Global supply chains in industries such as clothing and other consumer items, in autos, and in tech products are changing as the shift away from China continues with the Trump administration's tariffs war. The clothing and other consumer products manufacturing is shifting away from China. Auto production is centred on regional hubs for manufacturing under renegotiated trade agreements such as the one that replaced NAFTA in North America, correcting imbalances in wages and U.S. content. Mexico gets to stay as a auto hub with exports of $50 billion in 2018 but under new rules that the Trump administration sees as fair. India is being considered as an auto production hub in Asia. In tech products China continues to have an edge but this is changing gradually. Samsung has built a huge smartphone manufacturing complex in Vietnam. South east Asia is a beneficiary, so is Mexico. In the future India stands to gain as its manufacturing base expands and infrastructure develops. In this changed scenario China will be moving to produce more advanced technological products, as it shifts away from lower end products. This will also correct some of the grossly unfavorable trade imbalances that have developed with the U.S. ...

Hardeep Puri writes in the Indian Express that one of the biggest problems in development in India was that government programs for development just kept getting delayed, and there were leakages of funds that could never be tracked. It is the sign of a developing country that it remain perpetually a developing country when it does not find a way to overcome this situation. Most of Asia, Japan, South Korea, China has found a way out, and it is a sign of character in a country and its administration that real implementation takes place to transform a developing country into a modern country organizing and combining the inputs of land, capital, technology and human resources. Just one example is the Pradhan Mantri Awas Yojana to build housing in India's cities to promote quality of living. In the last 7 years Puri writes in the Indian Express that 11.2 million houses were sanctioned, 4.9 million built and the rest to be built by March 2022. Compared to 1.2 million in the prior 10 years. To do this investment jumped by about 10 times. In the US infrastructure was neglected in the last 2 decades. In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. Policy on China in the second year of the DJT Administration- shift from adversary positions to cooperation. A shift in policy after the meetings with Chinese leaders Xi and Wang Yi at Busan, South Korea in 2025. WSJ Analysis looks at what happened in the first term of DJT, the Biden Administration that followed and in 2025 in US-China relations and how the posture changed, how Xi and his team built rapport with DJT and his team over the tumultuous period in 2025. US turned to Xi in getting Iran to the table for negotiations in Islamabad meetings after the month long effort to take out Iran's nuclear and ballistic missile program infrastructure. This was arranged in the early hours of Tuesday April 7th 2026. Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. This NYT report says there is scandal fatigue among Republicans and a sense about Mr. Trump that his time has passed. Much of the political gains made by Mr. Trump in 2017 were a result of the failures of president Bush within the Republican party wasting national resources on 2 remote wars while infrastructure was neglected, and the neglect of manufacturing communities in the US with jobs outsourced to China that presidents Bush and Obama failed to stop. CNN reporter Cassie Spodak provides this exceptional report into the minds of New Hampshire Democratic voters who gave Bernie Sanders a 22 percent lead in the New Hampshire Democratic primary over Hillary Clinton. In October 2016 Hillary Clinton has the support of Bernie Sanders against Donald Trump in the U.S. presidential election. She described it as "100 percent support" in television debate. Sanders has appeared with Clinton twice, and campaigned 4 times in New Hampshire, and continually across the country. Younger New Hampshire voters still long for Sanders as their favored candidate. Older voters and some who have been motivated by Sanders to run for local office see the shaping of the Democratic Party platform as a victory for Sanders. Key planks of Sanders, taxes on the wealthy and higher incomes to pay for student tuition, infrastructure, and helping working class families, are now key parts of the Democratic platform. These voters see this as a pragmatic step and are enthusiastic in their support for Hillary Clinton. Overall Clinton now has 87 percent of Democratic voter support in New Hampshire according to a WMUR/UNH poll in mid October 2016, and she is doing well with millenials and independents nationally, a critical bloc of voters for Clinton to show nationwide support. One member of the steering committee for Sanders in New Hampshire named Dudley Dudley, reflects the opinion that has shifted the party to emerge united during and even more so in the final months of the presidential campaign of 2016- she tells the CNN reporter Spodak that she supports Hillary because "of the way she has grown, and stretched," and the way Clinton and Sanders are now campaigning together and working together. Both Clinton and Sanders deserve credit for their extraordinary ability to grow during their campaigns and during the party's way to shape the way forward. ...

Germany's $ 3 billion aid to Ukraine can only go through if it is clear where the money comes from. Scholz and Habeck oppose taking it from pensions, local government spending, or needed transportaton infrastructure spending. Greens see this kind of funding with cuts from domestic needs as a cop out. China's military drills around Taiwan have an unintended effect of creating a shift in American and European sentiment on the overconcentration of US and EU investment in China. Business in Germany and in the US has operated for a long time in the Merkel and Bush-Obama-Trump administrations a if this overconcentration which hurt workers and communities in both the EU and the US did not matter as long as the interests of the individual companies was met. Mr. Biden's policy takes an entirely different approach to protect American workers, rebuild American manufacturing, rebuild infrastructure, and to build America's leadership in the world. The military drills only increase the awareness in America of the risks and dangers of the positions taken by previous administrations. On foreign policy the new German government of Olaf Scholz seeks to build a stronger European Union. Scholz will also follow a policy of close ties with the US. On relations with China Scholz has not stated much. Greens party foreign minister Baerbock's views and Scholz's views suggest a close relationship with the US - a call with president Biden will follow visits to Paris and Brussels. Scholz says "It is now clear what binds us together," referring to democratic values.

President Biden and leaders in the EU, Japan, India and other countries helped negotiate the global minimum tax. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.

This month president Biden signed into law 100% tariff on China made EV's and 50% tariff on solar panels. The Guardian describes the hollowing out of factory towns in England such as Sheffield and the same in the US and Europe, which was a disaster for these communities dependent on manufacturing. There is now a sense that heavily subsidized products made in Asia should not be allowed to deindustrialize the US and take jobs away from these communities across the US. Trade has to be fair before it can be called free trade. Wars in Asia,  trade that ripped up American manufacturing, monopolies and burdensome pricing of pharmaceuticals and healthcare, lack of investment in infrastructure and public services, shows the deeply flawed policy pursued by presidents from Reagan and Bush to Clinton and Obama that have reduced the standard of living of the American worker and the American people.

It is well known that rail has a smaller carbon footprint than automobile travel. The why is Amtrak suffering neglect for so long in the US when it is well funded in Europe, Japan, China and India? It is because of deliberate neglect by many administrations and by the US Congress through lack of funding for new trains, new technological investment, and investing in its infrastructure. President Biden is changing all this with investment of about $66 billion. He used the Acela fast train service for decades from Washington DC to Wilmington. WSJ shows how a new Amtrak is emerging with many new routes, new stations,  and none of the delays that freight railroads imposed on Amtrak for decades. Amtrak is now fighting the freight railroads in court and has the support of the Biden administration.

China's new prime minister Li Keqiang makes his first foreign trip with a trade delegation for talks with Indian representatives and business leaders, showing the importance he places on India. India offers China's companies access to large opportunties in infrastructure development, and China can benefit from India in the area of information technology and pharmaceuticals. Trade is envisioned as expanding from $70 billion in 2012 to $100 billion by 2015, and expanding rapidly as the two economies grow. Economic contacts also would provide an anchor for future relations as China faces difficulties in its relations with Japan, and S. E. Asian countries, and a U.S. wary of China's capabilities. This was pointed out in the joint statement. Li Keqiang also emphasized this in an editorial page article in India's daily newspaper, the Hindu, saying India and China have "to work hand in hand," to promote Asia as "an anchor for world peace." A peaceful India-China trade and economic relationship opens the way for investment and participation in development by China alongside Japan, Germany, France, UK and the U.S. in India, as the next major source for global economic growth. This also serves to defuse Asian tensions as both economies grow, and increased contacts between cities in India and China with the twining of cities program launched in the meetings. India can use China's capabilities in infrastructure development, the two countries share the need for information sharing on lowcost solutions in healthcare, in managing urbanization, and solutions for clean water in rural areas, and use of IT solutions in development, where much remains to be accomplished through cooperation. California's economy is going through tough times during the coronavirus. Unemployment is up to over 20% which compares to 14.7% for the U.S., closer to that of New York. The state depends on the tourism industry, agriculture in the San Joaquin Valley, and entertainment industry around Los Angeles for jobs. Tech in the San Jose area does not account for as many jobs. The state also has a public university system and foreign students mostly from China bringing in $7 billion.   Its port system around Long Beach and Los Angeles connects with the Asian economies and China, for goods mainly transported to the rest of the U.S.  All these sectors are the ones most badly hit during the coronavirus.  California now has a deficit of $54 billion and was the first state to borrow from the federal government to pay $13 billion in unemployment claims. Undocumented Californians are not able to collect unemployment because of their immigration status, creating an American version of the informal economy that is found in India and Italy or Spain. California has 83 million people taking plane trips to the state for a tourism industry that normally brings in $145 billion. 600,000 travel industry jobs were lost in the state. Taxes related to travel are a significant source of revenue for cities in California bringing in $12 billion. The only sector that is less affected is the tech industry, yet this makes up only about 10% of the jobs or 1.7 million higher paid but fewer jobs. This tech sector at about just 15% of the California economy GDP, is of a precarious nature with a boom bust pattern, the last boom one that happened since the 2009 financial crisis. It in no way forms a significant support for employment or income for people in California or the U.S., and may even be responsible for distortions in the allocation of capital away from infrastructure and public services, through its disproportionate influence on how the nation's capital is allocated. The broader changes underway during coronavirus are likely to affect the state over many years, as supply chains shift away from China, and as infrastructure and public services investment assume their rightful role again in the nation rebuilding effort, agriculture and rural America become a part of the American renewal story.   ...

China's current account surplus has declined to 2.8% of GDP for 2011 from about 10% in 2007, and will be around 2.3% of GDP in 2012, according to IMF estimates. The U.S. current account deficit is down to 3.1% of GDP from 5.1%. By controlling the exchange rate China was able to keep the competitiveness of its exports, resulting in a five fold increase in exports from 2000 to 2010, according to the IMF. The decline could be temporary say experts, as the the recession in Europe and the U.S. resulted in slowing exports, with its infrastructure buildup sucking in imports of machinery and other goods from the western countries at an accelerated pace with its 2009 stimulus measures. Another reason is that in the last decade China has developed its own high tech and other companies which will now increase exports. IMF forecasts show a pickup in China's trade surplus to 4.25% by 2017. This could be lower if the renminbi is allowed to appreciate. Estimates of appreciation of the renminbi are 8 percent in nominal terms since June 2010 against the dollar. Including inflation, which is higher in China, the renminbi has appreciated by 13% since June 2010. ...

The drop in IPO capital and venture capital is a sign that there is a new awareness of the importance of capital for public investment in infrastructure, manufacturing, and in health and education with the active participation and direction of the government and support in the US Congress. This is happening as there is a sharp decline in the productivity of capital invested by so called "tech" companies. And science and technology investments directed with government support are needed in new scientific advances for chip manufacturing. Senator Manchin wants other countries or regions such as the European Union to go first with the global minimum tax of 15%. Holdouts Poland and Hungary have not agreed to the 15% tax in the EU. After that the US could follow. Mr. Manchin is a Democrat whose vote is needed for Congress to pass the legislation. Currently the tax is set at 10.5% after legislation passed by president Trump.

Much of the funding for HEIRS - for Health, Education, Infrastructure, Retirees and Society- has to come from better collection of taxes, so that everyone pays their fair portion of taxes which tech companies are not doing in the last decade.

WSJ looks at what documents were leaked from classified documents of the Department of Defense, and what is the possible impact on the war in Ukraine.Some of the documents show Ukraine rapidly losing aircover defenses as it runs out of antiaircraft missiles. The $1.8 trillion Biden Families Plan for workers, students and families takes on the unfinished work for the New Deal, says Binyamin Applebaum in the NYT. Women were not out in the workforce in the way they are today under Franklin Delano Roosevelt in the 1930's and US president Biden is making them and childcare a big part of his Families Plan. Women have been hit harder than men during the pandemic shouldering a greater burden of the home and childcare. Healthcare and education are essential for quality of living- never has there been a greater realization of this than today after years of underinvestment in infrastructure and the foundations of democratic society.

China is going through a long period of debt reduction or deleveraging in which income is diverted to payoff debt and debt reduction. Debt has piled up at local governments, households, and the private sector during the period of heavy borrowing to expand the economy and build infrastructure. BIS data shows total debt in China at 295% of GDP in September 2022 compared to 257% in the US and 258% in the Eurozone. This report in WSJ says consumers are hoarding cash and refusing to take out new loans, private businesses are barely investing, and local governments are paring down debt for all expenses including worker's salaries and roads.

US economic growth was 2.8% in the second quarter 2024 with broad based growth in consumer spending, business investment and government infrastructure spending, Commerce Department shows. Inflation and consumer prices went down from 3.4% in the first quarter 2024 to 2.6%. This is a good sign for the economy's resilience. Yet housing costs are high and families are struggling with high cost of rentals. This applies to moderate and low income families who are struggling. Consumers have kept on spending because unemployment is low  buyers face lower inflation, and wage growth is higher than inflation. For the second quarter of 2024 after tax income adjusted for inflation was 1%.

Focus on billionaires and remote parts of the world distract from the vital issues of infrastructure renewal, cost of living and incomes growth that affect everyday lives of Americans. In an economy the size of the US the $5 trillion of billionaires out of a $31 trillion US GDP, is about 15% of the nation's wealth. Many of the billionaires such as at Amazon lead product and service companies that generated new products and services. Five of the top 25 in the US are from Walmart a large retailer in the US, 2 from Amazon, three from Microsoft in personal computers, 3 from chemical industries.This accounts for 13 of 25 or half. Removing these billionaires would take out $2.5 trillion leaving the billionaires controlling 7-8% of the country's wealth. The focus by Bernie Sanders in the US and Jeremy Corbyn in the UK on remote spots in the world and on billionaires distracts from the real issues of cost of living, of incomes of ordinary families, of everyday issues of health and quality of life faced by all. It also does not help in the discussion because of the need to move away from the poor leadership of the Blair-Brown, Cameron- Johnson years and the Bush-Obama years in the UK and the US. Here no ideologies are needed just common sense solutions to common problems that affect lives of all the people, with the cooperation of all the people. ...
