Toyota has passed GM in sales worldwidefor the first quarter 2007. But this is happening against a changing backdrop which is that worldwide sales and markets are shifting to China and India, and GM has the initative in both countries. Its Chinese sales increased by 32% to 876,000 units in 2006 and it plans to inroduce 10 new models or upgrades in the Chinese market in 2007. The other change is that after years of growth Toyota sees a relatively stagnant US market and its strategy is shifting to extracting more profit from each car, by increasing the flexibility of US plants to make more and diverse models, and building plants in low wage areas like the one in Mississippi. Note that the plant in Mississippi is expected to come onstream a year later in 2010 and produce 150,000 not 200,000 Highlander SUV's. Also related to this is the disappointment in Tundra pickup sales which may miss the modest target of 200,000 for 2007. On the manufacturing front Toyota is slowing down product development to ensure that all needed quality checks are performed by engineers. Mr Watanabe, Toyota's CEO, and a manufacturing man himself, has referred to quality checks being skipped or neglected in the rush for sales growth. GM is pursuing cost, efficiency and quality goals of its own and $9 billion in cost savings are planned for this year compared to 2006, another $9 billion is expected to be achieved in 2008. Another factor that is relevant to Toyota's experience in the US market is its fear of being labeled as a foreign company taking away American jobs. Hence the build up of US manufacturing capacity to 1.8 million now to increase to 2.2 million by 2010. And advertising for Toyota continues to foster an image of cars made in America, by American workers for the American buyers. In this new environment leadership in a worldwide market may actually shift back and forth between competitors and new challenges will come up as the Asian market explodes, and profitability and quality will become just as important or more important than sales....

Two senior American military officers will now lead operations in Europe. Army Gen. Christopher Cavoli takes over US European Command, and becomes the Head of all Allied Forces in Europe as Supreme Commander Europe, including NATO Command. Lt. Gen. Bryan Fenton will lead the Special Forces Command. Cavoli speaks 3 languages Russian, Italian and French, and has served as a foreign area officer. He also served as Director of Russia in the Joint Staff, and has a masters degree in Russian and Eastern European Studies from Yale University. General Eishenhower had this kind of broad experience in the years after World War I that helped him hold the position of Supreme Allied Commander Europe during the war with Nazi Germany. Lt. Gen Byran Fenton is from Seymour, Tennessee. He is currently based at Fort Bragg as head of Joint Operations Command. Both officers will have to be confirmed by Congress and will operate in a new situation with the insurgencies in Afghanistan and Iraq now being replaced by conventional war in Europe and threats to Taiwan, the Indian border with China, and at the Korean peninsula. ...

In this essay in Der Spiegel, Charles Hawley says that the Trump movement has become a movement of patriotic downtrodden whites, with a whole range of interests-of extreme right talk show hosts, Tea Party politicians, white power supremacists, those left out by globalization in the working class especially in the midwestern states. The danger he says is that this movement of which Trump has become a part, rejects the narrative on which America is based of the Constitution and the Founding Fathers establishing a country based on principles of "the inalienable rights of man," that have evolved through the years to include black people, women, and minorities.  To put this in perspective, president Obama writing for The Economist magazine in October 2016, puts this movement in a different context- that of the Alien and Sedition Acts of 1798, Know Nothing Movement of the 1800's, the anti-Asian sentiment in the late nineteenth and early twentieth century, periods when anti-immigrant or anti-foreign sentiment gained prominence. Obama's view is that it is not fundamentally economic. In this he is right in that some of the forces on the far right do not stem from globalization. Yet he would be missing a great deal if he did not address the economic problems for the middle and working class that have given such views the support of a broad segment of the population, especially in some midwestern and older industrial states compared to say the economy of California or New York. Obama is aware of the problems in his essay as he points to the problems of workers trying to get a decent wage, of job losses through globalization, and the aggravation of these problems by the financial crisis of 2008 when some of the potential physicists and engineers as he calls them went into the financial sector to create faulty mortgages. Yet he goes back to the free trade and global networks of supply chains as having reduced global poverty, without showing a keen awareness of how it has through a combination of events and decades of policy indifference to manufacturing communities in the U.S.- as documented by experts and shown in Lyrarc, with David Autor and Gordon Hansen in the WSJ, 2016- 08-16. A Gallup Study, WSJ, 2016-05-16, supports Obama's assertion by showing that many of Trump supporters are actually self-employed and not in economic distress. Yet the movement would not have taken its proportions without the merging of different groups particularly largely disadvantaged working class voters, and fortunately Hillary Clinton, Bernie Sanders, have a better sense of this than the president. It is by their efforts that income and wealth disparities can be tackled in a way that restores the social fusion of all parts of society- in Hillary Clinton's emphatic words in the final debate by "growing the middle," growing the middle class. The Japanese Consulate in Lithuania is about to close in 1940. Jewish people from Poland have moved to Lithuania. As the Germans move across Europe the vice consul in Kaunas, Lithuania says he has to do something to help Jewish people to get to safety. Ministry of Foreign Affairs in Japan had authorized issue of visas to applicants. He uses this authority to issue 2100 visas, one visa sufficient for each family. 

It will be an extraordinary journey. From Lithuania to Vladivostock, Russia., and from there by boat to Japan. In Kobe the Jewish community there gets the 10 day transit visa extended so that a final destination can be planned. The journey then begins to to other parts of the world.

India's External Affairs Minister Jaishankar visits Sri Lanka. He says-  "We felt strongly that Sri Lanka's neighbors must take proactive steps to facilitate its recovery. India decided not to wait for others but to do what we believe is right. We extended financing reassurances to IMF to clear the way for Sri Lanka to move forward."  He emphasized the enormous renewable energy potential of the island nation which India supports. The larger region provides new possibilities for Sri Lanka to get the benefits of scale for energy development. He pointed out that India is " prepared to go the extra mile when Sri Lanka feels the need." India and Sri Lanka share a long history from the period of the first conversion by Mahinda from India of the island to Buddhism.

Sanders, the most senior leader  for Democrats in the Senate says Biden is the most effective president in modern American history, through the pandemic with a bold vision for the country. Bernie Sanders, the senior senator from Vermont, says he will do all to get president Biden reelected.  To critics he says Enough! Sanders says Americans should support Biden because of the American Rescue Plan that he orchestrated and helped the economy recover faster than was thought possible. It put Americans back to work, provided cash benefits to people worried about the future, and protected hospitals, small businesses and schools. Through his Infrastructure Plan Biden has created millions of well paying jobs and is repairing America's broken and neglected for decades infrastructure- roads, bridges, airports, and mass transit. Then there is the largest investment for climate change action in history, there is student debt relief for 5 million people, delivered free vaccines, cheaper insulin, and capped price pharmaceuticals. Biden says the health system is broken and hugely expensive and America still needs a health coverage for all single payer system. A lot remains to be done and this is just the beginning to fulfill the hopes and aspirations of the American people. No amount of dissimulation, distortion of facts can change that. Roosevelt said in 1932- "GIve me your help not to win votes alone, but to win in this crusade to restore America to its own people." ...

China's role for World War II defeat of Imperialist Japan given prominence in 2025. China made huge sacrifices in fighting the Japanese just as Russia made huge sacrifices fighting the Nazis in Germany, yet US help was crucial in helping China stay in the war to the end in 1945. Roosevelt sent one of America's best soldiers personally selected by Gen. George Marshall, Joe Stilwell to China. The best documented writing about this period of the war and the role of Stilwell is in Barbara Tuchman's book- Stilwell and the American Experience in China. Stilwell starts his knowledge of China in the period of the First World War when he decides to take the position as military attache to the American consulate in China. Tuchman is the only writer who was welcomed by China's revolutionary leader Mao to write about China during the renewal of US relations. She gives the best account there is of how Stilwell in his different trips to China learned the language and lived with the ordinary people, embracing the conditions of China's backwardness and war torn countryside as Japan invaded. No American or European in history could be said to have done what Stilwell had done in restoring the morale and giving self respect to China at an extremely difficult time of poverty, backwardness and war. To read it is to realize how America and Americans fought all the colonial ideas of the British and the French and Dutch and embraced the dignity and culture of the Asian people. Gen. Joe Stilwell was the best of America- of whom it could be said in all races, especially in China, he defended justice and protected the weak. ...

The World bank president Robert Zoellick in an interview with Sudeep Reddy of the Wall Street Journal. He says its frustrating to see Europe respond to problems in banking, sovereign debt and competitiveness that have a chance to work, but only to find that the action is a bit late and a bit short every time. He says the Germans are right in insisting that credit cannot be given away freely, and that reforms have to be made. Yet these reforms in the case of Spain and Italy to increase competitiveness will take time and in the meantime both countries will need bridge financing. A direct recapitalization of European banks by the European Financial Stability Facility is needed to avoid this slow and continuous decline in confidence from negative news and uncertainty. Because the problem now is of a longer term nature with debt issues that will take time to resolve and energy price volatility, Zoellick says simply doing short term stimulus and monetary will not work, and a longer term plan needs to be implemented. Zoellick supported the China Development Report of the World Bank and China's DRC which called for a shift in the economy away from reliance on state owned companies and heavy infrastructure spending. Here he says the new stimulus plan for China was necessary because of slowing growth. Yet he hopes China's leaders keep this in mind as they develop solutions for the long term that avoid the rampant credit expansion and investment of the 2008 Stimulus, and come up with a new policy mix....

With the dangers ever present that the pace of development is outpacing regulatory effort, and the profit enabling a few corporations to stifle regulatory effort in America's flawed democracy. Sam Altman is seen by the board of OpenAI as "hindering the efforts of the board to carry out its responsibilities." The tension of the board with Sam Altman comes from the thinking at the board that the rapid expansion of commercial offerings was not giving time to consider the safety implications of the products rolled out. Watching Joanna Stern of WSJ interview Sam Altman and Murali Murthi gives the impression that Altman was  moving too quickly and Murthi was saying the right things but lacked the experience and capacity to tackle AI's vast responsibilities. This also stems from the fact that what young Stanford and other tech graduates in their early thirties have done in the last 2 decades ends a chapter in America's tech history. AI is an entirely different technology which requires the involvement of major parts of America's whole technological and scientific community and its society, not just a few individuals. This is also the lesson from the pandemic for virus research where not just the Cambridge, Massachusetts community needed to be involved, but vast parts of America'a health and medicine scientific community and the American public. A million lives were lost in the pandemic in the US alone, and millions all over the world. It is a lesson that should never be forgotten- that technology can get out of control. ...

Federal government is banning the use of Medicaid and Children’s Health Insurance Program funds to subsidize sex-rejecting medical interventions for minors and prohibiting hospitals participating in Medicare and Medicaid from performing them. Dr Oz says "extraordinary interventions such as cross-sex hormones and double mastectomies require extraordinary evidence, especially when children are involved." Average refund was $3642 for 100 million households in the US, above the $3116 in 2024 tax year by 10 percent. The IRS had sent out $241 billion by April 15, 2026, 14% higher than the $211 billion by April 15 2025. For people in the low wage restaurant industry it makes a big difference. One couple, a chef and a waitress took the no tax on tips and the car loan deductions from the "Big Beautiful Bill" of DJT, and instead of owing $12,000 as in 2024 got a tax refund of $26,000 for 2025 tax year. This family an immigrant from Spain says- “They’re not able to pay us a livable wage. ... If we were only taxed on our wage, not tips, that makes so much more sense for the cost of living here in New York.” 23 million households took the overtime tax deduction. Seniors qualifying got a $6000 deduction to get an additional $1320 in refunds.

The Bishop of York presents the Church's position that it needs time to pause and reflect- as people within the church can read the Christian scripture differently and understand tradition and lived human experience to arrive at different conclusions. That there are more differences than the Church of England was ready to admit. After three years of experimentation the Church of England is stopping the "Living in Love and Faith" program in a vote 252 votes to 132 votes. The General Synod of Bishops conclusion is that consensus cannot be reached. In the words of Stephen Cottrell, the archbishop of York- “This is not where I want us to be and not where we hoped we would be three years ago … I know that many of you are feeling angry and disappointed. There is a lot of pain and that pain cuts across so called ‘party lines’ or theological convictions held.” But, “knowing how divided we are on these issues, we haven’t been able to find further ways forward that honour the consciences of those who, faithfully led by their conscientious reading of scripture and their understanding of tradition and of lived human experience, arrive at different conclusions”. The bishops and the synod, he says are “more deeply divided than I think we knew – or admitted."   ...

Greg Ip says what a difference US policy under DJT has made for energy independence and for exports. US economic growth is affected only slightly as it exports oil and LNG. Forecasts by Citi revised for the US for economic growth by only 0.1% downward for the Iran War, for the European Union by 0.4%. EU spends 1-2% of GDP to get imports of LNG and oil. US gets 0.2% of GDP for the oil and LNGit exports.  The US is in a strong position with oil policies to increase production and there is also additional supplies from Venezuela that can be added to replace Persian Gulf supplies. Which is why DJT can tell the world and the Europeans, Japan and China to get their own oil and do the job of opening Hormuz because US does not get any of its oil and LNG from Hormuz straits. In 2025 EU gets LNG from Norway 89, US 81, and Russia 37 in billions of cubic meters of imports for total in 2025 of 207 down from 257 total in 2021 because of conservation. US LNG will increase as US sells more LNG to Europe in 2026 and 2027 and reduces the little it imports from Russia. EU is doing a good job of conservation that the US can adopt to export even more to India and Japan replacing some of the supplies from the Persian Gulf nations. ...

How much room is there to raise interest rates. Patrick Minford of the University of Cardiff says a lot more. At the rate of 9-10% inflation in Britain more interest rate increases are likely. Minford is advising Liz Truss who is candidate for prime minister. Minford's main ideas are- Get interest rates back up to what was considered normal in previous decades- 5-7% for mortgage rates is what it used to be. At that rate it protects people's savings something that did not happen in the last 2 decades of ultra low rates worsening the wealth gap for Britons in different classes. Cutting taxes is about providing the economy a boost as rates go up. It is not about huge cuts, just modest cuts like the 30 billion pound cuts proposed by Truss. Minford is not talking about low taxes. He is simply talking about having taxes at levels that will promote growth- "the key to growth is not having high taxes. We're not talking about cutting them, just talking about not having them at catastrophic levels." Here is what Liz Truss is proposing- Reverse the recent rise in national insurance. Scrap the increase in corporation tax. About this plan Minford says- "If we raise corporation tax we will kill off growth." Minford dismisses concerns about borrowing. " It's crazy to begin to try to drop the debt to GDP ratio 5 minutes after Covid." With higher rates Minford also think there will be fewer "zombie" companies eating up the nation's capital, while protecting the savings of hard working ordinary people in Britain which hasn't happened in the last two decades of ridiculously low rates, worsening wealth gaps in British society. Minford calls Sunak's policies "puerile" and too much beholden to Treasury thinking. Liz Truss says Sunak's policies are for Brexit in name only, not taking advantage of Brexit to rid Britain of cautious policy that does not capitalize fully on cutting the bureaucratic and regulatory burden to get growth, and trade that favors Britain. ...

Michael Barnier leads the negotiating team for the EU as it begins negotiations with Britain on Brexit. He is a former foreign minister of France and former EU commissioner, giving him the necessary skills and experience. Yet as he meets with the Affairs of the European Committee in the German parliament, even Barnier is not clear how the negotiations will be conducted. Only that the issues relating to disentangling the closely interwoven economies of the EU and Britain relate to nationals of the EU and Britain in each others region, the common 20,000 legally binding regulations, and the price tag for Britain to pay of 60 billion euros. The leading German in the negotiating team is Gunther Oettinger, a former EU budget commissioner, and he tells Der Spiegel that the bill may be even higher than that number. The figure will be arrived at by taking into account the obligations of Britain and applying this to assets. The obligations include the money owed to the EU budget, share of medium term budget planning to 2020, share of pension payments to EU civil servants. The British take a different view and do not understand why they have to pay this amount when they are exiting. The British want to see their future relationship on trade and access to the EU markets discussed early, but the EU position is just the opposite, first exit negotiations to be completed by September 2018, then other discussions on trade. March 29, 2019 is the date set for Britain to be no longer a member of the EU. Yet even the sequence of issues has not been set and the sides could not be further apart than they are now. Each side looking at its situation domestically with elections in the EU in 2017, and May facing the added challenge of Scotland threatening to leave the UK. ...

Online protections were provided to tech companies by Section 230 of the Communications and Decency Act of 1996. The U.S. Justice Department is coming up with a proposal to remove some of that legal protection from lawsuits.The U.S. Congress passed the law  because of a court decision in 1995 against online provide Prodigy that held that online content providers could be held liable for defamatory online content generated by a third party. The U.S. president and the Justice Department are in favor of amending this by executive order and through legislation.

What should be considered an extraordinary achievement by thinking outside the box by Howard Luttnick alongside Bessent, Greer and Akazawa is correctly reflected in this NYT report by Anna Swanson, when today's WSJ Editorial Board opinion ignores this achievement and criticizes the president. Howard Luttnick a WSJ bond trader and businessman thought up the idea of the investment fund when he realized Japan was not going to give DJT all he wanted to see in opening up Japanese markets to US products. This fund of $400 billion with 50% of profits on investment going to US would be put together by Japan for the US to sign the agreement with just 15% tariff total on Japanese autos and other products. The president calls it a signing bonus. WSJ Editorial and similar efforts to shortchange DJT tariff efforts to level world trade playing field also belittles the extraordinary effort of Luttnick, Bessent and Jamieson as trade negotiators in getting the deal with Japan for $400-$550 billion. It says DJT was lucky to get the deal when it is clear that Japan is returning the US the favor the US did to Japan, as a true ally should do, aside from US defense of Asia. ...

Problems GM faces as it takes the largest loss in its history in the third quarter of 2007. A string of losses in USA and Germany , GMA weakness, and the long duration of tax deferred assets were cited as reasons. The size a $39 billion charge comes from writing down the value of net deferred tax credits it could have used if it was profitable. If GM returns to steady profits GM can reclaim some or all of the $39 billion in deferred tax credits so its an accounting type of loss.
