This is the first major effort where Medvedev has repeatedly emphasized the differences between his vision for Russia and the existing state of affairs. Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...

The Kerch bridge that connects Crimea to the Russian mainland is the main supply route to Crimea. Two of four lanes were damaged on the bridge by a major explosion. This disrupts traffic and supply of food and fuel to Russian occupied Crimea. Mr. Putin opened this bridge in 2018 after new construction.

To give time for the fragile banking system to adjust, and for consumers not to feel the impact of a sharp and sudden devaluation, the government of Russia has used up one third of its reserves shoring up the ruble. Now with currency traders and others testing the limits of the new band in which the ruble is trading, a lower limit of 41 rubles against a basket of euros and dollars is eroding. Last week the rate was at a low of 36 rubles to a dollar. Foreign exchange reserves have dropped from a high of $600 billion to $385 billion. See the link to the sudden erosion of sovereign wealth funds around the world including the Gulf countries. Raising rates aggressively and tightening liquidity too much would hurt the economy, so there is a testing game between currency dealers hoping to profit from the ruble's fall and the Russian government and central bank. Memories of the 1998 collapse of the ruble are still fresh in people's minds, and the government wants to prevent anything like that happening. This has almost become a raison de etre of the Putin government, to prevent the poverty and humiliation after the collapse of the economy during that early post-Soviet period. Most of the money that the government is spending to boost the banking system and the economy is flowing into the currency market instead. Says an economist at Alfa Bank in Moscow, all the rubles out there have been converted into dollars....

To meet the budget deficit Russia plans to issue $50 billion worth of ruble denominated bonds and privatize $10 billion in state assets every year until 2014. Russia is also changing its policy to attract foreign investment. For the first time since the 1998 financial crisis Russia will turn to international banks and pension funds in the US and Europe to maintain financing for a whole range of activities- from modernizing the military to paying high public sector wages. Russia is planning the sale of a stake in state bank VTB. And shares in oil companies, hydroelectric dams and shipping lines are also expected to go on the market.

In Asia hardest hit are India for LPG gas used for cooking by most people in a country of 1.4 billion people. Australia is hardest hit for oil and gas with only a 32 day supply and Vietnam. Australia, Vietnam, Japan all three getting 90% of their oil supplies from the Middle East, an untenable situation. These three need to diversify out of the Middle East for their oil supplies. India has the option (now supported by the USA in a 180 degree U turn during the Iran War) of getting supplies from Russia for oil and gas with its good relationship with Russia. Japan has managed Middle East supply by keeping over 254 days of inventory but this looks to be very risky as Germany learned from its dependence on Russian oil which went in the wrong direction under Merkel. Japan has released about 18% of its total reserve amount of the 254 days inventory (146 days in national reserves and 101 days in private mandated reserves). It uses 3.14 million barrels a day in 2026 down from 5.8 million barrels a day in 1996, using about half today through conservation and using renewable energy showing the potential for the US and Europe. ...

Lee describes the problems the Russian economy faces with the depletion of the Reserve Fund following collapse of oil prices. Finance minister Siluanov says the Reserve Fund could run out by 2017. The National Wealth Fund hols $73 billion and is used for infrastructure projects and bank bailouts, and pensions. The defense budget is expected to decline by 5% in 2016 as the military buildup slows from a slower economy. The World Bank predicts a poverty rate of 14.2%. The 50% decline in the ruble has hurt imports. The lack of access to international capital markets has also hurt growth, even though Russia has only small debt.

This report says the sentiment has shifted as people in Kharkiv have seen the economy deteriorate in Donestsk and Luhansk after 2014 after Russian installed militias assumed control. The economy in Kharkiv and the rest of Ukraine has done much better say experts. Kharkiv is where the Soviet Ukrainian government was established about on hundred years ago after an independence drive for Ukraine at that time failed.

US Defense Security Cooperation Agency in State Department approves sales of Javelin and Excalibur missile systems to India November 19 2025, at a price tag of about $95 million. This increases US military sales to India to over $20 billion. FOr India to get a good trade agreement with the US, the US government set two conditions - increase purchases of US products and stop funding Russian attacks on Ukraine by reverting to the situation in 2019 when India purchased about 4% of its oil from Russia. India's purchases of discounted oil from Russia are a recent development. Indian and Chinese refiners have cut purchases of Russian oil, according to recent reports in WSJ. The increasing arms purchases from the US is a development that has taken place throughout the Modi administration since 2014 cutting dependence on Russian supplies including India's building its own capacity for defense products.

The U.S. Deputy Attorney General, Rod Rosenstein, defends the Mueller investigation into Russian meddling in elections in a Congressional hearing. He says most of the employees at the agency with very few exceptions are honest and trustworthy. He is working with Mueller to ensure that the investigation is not affected by the political affiliations of any of its prosecutors. Rosenstein told Congress that Mueller had acted appropriately to keep politics out of the investigation. Prosecutors found to have political leanings have been removed from the investigation.

Efforts to bring the two sides together for ceasefire succeed for Black Sea but hit snags along the way. Russia wanting to get sanctions lifted on it's Agricultural Bank to lift grain and fertilizer exports. A separate deal on not attacking energy infrastructure was negotiated.  Fundamentally NATO needed to be reconstituted at the end of the Cold War. Russia's apparent weakness was temporary as it converted to a market economy from the Soviet model. It's GDP is not a correct representation of it's capabilities and need for respect as an advanced European economy. With US-Russian cooperation nothing like Syria and Venezuelan disasters would have happened disrupting the fabric of American and European democratic systems. Russian conditions include ones that were clear from the early days of the war. Ukraine joining NATO threatens Russian security. That this was not to be allowed. And Ukraine to relinquish territory now controlled by Russia in Crimea and in Ukraine's east. DJT in the US has ruled out joining NATO for Ukraine. These territories have been integrated into Russia and it is unlikely that this would change so that continuation of the war after so many lives are lost doesn't make sense. Europeans particular Baltic Republics and Poland are concerned about Russian intentions- this too is not going to change by continuation of the war. It can be addressed by putting in concrete safeguards. ...

Medvedev says he fully realizes how much has yet to be done, and Putin says it is extremely important for everyone together to continue the course that has already been taken and has justified itself. And after these words and more the new President is sworn in in Russia. Medvedev says that he will be working hard to improve living standards, education and medical care, and modernizing Russia's narrow economy. Words like to continue the course which justified itself and fully realizing how much has yet to be done have a lot of meaning. Consider the situation in Russia in the last Yeltsin years, disheartened Russian people, poverty, shortening life spans and daily existence difficult for young, average person on the street, pensioner and old people alike. And still Russia has a narrow economy based on growing price of commodities and needs to develop a balanced economy, and the living standards are still only catching up in the rural areas some of which are only now getting electricity.
