More than 600,00 people in Hong Kong are expected to use their colonial era British National Overseas (BNO) status to seek the pathway to citizenship offered by the British government. The advocacy group HKB Hongkongers in Britain surveyed the city's residents hoping to take advantage of the program that starts in January 2021. The Home Office had expected this to be about 500,000 over 3 years. About 80% of those surveyed want to emigrate in 2 years, faster than expected. About 75% of them have university degrees and earn well above the city's average, so that they can contribute to the British economy. About 75% plan to travel with children. Only half have friends in the UK and few have family there. Compared to the influx of migrants into Germany this is likely to bring a fresh infusion of talent into the UK economy at a time when Britain is embarking on building trade with countries around the world after leaving the European Union. Germany had language classes and many problems to integrate migrants from Africa. There is no language barrier and cultural issues are also for the most part absent. The technical skills of Hongkongers with BNO status could add to the British economy in many unanticipated ways.   ...

Under a new program the ECB will tilt the purchase of bonds for maturing debt towards weaker economies. Leading to purchase of $208 billion of bonds of weaker  economies such as Italy. Italy's bond yields climbed to 4.2% in June 2022. This will help prevent the fragmentation of the bonds in Europe into segments and is part of new thinking at ECB after the pandemic. Italy's bond yields dropped and stocks gained after the announcing of the decision. Under Merkel such decisions simply would not take place with the different thinking under that administration.  Today solidarity is uppermost in EU after the pandemic at EU in Brussels, at the ECB, and at the chancellor's office in Germany. No one even thinks twice about this.  Italian bond yields dropped from about and its stock index gained 3.2%. The stress in eurozone is reflected by the gap between the yields of 10 year German and Italian government bonds. It dropped from 2.4% to 2.13% after the decision. To keep the two yields close and not fragment eurozone yields is what preventing fragmentation means. ...

The Jal Jeevan Mission of Indian prime minister Modi had the goal of bringing clean water by taps in every home. Of 190 million homes in 2023, 116 million homes now have clean tap water. This is 60% of homes in 2023 compared to 17% or 32 million homes when the program was started by prime minister Modi in 2019 just before the pandemic. Jal Jeevan's safe supply of drinking water to 1.2 billion people is closely connected to health of people and diseases, epidemics,  in villages and towns in India. The part of the tax law that limits state and property tax deductions to $10,000 and limits deduction of mortgage interest is likely to slow the rise of housing values in 2018. Much of the effect is psychological as the impact is felt on the East Coast, California, Midwest and the D.C. area. The median U.S. county will see a decline of 0.8%, and some counties in New York could see declines of 10%, according to Moody's analysis. The impact is greater for higher priced homes, and where incomes are higher with big mortgages and big tax bills.

Dr. Nancy Krieger of the Harvard School of Public Health says data on health risk -including which counties have high rates of health conditions such as obesity and other diseases- should inform targeted interventions and public messaging. This is important for administrators and health authorites in each county and state as they deal with a surge in coronavirus in parts of the U.S. which have so far been only slightly affected such as rural southern and western states. More recently places such as North Dakoa which the virus missed in the early stages are now seeing a jump in cases. This report shows counties in states such as Tennessee, Georgia, Alabama, Mississippi, North Carolina, particularly susceptible because of high rates of obesity and other health conditions. In all almost half of the U.S. population has one of these health conditions- obesity, diabetes, high blood pressure, lung disease and heart disease.  The high prevalence of obesity which worsens all other health conditions is a result of the lack of healthy food and nutrition, exercize and healthy living habits, that were neglected in the closing decades of the twentieth and early twenty first century. The shift to processed foods is only one of many bad practices that happened in these years. The lack of attention to healthy eating and nutrition, and outdoor exercize has marked this period and created conditions in which the virus could damage health. ...

France and Germany remained far apart on approach to banking regulation in Dec. 2012. Germany does not support regulatory powers of the ECB over Germany's small and midsized savings banks which lend to small businesses and consumers. France supports regulation of all 6000 banks in the eurozone by the ECB. Germany also raises concerns about how the regulatory powers of the ECB can affect its powers in setting interest rates. Germany does not support the British position for regulatory powers over London based banks to remain in Britain. Coming up with a new banking supervisor for European banks with regulatory powers of supervision is needed for Spain to get access to additional EU financing. This is also part of the new financial architecture for the eurozone, including deposit guarantees, which needs to be set up.

As German chancellor Merkel pointed out at the EU summit, all central European states and Eastern European staes are not doing the same. Czech Republic and Poland are doing relatively better, Hungary, Romania and the Baltic Countries are in serious crisis. And smaller Slovenia and Slovakia are part of the core countries in the EU which use the euro. The Baltic countries are looking to Sweden to help and the Swedish Finance Minister has said it is the political responsibility of Sweden to help the Baltic countries, which Sweden should consider as part of the home region. Romania is looking to a reluctant Germany for help. And voices in Europe are asking if it isn't the political responsiility of Western European countries like Germany to help, and if not what does it mean to be part of the European Union? The Eastern European countries caught up in this crisis with their currencies losing value and large loan repayments to western European banks, feel they embraced the liberal capitalist model without any knowledge or experience with its fluctuations and crisis prone nature, as part of the integration into a united Europe. Now they are left they feel, to drift on their own. The recent emergency European summit meeting in Brussels saw the Czech prime minister Topolanek, who holds the rotating presidency of the EU, say that no member would be left in the lurch, and the need to avoid a dividing line in Europe that North-South or East-West. The Hungarian prime minister insisted on a special European Union fund of upto $241 billion to protect the weakest members, and circulated a paper saying that Central Europe's refinancing needs for 2009 were $380 billion. So far the governments of the EU have already spent $380 billion in bank recapitalizations and put up $3.17 trillion to guarantee bank's loans and to get credit moving again. And the European Bank for Reconstruction and Development, the European Investment Bank and the World Bank have promised $31.1 billion to Eastern European countries....

This article in the Economist points to polls showing women with college degrees favoring Clinton over Trump by large margins of 57% to 38%. A Brookings Institution expert says this could translate into a gain of 4 million voters for Clinton. Many of these voters overlap with suburban women. The Clinton campaign has presented Trump as one who could not be relied on to have responsibility for the U.S. nuclear weapons because of a volatile temperament. Other experts point to concern by women of what the anti-women comments by Trump would do to the condition of women in the workplace.

Small business and farmers are driving a recovery in the Indian economy in the latter half of 2020 after the impact of the pandemic. Rural India with demand from farmers for cars and tractors is also helping build demand. Maruti Suzuki, India's largest auto manufacturer, had sales increase of 10% in rural India vs. 4% overall in the third quarter of 2020. Manufacturing and farm sector are leading the recovery. Transport and hotel, airlines are also seeing an increase in demand. From 2 million in June airline passengers have increased to 5 million in September compared to 12 million before the pandemic. The second generation reforms made by the Modi administration and the many initiatives are expected to boost the potential growth and scale of the Indian economy. Building a strong manufacturing sector and getting foreign investment in that sector is also a critical step to building the economy's growth potential. World War I was the first major worldwide war since the French Revolution and the Napoleonic wars, and World War II was fought after World War I's punitive reparations exacted from Germany led to the Nazis. US General Pershing did not want to see the French negotiate the settlement, preferring the war to continue till the destruction of the German Empire's war machine rebuilt by the Nazis. Mistakes were made in Europe for which millions of Americans gave their lives to liberate Europe. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. Asian civilization including China and India see the benefits of western civilization, of the Renaissance, the Enlightenment and the Scientific Revolution and embrace it wholeheartedly and wish it had come sooner on of their own volition and intent. Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

About 3.5 million Americans ages 45-64 were unemployed as of May 2012, 39% for 1 year or more. This is even higher than the unemployment among younger workers and is a new aspect of this recession compared to the ones before this. Some have quit looking for jobs after depending on extended unemployment benefits of upto 99 weeks, and some have taken part-time jobs. Statistics on unemployment from the U.S. Labor Department give a more distorted picture this time because the unemployment rate as defined by the Labor Department includes only people looking for work. More people today are discouraged and not looking for work, dropping out of the labor market entirely or in part-time jobs. So that the unemployment rate is much higher when these workers are accounted for.

Derivatives were touted as ways to manage risk and to help grow amodern economy. But compensation of 370 derivative traders who are the few who know what they put into these complex contracts, so they are the ones who know how t best unwind them, raises anumber of questions. Are derivatives pushed because its highly lucrative for the few traders who write them? Haven't derivatives proved that they can be highly dangerous instruments on the downside, with unlimited risks that are ultimately borne by the taxpayers? Consider that the $165 million is only part of the $450 million in bonuses to 370 employees in the FInancial Products unit at AIG. Of this $55million has already been paid out. And there is an additional $230 million still to be paid out. One of the things that stands out most is how everyone involved with these financial innovations for a modern economy, and the pushing of different financial products, makes a lot of money with risks that are passed on down the line and end up in the taxpayers lap. It has proven that transparency, prudence and safety are tests for financial innovation just as they are for financial markets in general, and that excessive compensation leads to distorted self-interested presentation of the facts of the matter, and ultimately perversion of stable processes in the financial system....

Galston says Hillary Clinton is right to say as she did at Roosevelt Island in her opening campaign speech, that "growth and fairness go together, for lasting prosperity, you can't have one without the other." Economic growth was at 4% for 5 of 8 years of the Clinton presidency, but in the 15 years since the economy has managed 3% only twice in the George Bush presidency, and fallen below 2.5% in the last 5 years. The high growth rate following World War II was a result of the increase in the workforce and productivity. The workforce increased by 2% annually between 1950 and 2000. Since then as female participation peaked and the baby boomers reached retirement age the workforce has increased by 0.7%, and is slowing to 0.5% annual growth for the next decade. Growth in productivity of 1.9% between 1991 and 2007, slowed to 0.4% after 2010. Galston tells the next president to go all out to increase the labor force- adopt family friendly policies similiar to Europe so more women can work, get more immigrants into the labor force, more elderly should be encouraged to work given the better health, reduce the college dropout rate to reduce incarceration and bring more young people into the labor force, get more people who qualify for disability but could work part time into the labor force, and emphasize the importance of increasing the labor force participation rate a policy being followed by the Federal Reserve's Janet Yellen....

DW.com takes a deeper look at the conflict in Nagorno-Karabakh, an autonomous region of Azerbaijan now populated and controlled by ethnic Armenians. It has grown rapidly in the last decade at around 10% annual growth and 17% in 2017 with an influx of ethnic Armenians who have settled in the region with its higher average incomes. Karabakh has a large mining industry which provides employment for Armenians moving into Karabakh.  During the 1920's Azerbaijan and Armenia were part of the Soviet Republics which lasted till 1991. The Soviets made Karabakh part of Azerbaijan SSR with considerable autonomy. Since 1991 several wars have taken place with the largely Armenian population declaring itself independent of Azerbaijan.  Azerbaijan is three fifths Shiite and one third Sunni with close ties to its southern neighbor Iran, leading to efforts by Iran to mediate the conflict. There are social and political overtones for the conflict. Azerbaijan oil exports have been hit hard by the drop in the oil price and drop in global oil demand. Armenia has seen remittances from its 11 million Armenians living overseas drop by about 40%. Both countries face endemic corruption. Azerbaijan get 90% of export revenues from oil which is 40% of GDP. EBRD estimates exports fell by 25% in the first quarter and GDP will decline by 3% this year. Strict lockdown has also hurt the economy hard. Armenia expects a decline of 3.5% in GDP in 2020. Armenia is trying to tackle corruption with reforms since the Velvet Revolution in 2018. The conflict is a distraction from the economic and political situation, says Caucasus region expert Sylvia Stober. It could be politicians making a point as economic and social conditions deteriorate, with outside influence. Turkey has backed intervention in Libya and now supports Azerbaijan a Muslim neighbor.  Russia has a defense pact with its Orthodox Christian neighbor Armenia. In 2018 a short war lasted only 4 days when Russia intervened. This time Russia which has a defense pact with Armenia is looking to have Armenia join its Eurasia Economic Union. Armenian prime minister Nikol Pashinyan looks to Europe for closer ties. Russia supplies both warring parties in this conflict and acts as a mediator in a ceasefire. Outside influence is aggravating the conflict which has now displaced about half the population in Karabakh.   ...

Mahathir Mohamed 92, wins the 2018 general elections in Malaysia with a commanding majority, leading to the fall of the government of prime minister Najib Razak. Razak led the United Malay National Organization UMNO after Mahathir Mohamed's departure from politics.  Unlike Mahathir, Najib was not fluent in Malay, was educated at top British schools and unable to connect freely with the Malay popular base. His main connnection was through his father Tun Abdul Razak who was the second prime minister of Malaysia. The United Malay National Organization serves the interests of the Malay people in the country. After decades in government the party has deteriorated and is now steeped in patronage, with the corruption in the Najib government leading to the 1MDB money laundering scandal. This led to the return of Mahathir Mohamed to politics to cleanup the government.  For several years the Najib government was seen as acting with impunity following the 1MDB revelations of corruption which were investigated by prosecutors in Malaysia and the Justice Department in the U.S. The Attorney General of Malaysia was fired for his investigation by Najib Razak, leading to the return of Mahathir Mohamed to politics and the elections of 2018. The investigations into the 1MDB scandal are now likely to proceed as this has aroused popular sentiment in Malaysia for clean government. ...

Matt Miller, a former Clinton aide, says both U.S. parties have failed to do serious problem solving. The reason is that both are looking primarily for election advantage and are not interested in blending the best of liberal and conservative thinking. He even goes so far as to say both parties don't trust the public enough to lay out all the facts openly and explain what action needs to be taken. This is clearly true in one of many examples- the way Clinton advisor Bowles and Republican Senator Simpson took up the job of coming up with a deficit reduction plan looking at things from all angles, and laying out all the facts. Contrast that with the way a Democratic president Obama shied away from openly discussing Bowles-Simpson's closing of most tax expenditures as a key a part of a new action plan. Republican leaders Boehner, Cantor, McConnell, instead of seriously challenging the Democrats to take up the Bowles-Simpson or Rivlin-Domenici proposals, focussed their attention on defunding the government unless certain conditions were met. Serious debates and discussion that should have taken place to arrive at a consensus never took place, eroding the credibility of politicians of both parties, as Miller points out. The failure of leadership brings America back to its roots in community organizing through independent intitiative at all levels for crucial problem-solving discussion. This is the way to arrive at a consensus of what needs to be done for renewing America....

Few people outside France may know that Charles de Gaulle's son served in the French Navy, served in World War II, and was a naval commander. He also took part in battles in Indochina then a French colony and was promoted to commander of French Atlantic fleet in 1970's. Admiral De Gaulle recalls his father in his books as "cool and distant," and De Gaulle himself told his son that it would never be easy to be the son of a famous father. Even in 2005 Charles De Gaulle was seen in a poll as the leading figure in French history. Napoleon finished 16th, and scientist Louis Pasteur was among  top leading French figures. De Gaulle rescued France again in the post war governments and set up the strong central authority of the President of the Republic in the 1960's, modernized French agriculture, rebuilt its infrastructure, in the post war period.
