The turnover is so high that the Afghan Army has to replace a third of the 195,000 army every year. The problems from the corruption in the Karzai government, the flawed elections, and other issues have not been resolved, leaving a fragile government and a fragile army and police force as the U.S. withdraws. A decade of sacrifices in resources, lives and wounded, is at risk. A negotiated settlement in talks with the Taliban has not moved forward to create a post U.S. withdrawal Afghan government that brings in all parties. The untimely death of American diplomat Holbrooke who set up the accord that made peace in the Balkans, and the failure to get results at the talks only leaves the whole U.S. project at risk.

Francois Hollande, the Socialist party candidate for president in France, was strongly critical of the failure of the EU plan on Greece. He says the there was in this situation a failure not only of governance in Greece, but also a failure of governance in Europe. The situation called for extraordinary measures early in the crisis. Its not about Greece not having to make the cuts to reduce the deficit, says Hollande, but about coming up with a plan that offers a return to growth- to bring debt down to 60% of GDP with a larger share of private and public contributions. He predicted a larger public contribution to match the 70% discounting of bonds by private investors would take place.

NHK shows that over her 16 years as chancellor in Germany Merkel conducted policy that built the overconcentration of trade and investment in China. This policy is now seen as posing serious risks for Germany now that lessons are being learned from the failure of the overconcentration of investment and dependence on fossil fuel supplies from Russia, a policy pursued by Merkel. It was  the deputy chancellor Habeck as Energy Minister who did the remarkable job of getting new supplies from other countries to replace Russian oil and gas. This made it possible for Germany to make it through the winter without supplies from Russia. Germany is now shifting away from this overconcentration in its supply chain in the new security strategy. This may only be the beginning of a larger change in Germany's policies.

Britain turns to Labour as the lead for Labour party increases to 27 points after Sunak announces the general election will be held on July 4, 2024. The investigation of Amri went on for 6 months and the length of the investigation shows that police were alert to the risks, says Furstenau. Mr. Boris Johnson resigns as member of parliament on June 8, 2023, with criticism of the Rishi Sunak Tory government. The Guardian shows the years in office 2019- 2022 of the man who took Britain out of the European Union, and his years in office during the pandemic. From 2016 to 2018 he was Foreign Secretary.  He was preceded by David Cameron of the Conservatives who setup a coalition government in 2010 with austerity policies till 2016, much of whose latter years as prime minister were overshadowed by Mr. Johnson leading the Brexit faction in the party and as Mayor of London. In 2023 with Britain under a cost of living crisis and in financial stress after the austerity years, this period looks like a lost decade for Britain- with the failure of its leaders under the Tories.

This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. In doing so being the true partner it was its intention to be. ...

This is relevant to the actions taken by the Republican party and by DJT to make the immigration an issue in 2024 elections and as shown alongside in the action by DJT to revoke the Chevron license because of Venezuela's failure to take in deportees quickly and the failure of the Maduro regime to allow free and fair elections to let Venezuelans decide their future.  Eight million Venezuelans have left the country because of mismanaging the economy, runaway inflation, repression, and failure to honor free and fair elections. Taking the 2015 population of 30 million this is about 25% of the population with millions fleeing to Colombia, Peru and the US. "If no indication of regime change seems in sight and the 2024 presidential elections are not free or fair, upticks in migration should be expected, as Venezuelans will continue to leave the country in search of better opportunities. Therefore, it is critical not to overlook this migrant crisis nor normalize it, as it is evidence of the persistence of the democratic and economic breakdown in this country, which continues to be a threat to the stability of the region and the world." Sara Korshid, a Egyptian journalist, laments the wasted last two and a half years in which the military was ousted only to have the Muslim Brotherhood take office under a flawed and rushed road map set by the then military leaders, without a clear allocation of powers between the judiciary, parliament and the executive branches of government. The failure of the Muslim Brotherhood led by older authoritarian leaders to reach out to accomodate liberals -who supported Morsi and helped him get elected with 51% of the vote- leading to the ouster of president Morsi brings the Egyptian people back to square one. Real misgivings about having the military intervene are shared by liberals like Korshid, who are yet determined to start the process over to get it right.
