The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

A new terminal is taking shape at 41st st and 8th Ave. in New York City. This is the new $10 billion Port Authority Bus Terminal. NYT taks a look at the design of this new terminal that will replace one that had become old and haggard looking. Port Authority officials say the old building was a rundown 1950's era building that was a poster child for a failed infrastructure facility. The NYT says this brick building darkened two full blocks of midtown Manhattan. In its place will be a a brighter open looking space that is state of the art and has 2 office towers. Much of the US infrastructure was built in the period of the 1950's and 1960's. Much of it is crumbling and old, and the investment taking place step by step under the Biden plan for rebuilding infrastructure with trillions of dollars in investment is working. Construction will take 8 years by 2032 with coronavirus pandemic delay figured in. The US Fed under Jerome Powell is going to raise interest rates one more time in 2023 following rate increases in 2022- by a quarter percentage point this week. The last time the FBI involved itself in elections was with Edgar Hoover in the election between Harry Truman and Dewey for U.S. president in the 1948 election, when Hoover made clandestine efforts. One Georgetown scholar says it may be an unfair comparison for Comey, but it raises questions about his bringing up the email inquiry a week before the election. Other experts say it may be a sort of moral hubris of Comey that led him to this. An expert at New York University School of Law, Mr. Gillers, is cited by NYT. Gillers says the letter to Congress was a second or third mistake to cover up a previous mistake, that Comey should not have made repeated public statements, not the statement criticizing Hillary Clinton about the email practices, not writing a letter to Congress a week before the election. Michael Chertoff, a Republican who led the criminal division of the Justice Department under Bush, says Comey violated longstanding Justice Department rules and practices in July and this week, and provided fodder for all kinds of speculation.  ...

Murdoch failed to develop the internet side of the business appealing to younger audiences. A large concentration of power, the lack of news coverage from local sources as one of the effects of the internet, surges in real estate growth, have led to reduced attention to the effects of corruption in the city of Los Angeles and in the state of California. Jose Huizar on the City council and Raymond Chang deputy mayor are shown here in this NYT report to be convicted of racketeering charges.  Over a decade 576 public officials in California have been convicted on federal corruption charges, according to Justice Department reports, says the NYT. Banks like the staus quo, streamlining regulation will be hard for the new DJT American administration, says Sheila Bair, former head of the US FDIC, Federal Deposit Insurance Corporation. Deposit insurance is important for peace of mind of bank customers and the proper functioning of the banking system, particularly in a crisis. The recent Silicon Valley banking crisis required deposit insurance for the stability of the banking system. Bair who acted to protect the banking system in the 2009 financial crisis in the US, says banks prefer having multiple agencies so that they can choose which one works best for them.  Bair said recently- “Banks may complain, but at the end of the day, they like to have their own regulator they have a relationship with,” Bair said. “They like the status quo.” The Consumer Financial Protection Bureau is one of the agencies that DJT administration and Republicans oppose. He was president following Nixon-Gerald Ford and a crisis of confidence in the US after Watergate scandal and as a southern peanut farmer from Georgia brought a period of renewal to political life in the country. He became a one term president with the election of Ronald Reagan during a period of high inflation and a challenge from Edward Kennedy during the primaries. His greatest success was after leaving office when he tackled health epidemics in Africa and helped stabilize democratic governments by acting as observer in elections around the world. His legacy is a lasting one and shows the power of good works as shown in the spiritual heritage of the Nation. Much of the debate in Germany today is around the topic of reunification, was it good or bad for Germany, and why there is an issue of a separate identity in the East. Most East Germans feel they live in a separate country with a separate identity. This issue has social cultural and political consequences, says the Economist.    The CDU is increasingly facing questions about how it has turned out for East Germany. It is losing votes to the AfD in Saxony, Thuringia, and other places in the east. The migration crisis in 2015-2016 created new fault lines. When the Integration minister in a government in Saxony, which includes east German city of Leipzig, talked to people in her state why Germany was helping refugees, she was told to first integrate East Germans.  East Germans do not like resources being wasted on refugees when they feel left out themselves in their own country. After reunification of Germany by chancellor Kohl in 1990 about 8500 companies in the east were privatised or liquidated leading to a loss of jobs in old industries such as mining. Many of these older people ended up in odd jobs and then on Hartz IV, skimpy unemployment benefits. At unification 1 million people moved to the west from the east, predominantly younger people and predominantly women.  Over time one fourth of the population in the east 18-30 years moved to the west, two thirds of them women. Rural areas especially hit hard, with tax revenues slumping, shops and schools closed. Some estimates are that 80% of east Germans were out of work at one point. The humiliation their parents felt is only now being discussed as children in the east talk to their parents about what happened and the hardships their parents suffered 25 years ago. Was unification done the right way is a topic for discussion today. Today the east is much older than the west. Since 1990 over 60's increased by 1.1 million even as the overall population dropped by 2.2 million. In future some districts in the east will have 4 funerals for every birth say forecasters. So what could have been done differently in 1990 so that East Germans did not end up feeling like a "colonized people" by a biased western exploitative culture that portrayed them as culturally inferior and with very little that the west could learn from. Today it is said that the government agency Treuhand that handled closure of businesses could have moved slowly. The 1:1 transfer of west german currency for east german currency was to make east german companies uncompetitive overnight, and should have mitigating plans to tackle the problems of keeping these businesses in operation to keep local jobs. A new constitution and economic plans could have been written, a transition period for such a constitution and economic plan be put in place, so that changes could be studied and plans made to reduce the negative effects.  Culturally there was something the east did better. It had a culture of social solidarity that could have provided lessons for the west.  The good aspects in the east such as respect for women and encouraging them to work outside the home, free child care, the welfare state protecting vulnerable groups, could have lessons for the west to emulate and adopt practices. This would have given easterners a sense of self-respect as in some ways the German Democratic Republic (GDR) as the country was called in the east, had aspects that the west could learn from. For this to happen west Germans need to change their views- half of them see the reunification as a success, two thirds of east Germans see it as a failure culturally, and socially, and wrought with the economic impact of sudden shift in population and business, and loss of most productive young people to the west. ...

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi. Vivekananda's foresight, energy, and passion for the Indian people is reflected in the efforts for New India. ...

Jeremy Hunt, head of the Health Select Committee and Health Secretary 2012-2018, says Britain needs to take up mass contact tracing as its next national mission. Britain he says has passed 20,000 tests a day for coronavirus. America has passed 150,000 tests a day. Both more than South Korea. What is missing when compared to South Korea and Taiwan is mass contact tracing.  The app TraceTogether is not enough, as it was used by only 20% of Singapore's population. Only South Korea and Taiwan are able to open up the economy, have workplaces and life function close to normal through extensive testing and mass contact tracing, with feet on the ground. This is the only path that has worked with South Korea successfully out of the lockdown. This means "feet on the street." Making these calls requires skills, getting information, getting cooperation, offering guidance, and ensuring people isolate themselves after contact with an infected person. Sometimes it is by phone and sometimes in person wearing full PPE. They need to be sensitive enough in talking to someone feeling ill and to see how home isolation can be achieved, who else the coronavirus infected person or someone in the chain of contacts has been in contact with. Mr. Hunt says no effort should be spared in doing this as the millions of jobs in Britain, of people without work, the economy, and the need for light at the end of the tunnel of lockdowns, requires a way out. A huge task but a lot of impossible tasks are being tackled in the health services. The resources of Britain, every spare civil servant, every administrator not working, every one who can do this, needs to be enlisted to do this. The same task needs to be tackled in America, and in other countries as a national mission. ...

France was exceptionally well prepared says France 24, citing a report in Le Monde, for the SARS crisis in 2002 and the H1N1 influenza in 2009. A billion masks were stockpiled by 2009. Following the H1N1 influenza not appearing in any significant way the media, political parties and the public shifted their attention away from public health crises preparation. For H1N1 the government spent 1 billion dollars some of it going to pharmaceutical labs. The eurozone financial crisis that followed the global financial crisis shifted policy to austerity measures. The entire preparation effort for influenza type health crises was abandoned as too costly.  The same pattern repeated in Britain which was also well prepared before 2010. Austerity budgets after 2010 had little room for public health investment.  One could say a similar pattern was seen in the U.S. Today the worst hit countries are U.S., Britain, France and other European countries. France which had 1 billion masks in 2009 to tackle a possible H1N1 epidemic finds itself with 150 million masks in March 2020 and scrambling to find masks. Some masks which were usable were even destroyed as expired, ministers and experts who had built up the prevention effort in 2009 were even demoted and forgotten, as was much of the preparation in these years. It wasn't just medical supplies pubic awareness had practically disappeared. In the U.S., in Europe, the same situation of a lack of public awareness so that experts, government, and the public could work together quickly, was clear to see. In countries such as Taiwan the preparation led to speedy response at all levels, making contact tracing, isolation of clusters effective. In the U.S. and Europe this early, early, period was lost leading to makeup mitigation measures and the growing sense of a loss of control over the virus. ...

Unlike most countries in the world, India is unique in making certain that most of the basic pharmaceutical drugs are available to over a billion people at a low cost. Serum's goal is low cost quality vaccine production so that over a billion people in Asia can be "protected from the birth onwards." From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. It also lays the ground for India to help its neighbors in Asia and in Africa, Latin America in 2022.   ...

Anton Troianovski presents how things are seen by Russians and in Russia of  the Biden Putin meeting. Mr. Putin says in an NBC interview that he sees president Biden "as a professional who has spent all his life in politics." Putin compared this with Mr. Trump who he thought was relatively unprepared, new to politics by comparison who was unable to deliver on the friendlier policy he had promised, and instead delivered too many impulsive moments in the relationship. This has helped set the relationship of the US with Russia on a "stable and predictable basis." Russian experts say the Russian president was seen badly by the American political class, and not just badly, "insultingly badly" creating a rift at another level. Biden is seen as a member of  the old school in a good sense, one expert says, who as senator visited the US for talks on limiting nuclear weapons in 1979 and in the 1980's, who knows Russia and who has genuine respect for Russia as a country, and sees it possible for adversaries to work together for some overriding interests. Some Russians are are nostalgic for that time when Russia was treated with respect and as an equal. For Biden and America the priorities are for America to achieve the economic rebuilding that is needed, to bring back hope at the time of the losses from the pandemic, the positive message is genuine.
