Research on agricultural production and improving and protecting rice, wheat and other food crops has suffered in the last decade as budgets for research have been cut. The USA is in the middle of cutting its $59.5 million annual support for a global research network by 75%. This includes the funding for the International Rice Research Institute in the Philippines which has suffered from budget cuts for years. Its amazing that this Institute is the world's main repository of rice seeds as well as genetic and other information about rice, the staple food in Asian and many other countries. This includes the International Maize and Wheat Improvement Center in Mexico. Agricultural experts have warned about this neglect for many years but have been ignored as the pace of industrialization took off in many developing countries and agricultural production was taken for granted. With the current crisis in agricultural production one would expect this cutting of research aid to be reversed, as President Bush asked Congress on May 1, 2008, for an extra $770 million to pay for food aid and to help improve agricultural productivity in developing countries. Its ironic that growth of food supplies has suffered just when incomes are improving in the developing countries leading to greater demand for beter food and nutrition and resulting in soaring food prices which cuts into that very effort to improve the nutrition and diets in the developing countries. ...

This means the Republican health care bill has no chance in the Senate even after changes to the bill passed by the House of Representatives. Republicans have a thin majority in the Senate make it difficult to pass legislation. Collins met with residents in Maine and Moran with people in his home state of Kansas, and both senators heard a lot about the negative effects of the Republican bill on people in their state. The bill is seen as hurting people in rural areas, elderly, and not likely to do enough to bring down premiums. Its plan to slash Medicaid spending has drawn strong opposition from all Democrats.

The Indonesian currency, the Rupiah, has declined by 13% in 2013- by Sept. 3. It reached a level of 11,050 rupiah for one dollar on Sept 3. Economic growth has declined to 6% for the second quarter of 2013. The depreciation of the rupiah is likely to increase inflation significantly and affect the consumer spending boom in Indonesia. Indonesia had a $2.3 billion trade deficit in July 2013 after a continuing surge in imports. This will affect car prices and prices of international brands popular in the country. Toyota set the rate at 9500 rupiah to the dollar and plans to increase prices now that the rate has passed 11,000 rupiah.

In China's state banking system larger banks will get more state support than the smaller banks. Smaller banks such as Everbright Bank and Bank of Nanjing have 20% of loans made to local government financing vehicles, this compares with 6-7% for larger banks such as ICBC, Bank of China, China Construction Bank, and Agricultural Bank of China. Because of the poor asset quality and high risk of such loans the smaller banks are likely to be the first to face trouble in a financial crisis.

Iran's new president is a moderate cleric Hassan Rohani. He won the presidential election in June 2013 with 18 million votes, or 50.7% of the votes cast. The second runnerup received only 16% of the vote, making Rohani the overwhelming choice of Iranian voters discontented after years of international sanctions over the nuclear development issue and the confrontational stance of the previous president Mr. Ahmadinejad. In a televised debate before the election Rohani summed up this discontent with the economic situation: "It's nice for the centrifuges to run but people's livelihoods have also to run, our factories have also to run." He contrasted the situation when he was the chief nuclear negotiator for Iran under president Mohamad Khatami, another moderate, when Iran avoided international sanctions, with the current situation. Currently even essential aircraft parts for Iran's national airline are difficult to source. Mr. Khamanei called Rohani "the people's choice." Khamanei and Rohani met to discuss the new government, which observers in Tehran say offers an opportunity for national reconciliation. The Revolutionary Guard Corps leaders also offered their support to Rohani. The Green Movement, Khatami and Rafsanjani supported Rohani before the elections. Rohani is known for his ability to reach out to all parties. He comes from a working class family in a small town in the province of Semnan, entered theological seminary later apprenticing himself to clerics at Qom, the main home of leaders of the Shiite religion. He then attended law school at Tehran University, becoming a student activist during the Islamic Revolution in 1979. Later Rohani studied in Scotland getting master's and doctorate degrees in law, which gives him a unique insight into concepts such as the rule of law for an Iranian cleric. He was member of parliament, deputy speaker of parliament and head of the management committee of the national broadcast service, and a member of the National Security Council....

The U.S. Agriculture Department lowered its forecast of corn yield per acre from 166 busherls per acre to 123.4 after a severe drought in the U.S. The projected corn harvest is expected to come in at 10.8 billion bushels, 13% smaller than the 12.4 billion bushels in 2011. Under Governor Edmund Brown of California the state's public university system became a model for the whole nation in the 1960's- state spending on higher education doubled, statewide enrollment doubled, and seven new campuses were opened. California's community colleges, Californa State University and the University of California helped educate a new generation of Californians and powered its rise as a tech savy state. Increasing tution is putting higher education increasingly out of reach for struggling middle class families. Edmund Brown's son Jerry Brown, the current governor of California, tells Californians his mother studied basically "for free," and a whole generation that followed her paid modest tution fees. Jerry Brown is a trustee on the boards of Cal State and UC, attends meetings regularly, asks questions about the conditions at the university systems, and is determined to make the higher education system a part of his own legacy. He persuaded voters to approve a tax increase to support the higher education system. Half of the $250 million increase in funding for the university system is contingent on a tution freeze. Brown is also pushing for faculty to teach more undergraduate courses, increase the number of online courses, and reduce administrator pay. His proposals are meeting resistance from academia. Other issues facing the university system are the lack of resources to meet increasing enrollment, issues about reducing out of state enrollment to meet in state demand because out of state students pay higher tution fees, and the general resistance to teaching more undergraduate classes from faculty. To do this Brown is having to engage in a discussion about education and "quality" with academia. In a recent interview Brown pointed out that words like "quality" have different meanings, and are defined in academia to meet internal needs that often conflict with basic societal objectives....

Reorganizing a large and ineffective sales force at H-P is one of the biggest challenges facing new CEO Mark Hurd, who took the job in 2005. Under CEO Carly Fiorina the situation had deteriorated. The H-P sales force has become a large bureaucracy which takes much longer to get things done, with the added problems of duplication, redundant layers of management, delays getting approvals and so on. Corporate customers had difficulty reaching salespeople, and getting simple tasks done such as price quotes or getting a sample product took way too long for customers. Salespeople spent only 30% of their time in front of customers, with the bulk of their time spent navigating the large H-P bureaucracy to get things done. Out of 17000 salespeople only 10000 sell to customers, 7000 or 40% are in support or administrative positions. Four people from different groups can be found chasing the same customer, and different quotes from different salespeople cause duplication and confusion. H-P corporate salespeople did not specialize in any particular product area. And salespeople used 30 different types of software to track sales because of years of acquisitions, including the acquisition of Compaq. There are 11 layers of managers between the CEO and corporate customers. Hurd's solution was to organize the sales force so that it was responsible for specific products and specific countries, similiar to the situation he had seen at his previous company NCR. Responsibility and authority for decisionmaking were matched and clearly assigned. Each salesperson had a narrower focus and was to be limited to 3 accounts. H-P's 2000 corporate accounts would have just one salesperson to interface with. Sales would only use one type of software from Oracle Corporation. Changing an organization the size of H-P is a slow process. A year after these changes, the VP of Information Technology at Lear Corporation, says he still does not know who has been assigned as the salesperson for Lear. He has not seen much change in H-P sales. Hurd also reduced the number of employees by 10%, or about 14,500 people. After these layoffs the layers of management have been cut from eleven to eight between Hurd and the corporate customer, still too big a set of layers. ...

Mr. Modi's goal is to have a medical college for every district in the country and a medical postgraduate institution in each district.
