Having an adequate supply of N95 masks is critical for each hospital tackling the coronavirus pandemic. The lack of enough masks leaves health care personnel without the basic protection and is a grave emergency. Hospitals are resorting to reuse of the masks in this crisis and this is not a good practice as it increases the chances of infection. President Trump has invoked the Defense Production Act on April 2 against 3M. This gives the federal government more control over 3M's operations to ensure that it goes all out to make the healthcare N95 masks that the hospitals need in this grave emergency. This report in the WSJ covers the situation as of April 3 on the supply of M95 masks for health workers and others. N95 masks block 95% of very small particles. Supply in the U.S. is for 50 million N95 masks. Demand in the U.S. is for 300 million N95 masks as estimated by the Department of Health and Human Services. in March- this is how many are needed by health care workers to fight this pandemic in the U.S. The principal manufacturer is 3M. 3M company has doubled its production since January 2020. The trend before this pandemic was to send production over to China and other countries. This is changing now with the pandemic and the U.S. policy shifting to be self sufficient in medical supplies in the event of an emergency. A policy Peter Navarro, who heads the agency in charge of getting medical supplies, says President Trump is insisting be implemented. Hospital buyers supported the earlier trend to keep costs down, but this appears to be a costly mistake, putting health care workers in hospitals across the U.S. without the basic protection they need. Minnesota based 3M invented the first modern disposable masks in the 1960's. Interestingly 3M continued to make millions of masks in the U.S. even though competitors moved manufacturing overseas. The 50 million disposable masks 3M made globally went to workers in industries where it provided extra safety from metal shavings or other substances, and medical workers. Now 90% of masks go to medical workers. 3M ramped up production globally since January 11 when the pandemic first hit to 100 million masks a month globally, and 35 million a month in the U.S. at plants in South Dakota and Nebraska. 3M says that it will import 10 million masks from its factory in China, which earlier this year was restricted from shipping it outside China as China needed masks for the pandemic. About 10 million more masks are made by two other manufacturers Alpha Pro and Louis Gerson Co.  U.S. Department of Health and Human Services ordered 600 million N95 masks from 5 companies to distribute to hospitals and build up the national medical supply stockpile. 190 million each of this is from 3M and Honeywell and 130 million Owens & Minor Inc.  3M says it will make 50 million a month in the U.S. by June. Honeywell which had moved production overseas, plans to bring back production to the U.S. by making 10 million masks by May at its Rhode Island and Phoenix plants. There is a company in Singapore that makes one million masks a day in China and other Asian countries, Pasture Pharma Pte, but most of it is committed to government agencies in China.   ...

Missteps by the Detroit automakers include fighting fuel efficiency legislation in 2005, even when the USA faced higher gas prices, and diluting the fuel efficiency legislation with a target of 35mpg for 2020 at a time when Europeans were taking up more aggressive challenges as public opinion there moved in that direction. They also spent heavily in lobbying spending, about $175 million for GM and Ford in the last 10 years, and some would say lobbying against the national interest and the national security interest of the USA, because failure to reduce consumption of oil through fuel efficient cars weakens the economy by sending hundreds of billions of dollars overseas to mideast countries. The closing of plants in states like Alabama, Louisiana, Georgia and Delaware and consolidating their operations closer to home weakened Congressional support, And the foreign auto makers built plants in places in the south like Alabama resulting in Senator Shelby of Alabama becoming allied with them. Rick Wagoner failed to show the vision and leadership needed, and Detroit failed to realize that vision and leadership were required to run these companies. not coming up through the large bureaucracies of these companies. And people associate him with declining market share and a company in decline and asky why. The whole mood of the country is reflected in newspaper columns across the country, in reader comments that run into the hundreds for each article overwhelmingly negative for taxpayer money going to Detroit automakers. US unemployment rate was at about 3.7% for the third quarter 2022 and 263,000 jobs were added in November according to the Labor Department. Other estimates show that these numbers could be overstated by 500,000 for the year and likely to be revised. There is a shortage of labour after the pandemic and the labor participation rate is lower than before the pandemic. The Fed chairman Jay Powell discussed the strong labor market and his plan to attack inflation with rising housing, food, energy costs coupled with wage increases using Fed policy of raising interest rates. Rates could go up to 4.5% with another 0.75 % increase in December 2022.  Powell said in response to questions at the Brookings Institution last week that he was feeling his way through this inflation episode that was very different from previous bouts of inflation having started with supply chain issues that stemmed from the pandemic. It then became widespread with fears that it could get entrenched if a sharp stand is not taken by the Fed. Powell also says that he is acutely aware that he wanted to pause and see the effects of interest rate increases so that there is no overreaching that would hurt the lower income groups. He emphasized that lack of aggressive action by the Fed could let inflation go on for 4 or 5 years hurting these lower income groups the most because the wage increases would be more than wiped out by inflation. Finding the right balance is important to Powell as he looks to manage the risks on both sides of this issue- to hit inflation hard without hurting the lower income groups of society. ...

This would bring the cost of helping children in the first crucial years of life to below $44 billion a year. And making a huge investment in children at a time when everything has gone up in price from diapers, to baby food, to childcare and early childhood learning crucial for the future of America. We believe it is imperative to invest in children after the pandemic has cost 1 million lives and left for each dead person 8-9 persons in precarious situations financially. Educationally it has left children behind from missing crucial school years. These gaps will need to be filled and this is only one investment in the right place to correct this problem to prevent America from being handicapped forever by these problems and gaps in education in early years.  ...

The problems Ferrero faces in the U.S. is the presence of big established competitors Hershey and Cadbury, a fragmented distribution chain, and the uphill task of convincing peanut butter users to try Nutella for breakfast, and snacks. There are about 2.4 million workers on American farms. 44% of them are undocumented workers says the Department of Labor.  They do jobs such as picking the fruits and vegetables that are part of the food supply. Deporting them all will increase prices of farm products as harvesting fruits and vegetables will be difficult. During the Eisenhower administration in 1953 deportation plan large growers in California and New Mexico used seasonal agricultural labor from Mexico, and the nation's food supply of vegetables and fruits depended on these workers. These companies lobbied hard for ways to keep these workers. On the other side were smaller farm owners who used fewer migrant workers. The complication this time 2024 is that unlike in 1953 under Eisenhower mass deportation when the border was otherwise peaceful, in 2024 the US has faced a decade unprecedented in its history of flows of fentanyl and drugs across the southern border. The deportation is about migrants who are not easily integrated culturally into the US, about the dangers of illegal entry in such large numbers that it disturbs the quiet life of the small towns and cities in the US. The US needs immigrants but in a planned way with legal entry, and no flows of drugs across the Border, that protects the American people and serves America's interests.    ...

The first proposal that led to the strike at Boeing offered workers only 27%. The new proposal offer 43% over 4 years. As this increase is over 4 years some of the wage increase is dissipated by inflation over that period. For 33,000 workers at Boeing it represented a fair settlement that would also help the company rebuild its finances, and it was approved by 59% of the workers voting at the International Association of Machinists and Aerospace Workers. Workers are back to work by November 12. Workers were upset about a deal 10 years back that let Boeing freeze a pension plan that guaranteed monthly retirement payouts. Boeing lost $6.1 billion in the 3rd quarter 2024 and raised $21 billion by selling shares to investors to strengthen its financial position. Quality control was a major issue, a series of financial industry professionals failed to understand the production assembly line processes. Julie Su, Labor Secretary facilitated the discussions. President Biden said “Good contracts benefit workers, businesses and consumers." The deal includes a $12,000 ratification bonus, compared to $3000 bonus in the initial offer. That two states with a population of less than 3% of the American population could sink the entire agenda of president Biden shows how fragile a situation has been created within the Democratic party to support workers and families even during the pandemic following the leadership of Carter, Clinton, and Obama Ms. Jaypal, a three term Congresswoman from Seattle, Washington state, was first elected in 2016 with an endorsement from Bernie Sanders who was the Democratic Party's leading candidate for president till the late stages of the 2020 US presidential primaries. Bernie Sanders says of Jaypal- "I think she is doing an extraordinary job. And I think the Progressive Caucus is doing an extraordinary job." Sanders founded the Progressive caucus after getting elected to the Senate from Vermont 30 years ago. Even though it is hard to imagine the Democratic party being the Democratic party without bold policies in climate change, affordable housing, reducing income disparities,  investing big in childcare, education and healthcare, attempts were being made to sink the entire Democratic party and national agenda going back to Franklin Roosevelt. Jaypal is described in the WSJ as diplomatic and firm, saying "I am so proud of our caucus; I have never seen our caucus so strong. And I am a very good vote counter also." Fifty members of the 100 member Progressive Caucus held firm in support of president Biden's original agenda without which the president would have little to show in keeping promises he made to the American people in the election and little to differentiate him from Mr. Trump who also supported infrastructure spending. Separating the infrastructure bill would have risked sinking Mr. Biden's plan for recovery of America from the pandemic and the devastating policies pursued by American presidents in the last two decades. Policies by previous presidents that have impoverished the country, created huge income disparities, weakened America in the world in trade and technological leadership, and wasted resources in foreign wars. There are no centrists or far left- these are just labels. When Ms Japal said "Let's just remember the Speaker (Nancy Pelosi) is a great champion of this agenda. I think she was trying to do as much as she could to get this done," she could have said it is Mr. Biden's own agenda pushed forward with conviction to help workers and families during the pandemic, and build a solid American recovery, restore American leadership in the world. Pramila Japypal is the first Indian American woman in the US Congress, and one of only two dozen naturalized American citizens in the US Congress. Democrats as well as Republicans appointed Agriculture Secretaries and not one took the action to get sodas excluded, to let states request sodas be excluded and approve it, not the Democrat a Carter, a Clinton, or an Obama, or a Republican a Reagan, a Bush, or a Trump (first term) took the necessary action. In 2025 Brooke Rollins is Agriculture Department Secretary. Arkansas Governor Sarah Huckabee has seen the damage sodas can cause in her family. China's central bank reduces its reserve requirement ratio, required money set aside by commercial banks and not used for lending. It lowered by half percentage point to 13% the amount of reserves Chinese banks are required to set aside. As the economy has cooled recently with trade tensions with the U.S., China's growth has slowed to 6%. The move frees up $126 billion for lending. In a speech this week president Xi used the word "struggle" over a dozen times. The State Council has plans to allocate more money for vocational training, to expand railways construction.  Analysts of S&P recently estimated China's economic growth over the next decade at 4.6% on average if the trade dispute gets to a stalemate, if trade dispute worsens it could drop to 3.7%. The trade dispute has dampened the mood at China Development Forum in Beijing, with attendees saying the distrust between the U.S. and China is based on deep concerns about each other. District court Judges are the first tier of the three tiered system of judiciary power. A series of US District Judge rulings stop the federal payments system, birthright citizenship, federal employees offered buyout plan, and other executive orders issued by DJT in first 72 hours in office. They were all designed to cut the federal bureuacracy in the US and gut agencies with overspending such as USAID $40 billion when rural America's needs are unmet, and tackle birthright citizenship which allows mothers to fly into the US and depart just to get citizenship for children. The White House plans to appeal these rulings to the next level the appellate courts in the US, all the way to the US Supreme Court. Some of the arguments against USAID $40 billion budget was that it funded bureaucrats pet projects, something that Senators such as Senator Rand Paul of Kentucky have fought against for 25 years. Coming after trillions of dollars in spending under the infrastructure Investment Act oversight over such spending is in the American tradition. No less than Harry Truman as Senator from Missouri made his mark by tracking down overspending and waste, during the Second World War. Another problem not discussed enough is that in today's world more can be done with good governance and leadership, avoiding unneeded wars, and investment from India, China, EU and US than can be done with $40 billion spread thinly over the whole world. Sri Lanka is just one example where its undoing is waging ethnic war, corruption, and India is leading its recovery in ways that USAID could never do. ...

Deep labor problems that have plagued Detroit automakers throughout the years since the 1930 labor-management strife. The labor advantages enjoyed by the Japanese and the Germans after postwar compact between labor and management in Japan and Germany, that was continued in plants in the US in locations with no labor history. The higher executive compensation and privileges of management in the American management model that did not exist in the Japanese and German models that created another level of distrust of management. The recovery staged by Chrysler in the 1980's withthe minivan and by Ford with new models. The recovery again in the 1990's by Ford and GM with the sports utility vehicle and pickup trucks. And the collapse Chrysler, GM and Ford face today, facing bankruptcy or government bailout on a large scale as rising oil prices and the need for conservation lead to a collapse of the sports utility and pickup market and shift to fuel efficient passenger cars.

Steven Rattner points to the decline in U.S. median household income as a result of globalization. At $7 an hour GM's Mexican auto workers are just as efficient as workers in the U.S. The result is a shift in jobs to Mexico and the two tier wage system in the U.S. auto industry, now formalized in new UAW contracts with Ford, GM and Chrysler. The UAW agrees to hire entry workers at $14 and hour. A new VW Chattanooga plant pays $14.50 an hour. WSJ says that administration officials are considering aplan whereby on the first day of bankruptcy the government would announce the setting up of a "new GM" with Chevrolet, Cadillac, and good assets as part of it and a separate "old GM" that would hold the bad assets, retiree and health care obligations, Hummer and Saturn. The "good" GM would have responsibility for $20 billion in government loans. THe old GM could stay in bankruptcy for longer till buyers are found for parts of it or as it is wound down, with proceeds from the sales of assets going to creditors claims. WSJ sources familiar with the developments and the administration's views say that the administration prefers this route, and GM will likely will be forced into filing for bankruptcy protection in mid-May. That would be 45 days into the 60 day period President Obama has given GM to come up with a new plan that will work. The submitted plan was rejected by Obama's team on grounds that the assumptions for sales were too optimistic, none of the concessions from bondholders and the UAW that were needed had been made, the Chevy Volt was not going to pe price competitive, and fuel efficient car production was not a critical part of the plan. The government has asked Fiat to scale back its planned ownership of Chrysler to 20%, as part of an agreement for more government loans....

Earlier RBI efforts used a number of indicators- inflation, growth, financial stability and exchange rates which created confusion in the minds of investors about the serious control of rising prices. Inflation for the last 5 years has been over 8%, and is persistent even as growth slows. The policy rate is now about 2 percentage points below inflation. Inflation targeting under Rajan could take the shape of 8% target in the first year, dropping to 6% and then a range between 2-6%.

US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes.
