And making a huge investment in children at a time when everything has gone up in price from diapers, to baby food, to childcare and early childhood learning crucial for the future of America. We believe it is imperative to invest in children after the pandemic has cost 1 million lives and left for each dead person 8-9 persons in precarious situations financially. Educationally it has left children behind from missing crucial school years. These gaps will need to be filled and this is only one investment in the right place to correct this problem to prevent America from being handicapped forever by these problems and gaps in education in early years.  ...

The problem began with the emergency manager appointed by the governor acting to make cost cutting moves for a city in financial trouble. Apple's senior vice president Eddy Cue, says all of the textbooks on the iPad will be priced at $14.99. The way this works is that McGraw Hill instead of selling the textbooks to public schools for $75, will sell the book to a student for $15 for one year. At which point he can keep the digital copy but cannot resell it or pass it along to another student. New students will have to buy a new digital copy. Apple will get a cut on sales which could be about 30%, some of this will be made up from the absence of printing and distribution costs for McGraw Hill.

As sales decline in the USA auto industry even the Japanese take a hit. Toyota sales down 10% in March 2008 compared with March 2007 only slightly less than the 12% for the US auto industry as a whole. About one assembly plant worth of idle capacity exists at Toyota. Sales declines at GM and Chrysler19%, at Ford 14%. In fact Shoichiro Toyoda visited Toyota's Indiana plant last October concerned about the idle capacity at the plant. Stephen Miller, as both intellectual and organizer, is shaping policy on immigration at the White House as adviser to Kristi Noem, head of Homeland Security. He is a dedicated follower of DJT and White House deputy chief of staff. He also brought Prof. Navarro to the attention of DJT on trade policies.  He was a key figure in the first DJT administration at the age of 31 having served as communications secretary for Senator Jeff Sessions and developed his ideas during the period with Sessions. As director of speech writing and senior adviser to DJT,  he wrote some of president DJT's policy speeches in the first term, the speech to the Republican National Convention 2016 , and the Inaugural Address of 2017,  including the speech on Jan. 6th 2020 following the storming of the Capitol building.  Who is Stephen Miller? He comes from a Jewish family that immigrated in his grandfather's generation in 1903 to Ellis Island from Belarus, during a period of discrimination in Russian regions. During the period on campus at Duke University where he graduated in Political Science, Miller was a follower of a prolific author, David Horowitz. Horowitz was part of the Jewish leftist intellectual movement in New York in the post war period, but after the 1980's joined the Reagan movement and questioned the ideas he had believed in, questioned what he saw as the antisemitism on US campuses. At Santa Monica public school in California in 2000-2003 Stephen Miller questioned the multiculturalism that replaced the America of the founding fathers, that he saw at the school. It is this perspective that also underlies Stephen Miller's ideas about universities, about immigration, about the economy and China under Bush, Obama and Biden. Miller is also an organizer as he set up the America First Legal in 2020 with funding from donors on the right which has filed many lawsuits during Biden's term in office.  ...

These are very popular and preventive services make sense for the insurance companies to reduce higher costs later on. Other features such as the discount pharmaceutical companies must give to seniors falling under the Medicare gap, and annual physicals without copays may not be retained. 3.6 million Medicare benificiaries saved $2.1 billion on prescription drugs, $604 per person, from the Medicare gap discount. And 32.5 million Americans took advantage of the annual physical without co-pays in 2011. About 50,000 Americans insured temporarily for people with a pre-existing condition also may lose their coverage. Another provision which prevents states from tightening eligibility rules for Medicaid before 2014, may be questioned also as states feel burdened by these rules during a period of budget cutting in areas such as education....

Polls show the New Democratic Party (NDP) surging in the polls in today's Canadian elections. The NDP is drawing voter support from the Liberal Party and from the Bloc Quebecois party in Quebec. The Liberals are now in danger of finishing third behind the NDP in the elections. The Liberals were in power for 32 of the last 50 years, with premier Pierre Trudeau being the most well known figure from the Liberal party. The Bloc Quebecois trails the NDP in Quebec by 16 percentage points in some polls. The NDP program calls for improved health care services, carbon reduction strategies and increased spending for seniors. The NDP proposes to spend 70 billion Canadian dollars for these programs.The party leader Jack Layton could become prime minister in a coalition with the Liberals or join an alliance with the Conservatives led by Steven Harper. In the last parliament NDP held 36 seats. It is now expected to win 100 seats in the 308 seat House. The Conservatives had 143 seats and need 155 to secure a majority, which now appears unlikely....

The head of the Boeing Commercial Airplane Business, has brought back 8 retired executives back into the fold by forming a Senior Advisory Group. Joe Sutter, 89 years old, is one of the engineeers from Boeing's past that criticized the outsourcing of key parts for the Dreamliner- one of the problems that put Boeing behind schedule by 2 years. The P5+1 countries in the Istanbul talks with Iran are the five permanent members of the Security Council and Germany. Catherine Ashton, the EU's senior foreign policy official is the lead negotiator. Saeed Jalili is the lead Iranian negotiator. By July the two groups have held three rounds of talks which proved inconclusive and were lowered to meetings at the deputy level in July, 2012. This was followed by bellicose statements from Iran and U.S. defense preparations in the Gulf of Hormuz. The Israelis described the situation as reaching a critical point, with the U.S. continuing to put its faith in tighter sanctions to persuade Iran to give up its program.

Problems with the rural development and agriculture projects conducted by USAID in Afghanistan include overspending in 2009, followed by sharp cutbacks in 2010 and 2011 as budget cuts were made. In 2009 USAID made a grant of $300 million to Arlington based International Relief and Development (IRD) to help farmers in Kandahar and Helmand improve productivity over just one year, at the insistence of Richard Holbrooke. The focus was on paying for day labor jobs to clean canals, offer subsidized seeds to encourage switching from opium poppies, distributing tractors, and building gravel roads. Because many districts of the two provinces were considered unsafe for work, much of the money was concentrated on a few districts and in one year. As a result farmers in Kandahar got more seed than they needed and they in turn sold tons of seed and tractors in Pakistan for cash. A senior program official at IRD says it wasn't realistic to pour so much money in one year. But USAID officials say overspending and poor oversight made the program seriously flawed. There was also a difference in the views of the military and USAID on the value of day jobs. The U.S. military sees this as away of protecting its efforts, of literally protecting its flanks, as this keeps unemployed youth from joining the Taliban. At the same time senior USAID officials wanted to see multiple companies bid for the next $350 millon on a follow-on project. When the USAID team of specialists again awarded it to IRD, senior offficials at USAID decided to cancel the program. The program was then redesigned in the expectation that other companies would bid for it. In the meantime USAID gave IRD 3 quarterly extensions, the last expiring June 30, 2011. The US military sees the day labor program as crucial for its military efforts, so there is kind of an impasse with USAID reluctantly giving in. IRD meantime is shutting down activites in Helmand and will do this also in Kandahar probably by the end of May, as its contract has not been renewed because of problems with the program. USAID has a high staff turnover rate of 85% a year in Kabul which complicates things with the shifting priorities of different officials. Some programs are being scaled back- a job retraining program seen as requiring $125 million over 18 months is being scaled back to $40 million. Others such as a USAID project for coordinating disparate rural rehabilitation projects for $140 million is held back because of lack of agreement with the Afghan government about how it should proceed. Colonel Stevenson's efforts to limit features on a new bomber for the U.S. Air Force to replace aging B-52's and B-1's. Contractors added a kitchenette in one design which was turned down by Stevenson and senior officers at the Air Force. Senior officers were mindful of how it might be seen by the public and aware of the need to keep costs down during a period of austerity budgets. Barnes describes the efforts of Colonel Stevenson as he led efforts to limit the new plane to essential features, turning down contractor proposals for a plane that could be converted into a drone, reconaissance and cyberdefense features, and other embellishments that would drive up the price tag per plane. In 2011 budget negotiations defense officials agreed to limit the cost to $550 million per bomber, a third of the cost of the B-2 which cost $1.8 billion per plane. Because new planes take a decade or more to design and build with cost overruns, it is also important not to venture too far into technological unknowns. This adds more time to build and proves costly. The Long-Range Bomber project started in 2011 with Secretary Gates signing off on the requirements for it to give the president the option to move quickly in a matter of hours to penetrate distant airspace. The cost is $600 million spent till Oct 2013 for research, and $8.7 billion budgeted to 2018. The Air Force is sticking to existing engine design, and Stevenson says if the technology has not been tested the Air Force is not interested in experimenting with it. In the process Stevenson finds himself trying to change the culture at the Air Force, where putting cost as the top priority is a new concept....

Sheila Barr is brining her innovative ideas to help homeowners at IndyMac Bank which is being run by the FDIC. It could be a blueprint for the entire industry and is formulated upon a simple idea that a homeowners mortgage payment should not exceed 38% of his or her income. FDIC says those taking part in the fastrack loan modification have seen their monthly loan payments lowered by $430 on average. It is a blueprint for solving the mortgage foreclosure crisis that economists from Martin Feldstein to Hubbard and Alan Blinder think is at the root of the problem in the worldwide financial crisis. Bovenzi, the senior FDIC executive who is serving as CEO of IndyMac is overseeing the effort. He is an FDIC veteran who worked at the agency durng the savings and loan crisis of the early 1980's and 1990's. And one the key lessons from that period Bovenzi and Sheila Barr believe is that debt workouts help lenders and borrowers. A key statistic Bair pointed out in a Sept 17 speech to Congress is that the FDIC's recovery rate on nonperforming loans or loans in foreclosure averages just 32% of a loan's value. If the loan is kept current by making payments affordable and preventing foreclosure the agency has recovered 87%. And Sheila Barr's efforts are the one or two bright spots in an otherwise bleak picture for troubled homeowners, in which the Republicans have ignored two of their last 3 Presidents' key economic advisers, head of the Council of Economic Advisers under Presidents Reagan and Bush senior, Marty Feldstein and Hubbard, and not supported efforts for loan modification to help homeowners avoid foreclosure. Shortsightedness, lack of foresight, or simply not able to grasp the true nature of the crisis....

As part of his plans to revive Sony, CEO Hirai plans to increase sales in emerging markets by 44% in 3 years. Sony is the leading brand for television, audio equipment, and notebook computers in India. Hirai plans to increase operating margins to 5%, and increase revenues by 33%, by March 2015. The outgoing CEO, Mr. Stringer reached 5.4% operating margin in the fiscal year ending March 2008, but things changed after the global financial crisis and the problems in 2011 with the tsunami and earthquake in Japan and floods in Thailand. Sony also plans to start a new medical business with medical diagnostic products, and endoscope type products that use its advanced image sensors. Sony plans to focus on mobile devices, digital cameras, and videogames for further investment.

Germany is turning nationalistic in its approach to the debt crisis in Greece. This comes as Germans consider economic successes as Germany's, and failures in Europe, as the problems not of a united Europe but of these individual countries. The largest circulation German newspaper, Bild, suggested Greece sell the Acropolis to payoff creditors in the bond markets, and putting a estimate of $140 billion for this monument. A senior member of Merkel's party suggesting Greece sell off some of the Aegean islands. And a Bild poll showing a majority of Germans favor expelling Greece from the euro. There is not sufficient acknowledgement by German public opinion of the value to Germany of the export markets in Europe and the part they played in Germany's economic success.

India has reduced imports of oil from Iran from 12% in 2011 to about 9% by the end of April, 2012. A senior state department official from the U.S., Carlos Pascual, will be in India in mid May 2012 to assess the energy situation and see what specific energy facilities in India need to do. Some of the refineries in India are designed to handle only the kind of heavy oil Iran supplies. For the U.S. the issue is keeping up the pressure on Iran during the talks in Istanbul, Turkey, on Iran's nuclear program. For India it has the vital trade and economic relationship with the U.S. balanced against cultural ties to the region and the need for oil supplies.

Doctors face a 21% cut in the amount of Medicare payments for treating seniors having Medicare, though this cut will be delayed till 2011 under legislation in Congress. This issue goes back to 1997, when a budget law set spending targets, and stated that if they were exceeded formulas to reduce doctors payments would go into effect. The formulas seriously cut into doctor payments by Medicare in 2002, so the formula was put off. The result of this is that the cuts based on the formula now amount to 21%. The cuts are not expected to go through, but at the same time Congress has an headache on its hands with the growing deficit. In the Senate there is opposition to a $120 billion bill to extend long term unemployment benefits which lapsed in June 2010, for tax breaks, and other expenses. Senators want to pare down the bill's price tag, as $80 billon of this is unfunded and will be added to the budget deficit. For a primary care doctor in Washington state, Medicare pays about $95 compared to private insurers payment of $129, and a plan for state workers that pays $140....

The cost would be $1.055 trillion over 10 years, with cost of $894 billion factoring in penalties for individuals and businesses that don't buy insurance. Adding increased coverage for Medicare prescirption drug coverage for seniors its around $1.2 trillion. $460 billion is from new taxes on single people with income of over $500,000 or couples with inocme of $1 million. There are $400 billion in cuts to Medicare and Medicaid, and additional money coming from penalties for not buying insurance. First column here is Senate version, second for House version and third President's version. Other features individuals must have insurance or pay afee of 2.5% of income, hardhip waivers will be available. Employers must provide insurance to employees or pay a penalty of 8% of payroll. Small businesses with fewer than 10 workers get tax credits. The threshhold is $500,000 of payroll. To help families with lower incomes and the poor the bill provides: families earning $29,000 a year pay no more than 1.5% of income for premiums. Families with incomes of $88,000 ayear would pay no more than 12% of income for premiums. ...

China faces the problem of an ageing population as births decline and their are fewer young people to support senior citizens. The shift to a two child limit after the policy limiting children to one per couple has not accomplished the goal of restoring the birth rate. The Central Committee of the Communist Party and the president Xi Jinping have taken the decision to allow three children per family.  This comes at a time when the old policy meant a fine of 10 times the disposable income for having a third child. The law was not enforced in all regions but acted to deter larger families. Yet there is a cultural effect of decades of having smaller families that will not be easily overcome with a change in the law. In Latin America smaller families are the result of decades of cultural change towards smaller families. Young people are increasingly aware of the cost of raising and educating an additional child, and the effect on the standard of living. Experts say it is too costly to raise another child  and housing is not cheap in China.  This discussion with 3 billion comments over Weibo in the discussion of this policy in China last week, misses a more obvious point from the graph shown in this report in The Guardian. That graph shows the curve for the birth rate in 2019 dropping faster in South Korea and Japan than in China, so that in 2019 the birth rate in Japan and South Korea was lower than in China. This shows that even without a one child policy the birth rate in Chia would be closer to that of South Korea after industrialization progressed and society experienced profound cultural and economic change. Japan today has the lowest birth rate in Asia. The Latin American experience also confirms this shift to small families. ...

When the president and his administration are investing trillions of dollars in the economy as Biden is doing with support from friends in Congress from both parties and the US economy is growing with Made in America reviving American manufacturing- this changes the way labor and immigration can be viewed. There is an expanding demand for labor in such an economy and this is true today. Paul Krugman in the NYT shows evidence that the native born Americans have not lost jobs to immigrants in 2019-2024. Much of the demand in the restaurant, hotels and health care industries, in construction, agriculture and occupations native born Americans are less interested in filling are filled by entry level workers who are immigrants. The Wall Street Journal showed in a recent report that Topeka, Kansas is trying to recruit new immigrants to come and live in Kansas where the unemployment rate is lower than the national average today under Biden of 3.7%, and there are thousands of jobs to be filled. This is why Senator Graham of South Carolina and Tillis of North Carolina, the senior Republicans in the Senate, were trying to fix asylum and parole policies in immigration with the help of president Biden to close the border and yet allow an organized flow of new immigrants to the US to fill jobs that would otherwise remain unfilled. Not everybody wants to live in Topeka but there are immigrants such as the Venezuelan and Colombian immigrants shown in that report who are happy to live in the Kansas winters in the prairies of the American heartland. Many come from educated backgrounds and are similar to other Americans already in Topeka such as the mayor of the town, and fit in well say officials in Topeka promoting economic development in the state. It is noteworthy that Kansas is a Republican state for decades.  ...
