This editorial says that those who argue that the spending in the current $1.2 trillion omnibus spending bill in Congress shows restraint by freezing spending for government agencies at 2010 levels, are missing the fact that the 2010 levels are at new highs. Samuelson warns that turning seniors into a protected class making no sacrifices whatsoever, will mean shrinking all other social programs, defense and investments in education and infrastructure. This is the reality of the budget deficits facing the U.S. He cites the Congressional Budget Office projections that even with cutting defense and non defense discretionary spending by a third, the U.S. risks a deficit in 2023 of about 6.75% of the economy or gross domestic product (GDP). To cover this would require $1 trillion in higher taxes, an increase of a third above the 1970-2011 average. He says Democrats are using demagoguery and intimidation on this issue, and ironically even Paul Ryan's proposal reflects a desire not to touch seniors benefits and willingness to pass on the costs to the young to pay for these programs. Social Security and Medicare are a critical part of the American fabric, and no one wants to dismantle them, it is about modernizing them to reflect higher life expectancy and larger wealth accumulated by the elderly compared to previous generations, and to reduce the burden on the young. ...

Christoph Hasselbach of DW.com says the idea of European Union brings so much good for Europe that it should not be diminished by use of pressure or punishment. He refers to the firm opinion in Brussels, of Mr. Juncker and Merkel, that there can be no cherry picking when it comes to remaining in the EU. This led in Jan. 2017 to British prime minister May saying Britain would not go begging to Brussels, and would simply opt out of the European Union and the single market. Hasselbach offers an interesting and plausible explanation for the Brexit vote shifting by a small margin to the exit side. He says rightly that uncontrolled immigration fears were used by the politicians supporting exit. Interestingly he says the worries in the UK were not just for current people but for future citizens from the hundreds of thousands of refugees who would become German citizens in a few years. Would they try to settle in the UK- prime minister Cameron failed to provide a convincing answer, says Hasselbach. He is right to point out as we have at Lyrarc that it is healthy to have questions and even some skeptical views about Brussels, that the appeal of the EU must depend on not being dogmatic about it, but being open and willing to accept questions.   ...

This piece in the WSJ misses a deep understanding of India just as the US media failed to understand China in the years of Japanese imperialism in Asia. India with 1.4 billion people and Indonesia with over 300 million people form 1.7 billion people moving towards modernization by 2047. Much of this will accelerate and be achieved by 2037 by which time India will have the third largest economy in the world and have one that is likely to surpass China in its dynamism and youthful energies. DJT's first responsibility was to America and the World- to bring a quick end to the war in South Asia, and the presence of nuclear weapons is a factor too important for the president to not take this responsibility seriously. DJT also made it clear that the economy is where it is all going to happen- the modernization of India and Indonesia in the way the US had helped each of these nations modernize- Japan, South Korea, Taiwan, China, and now India over 1900-2037. The people of South Asia fully support the US president in this endeavor. ...

No country benefited more than first Japan and then South Korea till 2000, and now China till 2022 from the trade and sharing of industrial technology enabled by the American backed system of trade and industry. Walter Russell Mead says in WSJ that China has chosen to challenge the system through which it developed into an industrialized nation with the US running huge trade deficits, sharing its technology and letting Chinese manufacturing displace American local manufacturing. China is seen as challenging the system. Yet what has happened is that this process of displacing American manufacturing and industry was not sustainable anyway and continued for a decade longer than it would otherwise have lasted because American industry could not easily reverse a course it had set of setting up manufacturing in China, once that manufacturing base had already been transferred from the US to China and American companies had grown accustomed to a new state of affairs of making overseas in China. Not much thought was given to how American workers would react to that situation as companies and industries making that transfer made independent decisions. This led to the election of Trump with wins in midwestern states that had suffered from loss of manufacturing communities.  The Trump tariffs on Chinese goods and the Biden administration lining up completely behind American workers and families for the first time for Democrats has sent the signal to China that it finds the situation of China's dominance in the trade system unacceptable. The document of "China 2030" of the Chinese Government with planned dominance in key sectors and industries was met with alarm across America in all parties. The paradox of Apple as a key sector in Chinese manufacturing and the largest American company is the result of policies pursued by America without realizing the true cost of shipping manufacturing out of the country. That process is now being reversed with change of management starting at Intel Corp. and other companies to bring the manufacturing base back to the US. This policy is being resolutely pursued by the US and will speed up following the pandemic which has further demonstrated how much of a mistake the policy of sending out manufacturing in critical areas such as health could be. This is the reality behind the rhetoric and verbal exchange between China and the US. With the rapid growth of Chinese manufacturing countries such as India were put in a difficult situation  as this was preventing the local industrial base developing in India with Chinese imports in the same way as it had damaged that of the US and the EU. Worse it led to the use of US and European technology in China's defense industrial base including aviation and other sectors that threatened India's borders with repeated Chinese incursions in the Himalayas, from the Pakistan western Himalayas to Ladakh and the eastern Himalayan mountains. That situation existed long before the Trump and Biden administration and the Modi administration called for a return to America of its industrial manufacturing base and its technological leadership. Both the Bush and Obama administrations and the Indian Congress administrations failed to realize the dangers of letting the US, European and Indian industrial base wither. India is not just a country but a culture that extends from the Himalayas all the way across Bangladesh to the Indonesian islands which shares a common cultural history of Buddhism and the Vedanta. This is a region that has a population of about 2 billion people. In a larger sense the cultural history extends to  Vietnam and Japan with its Buddhist culture whose origins go back to India, and also of China itself. In the larger sense this is a population of close to 3 billion people. The economic development of this region and learning from the parliamentary traditions and scientific discoveries of the modern period since 1700 is a task for both the US, Europe and the people of the region.   ...

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. By settling for a 15% tariff Japan was protecting its other industries from the higher tariff of 24-25% proposed earlier. US industry has operated with no assistance from the US government and faces a financial markets structure in the US that is not helpful to American industry making long term investments that overseas makers with support from their governments are able to make. US workers suffered badly over three decades and the ineptitude of previous US presidents in protecting American workers from this situation. The Europeans and the Japanese, South Koreans know this and understand that the US plays the critical role in the free world and without it, without the workers and rural communities of the US, their way of life and freedom will suffer irreparable harm. Japanese PM Ishiba and its business organization Keidanren are focused on implementing the US Japan Trade Agreement mitigating any effects inside Japan. Japan was able to protect it's auto export model to the US from high tariffs settling for a moderate tariff of 15%. A similar agreement was accepted by Germany when Leyen accepted the 15% tariff on German car export model. For decades Germany and Japan have used their auto export model to take a large share of the US market, joined by Korean makers, putting American car makers and their workers at a disadvantage since the 1980's. This creates a level playing field in world trade and is in the interest of workers in the US. ...

Lina Nilsson, the innovation director of the Blum Center for Developing Economies at the Universityof California, Berkeley, says female engineers are attracted to programs and research that focusses on achieving societal needs and goals, humanitarian projects, and meeting the special needs of developing economies. Better engineering that helps people improve lives attracts the involvement of women. She cites enrollment at the Blum Center for Developing Economies programs, PhD. minors in development engineering at UC Berkeley, undergraduate international minors at University of Michigan, the D-Lab at M.I.T., humanitarian engineering programs at Arizona State University, University of Minnesota, Penn State, Santa Clara University, Princeton's Engineers Without Borders chapters and clubs, where women's enrollment exceeds that of men. She contrasts this with the low numbers of women engineers in general- less than 20% of tech engineers at Google and Apple, and less than 14% in the U.S. workforce. Her advice- make work meaningful to society and women will enroll in large numbers, not just in computer engineering, also in mechanical and chemical engineering....

Eiji Toyoda, a cousin of Toyota founder, Kiichiro Toyoda, headed the company in a crucial period of its growth in the sixties and seventies. He was president for 1967-1982, was chairman till 1992 and honorary chairman till 1999. During this period going back to the 1950's he set the stage for Toyota to introduce its efficient production systems and rapid growth in the U.S. market following the success of the Corolla in 1968. He passed away in 2013 at the age of 100.

By that he means the older generations, two generations, that respected General Motors for its innovation and contributions, has passed away. This is replaced by younger people and a new generation which does not have the same recorded perceptions in its memory. In fact it may see just the opposite, in terms of Detroits attitude perceived as arrogant, in terms of fuel efficiency perceived as wasteful, in terms of quality perceived as not upto the higher bar set by the Japanese competition of Toyota and Honda. Toyota does not look like a pioneer in the ethanol vehicle field, so GM and Ford have a opening here they can use. Toyota will continue to set the bar higher on Quality. And this is not a company about to be complacent about its success . Press sees Toyota's success stemming partly from the failure of GM and Ford to maintain market share and only partly from its own better qualities. One of Toyota's goals is to keep increasing local content so it can show that its a truly American company to this new generation....

Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

When you compare the US to the European Union or India one can see how America is failing its people in offering basic public services that other countries do routinely. Jennifer Pahlka is the author of- Recoding America: How America is Failing in the Digital Age and How We Can Do Better. Pahlka points out the problem in the US where private companies obstruct the delivery of basic services that the government can provide, just for their own profit. They throw in a carrot so that there is an excuse for not doing anything about this. For example tax preparation companies tell the IRS not to develop a simple tool available to all taxpayers to file their own taxes easily which is already filled with basic details. The carrot so that no one complains is that they will offer free tax preparation services to low income people. In the EU and many other countries tax preparation is done using tools offered by the tax agencies for easy preparation. In India it was possible to make it through the pandemic for large parts of a population of 1.4 billion because checks could be deposited directly into people's bank accounts. Digitization is used in India to make certain there is delivery of public services directly to each person. ...

India imposed a complete lockdown of the entire country. South Africa imposed a 21 day lockdown enforced by the military. Decisive and strong action is needed early. Pakistan acted early to quarantine pilgrims entering the country from Iran. Pakistan's government has announced a $20 monthly wage subsidy for poorer households. The average in Africa is 20, according to the UN, and South Asian populations are also very young. Generally hotter climates may offer some offsetting factors to makeup for the lack of strong public health systems. India made major strides in direct deposit to bank accounts of 1.3 billion citizens by the government for many social safety net schemes in the last 5 years. It has also computer records of all citizens under a plan underway for a decade. The nationwide rollout of 4G mobile technologies has connected every citizen including remote areas. This should assist in the identification and isolation of affected areas and people. Other factors that mitigate the spread will be access to medicine when medicine and vaccine is developed for the virus. India has a large pharmaceutical industry, scientific labs and other medical resources similar to South Korea, which should help limit the affected areas and people. ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Britain's prime minister Theresa May finally spells out some of the costs to Britain's economy in following Brexit and leaving the European Union. The EU's Barnier made it clear that Britain would not be able to choose what it wants out of the negotiations. As May put is "there will be consequences for our market access."  So far May preferred ambiguity so that she could reconcile the conflicting factions in her Conservative party. The Labor Party in the Opposition and the EU have called for clarity on the issue of Northern Ireland, with the EU saying Northern Ireland would remain part of the EU customs union, and the Labor Party's Corbyn saying the fragile Ireland peace accords must be preserved and Ireland should have an open border. May did not clarify on the Irish issue. However her new remarks clarified that much of what exists today in cooperation inside the EU would be preserved to minimize negative consequences of Brexit, and Britain would also continue to be affected by the decisions of the European Court of Justice. Barnier says he welcomes May's explicit recognition for the first time of the tradeoffs involved in doing Brexit, something the pro-Brexit faction within the Conservative Party under Boris Johnson has tried to ignore. Experts including Bank of England governor Mark Carney have stated that Brexit will leave Britain's economy poorer.   ...

To get the agreement of the 27 countries engaged in the talks to set new banking rules, the new Basel III banking rules are being phased in over a protracted period. Some changes go into effect in 2013, but others will be put into effect by 2019. The focus on the new rules is how much capital, or "common equity" banks will be required to hold as a cushion to absorb losses in a crisis like that of 2008. Large banks will be required to hold 7% of their assets in common equity. By 2015, banks will have to begin building a 2.5% buffer of capital, which must be in place fully by 2019. No action was taken on issues such as requirements for banks to have access to ample liquidity, what systemically important banks should hold in capital, and establishing a counter cyclical capital buffer.

With the demands from younger people for a generational change in leadership for both Republicans and Democrats the questions are being raised about Nancy Pelosi continuing as leader of the Democratic Party in the U.S. Congress.

With the departure of Republican leader Paul Ryan from politics there is pressure on Pelosi to follow Ryan and create room for a younger leader. Democrats running for office in the upcoming midterm elections say they will run against both Republicans and Pelosi. This appears to be working. Pelosi has only a 32% favorability rating with 44% viewing her unfavorably. Pelosi is 79 years old and Stenny Hoyer the other Democrats leader is 78 years old, both have lost touch with the new Progressive trends in the Democratic Party.
