This interview with Indian Health Minister, Harsh Vardhan, by Amitabh Bachchan and Anant Goenka of the Indian Express covers a range of questions including India's low fatality rate for coronavirus of 1: 46, its vaccination programs for polio, malaria and other diseases long before the pandemic for a population of 1.3 billion people, respect for healthcare workers, and the distribution of the new vaccines under development in India. Vardhan says there are of the 100 vaccines being developed 30 are in India,and of the ones nearing approval 5 are in India.  India makes 60% of the world's vaccines and its distribution capacity for such a large population has been proven many times. During this coronavirus months of preparation are going into reaching the whole population including remote parts in the mountainous areas. Vardhan says the plan is to vaccinate about 30 crores or 300 million people by June-July 2021 out of a total population of 135 crores or 1.35 billion. The vaccination will start with health care workers, moving on to essential service personnel in the military, police and other occupations, and to vulnerable parts of the population based on age and health conditions. Vardhan who is also the chair of the executive board of the WHO as India's representative, says the prime minister is personally holding two 3 hour long meetings to monitor the preparations for the vaccine and its distribution. Vardhan lists the achievements of the Modi administration and the quality of leadership provided by the prime minister- 2100 testing labs, 97% of the country having a testing facility within 3 kms, testing 1-1.5 million people each day, 1 million testing kits produced daily, 2 million beds in India with oxygen support or in ICU, 13,000 quarantine centers. By personally visiting the vaccine development facilities in Ahmedabad, Pune and Hyderabad, the prime minister also directly supported and encouraged scientists and their efforts. ...

The new head of U.S. President Obama's Council of Economic Advisors, is Princeton economics professor, Alan Krueger. Kueger is known as the academic's academic, whose office is located with other labor scholars in the Princeton library. His work has focussed on what he calls "Rockenomics" (research about which bands do well and the reasons for this), on commuting, on studies such as the one with a suggestive title, "Sorting in the Labor Market: Do Gregarious Workers Flock to Interactive Jobs?" His appointment suggests the Obama administration is looking at no new policy initiatives, focussing on an incrementalist approach in policy actions, with the hope that he can get both political parties behind smaller changes. Putting a micro-specialist in charge at a time of huge volatility in financial markets shows an administration that is likely to continue the status quo with small changes till the presidential elections in 2012- the opposite of strong action because the Obama adminstration has no idea how to turn this economy around and only hopes things will change....

Jim Tankersley in the NYT says administration officials point out that president Biden is determined not to repeat the political and economic mistakes of the Obama era. Economists now say that these economic mistakes slowed the recovery from the 2008 financial crisis caused by faulty mortgages of banks and excessive leveraging. Obama cut back on spending on education, on relief for workers and families affected by the financial crisis of 2008, and in investing in education and other public goods. Administration officials also point to polls that show the public increasingly sides with the president on this. "The American people are absolutely right in saying that having the super wealthy and special interests pay their fair share is the right way to cut the deficit," says a communications adviser to the National Economic Council. Prime minister Johnson of Britain is calling for a general election on December 12. This will be debated in parliament on October 28, and is expected to be rejected a third time. Mr. Johnson faces opposition from the Labour Party which wants to delay the election till it is certain that there is no Brexit without an acceptable deal with the European Union. Mr. Johnson heads a minority government that depends on the support of the Democratic Unionist party, the DUP, of Ireland. He also dismissed 23 Conservative rebel MP's from the Conservative Party headed by Mr. Hammond, a former finance minister under Theresa May who are leery of Mr. Johnson's willingness to go with a no-deal Brexit, if parliament does not back him. This puts Mr. Johnson 45 votes short of a majority in parliament. The new deal Mr. Johnson negotiated with the EU was done with concessions on Ireland and an open border, which was rejected by the Unionist party of Ireland. This deal passed in parliament but was rejected on its short timetable of less than a week giving MP's little time to look at the details.  The Labour party is also divided on going into an election before it is ready because it is behind by 10 points in the polls.  The reason the Johnson deal was initially passed in parliament was because 18 Labour MP's decided to support it pursuing a strategy of getting it rejected by passing amendments during final passage.    ...

Town manager Martin says Tarr can't retire as there is no one to do this, he can't find people or the money to to hire people. And Tarr says "fishing is calling." All across Texas in towns across the vast hinterland, and in the prairie states including Kansas this situation exists. People in the public workforce in these small towns in rural America tend to be older and replacing them is a persistent challenge. These towns have to offer competitive salaries as not many people want to move to Texas towns like Muleshoe population  5000  on the New Mexico border. ...

The coverage of the Republican healthcare bill and how it affects the elderly, and people on Medicaid, people in rural areas, is likely to have changed public opinion in the U.S. about the necessity of ensuring all Americans have health coverage. The Pew survey cited here in this NYT report by Zernike and Goodnough was done in Jan 2017, and shows a shift. The shift would be much higher today after people look hard at the consequences of what were simply hypothetical positions or ideological positions taken without looking at consequences in daily living. On Medicaid that opinion by July 2017 compared to Jan 2017 has shifted 10 percentage points for Republicans to 53% who think Medicaid is important to them and their families, according to Kaiser research. There is stronger sentiment about people having benefits taken away.  [article-55059] The opinion has shifted to where people see that coverage is important and people should not have coverage denied or benefits taken away from them. Opinion remains strong in favor of changes to reduce the high premiums, but not to replace the existing health benefits and law with no law at all to replace it. That leaves 20 million more uninsured according to the Congressional Budget Office. Changes have to be constructive is the popular view today,  and this requires dialogue between Republicans and Democrats- which has not taken place. ...

The scrappy fight put up by Democrats on their own in different parts of the country is the main takeaway from this election for control of running 36 of America's 51 states and control of Congress. Los Angeles Unified School District has voted for a ban on smartphone use in schools starting in January. Governor Newsom is proposing to have a state wide ban in California to support children and parents in school education. Florida and Indiana are Republican led states with state bans on smartphone in schools. New York Governor Kathy Hochul seeks one in 2025. California Governor Newsom says: "When children and teens are in schools they should be focused on studies, not on screens." He has four children in schools. Dr. Murthy says in NYT that children spending more than 3 hours a day on social media were feeling the double the effects of depression and anxiety symptoms. This report shows improvements in the situation for coronavirus in Pakistan. It is still to early to tell how the reopening of the economy is likely to affect the cases for coronavirus. Not enough testing is taking place. The Eid holiday taking place this weekend also could have repercussions later in August with more crowds and gatherings for the religious event. Pakistan has 278,000 cases of infection and 6000 reported deaths. At one point the situation seemed to be following the situation in Brazil but has stabilized recently.

Inflation is running at just 2% annualized for the last 3 months, Jay Powell says "the disinflationary process has started." Powell says the Fed's initial view that inflation was transitory and that once the supply chain and other problems were sorted out it would decline has been borne out, only it took a year longer than expected to happen. Still some of it wasn't Powell believes and for this reason he does not want to let up on the fight against inflation. Giving up too early is still a mistake Powell wants to avoid.

For the first time with the win in Bihar the Modi government is now within reach of this goal of being able to govern in a democracy for next 15 years by delivering on infrastructure, cost of living and rapid industrialization and growth of the economy similar to Japan's and China's growth since 1950.
