France restricts domestic flights to destinations that can be reached by 2 hours by train after extensive debate in the National Assembly on ways to implement climate change rules. Air France argued that this would affect jobs at the airline during the pandemic. Macron's climate commission had recommended a time of 4 hours by train. Other opinion was that the earlier four hour restriction would restrict access for people in the distant Massif Central mountainous regions of France. Austria has a 30 euro tax passed by a Conservative-Greens coalition that is placed on flights over 217 miles. No flights to destinations that can be reached in 3 hours by train. Netherlands is also working on similar rules, such as does it make sense for a flight Amsterdam to Brussels that is a distance of 93 miles. That Brussels flight is now banned. ...

The WSJ's Ben Worthen interviews Meg Whitman, the new CEO of H-P. Whitman says she will execute strategy consistently and will provide a steady hand on the tiller. Some of the points she made were- it took a number of years for H-P to get to this situation, and it will take a number of years to get out of it. It takes about five years to get things to turn around, with gradual progress. Whitman says H-P is a hardware company, and could not become a software company even if it tried to. She has put her arms around the company's products, and H-P has people with deep knowledge of the company's products who she talks to. Her plan is to move faster into tablets with Windows 8. For the printer business growth is expected because H-P's estimate is that 200 billion incremental pages will be shifting from Heidelberg presses to Web printing, with a shift from analog to digital.

The pandemic has affected Brazil, and Peru, Ecuador, the worst in Latin America. Countries where there was a lack of funding for public health and no consensus on how to tackle the crisis such as Brazil have done worse. Brazil has 11 deaths per 100,000 people compared to just 1.0 for Argentina. Chile with a political crisis and months of protests has no consensus in the country. It has done worse with 4 deaths per thousand and 95% of intensive care beds in the country taken, leaving hospitals overburdened and in stressful conditions. 

In Argentina the lockdown has been extended till June 7 and there appears to be a consensus on the government's approach to the crisis. Mexico under president Obrador decided to reopen earlier and now faces more coronavirus cases. Reopening the economy so that people in the informal economy could provide for their families was a priority for president Obrador.

With more vaccines available from Pfizer and Moderna, and the poor SinoVac Chinese vaccine effectiveness against the Delta variant, Brazil and other countries in Latin America and Asia are shifting away from Chinese vaccines. Brazil's federal government has halted negotiations for additional doses of Chinese vaccines. In the early stages in 2020 Chinese vaccines helped Brazil cope with the devastating rise in cases. The slow pace of vaccinations in US and Europe has freed up more vaccine doses of Pfizer for other countries including Brazil. From accounting for 80% of vaccines in Brazil early in 2020, SinoVac vaccines now make up only 35% of Brazil's vaccine doses. At that time Brazil bought 100 million doses of SinoVac vaccine which were delivered. The local producer of SinoVac vaccine, the Butantan Institute will no longer make Chinese vaccines. While Sinovac vaccines are effective at preventing deaths, the vaccines have a low effectiveness rate for symptomatic infections. ...

The Greens party will not be represented in the Saarland parliament as its performance declined in last weeks election. The Greens Party polls less than 8 percent in Germany, and less than 6 percent in North Rhine Westphalia elections for May 2017. The improving prospects of Martin Schulz the SPD candidate for chancellor have hurt the Greens. Even as the climate change issue becomes prominent the Greens are seeing the focus shift to the SPD and the CDU in 2017. The issues after the election of Trump following Brexit vote have shifted attention to what happens to the European Union, and the need for strong leadership in Germany and for the European Union. This does not help the Greens Party or other smaller parties. The AfD also has suffered as Germans take a second look at the parties, and think long and hard about what kind of future they want to see and the best way forward.

The strong U.S. job gains of 243,000, according to the Labor Department for January 2012, is a result of unusual factors and is not likely to last. Warmer than usual winter has permitted more construction activity and construction payrolls increased in Dec. and Jan. Another factor is that businesses are making up for labor requirements after the pause during the middle of 2011 from the tsunami and earthquake in Japan, and the uncertainty created by the debt ceiling crisis. The eurozone crisis, and weakness in housing will continue to affect the economy and hiring. The average for jobs created in the last 12 months was 163,000 each month. This rate of growth in jobs will reduce the unemployment rate in 2012, with fluctuations as an improved job market will bring more discouraged workers back looking for work.

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

The current trade disputes and negotiations between the European Union and the U.S. are leading to European carmakers looking again at their supply chains to come up with ways of increasing manufacturing autos in the U.S. Daimler CEO Zetsche says Mercedes Benz will increase engine manufacturing in the U.S. BMW CEO Kruger says the USMCA agreement as the new NAFTA is called, will accelerate investments in manufacturing in the U.S.- more U.S. production for the U.S. market.

The USMCA require at least 75% of car's value built in the U.S. up from 62%. Also 40-45% of the car has to be made at wages of at least $16 per hour. The cap for cars made in Canada and Mexico and exported to the U.S. is 5.2 million with 4.1 million currently shipped into the U.S. Any cars over this or not qualifying with the rules pay a tariff of 2.5%.

Doctor are suffering from a "demoralization syndrome" says Eric Reinhart, physician at Northwestern University. He sites one study that shows universal access to health care in America could have prevented at least 338,000 deaths during the pandemic. Overwork comes from physicians retiring from the healthcare workforce in large numbers. In 2021 117,000 physicians retired and only 40,000 physicians joined the workforce. Another 20% will retire in 5 years. Burnout itself comes from a realization that the system is failing its people and you are working within it without the social and cultural narratives that supported previous generations of physicians. It is these narratives of honesty and service that are the essential parts of the human condition that are lacking without access to good health care for all the people and the education to promote good health.

From New York City head straight north by bicycle through Poughkeepsie and Albany to Rouse's Point and the Canadian border for a cycling route of 400 miles. The CDC Africa says Africa has recorded over 100,000 confirmed cases for a continent of 1.3 billion people, but as the WSJ reports on May 23 there is a high degree of underreporting. The number of cases the CDC says is about the same this week on May 22, as the cases were last week.The most cases are in South Africa at 19,000. 

Three countries have an increase of 100%, making it a situation that will need vigilance. So far 1.3 million tests were conducted. This report in DW.com contrasts with the WSJ report on May 23 which sees major problems developing in hotspots in Africa from Tanzania to Cameroon, in South Sudan to the Cape town area in South Africa. Cape Town hospitals are expected to be overwhelmed in weeks.

The official trailer for Oppenheimer the movie shows the giant ball of fire it shows a grim looking scientist but does not show the the effects of the war on civilians as was shown just 8 months back in May 2023 by premier Kishida of Japan and the organizers of the G7 summit in Hiroshima at the exhibition in Hiroshima. The new exhibition at the Hiroshima Peace Memorial was visited by G7 leaders. It shows the human beings that died on that day, the survivors including children, the lives they lived, what they were doing at that moment on August 6, 1945. NHK documentary taking us through each exhibit in a walk through the exhibition was a profoundly moving experience. Yet few in the US may have seen it, and fewer even know it even exists.

The royal historian says there is a meeting of minds in terms of the social issues at stake, the plight of the people of Britain. The national anthem was played at the beginning of the Labour Conference in 2022. Sir Keir Starmer was made Queen's Counsel in 2004 and was knighted in 2014 for his services in public prosecutions.

A House budget bill passed in Texas would cut an already lean budget- because of years of prudent fiscal policies- by $23 billion from the current level of state and federal spending over the next 2 year budget cycle. This is a reduction of 12.3%. The budget makes large cuts in public education, healthcare for the poor, highways, prisons and state parks. It takes away full day preschool, cuts teacher incentive pay, and reduces scholarships for college students by two-thirds.

The losses for investors from mortgage loans won't go down by much by Treasury's plan. Barclay's Capital Research estimates that losses could go down by 1% point from 13 to 15% losses that are expected on the subprime loans. And the economy would only be helped at the margins according to Roubini, a NYU economist who heads Roubini Global Economics, who doesn't see it doing much for the foeclosures and defaults leading to a housing recession for the next 3 years. Out of some 1.8 million borrowers, 600,000 not current on their payments will get no help, and of the remaining 1.2 million only 600,000 who are current on their mortgages but need help will qualify, those with better credit scores such as above 660 and having the means to pay will be excluded.

This is huge- for Germany, for France, and for the European Union. After initial hesitation and a decade of not looking ahead, Germany under Angela Merkel is finally not just looking ahead to its vision for Germany but doing this as a part of the larger European community. And the European Central Bank after its initial lack of community spirit, is paving the way with its own actions for the Europe wide recovery with a significant increase in lending to EU countries.  Germany's finance ministry has agreed to spend 130 billion euros on more than 50 initiatives to promote growth in Germany. No longer is the government looking at the car industry as it did in the past. It is looking beyond to what Merkel calls the "profound upheaval" coming from climate change and digitisation. For Merkel after the changes caused by the pandemic something more had to be done- "We just could'nt introduce a traditional stimulus package. It had to be done with an eye to the future, so that is what we especially emphasized."  This also brings together France's Macron and Germany's Merkel in a combined effort to bring Europe up to face the future with confidence. It is amazing how the pandemic has changed minds in Europe. From the long drawn out period since 2008 when traditional policy ideas and austerity thinking prevailed, to the idea today that this is no way to face the future with confidence for Europe to be back on its own feet, for hope to return. Instead of partnering in austerity with the Dutch and the Swedes, the finance ministry is now looking to France, Italy and Spain, considering the common pain of the core European countries during the pandemic and looking to the future.  Merkel moved to circumvent the traditional Bundestag's refusal to permit debt sharing  across the euro area by producing 500 billion euros of grants for hard hit businesses across the European Union. As Macron says it was a necessary  step- " What is sure is that this 500 billion euros will not be repaid by the beneficiaries.... We are proposing to do real transfers (of money) ... that's a major step." Forecasts from Capital Economics and other forecasters show the European Union's major economies of France, Italy and Germany rebounding quickly in 2021 after the blow in 2020, in a V shaped recovery with growth of close to 6% in France, and higher in Italy because of the bigger hit taken there than Germany. The strong U.S. jobs report with addition of 2.5 million jobs for May shows that the rebound can be sharp upward swing if the policy, will and community spirit is summoned up by leaders and people, no matter what happened in the past decade. It is also based on having the right spirit that knows about investing where it really counts for the people - in infrastructure, health, public services, and avoiding the misallocation of resources and spending that happened before. ...

For each day, during 72 hours in the northern Alps of Japan, NHK Television online spent time with campers with their little lights for the colored tents under amazing starry skies. The spirit of the little girl age 5 cannot fail to make us fell young and spirited again. The autumn leaves and sky give a sense of life outdoors reviving spirits at this time of being stuck indoors for long periods during the coronavirus.

President Trump says the terms set in the deal Boris Johnson negotiated with the European Union preclude any deal with the U.S. He says after looking at the agreement that "we can't make a trade deal with the UK."  Trump made similar comments for prime minister Theresa May when he said that May's strategy for Brexit would "kill" any chance of a trade deal with the U.S. Mr. Boris Johnson, UK prime minister, has promised to negotiate a free trade agreement with the U.S. after delivering Brexit. A separate report in DW.com showed that countries with large potential in trade for Britain such as India are also less likely to sign a deal with Britain because the EU is a much larger trading partner with India. This could have an effect on Mr. Johnson's election campaign.

Class of 1977 was first after the Cultural revolution. In 1977 China held its first competitive national university entrance examination since 1965. A period of 12 years of the cultural revolution till 1977 were a lost decade in terms of education and getting the best minds and training them for careers in various fields for development and modernization. The year 1977 with the reinstatement of university entrance exams was remarkable in the outpouring of energy as young people prepared for entrance exams in a period of a few weeks. Textbooks were hard to find, for over ten years most had no schooling and worked in rural areas doing farming work. Students scrambled to find teachers to guide them. 273,000 were admitted to universities that year- only 4.7% of the the students taking the test. In comparison 58% of nine million students in 2007 were admitted to universities three decades later in 2007. Li Keqiang is one of these students who worked really hard to get into Peking University. He is the new prime minister, part of the new generation of leaders in China. With 3.7 million workers in the informal economy Italy is one of the worst hit European countries. Italy's south, including Naples and its capital Campania is one of the hardest hit. Italy's lockdown ended May 18, with some restrictions. Affected worst are small business owners such as shopkeepers, restaurant owners and market vendors, also hit are workers employed in tourism and entertainment. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...

Germany is adjusting its requirements for residency permits and work permits for refugees. It will let asylum applicants take temporary jobs by 3 months after applying for asylum. Current law bans migrants from working through temp agencies for the first 4 years in Germany. The government will lower hurdles for job applicants who are refugees. Government policy of Angela Merkel's coaltion is- "people who have the right to protection and stay in Germany permanently should find employment rapidly and earn their living themselves." This is critical to the large effort to absorb about 1 million refugees in 2015, as it will meet the needs of companies and not cost the government additional outlays for social payments to refugees. The initial response from companies such as SAP, Thyssen Krupp, and smaller companies has been very positive, and shows why Germany is uniquely positioned of all EU countries to be able to take on this challenge on both humanitarian and mutually beneficial basis.
