The 44 kilometre stretch of rail line being built in the region of West Bengal and Sikkim will for the first time provide a direct rail connection between Sikkim and India. A project that was approved years back in 2009 will be completed in 2 years by December 2022 by the federal government. The investment in the project is 89 billion rupees or $1.2 billion. It is a strategic project for India as it integrates the Himalayan region of Sikkim and Bhutan, Nepal, with India with rapid rail connectivity. The lack of reliable and modern rail infrastructure had held back economic development in the region. This is part of the Himalayan region in India's northeast, with spectacular mountains and requires modern engineering and technology for miles of tunnels through the mountains and bridges over many rivers at high altitude. This project is a combined venture of Indian Railways and its unit Northeast Frontier Railways, and the Indian Railway Construction Company (IRCON). Low wages have led many to reconsider their careers during the pandemic, a phenomenon called the Great Resignation. Other people have dropped out of the workforce because schools have not reopened and there is a lack of good affordable childcare. The chairman of the US central bank Jerome Powell, says "It is frustrating to acknowledge that people getting vaccinated and getting Delta variant under control remains the most important economic policy we have. It is also frustrating to se the bottlenecks and supply chain problems not getting better- in fact at the margin getting a bit worse." ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. Claire Moses reports for the NYT from Woudenberg, Netherlands, her home country. The 1.6 million cows on Dutch dairy farms are a leading producer of nitrogen emissions in the country. EU and Netherlands laws limiting these emissions would require a much smaller population of cows. To meet the cuts in emissions Dutch dairy farmers will have to significantly reduce their farming operations and number of cows in each farm. Netherlands is a major dairy farming nation with 8.2 billion euros of dairy exports including Edam and Gouda cheeses and 13.8 billion kilos of milk.  Dutch farmers have launched nitrogen protests for 2 years saying their livelihood is threatened. In a nation of 17 million people about 40% supports the farmers, but this support is declining with increasing impact of droughts and fires, impact on agriculture and transportation on rivers, takes its toll on Europe and the rest of the world. Netherlands has set aside $25 billion to aid farmers making the transition to a smaller nitrogen footprint. It also requires the Dutch to shift their diet to fewer animal proteins, to grain and other non animal proteins. ...

Organizers saw the 2018 Youth Olympics done on the streets of Buenos Aires showing that it could be done. And they were upto the challenge with a 1.4 billion e French government project to clean up the river and its rancid dirty water in time for the event in 2024, and to make it swimmable for the first time. Swimmers would dive into the Seine. It would be risky but after the pandemic it was worth trying to bring back the idea that Paris is back. As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

Krugman points out that even though the economy has the lowest unemployment and inflation has dropped significantly, wages of working class Americans are up significantly, there is a huge infrastructure building effort, and investment in Make in America, there appears to be a disconnect when people are asked about the economy. It reduces class sizes by 2 students, which creates more teaching positions per campus, as well as additional mental health services and counselors. The trade union serving 30,000 members, including bus drivers, janitors and teaching assistants, also reached an agreement after a brief strike. Liz Truss the UK prime minister waffles on this issue by first saying yes, then no, then yes. The US just announced social security payments to retirees will increase by 8.6% in 2023. The triple lock is a way of saying that pensions will be increased each year by the maximum of inflation or average earnings, and more than 2.5%. With inflation at over 10% UK pensions would be increased similar to the US, slightly higher by 10%. This is critical to meet needs of older Britons or Americans, and similar policies are being followed in France, Germany and other EU countries. Housing costs are rising very rapidly. This leaves less for food and heating. This means some older Britons or Americans are missing meals. In Britain a TUC report shows one of seven Britons missing meals because of income not keeping up with the cost of living crisis, which is now number one on people's minds.  ...

Elizabeth Warren has announced a plan to invest $85 billion in fiberoptic infrastructure to bring faster internet speeds for broadband service in rural areas of the U.S. which are poorly served. The Trump administration has recognized this for rural areas which is its support base. Trump's broadband efforts have mostly tried to remove barriers to investment. The FCC proposed its own $20.4 billion fund to expand rural internet service over 10 years using federal service fees for funding. Warren's plan by contrast is to provide 90% of the cost for construction of public fiber optic networks. Its part of a plan called "My Plan to Invest in Rural America." It includes investment in rural health care centers, and annual payments of $15 billion to farmers for adopting environmentally sustainable practices. Warren would fund this with a 2% annual tax on wealth above $2 million, and a 1% additional tax on wealth above $1 billion. Both presidents Biden in 2024 and Carter in 1980 faced high inflation that reduced their popularity, under Biden over 9% and under Carter 13%. Cost of living became a major issue as wage increases did not keep pace with inflation. WSJ attributes the inflation under Carter to policies of Richard Nixon and failure of the Fed under Miller and Volcker to control inflation. It attributes the inflation under Biden to Covid spending and on top of that the Spending under the Inflation Reduction Act and other bills passed to rebuild infrastructure. Biden and Fed's Powell did bring inflation down in 2024, and it had also to do with supply bottlenecks, opportunistic behaviour by retailers in 2022-2023.  A significant weakness for Biden was the Border and failure to act quickly under Homeland Security head Alejandro Mayorkas, against whom the Republicans started impeachment proceedings. Added to this was the continued flow of fentanyl destroying American lives. Another weakness was the unease of parents with policies on transgender. On foreign policy the Obama policy of funding Iran under the nuclear negotiated agreement increased risks for Israel and emboldened Iran. ...
