Dugan and Spector of the WSJ take readers through efforts to push self driving technology to its limits at electric car maker Tesla. Tesla CEO Elon Musk is pushing the technology and plans to get a self driving car go from Los Angeles to New York by the end of 2017. Problems faced by Tesla include a car crash involving a driver who took his hands off the wheel of a Tesla automobile, leading to a crash with an eighteen wheeler truck. This led to an investigation by the National Highway Traffic Safety Board and a decision by Tesla to make driver's hands on the steering wheel required for autopilot to operate. Earlier in 2015 Tesla engineers confirmed that the Tesla cars were not ready for autonomous driving because of near crashes when the reliance was placed entirely on the technology. Ten engineers and two managers resigned from Tesla according to this report by WSJ, with problems relating to deadlines and marketing decisions. Sterling Anderson, the head of the Autopilot program at Tesla resigned to start his own company with the head of the autonomous driving unit at Google, saying he was going to do it the right way, citing concerns that Musk was going ahead with the technology without making it failure proof. The tricky thing about auto pilot driving is the behavioural factors involved, where drivers may take their hands off the steering wheel and not be prepared to act as a backup should the technology fail or something go wrong. Another aspect of this is the tendency of drivers not to pay attention to the road and rely completely on the auto pilot to do everything, more than its capabilities today. Toyota and other auto companies are including some elements of collision free driving, and reliable aspects of the new technology into cars. For Tesla the driverless technology is part of its marketing appeal, and CEO Musk has moved faster in this respect than his own engineering team, according to this WSJ report. ...

Economists are calling this a "wage-less" recovery in the U.S. With unemployment at 8.8%, wage pressures are weak. Average hourly earnings were flat in March 2011. The annualized growth of average hourly earnings for the last 5 months is 1%, according to Gluskin Sheff chief economist Rosenberg. Treasury Secretary Yellen says on her second trip to China that she will make this the top issue in discussions, the danger that Chinese overproduction in green energy products will lead to the kind of overspill that happened for steel and aluminium where subsidized products drove American companies out of the market. Speaking at a solar energy factory in Norcross, Georgia, that was itself closed in 2017 and is back up again with the assistance in the Inflation Reduction Act for promoting American green energy manufacturing, Yellen said: "It is important to me and the president that American firms and workers can compete on a level playing field." Yellen's remarks on supply chain resilience- "China's overcapacity distorts global prices and production patterns and hurts American firms and workers, as well as firms and workers around the world. Challenges for individual firms can lead to concentrated supply chains, negatively impacting global economic resilience.”   ...

Former prime minister Nawaz Sharif faces a trial on corruption charges in Pakistan in 2018, just prior to new elections. The military and the judiciary both support the trial which involves payments for 4 upscale neighborhood London apartments owned by Sharif. 

Mr. Sharif's party leads in polls with about 36% support, higher than the next leading party Tehreek which has 24% support and is led by Imran Khan a former cricketer. The Pakistan People's Party of the Bhutto family comes in third. The result of this could be a weaker coalition government. The Supreme Court has banned Sharif for life from holding political office. Pakistan has seen governments toppled and military rule for half of its 70 years since independence. The rivalry with India and the role of the military has affected political institutions and democracy in Pakistan making peace with India difficult to achieve for any elected government.

Estimates of the exposure of European banks to Greece's sovereign debt shows BNP Paribas has 5.01 billion euros in exposure to Greek debt, Societe Generale 4.23 billion euros, Deutsche Bank 3.02 billion euros, and HSBC 1.94 billion euros, Credit Agricole 0.85 billion euros, Unicredit 0.80 billion euros, Santander 0.51 billion euros. The exposure of French, German, Italian and Spanish banks in Greece is a critical difficulty in resolving the crisis, as the banks are still in a fragile condition after the global financial crisis of 2008. With the debate on resolution of the crisis focusing on how a three way distribution of the burden should take place between austerity cuts, bondholder and creditors, and taxpayers in Germany and other EU countries, negotiations are finally taking place between each European government and the banks of that country. Three countries where such talks are taking place are Germany, France and the Netherlands. Finance ministry officials in Germany and France met with representatives of the banks and insurers in their country to arrange for the banks to voluntarily take losses on their holdings. The respective holdings of Greece's government debt according to the Bank for International Settlements are: French banks $14 billion, German banks $22.65 billion. Overall exposure to Greece is higher for French banks- at $56.7 billion for French banks and $33.97 billion for German banks. This opens the door to a Brady Plan type solution for the financial crisis in EU countries Greece, Ireland, Portugal and Spain....

Lt. General Abdel-Fattah el-Sissi, the new defense minister appointed by President Morsi in Egypt, has close ties with U.S. officials. His ties to the U.S. go back to the basic infantry training course he took at Fort Benning, Georgia, in 1981. This marks a shift to a younger generation in the military from the aging military leaders of the Mubarak period, and was achieved by consensus so that the military could continue to maintain its privileges and the elected President Morsi could assume control of running the country. This was peceded by the visit of U.S. Defense Secretary Panetta to Cairo, in which he mediated between the different factions to ensure a peaceful and normal transition to democratically elected leaders. It also comes as the U.S. and European allies and Sunni nations in the Middle East are focussing their attention on Iran and the civil war in Syria. For the military in Egypt the situation in Syria could be one more reason to arrive at a rapprochement with the elected civilian government, and Secretary Panetta is likely to have pointed this out to Gen. Tantawi and leaders in the SCAF military body. It shows the considerable diplomatic and leadership skills of Secretary Panetta in helping to bring all sides together on a mutually agreed arrangement. The initiative was left to President Morsi because it was important that this be seen as a return to normal democratic processes by an elected president....

Sony CEO, Howard Stringer, faced some bad luck in the last two years- surge in the Japanese yen, the tsunami and earthquake in Japan, floods in Thailand closing factories, hackers penetrating its online gaming network, and the European debt crisis. The result is fourth year of losses since he became CEO in 2005. His experience was as a journalist and television producer, and he helped turn around Sony's music and movie businesses. Nobuyuki Idei did something unusual when he chose Stringer to do the same for the electronics business at Sony- bringing a Welshman from Britain to run a major Japanese company and someone with no experience in the manufacturing side which is Sony's strength. Stringer made cuts that helped reduce costs, cutting about 26,000 jobs. He also picked younger managers for the executive team and was sensitive to cultural differences. Efforts to turnaround the television business did not work- with the television business running seven straight years of losses because of intense price competition. He also made efforts to change the culture at Sony so that different divisions and groups talked to each other. Kazuo Hirai, who ran the Playstation business, now assumes the CEO role with the benefit of the groundwork laid by Stringer. He faces a number of challenges including how to move away from the television business and how to come up with new products that excite buyers....

Mario Draghi, president of the European Central Bank appears before the Economic and Monetary Affairs Committee of the European Parliament. He said the ECB had resumed normal lending to Greece's four major banks after the 18 billion euro recapitalization of the Greek banks by the government of Greece using bailout funds assigned for this purpose. Draghi tod the parliament: "The ECB will continue lending to solvent banks. We will avoid bank runs on solvent banks." At the same time he asked the EU to setup a deposit insurance fund for European banks and regulation of banks at the European level. On the actions taken by European leaders Draghi had strong criticism for the slow response always one step behind action needed and a day late, saying: "The next step is for our leaders to clarify what is the vision for a certain number of years from now. The sooner this has been specified the better. Dispel this fog." He described the configuration for the eurozone of the last ten years as unsustainable unless steps are taken, with leaders having to decide quickly what kind of eurozone they want to see. On Bankia's recapitalization by the Spanish government, Draghi said everybody winds up doing the right thing after many delays at the highest possible cost and price. It showed the need for centralization of supervision at the Europe wide level because Spain took too long to tackle the bad real estate loans at Bankia....

The slowing of China's growth with GDP growth for 2012 estimated by the government at 7.5%. Growth was 8.1% in the first quarter of 2012, with expected decline in the second quarter. In response China's National Development and Reform Commission, which executes economic policy in China, has accelerated the approval of major infrastructure investments starting in April. This includes hydropower stations, clean energy projects, 4 new airports and renovations of 3 large steel plants, a subway in Nanjing. The investments total about $150 billion. Another stimulus comes from investments by local governments with central government support, including highways, sewage treatment plants, and $55 billion investment by state corporations in the Chongqing municipality. To revive the auto industry a cash-for-clunkers program is also planned, and this may include cash incentives for home appliance purchases. In addition to this the State Council headed by premier Wen Biao is making plans for 20 major projects in 7 strategic industries, from advanced equipment manufacturing to energy conservation. The result is a Stimulus that will be much smaller than the $585 Stimulus spending of 2008-2009, with a measured response compared to the earlier splurge in spending. Experts say the Communist party sees this as ensuring a smoother transition to a new president and prime minister in 2012, with added credibility for the nations growth and for the leadership of the Communist party in the modernization drive. ...

John Taylor on the dangers of a loose U.S. monetary policy and the effects this had in fueling a housing bubble in Spain, Ireland and other EU countries. Taylor points to the bubble ocurring in emerging market economies from low interest rates. Taylor says the ECB's interest rate moves in 2003-2005 were affected by the Fed's low interest rates. He estimates the ECB set rates about two percentage points too low leading to housing bubbles in EU countries. A similiar process is taking place today with the Fed's near zero interest rate policy. Taylor points to interest rates in a group of 18 emerging market economies- including Brazil, China, India, Mexico and Turkey, which have held interest rates on average about 5 percentage points below widely used benchmarks fueling a doubling of global commodity prices between 2009-2011. The U.S. Fed's policies make it harder for central banks in emerging market economies to take aggresssive action against bubbles developing in these countries. Taylor says his does not mean that the Fed should not pay attention to the U.S. unemployment rate and long term unemployed, but should keep in mind the negative effects of slowing demand in emerging market economies and in the EU as a result of its monetary policy of keeping rates at near zero for long periods of time. This feeds back to the U.S. economy at a critical time....

Peugeot plans to shut down its plant at Aulnay-sous-Bois near Paris in 2014. About 3000 jobs will be lost at the plant. In all Peugeot plans to cut 8500 jobs, about 8% of its workforce in France. Peugeot says the pace of losses is unsustainable, with Peugeot losing 200 million euros in cash each month, putting the entire enterprise in peril. This also raises more questions about France's competitiveness as 400,000 manufacturing jobs were lost in the last ten years according to government data. Peugeot is seeing declining sales because of slowing sales in southern Europe, a critical market for Peugeot. Overall capacity utilization for Peugeot dropped from 86% in 2011 to an average of 76% in the second half of 2012, with sharper declines in the small car segment on which the company has focussed. The Aulnay plant produced 300,000 cars 2007, by 2011 this came down to 135,000 cars. Peugeots strategy of making smaller economy style cars with higher French labor costs presents a challenge say analysts, and its slower move into Asian markets has not given it the advantage enjoyed by German manufacturer VW. In addition to the 3000 jobs lost at Aulnay, Peugeot plans to cut 1400 jobs at its Brittany plant in Rennes, and 3600 corporate jobs. To assure unions the company will build a new car at the Rennes plant in 2016, and could move 1500 jobs from Aulnay to another plant near Paris....

The Nuclear Safety Commission of Japan, one of two safety regulators in Japan, met in October 2010. At that meeting a presentation by Takanori Tanaka, head of the government supported Nuclear Power Engineering Center, advocated new technologies that would reduce risk in the event of earthquakes and tsunamis. The presentation focussed on new plants and did not go into retrofitting old plants with new backup solutions for cooling in the event of electrical failure. A recent article by Hitachi researchers brought up the idea of isolation condensers which could provide temporary power supplies in the event of electrical failure. One such device was on No. 1 reactor at Fukushima (built in 1971), and worked after the quake but later failed. The views of nuclear engineers at Hitachi discussed here show that cost remains a constraint in the design of nuclear reactor cooling systems, and redundancy with several layers of diverse backup systems for cooling are not being pushed by companies building the reactors. See the group articles for G.E.'s Mark 1 system which show cost and easier to build were factors behind the smaller containment systems favored for that design. Fukushima plant uses the Mark 1 reactors. Without independent safety regulation that does not rely on the companies for analysis and solutions, regulation risks becoming too dependent on companies for coming up with the strong safety precautions that are absolutely essential. BP's difficulties in the deal with Rosneft. In mid-January 2011 BP signed a deal with Rosneft with each company investing in the other through a stock swap of 5% of BP and 9.8% of Rosneft. They also agreed to jointly explore oil fields in the Russian Arctic. This sidelines BP's former partners in the TNK-BP venture. Robert Dudley, who headed the Russian operations of BP, is now CEO of the company. From 2003 to 2008, Dudley headed the TNK-BP joint venture. BP's partners in that venture, known as the AAR group of oligarchs, have sued BP over the BP-Rosneft deal. An arbitration tribunal in Sweden ruled that the Rosneft venture violates a shareholder agreement BP has in the TNK-BP venture. BP was under the impression that support from Igor Sechin, deputy prime minister and head of Rosneft, would ensure there would be no litgation by AAR, but this has not happened. It shows the uncertainties in Russian politics. Russian President Medvedev has asked political leaders to give up corporate positions, which would mean Sechin would have to give up his position in Rosneft. BP continues to benefit from access to new resources in Russia even with these difficulties. BP contributed $6 billon in cash in 2003 to the TNK-BP joint venture. BP has made $14.3 billion in dividends since 2003 on this investment and holds 50% of the assets in that venture. ...

Ailworth and Faucon describe the ways in which shale oil producers such as Continental Resources in Texas and S. Dakota are responding to the drop in oil prices. One strategy adopted is to put off 60% of the expense of production by not completing the final stages of production of hydraulic fracturing, but keeping the wells ready so that production can quickly be ramped up if prices go to the $60-65 range. EOG Resources, Andarko, Apache, Chesapeake Energy, are also following this strategy. There are about 3000 such wells, not pumping but drilled and ready for hydraulic fracturing, according to RBC Capital Markets estimates. This strategy would mean large shale oil supplies well into the future to keep oil prices low. Production from lower cost wells continues with U.S. oil production climbing to a new high of 9.4 million barrels a day for week ending March 6, 2015, according to federal data. This shows that this is a new situation and the resilience of shale oil supplies may have been underestimated. Another strategy adopted by other large companies such as Exxon is to continue to develop technology by learning to get the oil out of the rock in the most cost efficient way. The capital investment in U.S. shale oil has dropped by $50 billion in 2015 compared to 2014. The number of oil rigs drilling declined to 866 in the U.S. by March 2015, according to Baker Hughes....

As OPEC members met again in June 2015 for the first time since the meeting in November 2014, there is a sense that OPEC no longer exerts the same influence on oil prices. There are 4000 oil companies in the U.S., says one U.S. State Department official, even if OPEC were to cut production the cuts could be matched by shale oil producers in the U.S. quickly increasing output. This is the new reality, say experts. OPEC expects to keep production at the same level of the current production ceiling of 30 million barrels a day in place for the 7th meeting in over 3 years. Algeria and Nigeria, both hurt badly by the drop in oil price, have called for cuts but failed to persuade the Saudis. With Russia unwilling to join a coordinated production cut, there is not much talk about doing this. The Saudis and Iraq have continued to pump more oil, with April 2015 production of 30.84 million barrels a day the highest monthly average since 2012. Other factors also remain in the minds of the Saudis and other producers such as the United Arab Emirates, Kuwait, Qatar- policies on climate change, use of less energy and more from friendlier sources for the same amount of economic output demonstrated by countries such as Germany, advances in technology, energy saving transitions in emerging markets such as China and India....

The Labor Department's rate of labor underutilization is 14.8% of thepotential workforce, much higher than the 8.1% unemployment rate. Which means that a lot of workers are not able to make the fullest use of their skills. If unemployment stays high for a very long period some workers lose their skills and become less employable. THat could leave the floor for unemployment at amuch higher level. Something like this is happening now and stay with us as the unemployment rate grows and the underutilization of labor rate with it. Physiscists call it "hysteresis"., a kind of laggard impact of some sustained force. An example is if you squeeze a nerf ball for so long that it doesn't bounce back when you release it. Higher underutilization of labor which could hit 20% by 2010 at the rate at which job losses are ocurring of half a million a month, would mean pressure on wages and fears of deflation, lower tax revenues and fears of persistent deficits, less cash to invest and companies having less capital to invest leading to lower earnings. And falling behind the curve is what Krugman fears could be happening now, even with the large stimulus and budget of the new President, because of a series of problems ocurring at the same time and reinforcing each other. Prices of Cheerios cereal up 17% on a per ounce basis, General Mills has simply taken out the 10 ounce box and put in an 8.9 ounce box. Kellogg cereal company is doing the same thing as the input costs of grain for its cereal went up by 9%. And retail stores are taking advantage of thhis situation by adding an increase of their own on top of this. And this is going on in many places from icecream cartons to beverage containers, smaller sizes and higher prices. Food prices inflation estimates vary from 4.5 to 5.5% in 2008, and 4-5% in 2009 from Department of Agriculture to Well Fargo's estimates of 6% in 2009 and Farm Sector Economics estimate of 7.5%. Not only are companies raising prices but they are doing so frequently, Alpha Baking Company is paying twice as much for wheat flour from a year ago to make bread and buns, now it changes prices quarterly. This poses an interesting question for the Fed's fight against inflation, does an increase in interest rates mean these companies faced with rising costs of inputs are going to respond by not increasing prices that much? Its the shortage of grain supplies that is driving this food price increases and how would increasing rates make a difference? And most of the inflation is in food and crude oil prices, wage inflation is modest with rising unemployment and a slowing economy....
