Six cities have rejected the Olympics, with Calgary in Canada being the last one. The problem with hosting the Olympics is how much it costs. Cost overruns are common. 20141 Sochi WInter Olympics estimated budget was $10 billion, in the end it cost $51 billion. 

Brazil is the latest example of the problem. With huge needs in sanitation, epidemic prevention, infrastructure and public services, the country did badly by spending money on new soccer stadiums in the northeast which were not used after the World Cup soccer championship, and in the summer Olympics. 

Learning from these lessons voters in Calgary, Canada, rejected hosting  the Winter Olympics. Voters or local councils in Innsbruck, Austria, Rome, Italy, Bern, Switzerland, Hamburg, Germany, Oslo and Stockholm have rejected the idea of hosting the Olympics. Other problems are the environmental impact with deforestation to create Olympic sites.

Negotiators for Climate Change talks meeting in Katowice, Poland helped develop a rule book to support efforts made for the Paris Accords. The U.S. joined the European Union, Canada and China in putting forward compromise language. 

The question of setting up a carbon market was put off for the future.

On the aid to developing countries to reduce emissions in their generation of power the commitment of $100 billion by 2020 from Article 9 of the Paris Accords was seen by some countries including the U.S. as too high. China does not contribute, and only the European Union with Germany doubling its contribution took the lead. That climate fund has so far raised $10 billion.

The U.S. point of view was that no country should sacrifice economic prosperity and energy security for environmental sustainabililty. Yet the U.S. has participating in developing the rule book for climate change efforts stemming from the Paris Accords.

Use of Huawei's equipment for 5G technology upgrade of India's telecom networks is seen as less of a cybersecurity threat in India and attractive in terms of its lower prices and technological advancement. U.S. efforts to prevent the use of Huawei's 5G networks equipment because of cyber security threat are hitting a roadblock in India where the cost of the upgrade to 5G is a major advantage with the Chinese telecom equipment maker Huawei.

Germany is considering letting Huawei supply telecom equipment after its cybersecurity agency report showed Huawei could not siphon off sensitive data for use by the Chinese government. Data rates for 4G networks have been slashed in India by 90% with the introduction of the Jio network. Hundreds of millions of customers make India a large enough market for new 5G technologies to be attractive for China's Huawei, making it harder for the U.S. to block Huawei in other countries.

As Mr. Mitsotakis of the New Democracy party takes over as prime minister from Mr. Tsipras this report from Greece reflects on what happened under Mr. Tsipras with his call for no in the referendum on the Eurozone economic loan package that set austerity cuts in Greece. Mr Tsipras was unable to reverse the loan agreements set by the eurozone leaders. There is much to reflect on austerity policies also for Germany and northern European countries in the events of the last five years leading to the loss of confidence in major parties in Europe and in eurozone countries. Austerity policies also have undermined public confidence. Yet in the Greek case the lack of transparency bad finances were of another magnitude that called for responsibility to be taken by internal groups within Greece. In the end this proved little except that the eurozone was expanded too hastily for countries such as Greece, hurting the eurozone, the idea of Europe, and Greece.

Brandenburg Berlin metropolitan region of which Brandenburg and city of Berlin are separate states remains a strong economic region. This is where Germany has evolved under ruler Frederick since the end of the Thirty Years War in 1648. Dietmar Woidke of ruling Social Democrats is expected to win a fourth term in office with the SPD expecting 25% of the vote in the important state of Brandenburg next to Berlin. Even though the AfD right wing party is expected to do well approaching 25% of the vote, there are other factors at work. Sara Wagenknecht has rebranded the Die Linke Left party with immigration policy that is similar to policies now being accepted in Denmark, France, Netherlands and other EU countries that see the need to restrict immigration, drawing 15% support. A good example being Mette Frederiksen, Social Democrats in Denmark. A coalition with the Christian Democrats CDU with about 15% expected vote and Greens with less than 5% is likely for about 45% of the vote. Other factors that show a stable Brandenburg are the economy with the new regional airport hub of Berlin Brandenburg airport, a new Tesla factory, rich natural resources a third of the state of 2.6 million people being filled with forests and lakes, and a stable population after the reunification in 1990 without rural depopulation as in other parts of East Germany, only 12% people of immigrant background including Wagenknecht.   ...

Prime minister Mario Monti responded with humor to the remark of former prime minister Berlusconi before the June 2012 summit of European leaders that he could unplug the Monti government, by saying that his government was not a home appliance. In August Monti's long intervew with the Wall Street Journal is published in which he says the Italian bond spreads with German bonds would be 1200 or something if Berlusconi was still running the government. Angelinia Alfano, of Berlusconi's party, the People of Freedom party, calls this "nonsensical" and the parliamentary whip calls this a "stupid provocation." Monti's office says he called Berlusconi saying he regretted the "banal and abstract extrapolation of a trend in spread values, which was included in a wide ranging interview with the WSJ, was taken as a political consideration, which was not at all the intention."

French and German support for Ukraine alongside the US is critical for the ongoing effort to restore security on the Black Sea ports for Ukraine and on either side of the Dnieper River in southern Ukraine front. This is also critical for world food supplies particularly for Egypt and North African countries. A UN sponsored agreement with Turkish help is what makes it possible to ship Ukrainian grain to these countries from Black Sea port of Odessa. Even more critical after the drought has impacted grain harvests worldwide.

At one point Odessa was the target of Russian forces. Ukraine seeks to regain the Black Sea region in 2022 as its outlet to the world and to support its economic independence as a food exporting nation.

Standard and Poor's changed its rating of U.S. Treasury securities from stable to negative. U.S. Treasury securites are still rated AAA. Moody's made no change in the rating. U.S gross debt as a percentage of GDP is 91.6%, with the comparable number for Germany at 80%, France 82%, Canada 84%, the UK at 77%, Japan 221%. The U.S. budget deficit as a percentage of GDP is 10.6%, the comparable number for Germany is 3.3%, France 7%, Canada 5.5%, the UK 10.4%. John Chambers, the head of the sovereign ratings committee at Standard & Poor's stated that "the sign of political gridlock was a key determinant in our outlook change." The budget deficit will go up to $1.5-$1.65 trillion, or over 10% of America's GDP in 2011. The gross debt for the U.S. is at $14.219 trillion, just short of the $14.294 trillion cap. With rising entitlement costs and the interest on debt this is expected to go over the debt ceiling as early as July 8, 2011. Again political gridlock and the divide between Republicans and Democrats about deficit reduction is causing concern about the delay in raising the debt ceiling....

China's role for World War II defeat of Imperialist Japan given prominence in 2025. China made huge sacrifices in fighting the Japanese just as Russia made huge sacrifices fighting the Nazis in Germany, yet US help was crucial in helping China stay in the war to the end in 1945. Roosevelt sent one of America's best soldiers personally selected by Gen. George Marshall, Joe Stilwell to China. The best documented writing about this period of the war and the role of Stilwell is in Barbara Tuchman's book- Stilwell and the American Experience in China. Stilwell starts his knowledge of China in the period of the First World War when he decides to take the position as military attache to the American consulate in China. Tuchman is the only writer who was welcomed by China's revolutionary leader Mao to write about China during the renewal of US relations. She gives the best account there is of how Stilwell in his different trips to China learned the language and lived with the ordinary people, embracing the conditions of China's backwardness and war torn countryside as Japan invaded. No American or European in history could be said to have done what Stilwell had done in restoring the morale and giving self respect to China at an extremely difficult time of poverty, backwardness and war. To read it is to realize how America and Americans fought all the colonial ideas of the British and the French and Dutch and embraced the dignity and culture of the Asian people. Gen. Joe Stilwell was the best of America- of whom it could be said in all races, especially in China, he defended justice and protected the weak. ...

There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. Lawyers Buchheit and and Gulati help Greece design a legal agreement that writes in a new collective action clause. The collective action clause ensures a 95% participation for the bond restructuring deal Greece is doing in March 2012 to cut its debt to sustainable levels. A similiar deal could be designed for Portugal says Mitu Gulati, a law professor at Duke University. Because Greece's bonds are written under Greek law, writing in a new collective action clause is a legal mechanism for achieving a meaningful debt reduction and bond restructuring deal- this is something Gulati and Buchheit figured out because of their expertise in this field. A joint paper by Buchheit and Gulati in 2010, first explored the way in which private bondholders of Greek bonds who reject a bond debt restructuring could be forced to accept the same losses as other investors who accepted the deal. They are now advisors to the government of Greece. In early 2011 there was serious discussion that the Brady Bonds debt restructuring for Latin American debt of Argentina, Mexico and Brazil of the 1980's, under which private investors traded in their old bonds for new bonds with longer duration at reduced interest rates and lower value- reflecting voluntary losses accepted by bondholders- was the approach needed for Greece, Portugal, Ireland and other eurozone countries. Then U.S. Treasury Secretary Nicholas Brady took the lead- in Landon Thomas Jr., NYT, 11/30/2010. Bondholders held out throughout this period, with Charles Dallara, one of the architects of the Brady bonds restructuring, hired by European banks to negotiate on their behalf. It was only when German Chancellor Merkel delivered an ultimatum by telling Dallara "this is the last offer," during a late night meeting on Oct. 27, 2011, at EU headquarters in Brussels, was an agreement reached on serious debt reduction- in Walker, Forelle, Meichtry, WSJ, 12/30/2011. The long delay meant a worsening crisis in Greece and the rest of the eurozone. ...

The Trump administration suspended all flights from Europe on March 13, about one month after suspending all flights from China. This report in the NYT says there were about 10,000 estimated undetected infections in New York on March 1 when only 1 case of coronavirus was confirmed. It also says that researchers have tracked the mutations of the virus in all American states and found that most of it came from New York. Could the Trump administration have acted earlier than March 13 to stop flights from Europe? The state and city authorites in New York did not take the threat seriously by March 13, making it not clear that they would have acted earlier.   In places like Michigan which has Italian Fiat owned Chrysler operations, and automotive connections with Munich, Germany, reports show the virus coming from Europe. Munich based auto companies have extensive operations in China. In Louisiana the Mardi Gras celebrations around Feb. 25, received large numbers of visitors from New York, with research showing the virus mutations in Louisiana originated in New York. There was little awareness of the seriousness of the virus because of lack of past experience as happened in Asian countries. So that these kinds of public events bringing huge numbers of people in close contact were allowed to happen, and people who were cautious were likely to be ridiculed or shoved aside. New York continued to hold public gatherings at Madison Square Gardens and sports stadiums well into March, with complete disregard of the dangers, a decision made by local authorites.   ...
