France's response to the Paris attacks in Nov. 2015 was to invoke the Lisbon Treaty for aid from other states in the European Union, and not to invoke a clause in the NATO agreement because this would be seen differently by Russia. Another reason is that by avoiding invoking the NATO Article 5 clause France decided not to ask for something that was not going to happen considering president Obama's reluctance to intervene in the Syrian conflict, say French diplomats. President Hollande plans a visit to Washington and Moscow for coordinated action against terrorist groups in Syria and Iraq. Strobe Talbott, former deputy secretary of state in the Clinton administration (1994-2001), and president of the Brookings Institution, one of America's most respected diplomats, says Russia has still to prove that it is a part of the solution as the talk does not match its actions on the ground. The 2015 budget for the European Union borders agency Frontex was increased by 17.5% from 97 million euros to 114 million euros, yet it remains underfunded with the huge influx of refugees through Greece and from Turkey. For 2016 the budget increases by 54% to 176 million euros. It is based in Warsaw, Poland. It does not have its own border guards, planes and ships, which are provided to it by the member states of the EU and paid for from its budget. It was not deisigned to address a problem of this magnitude at EU borders and some new form of the agency needs to be developed.

Liz Sly of the Washington Post provides this exceptional account of the different phases of the war in Syria originating in 2011 with the Syria democracy protests, suppression of protests by the Assad regime, civil war by 2012 , Russian intervention by Putin, the U.S. under Obama and France under Hollande on the sidelines in 2012-2014. The result is a breakup of Syria by 2014 with coastal areas under the Assad regime supported by Russia and Iran, the Kurdish controlled areas, areas controlled by various rebel groups, and the control of other areas by Islamic State which also gained control of Mosul in Iraq. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict.
