This editorial in the WSJ says Judge Hannon was right to question the wholesale suspension of immigration law by the DHS memos blanket use of discretion in impementing existing immigration law. The ruling did not address the broader constitutional issues for an executive order that bypasses the states (and Congress) completely- 26 states have questioned the order. WSJ says Obama's executive order is going beyond presidential powers, and can be done by enacting legislation under Article I of the U.S. Constitution. Hannon's ruling justifies the injunction against the executive order on the basis of unfunded mandates such as the $198.73 it costs to process driver licenses for 500,000 illegal immigrants living in Texas from a total of 1.6 million illegal immigrants in the state, not even taking up the other costs related to education and other benefits.

India is becoming a major destination for foreign investment in manufacturing in many industries. The youth population 15-24 now exceeds that of China. Over the period 2015-2019 the number of youth 15-24 will increase to be close to 250 million in India in 2019, compared to a rapidly declining youth population in China of little over 150 million in 2019, according to the International Labor Organization. China's one child policy, investigation of multinationals business practices, and increasing wages in manufacturing, are reducing its attractiveness for foreign investors. Other destinations such as Russia are less attractive because of the economic crisis after falling oil prices. India also benefits from the large drop in oil prices to help reduce its chronic deficit and lower inflation- significant dividends at a critical time. Raghuram Rajan, head of the central bank, estimates the gain from the drop in oil prices at about $50 billion. Indonesia also benefits from the same trends. Prime minister Modi is reducing the bureaucratic structures and red tape that are a legacy of the Congress governments since independence in 1947, creating a new climate for business investment. ...

This piece by Lyman and Bienvenu in the NYT shows Hungary under the Orban administration keen on restoring its frayed ties to the European Union. Compared to the atmosphere earlier the Orban administration has moderated its positions following the economic crisis in Russia, say the NYT reporters. Hungarians have memories of the 1956 freedom struggle put down by the Russians, and while many Hungarians are looking for the relief from high mortgage payments provided by the Orban administration, they see the ties to the European Union as important for Hungary's future. Both Merkel and Putin visited Hungary recently.

Breakdown of negotiations between Greece and EU finance ministers led by Dijisselbloem of the Netherlands on February 16, 2015. Dijisselbloem says the best way forward is for Greece to take a 6 month extension of the current program, because more time is needed to work out the details. Finance minister Varoufakis of Greece says Greece should not have to make cuts that are clearly recessionary. The bailout ends on Feb. 28. Without an agreement reached Greece loses access to 7.2 billion in funds from the EU, needed to make repayments due in March.

Two Syrian cities are among the oldest in the world going back to 3000 BC. They are Aleppo and Damascus. This is close to when Varanasi on the Ganges in India was settled. Aleppo is older than Damascus.  The only European city that comes close is Plovdiv, Bulgaria, says this report in The Guardian. Most of the Syrian region is populated by Syrian Sunnis about 75% and there are Christian, 10%, Shia Alawite 11%, and other minorities in Syria.  The Syrian Civil War 2011-2024 destroyed most of the old city of Aleppo. Syria has 110 miles of Mediterranean coastline, mountains along the coastline and and area inland of wheat cultivation along the Euphrates river and the Syrian desert near Iraq in the east, Turkey to the north with Kurds in that area, and Jordan in the south. The Ottoman Turks ruled from 1516 to 1918. In 1920 a French Mandate was setup in Syria till 1943. Following the Second World War Syria was an independent nation and briefly joined Egypt in the UAR United Arab Republic.  ...

GDP growth in the eurozone was 0.3% for the 4th quarter 2014. For 2014 eurozone GDP growth was 1.4%, according to Eurostat. Growth in GDP for Germany was 0.7% for the 4th quarter and 2.8% for 2014. Retail sales in December were particularly good in Spain and Germany, with sales up 2.8% for the eurozone over the prior year. Italy's GDP growth was stagnant and France's was 0.1% for the 4th quarter, showing that Germany and Spain are leading the way for eurozone recovery.
