenhower in 1952, 1956, all adopted the worker protections for safety, hours and wages, and the employment stabilization programs set up by Perkins for the two Roosevelts- Republican Teddy Roosevelt who gave her her start 1911 and Democrat Franklin Roosevelt 1924-1944. Basically it setup what we call the Modern World where America was the model of modern industrialization for the whole World. Important to remember as Labor and Capital go through a reaffirmation of the principles guiding same issues that dogged America before. The Frances Perkins Exhibit at Columbia University in 2010 showed the most influential woman for the lives of ordinary American citizens and workers, workers families and children, for three decades 1920's to the 1950's. The first woman to serve as a key member of the cabinet. One who guided the legislation that set up the structure in which labor and capital each participated equally in the economic structure of modern America. Perkins was educated at Mount Holyoke College which had Corinthians 1 15  as motto "Be ye steadfast." She got her Masters degree in Economics and Sociology from Columbia University. She studied economics at University of Pennsylvania before going to Columbia University.  She is the only member of the cabinet who served not just all 12 years from1932 to 1944 under Franklin Roosevelt, but also before that from 1924 to 1932 for NY Governors Al Smith and Roosevelt, and before that for Teddy Roosevelt as head of the Committee on Public Safety in 1911. When Harry Truman followed FDR Perkins asked to run the Social Security administration, was made Civil Service Commissioner in 1944. She lectured at Cornell University during the Eisenhower administration.  ...

"That infamous wall that had cleaved this nation into two came down, and with it an evil empire, and the East and West became one again.  But the euphoria of this triumph led us to a dangerous delusion:  that we had entered, quote, “the end of history;” that every nation would now be a liberal democracy; that the ties formed by trade and by commerce alone would now replace nationhood; that the rules-based global order – an overused term – would now replace the national interest; and that we would now live in a world without borders where everyone became a citizen of the world.  This was a foolish idea that ignored both human nature and it ignored the lessons of over 5,000 years of recorded human history.  And it has cost us dearly.  In this delusion, we embraced a dogmatic vision of free and unfettered trade, even as some nations protected their economies and subsidized their companies to systematically undercut ours – shuttering our plants, resulting in large parts of our societies being deindustrialized, shipping millions of working and middle-class jobs overseas, and handing control of our critical supply chains to both adversaries and rivals.  We increasingly outsourced our sovereignty to international institutions while many nations invested in massive welfare states at the cost of maintaining the ability to defend themselves.  This, even as other countries have invested in the most rapid military buildup in all of human history and have not hesitated to use hard power to pursue their own interests.  To appease a climate cult, we have imposed energy policies on ourselves that are impoverishing our people, even as our competitors exploit oil and coal and natural gas and anything else – not just to power their economies, but to use as leverage against our own.  And in a pursuit of a world without borders, we opened our doors to an unprecedented wave of mass migration that threatens the cohesion of our societies, the continuity of our culture, and the future of our people.  We made these mistakes together, and now, together, we owe it to our people to face those facts and to move forward, to rebuild.  Under President Trump, the United States of America will once again take on the task of renewal and restoration, driven by a vision of a future as proud, as sovereign, and as vital as our civilization’s past.  And while we are prepared, if necessary, to do this alone, it is our preference and it is our hope to do this together with you, our friends here in Europe.  For the United States and Europe, we belong together.  America was founded 250 years ago, but the roots began here on this continent long before.  The man who settled and built the nation of my birth arrived on our shores carrying the memories and the traditions and the Christian faith of their ancestors as a sacred inheritance, an unbreakable link between the old world and the new.  We are part of one civilization – Western civilization.  We are bound to one another by the deepest bonds that nations could share, forged by centuries of shared history, Christian faith, culture, heritage, language, ancestry, and the sacrifices our forefathers made together for the common civilization to which we have fallen heir. And so this is why we Americans may sometimes come off as a little direct and urgent in our counsel.  This is why President Trump demands seriousness and reciprocity from our friends here in Europe.  The reason why, my friends, is because we care deeply.  We care deeply about your future and ours.  And if at times we disagree, our disagreements come from our profound sense of concern about a Europe with which we are connected – not just economically, not just militarily.  We are connected spiritually and we are connected culturally.  We want Europe to be strong.  We believe that Europe must survive, because the two great wars of the last century serve for us as history’s constant reminder that ultimately, our destiny is and will always be intertwined with yours, because we know – (applause) – because we know that the fate of Europe will never be irrelevant to our own.  National security, which this conference is largely about, is not merely series of technical questions – how much we spend on defense or where, how we deploy it, these are important questions.  They are.  But they are not the fundamental one.  The fundamental question we must answer at the outset is what exactly are we defending, because armies do not fight for abstractions.  Armies fight for a people; armies fight for a nation.  Armies fight for a way of life.  And that is what we are defending: a great civilization that has every reason to be proud of its history, confident of its future, and aims to always be the master of its own economic and political destiny. It was here in Europe where the ideas that planted the seeds of liberty that changed the world were born.  It was here in Europe where the world – which gave the world the rule of law, the universities, and the scientific revolution.  It was this continent that produced the genius of Mozart and Beethoven, of Dante and Shakespeare, of Michelangelo and Da Vinci, of the Beatles and the Rolling Stones.  And this is the place where the vaulted ceilings of the Sistine Chapel and the towering spires of the great cathedral in Cologne, they testify not just to the greatness of our past or to a faith in God that inspired these marvels.  They foreshadow the wonders that await us in our future.  But only if we are unapologetic in our heritage and proud of this common inheritance can we together begin the work of envisioning and shaping our economic and our political future. Deindustrialization was not inevitable.  It was a conscious policy choice, a decades-long economic undertaking that stripped our nations of their wealth, of their productive capacity, and of their independence.  And the loss of our supply chain sovereignty was not a function of a prosperous and healthy system of global trade.  It was foolish.  It was a foolish but voluntary transformation of our economy that left us dependent on others for our needs and dangerously vulnerable to crisis. Mass migration is not, was not, isn’t some fringe concern of little consequence.  It was and continues to be a crisis which is transforming and destabilizing societies all across the West.  Together we can reindustrialize our economies and rebuild our capacity to defend our people.  But the work of this new alliance should not be focused just on military cooperation and reclaiming the industries of the past.  It should also be focused on, together, advancing our mutual interests and new frontiers, unshackling our ingenuity, our creativity, and the dynamic spirit to build a new Western century.  Commercial space travel and cutting-edge artificial intelligence; industrial automation and flex manufacturing; creating a Western supply chain for critical minerals not vulnerable to extortion from other powers; and a unified effort to compete for market share in the economies of the Global South.  Together we can not only take back control of our own industries and supply chains – we can prosper in the areas that will define the 21st century." ...

After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. The use of Chapter 11. or the US bankruptcy code, was astrong point of the American system of free enterprise, because it gave enterprises with problems but otherwise having healthy businesses a chance to reorganize and emerge stronger from the crisis. DUring the time in bankruptcy it could work out its debt load with creditors under court protection. Now this is no longer working in the current economic crisis. Because under current law derivative transactions are given preferred creditor status in a bankruptcy many creditors are designing their loans as derivative transactions. And creditors are creating the empy creditor situation by taking credit default swaps to ensure that they get paid if acompany fails to make apayment. In the process the creditor does not have the same interest in the company staying in business as it did before. This happened with Goldman Sachs buying credit default swaps on its loans to AIG. Complicating the situation further creditors are using the law to seize inventories and in other ways get aclaim on the assets if acompany like Circuit Stores for instance runs into difficulty. As aresult CIrcuit City was gforced into liquidation. So on one hand businesses that have achance if reorganized under Chapter 11 are being forced into liquidation and on the other hand companies that are not going to be the source of innovation or productive gains for the economy like Citigroup are simply tying up huge amounts of government money as there is a fear that a proposed bankruptcy could lead to arepeat of the Lehman collapse, where bankruptcy proceedings are too slow and cumbersome for this situation and things fall apart in days. ...
