The administration hopes to seize the initiative on the regulatory framework agenda before the G20 meeting on April 2, 2009. Broad outlines of the approach will be laid out. One of them is to give the Fed the authority to oversee the regulatory framework and oversee systemic risk. Xi has chosen upward mobility for the Chinese people in all parts of the country including rural areas, reducing disparities in income, tackling climate change over the very hyper growth that has caused climate change and wreaks havoc in floods and fires across the planet. By the Chinese dream is meant that China would have a fair chance to match the western world with its own culture, language, creativity of its people, and he has chosen to do this in away that respects China's history and struggles with imperialist Britain, and the imperial powers in the modern period since 1500. It only poses a threat to the US if the US does not also invest in its own people, follows misguided military adventures overseas, and does not invest in its own manufacturing and technological potential at home. Historically the imperial powers were Britain, France, Germany, Russia. The US under Woodrow Wilson and under FDR pursued policies that were at odds with the imperial powers and favored a China that could build the potential of its own people far beyond what the imperial powers intended- for India, Turkey, China, Vietnam, and the rest of Asia. At each step of the way to 1948 the US policy remained true to this. Even the Cold War was a struggle against an imperial power- Russia which under the Bolsheviks and even today follows imperial minded policies for Eastern Europe. The Biden administration and the Xi administration in China are really not that far apart in pursuing policies that support people from all parts of their countries, and are resolute in the fight against climate change making growth conform with respecting the earth. ...

It is important to understand the tariffs imposed by the Trump administration because of the many misleading headlines. The new tariffs placed by the Trump administration on a list of 1300 imported products from China are for about $50 billion and targeted at high tech products in flat screen televisions, medical devices, aircraft parts and batteries, other high tech products that China hopes to get an edge over the U.S. under its "Made in China 2025" plan. China still enjoys a huge surplus with the U.S. This plan is intended to better manage the next phase of the competition with China as China seeks to get an edge in high tech products. The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. A public hearing is set for May 15 in Washington, and companies can file objections till May 22. ...

The Trump Accounts for children born 2025-2028 and the Dell $6.5 billion expansion to include earlier born children may be one of the single biggest actions to rebuild the bank accounts of the next generation. It looks at the shrivelled bank accounts of today's older generation with lack of enough savings for a medical crisis and says it has got to be different from now on. The median bank account of Americans over 65 and over is $13400 which means there is little for medical health emergencies and little for needs of older Americans. Median means half have less and half have more than $13400. This is astounding for the wealthiest nation at a time when the total wealth is the highest ever in history. This report by WSJ unfortunately does not mention this at all and dwells on how this is an opportunity for banks and investment companies to get in the door to get your business. DJT as US president with a mandate from lower income Americans has designed this so that it shows the value of careful investments of small seed money. With $1000 to begin with from the government, added amounts from parents and grandparents and invested in a mutual fund that tracks the S&P 500 it will grow with the economy for 18 years, doubling two to three times on the way. It would provide funds for education increasing enrollment in higher education, increase financial literacy by showing how money grows in broad S&P 500 type index funds such as Vanguard type funds. Much of the shriveling of bank accounts for the shocking figure of $13400 median for American 65+ year olds is a result of job losses, high health care costs, wage decline  with factories outshored, hits from 2009 financial crisis caused by bank irresponsible behaviour, drug epidemics and fentanyl allowed to pour into the country, covid pandemic and stock bubbles, decline in higher education enrollment, other. The US president DJT is seeing his mandate as one that reverses these adverse situations one by one to take America back to post war prosperity and rising incomes, rising bank acocunt savings and rising hopes and aspirations for the next generation. ...

Even though China has one of the largest stimulus programs, it hopes to keep its budget deficit down to 3% in 2009. But this does not correctly reflect the true cost of the stimulus program, as much of that cost is taken on at the local government level. Of the stimulus two year $585 billion investment program only one fourth is reflected in China's formal budget. Stimulus projects get quick approval and a partial financial contribution from Beijing with the local governments having to come up with the biggest share of the funds. As China's tax system channels most revenues to Beijing, the local governments are seeing an explosion of debt. These are liabilities not on the books but having the indirect support of Beijing. Without this local government debt China's total state debt is closer to 35% of GDP than the 18% shown in official numbers. See graph. And the government budget deficit will be about 4% of GDP in 2009 according to Deutsche Bank economist Jun Ma. Even before the stimulus local government debt was large, at about four trillion yuan, equivalent to 16.5%of GDP, as estimated by the Research Institute for Fisal Science, the think tank of China's finance ministry. In the first quarter new loans by state banks for infrastructure projects to government backed companies was 895 billion yuan, or 22%of the national stimulus package. Local corporate bond issues indirectly backed by the local government, totaled 102 billion yuan for Jan-May 2009. The government hopes that with economic growth and growing tax revenues paying back these debts won't be a big problem. ...

William Burns, a former Deputy Secretary of State, and a former ambassador to Russia 2005-2008, looks at the U.S. and European Union relationship with Russia following the expulsion of Russian spies in 2018. He says the U.S. and the European Union should take strong action, yet hopes this is a passing phase so that a healthier relationship can be built with Russia in the long run through diplomatic channels. Expressing views expressed by former president Obama and other experts, Burns says Russia lacks the alliances and broader support that the U.S. and European Union have, and is much smaller than the larger economies of the Western alliance. Under Putin a strong interventionist position has made Russia look better at home but may not be the best for Russia in the long run, says Burns.   Burns calls for stronger sanctions on the economic elite and business leaders under president Putin. Yet the sanctions have not deterred president Putin and a long run solution needs to be found, including issues such as Ukraine and issues that affect the Russian economy so that the change in relations since 2014 can be reversed. After the Berlin Wall collapsed hopes for integration of the Russian economy into the West were raised yet were not realized for Russia in the years following the Yeltsin government and the Russian economy suffered, first during that period and then during emerging market crises. Russian disillusionment with the West was followed by a more inward looking economy under Putin to help stabilize the Russian economy, accepting devaluation of the ruble to make the Russian economy more competitive in a period of low oil prices. Foreign investment collapsed following the Ukraine crisis but the Russian economy adapted to the shock from oil prices. This was followed by efforts to preserve these gains with an interventionist policy that made the Putin administration look better at home and win popular support with strong action in Crimea and Ukraine. This interventionist policy has played out too far with the meddling in U.S. and European elections creating a backlash that is now taking place. With the European Union, having a traditional policy of restraint and good relations with Russia, openly questioning Russian policy under Putin. Much of that period when Russia responded first to the collapse of the Berlin Wall with the collapse of the Russian economy, and in the following decade facing emerging market crises and collapse of foreign investment -which created a more inward looking Russia under Putin in his third term- is shown in Lyrarc.com. In some ways the Russian response in Ukraine, the effort to bolster popular support at home in elections, and the interventionist approach are linked to the efforts to find a Russian response to the economic crises Russia faced since the fall of the Berlin Wall. Brazilian President Lula's interview witht the Economist, just before leaving office. It is not still clear how Lula will be seen, even though his popularity at the moment is helping elect his chief of staff Ms. Rousseff, as his successor. Lula's success in office is seen as a continuation of the policies of President Cardozo, who helped tame Brazil's inflationary crisis. Lula has benefitted from the continuation of the policies of his predecessor, and also from the boom in exports to China for soya, metals and other exports. By helping expand Brazil's middle class and the aid to poorer segments of society with the Bolsa programme, he has earned credibility and wide popular support. The dangers lie in the areas of an extremely overvalued currency- see the link to the Brazilian currency Real- with the Real at 1.7 and analysts with computer models showing the Real really worth 2.65 dollars. Part of the problem is government deficits to finance increased spending which require inflow of foreign capital and higher interest rates. Brazil is very dependent on exports to China for the increased level of growth, this poses risks if China's growth slows as expected from the high growth rates of the past. This poses risks for the level of infrastructure spending the Lula and Ms. Rousseff goverments plan on developing. Brazil's educational system is weak and efforts to improve this under the Lula government have not produced results. So the longer term assessment of the Lula goverment will have a balanced score card of wins and losses, without the euphoria of the moment....

Watch Vermont Senator Bernie Sanders in confirmation hearings with Le Zeldin for EPA Administrator. Lee Zeldin said "climate change is real," and DJT was talking in "the context of the economic cost of some policies where there is a debate and a difference of opinion among parties."

In responding to Senators Lee Zeldin promised cooperation with a bipartisan spirit to tackle climate change, talk to other countries including China about climate change action, and work with individual states including Alaska and Utah which have clean water and air concerns. His demeanor and responses were calm and collected and expressed a desire to fulfill the hopes of most of the Committee Democrats and Republicans through actions of the EPA on climate and the environment.

Unemployment is at 13% in Ireland. The economy shrank 7.1% in 2009. The budget showed adeficit of 14.3% in 2009, and debt is expected to reach 77% of GDP in 2010. Ireland is facing severe cuts and austerity measures, in its effort to cut the deficit to 3% of GDP by 2014. Nearly $37 billion is being used to support banks like Anglo-Irish. A former chief economist at the IMF says its a pathway that avoids default, but it has its own costs. An export revival that the government hopes will occur, will not reduce the jobless rate by much. And young Irish people are immigrating to other countries.

Andrew Witty, a 43 year old Briton, is taking over as CEO of GlaxoSmithKline. Before this he was in charge of European operations. His first moves include strengthening Glaxo's presence in the emerging markets of Russia, India and China. He has put new managers in charge of these efforts. He sees more opportunities to sell consumer health products in India and other emerging markets where people buy most of their medicines over the counter. He also hopes to make new pricing deals with insurers and governments to persuade them about linking the price of the drugs to how effective they are in treating patients.

Research In Motion's new CEO, Thorsten Heins, worked at Siemens for 23 years. He joined RIM in 2007. During the Siemens years Heins was head of the communications business and cheif of technology. At RIM he was the chief operating officer. He was brought into the company to bring new perspectives and fresh thinking into RIM. As COO he was in charge of hardware, software and more recently of sales. He said he plans on continuing the current strategy with better execution in product development and introduction and in marketing. Irwin says about the revised Basel III rules in Jan. 2013- one hopes that Mervyn King of the Bank of England and Basel regulators are doing the right thing, striking the right balance between pushing for higher capital requirements and adjusting this to take into account the stalling economies of Europe and the U.S. Banks were given till 2019 to meet capital requirements. More assets are now eligible to meet capital requirements (including lower rated corporate bonds) under revised Basel III rules. The large legal settlements and speculative losses of large banks in Europe and the U.S. in 2012 put more pressure on banks with the risk of reduced lending.

Ukraine under President Yushchenko joined the WTO, and will now work towards a trade agreement with the European Union, which should help raise living standards in this country of 46 million people still lagging behind other Eastern European countries like Poland in economic conditions. Yushchenko will support membership in the WTO for Russia, and hopes to use the dispute settling mechanisms of the WTO to settle disputes with Russia over steel, sugar and dairy products. Ukraine is the largest country in the former Soviet Union, making this one more step towards bringing Eastern European countries into trade and commercial relationships with the rest of Europe. And it provides another manufacturing location for companies in Western Europe, if wages rise significantly in Poland and the Czech Republic.

Who is Ed Whitacre? What is he like and where is he from? Ed Whitacre headed Southwestern Bell or SBC, which he merged with AT&T. Bored as a retiree in San Antonio after leaving AT&T, he took the job at GM. He golfs, wishes and hunts with his chocolate Labrador retriever at a ranch near his house in San Antonio. He is impatient by nature and likes to see things done. Managers who worked with him at Southwestern Bell say while they were working on day to day business, Whitacre would be the one thinking ahead, trying to figure out how to compete in the future, and the things that were likely to happen in the changing environment. For a smaller Bell he saw that it was simply whether his Bell would be acquired or whether he would acquire other Bell companies. He is a hands-on guy who like to do things himself, like running a bulldozer around his ranch, one of the things Whitacre likes to do. His beginnings are in small town Texas. The place is a sleepy railroad town called Ennis, Texas, where for 50 years his father was a locomotive engineer. Whitacre says his father had never finished high school, and he did not want Whitacre working for the railroad. Both his parents insisted that he get acollege degree. Whitacre went to Texas Tech in Lubbock, Texas, because the tution was only $75, and landed a job at Southwestern Bell in 1963 as a facility engineer. And he stayed with the company all the way- with 19 moves living in Texas, Arkansas, Missouri and Kansas- till it became the new AT&T. Frost, a retired San Antonio banker and a member of Southwestern Bell's Board in 1990 when Whitacre became CEO, says Whitacre started from the bottom, and literally, even climbing telephone poles. So it isn't surprising that this guy walks around the GM Renaissance Center, talks to GM employees, tries out a Taco at the Food Court at the Renn center (says its OK but not like Texas tacos), and uses all elevators like everybody else, unlike GM executives who equiped elevators so they could bypass floors. And he isn't hesitant to wear jeans and a sweat shirt while visiting a factory, which he says is all the clean clothing he had at the hotel. Now he has an apartment. Works 14 hours a day, 5-6 days a week, and has his phone ringing just when he hopes to leave town to escape for a weekend. ...

The Biden vaccination target of 70% of American adults at least partially vaccinated with one dose by July 4, 2021 remains elusive as vaccination rates have dropped. From a high of 2 million a day vaccinations have dropped to 400,000 a day during the first week of June 2021. Vaccination skepticism particularly in the south and western part of the US is making it harder to vaccinate the rest of the US population. This poses increasing risks as the new variants of the virus such as the Delta variant found in India, and now the most widely prevalent strain of virus in the UK, remain a serious problem. The unvaccinated population in the US is too large for any degree of safety in numbers vaccinated. Consider that at the press briefing given by the White House on June 3, 2021, only 28 states out of 51 states have fully vaccinated 50% or more of their population. There is a large variation between different states with states in the south such as Mississippi as low as 34% at least one dose and a similar situation in Alabama. In Arkansas, Georgia, Carolinas, and Louisiana  it is higher at about 50% with at least one dose. Even these figures are deceiving as in some parishes in Louisiana only 20% have even one dose. Studies show that only after the second dose are enough antibodies released to protect well against coronavirus. This is why vaccine experts at Baylor College of Medicine cited in NYT foresee a second wave in the southern US because of the South so underachieving in the case of vaccination.  ...

The success of a rainwater harvesting system in Mexico City which gets more rain than London, England. The rainwater harvesting system was setup by Mexico City Mayor Claudia Sheinbaum, an environmental scientist. It provides 100,000 rainwater harvesting units in two districts in the city. It fills a 2500 lite collection tank that can be used for bathing, laundry, and washing easing the strain on the water grid. This system is cheaper and more efficient.

Water supply in Mexico City remains mismanaged. Most water gets pumped from dams 125 miles away, with 40% lost through leaks in pipes and containers. 

Today only 2% of water gets harvested when it could be 8-10% if new methods are adopted and governments take on the task. It may not be available in the dry season but in places where rainfall is plentiful it can be a vital resource.

This interview in DW.com by Stefan Dege with author Sebastian Sons ("Built on Sand: A Problematic Ally"), looks at the changes in Saudi Arabia as a new generation of younger leaders under Prince Salman take over the desert region. A big change is that benefitting women in Saudi Arabia. The driving ban lifted is only one change. The bigger change is in the way educated Saudi women will now be integrated into the labor market.  This means improvements in gender relations can also now take place.  One reason cited here that these top down changes from Prince Salman are more likely to happen affecting Saudi society at the grassroots is that 70% of the Saudi population is under 30 years of age. Many have studied overseas and are educated, seeking a freer and more open life. The younger generation is euphoric says Sons, and they put all their hopes on Prince Salman that he can find a way out of the entrenched societal ways  that limit young people, and women from economic participation.  The Wahhabi clerics are seen as a junior partner to the monarchy in Saudi Arabia, and they too see the economic participation of women as necessary in today's tight economic situation. There is even optimism that Merkel could push for better women's rights, and for a Goethe Insitute for better cultural understanding in Riyadh. President Trump announced that he is declaring a national emergency to bypass Congress and pursue building a wall on the U.S.-Mexico border. This comes as the president accepted $1.4 billion, a fourth of the $5.7 billion he had asked for from Congress. Mr. Trump hopes to add additional funding by declaring a national emergency as the U.S. Congress turned down his request for a longer wall. Congress only included funding for a 55 mile long fence along the Rio Grande River at the border with Mexico. To keep a campaign pledge to build that wall Mr. Trump acted with the support of Republicans including Senator Graham. Trump said he expected that "we'll be sued, and they will sue us in the ninth circuit, and then we will end up in the Supreme Court and hopefully we will get a fair shake." Under Trump's declared national emergency about $3.6 billion would be taken from the Pentagon's military construction fund and $2.5 billion from the Pentagon's drug interdiction programme. This will be challenged in the courts. Trump is under pressure from his support base to show that accepting the Congress offer of $1.4 billion and a 55 mile fence was equal to surrender. ...

China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

DW.com says Greenland has some of the largest mineral deposits in world. Greenland is an island in the Arctic region that was first extensively explored by US Admiral Perry in the 1890's. In 1867 it was a planned American acquistion of Seward with the Alaska Purchase. Harry Truman planned acquisition of Greenland in 1947 after the War. The Nazis had planned to use it in the War.  Yet the BBC, Wash Post, NYT, and other media simply ignore this and take what Denmark has to say and present Denmark's view as something thought up at the White House. Clearly Denmark was a colonial power and acquired this territory totally averse to the interests of local population of tribes in the period since 1800. It acquired it in negotiations with colonial powers including Britain, Sweden, and Norway through the Treaty of Kiel in 1800 during the Napoleonic Wars. There is no legal basis for Denmark's colonization of Greenland. Germany and Britain understand this for whom the main interest lies in US being able to protect the eastern seaboard of the US from hostile nations who would also be hostile to Europe. Denmark's role in this is zero and it is totally useless for Denmark. It has less than the size of the NYC police department in Greenland and the population of Greenland would easily fit into a baseball stadium in the US. The US Navy with Adm. Perry discovered the North of Greenland from the southern part by dog sleds for the first time in the 1890's. It is hundreds of times the size of Denmark and covers the eastern seaboard of the US essential to US security since its founding- it is of no value to Denmark as Truman's Commanders in Chief pointed out in 1947, when after Seward in 1867 US moved to acquire it.
