China's economic planning agency, the National Development and Reform Commission, has approved $156 billion in new infrastructure projects, new subways, highways and other projects in recent weeks. The response is more carefully planned than the stimulus projects in 2009-2010, which are now seen as excessive response creating the prospect of bad loans in the banking system and causing inflation. The stimulus spread over 2 years, 2009 and 2010, was by government's initial estimates about 4 trillion yuan and this does not include additional local government spending as the government encouraged spending. This time the stimulus is about 1 trillion yuan or $158 billion, 2% of GDP, spread over 4 years, with projects going through careful review, according to Nomura economist Zhang Zhiwei. The Chinese government wants to avoid losing gains made in controlling a property bubble and holding down inflation.

Manufacturing could be the bright spot for the U.S. in 2021 and the years ahead. The pandemic has hurt industrial production in the U.S. in 2020. This brings manufacturing in the U.S. to a new low. This report in the WSJ says there is hope today because negative trends are about to be reversed. During three decades since the eighties three trends hurt the U.S.- lack of sustained capital investment, noncompetitive labor costs, degrading infrastructure.  To make the reversal of these trends and raise American manufacturing to what it was after World War II attention is being paid to these negative trends. The response- a quick recovery from the recession,  localization of supply chains, technological advancements to close the gap with competitors. By market capitalization on S&P 500 the U.S. manufacturing industrial sector was 15% in 2000, in 2020 it is 9%. Hope today lies in the determination to reverse the trends in this sector and regain leadership. Even in the aerospace sector the determination and legacy of American manufacturing is strong. Recently the WSJ ran a story on how David Farr, the CEO of industrial company Emerson Electric, which makes automation equipment for factories and aerospace parts based in Ferguson, Missouri, managed his company through the pandemic so that it was posed to return quickly to full production. Against all the hurdles he would not give up and fought hard in each battle with suppliers, governments and the pandemic.This bodes well for American manufacturing coming back on quickly even in tough markets such as aerospace and automation. Other factors WSJ mentions are quick reversal in hit to earnings, robust demand. Consumables have sprung back up fastest, but automobiles are also holding up in demand. This leads us to the localization of supply chains. Companies realize the risks of tensions in the South China Sea and technology theft today in a way that they did not before and this is changing the mood resulting in plans to move production onshore. Warnings from the Trump administration played a role with new tariffs on Chinese imports. Shipping products halfway around the world no longer makes sense, especially in losing control of supplies. Emerson depended on production off shore in China and other countries and panic from the pandemic set in quickly that everything would come to a halt as supplies stopped coming and Emerson could do nothing. The economics WSJ points out are also different today with labor cost inflation in China and labor cost deflation in the U.S. which improves U.S. competitiveness. To make U.S. labor cost competitive with China says Scott Davis in WSJ, one has to make the same quantity of product with half the employees, and this is now possible with automation technologies in 2020. The result is that even at this low point in manufacturing one can see the future is bright for the USA as it moves rapidly to rebuild the strength in manufacturing it had for most of the twentieth century. ...

A few events in the last 50 years are rewriting the rules for business, finance and economics, says the WSJ in this analysis. The admitting of China to the World Trade Organization under president Clinton in 2001 was one, another was the global financial crisis in 2009 with the selling of bad mortgages by the financial industry, the euro currency financial crisis with the bad accounting, real estate industry speculation, and lack of financial oversight in countries such as Greece, Ireland, Spain. The coronavirus pandemic is one more addition to this string of crises and events that have made the working class and middle class in US and Europe poorer and in worse shape after the recovery following World War II.  The changes indicated here are some of the surface changes- such as the shift to the suburbs for cleaner air and better living, the work at home as a serious option, the new focus on health care, wellness, exercise, nutrition and mental health, remote learning and community college as a realistic option to high tuition costs by the education industry, and a pharmaceutical industry refocused on public health and vaccines as it was in its early years before its shift into a simply profit driven industry. The underlying thread for all these changes on the surface is a deeper change in the public mind- a change that redefines what the people believe in just as happened after World War II. Rebuilding the devastated economies of Europe, America and Asia required a new vision at the time after World War II. And reconstruction could only happen with all the people involved and working for the public interest.  This also created a new hope for the future. President Biden's vision is for a new set of priorities that make child care, women's position in the economy, community college education as a right for all as a first step to opening the access to education that existed after the war in 1945. Investment in infrastructure, in building new roads, bridges and rail, water, internet connections, public services in transport, better layout of urban areas, better lives for retirees, are all part of an effort to improve quality and ease of living for all parts of society, not just those who can afford it.  This is uppermost on people's minds and administrations or governments that fail to deliver or simply talk with no action, will not have the support of ordinary working men and women in all countries. This is true for countries and regions as varied in their level of development as the US, Northern Europe, Southern Europe, Japan, India, Brazil and Mexico, and African nations. Democracy, government adminstration, technology and business structures exist for the people, to improve the ease of living, quality of life, through better health, education and public services.  ...

The US needs good manufacturing jobs for the jobs and income that it brings into communities, and also because of the tax revenues from the companies making products in America that provide the basis for local governments to provide good public services in healthcare, education, and transportation. To say comparitive advantage that helped first Japanese and now Chinese manufacturers is real and how society gains is to deny some basic facts that are self evident from observation that contradict textbook ideas in economics. Comparitive Advantage is a textbook economics concept that says countries are proficient in what they make best and should specialize in that product. But it is a static concept that exists only in textbooks. If Japan in 1960, China in 1980 and India in 2000 were each presented with this idea they would have turned down the idea of making steel and remained makers of lower end products such as footwear and textiles. If Japan in 1980, China in 2000, and India in 2020 were each presented with this idea they would have turned down the idea of making semiconductors and remained makers of lower end products such as steel. A senior vice president of US Steel in the late 1960's even told this writer a graduate student at Northwestern in Chicago- as the US can make steel better than India or China let us keep making it for you. He and much of the business faculty at Northwestern also could not understand in 1970 why Airbus was being setup to compete with Boeing who by the concept of comparitive advantage should have had the whole market to itself for commercial aircraft . By this kind of thinking Airbus would not exist today because it did not have the lowest cost or the manufacturing technologies Boeing had through its vast manufacturing operation. America would be still the only one making aircraft in 2023 if textbook concepts ruled the day. By indirect methods such as hidden preferential arrangements, provision of inputs such as land, capital and labor, tax relief, the costs can be represented in a way that shows it is cheaper to manufacture overseas. The lack of a level playing field is what president Biden is correcting by doing what first Japan, then South Korea, then China and now India are doing since the 1960's. By 1974 in four years after its founding in 1970 Airbus came up with its first model the A-300 using advanced technologies. America will regain its leadership in the cost and manufacturing of many products through Biden policy and the efforts of American companies by 2030, and do this in a transformative way that will benefit the world as a whole.  It is an enormous error to say the US does not need good manufacturing jobs, that local governments do not need the tax revenues from manufacturing plants to build services for communities where manufacturing workers live, and the US does not need the manufacturing experience curve that leads to reduced costs. It is this loss of the manufacturing experience curve that is the most vital aspect for understanding the need for the US government to compete effectively with the governments of Asian countries to keep manufacturing healthy and strong at home. Economics experts ignorant of how important this science and engineering principle is fail to grasp this. Related to this is the idea of a virtuous cycle in manufacturing- whoever braves the hard years of moving up the learning and experience curve gets rewarded because once that country has mastered that skill it gets better an better as the technology advances- making it harder and harder to prevent a new monopoly in manufacturing by the country (Japan, China or Taiwan) that had the highest costs and the least advantage ten or 20 years earlier but just persevered through it all with the government's help to gain cost competitiveness. This part does not make it into the economics textbooks which are mostly theory and much of it outdated by the time they are written. Observation is the best teacher and guide as it is in science, to guide policy and action. Obsessive attachment to theory that ignores observation becomes the enemy of progress. Comparitive advantage is one concept that needs to be retired even from the textbooks. Overseas manufacturing then is a piece of the overall picture that fits into what is good for the US. Macroeconomic principles determine microeconomic outcomes as opposed to microeconomic principles with companies out on their own being forced to compete without a level playing field, or handing out technology for special status in a recipient country as some do putting the US at a macroeconomic disadvantage. This is also healthy for the recipient country overseas, as recrimination with loss of manufacturing jobs in the US inevitably leads to the kind of recrimination that does not serve either country well as in the case of China today, and worse still can lead to conflict, even war. After the egregious situation of loss of manufacturing communities across the US leading to destabilizing the social fabric, it is hard to see such thinking prevail about the US not needing manufacturing as a vital part of its social fabric and industrial strength. China, it can be said, would have developed, and developed well over the past two decades without overconcentration of US and EU manufacturing in China. Without aggravating the problems of climate change and contamination of air, land and water, and destabilizing the social fabric in the US hurting workers and communities across the US, if macroeconomic policy was made to manage this process in the US government without it being left entirely to individual companies to decide. Instead China faces today a difficult situation through events such as destabilizing the social fabric in the US (the Trump tariffs), advanced economies in G-7 resistance to sharing of technologies, the damage to its environment from microeconomic locally determined policy at individual companies, and the global effects of climate change from climate unsustainable levels of growth since 2000.  ...

The narcotics revenue source is only one of three sources, says Defense Sec Gates. The other two are funds generated locally from the Pashtun minority in Pakistan, and funds generated from outside sources like people in Saudi Arabia and Kuwait. A 2006 World Bank report says the hawala system- an informal money transfer system using a network of money brokers with little oversight- "carries out the majority of the country's cash payments and transfers." Of the local sources, its only now that the Pakistan government is making a serious effort to freeze these bank accounts traced to the Taliban. The CIA says it has identified the charities and organizations that send money, but it is not clear if these sources have been suspended. The implications of this is that the war could be sustained by the Taliban even if the opium crop was destroyed, or smuggling routes and labs were destroyed. Gates points out that the very same external funding channels for sending money by wealthy Muslims that the US supported in the 1980's to help Muslim militants expel the Russians may still be open today. His comment that "it would't surprise me if some of those channels were still open today," suggests that even the Defense Dept does not know how these channels operate because of their extreme secrecy. In a way this shows how the war and the people that the US supported have come back to hurt the US, just as the people on the Pakistani side find that the people they supported in the Afghan and tribal areas and the Taliban organization they created is now coming back to hurt Pakistan. What makes it deeply disconcerting is that as Gates points out, there is so little time before the patience of the American public wears out with rising casualties. And on the Pakistani side there is so little time also because the war is spreading to Pakistani cities. As the Bush administration and Secretary Paulson look at Chapter 11 though acarefully arranged and orchestrated process with government support oversight and backing, Sorkin of NYT outlines how this would happen. It would clearly avoid Chapter 7 and be an orderly and organized process with warranty backing and debtor in possession financing. And echoing a lot of public sentiment on this issue Sorkin calls Wagoner's effort to say with a straight face that he still should run the company is laughable. It was his neglect of some of the important decisions that needed to be made that have created this situation and no serious changes can be made with current management and board.

The NYT editorial says the Obama foreclosure plan was flawed from the start. It lacked teeth to make banks take up foreclosure reduction. It isn't enough to reduce payments as people who have lost jobs cannot afford to make payments. With unemployment rising another 2.4 million homes will go into foreclosure according to some estimates. The slow roll out of foreclosure plans by banks has aggravated the situation, and at this time those who lost jobs are the homeowners not getting help from the government. Reagan words taken out of historical context by Ontario ad- Lighthizer as Reagan's USTR negotiating with Japan experienced Japan's efforts to unfairly capture world markets. It was only after years of negotiation that Lighthizer was able to get Japan to play by fair rules of world trade. In 2025 Jamieson as US Trade Representative for the US is Lighthizer's deputy in prior negotiations with Asian trade partners who have unfairly gamed the system to their advantage. Canada, Mexico and China are misrepresenting the facts to show they play by the rules when they clearly and blatantly flout world fair trading practices that lead to losses for American workers. The reality is that the Smoot Hawley tariffs by the senators of states that were not industrial states in the US inthe 1930's were adopted by the reckless atitude of Herbert Hoover as president and by senators who had no grasp of world trade. Senator Harry Truman from Missouri as president made correcting these mistakes a top priority in the late 1940's. Today's abuse of the system by Asian countries and Canada, Mexico have nothing to do with the tariffs of the 1930's- America wants all nations to play by the rules which over time will create a stronger world trading system. ...

Can OpenAI pay? Does it have $300 billion? These are the questions analysts are asking. Remaining Performance Obligations is RPO's which refer to a company meeting probable targets which are not certain. Oracle stock went up 36% in one day because it was saying it would get thei $300 billion from OpenAI. Now as analysts look carefully at Oracle surge they are saying wait a minute who has this $300 billion. This report in the WSJ says RPO's for Oracle are now up to $523 billion. Oracle stock is now down 43%. Analysts are questioning these outlandish claims. Another claim is from the "circularity" in the AI sector, which means A is connected to B is connected to C. OpenAI expects $100 billion in investment from Nvidia which makes advanced chips, but is it definite? Nvidia says in it's latest quarterly report that "there is no assurance that any investment will be completed, on expected terms, it at all." Note that OpenAI makes hardly any money today and is in fundraising stage- it has expectation to make $20 billion. And the $300 billion where does all this come from? When most people in the Nation are living from paycheck to paycheck there is this wild speculation and mania in the AI sector.   ...

The New World- Russia's new relations with US as US accepts Russia as a Northern European Power and Russia respects Monroe Doctrine of 1823 of American power in the western hemisphere in return. What the Europeans do not understand is that the new US policy will bring more oil to the market and cut oil prices to lows that will reduce the cost of living in US and Europe, and will also give Russia fewer dollars to fight the war in Ukraine. Denmark only foolishly calls it the end of NATO if Greenland becomes American as this will only make it difficult for the European nations against Russia. As DJT pointed out NATO is not much without the US and the US intends to stay with NATO. Germany had a long conflict with Denmark over Schleswig Holstein. Norway has disputed Denmark's claims to Greenland  till 1921.US Navy explorer Rear Admiral Peary discovered northern Greenland and claimed it for the US  in 1880's, and every US administration since 1867 with Seward till Harry Truman a Democrat in 1946 has wanted Greenland for the security of the US eastern seaboard, and called it in the words of the US Commanders in Chief in 1946 "completely useless for Denmark," vital for US security across the Atlantic from Greenland. ...

India under the leadership of Vajpayee and now Modi is in a position to work in cooperation with the US and Germany, Japan for modernization and rapid economic progress to show the vitality and strength of the parliamentary systems that have evolved from the British model for 500 years since 1500 and the scientific advancement that happened after the Renaissance in Europe after 1600. ...
